Universities in the new millennium find themselves in a knowledge-driven economy that is challenging them to produce a qualified and adaptable work force if they are to contribute to societal development. Owing to the structural change in the economy, entrepreneurs require high level scientists, professionals and technicians who not only have the capability to create and support innovations by adapting knowledge to local use but also people with managerial and lifelong learning skills. Such are they who can accelerate changes and make organizations more productive and efficient in the services they render. Consequently, universities in Sub-Saharan Africa are challenged to transform learning so as to produce graduates who have both knowledge and competencies. Such a system will create a balance between university education and the changing labour market. Satisfying these new educational demands are only possible through research and unhindered access to global information resources. Paradoxically, some private university libraries, because of limited funding, find themselves fiscally constrained in the provision of unhindered access to global stores of information particularly at a time of exponential growth both in number and cost of information resources. This had led libraries to re-examine resource sharing as a viable option to meeting the new demands placed on universities.
It is for the reasons above that this study examines the practice, problems and prospects of resource-sharing in selected Seventh-day Adventist university libraries in Sub-Saharan Africa. It examines scientifically the causes of poor sharing practices that are unique to each library, the situational and environmental factors that can enhance resource sharing. It provides also research-based information that will help to determine the best ways by which each library can have greater access to information resources. There are proposals for resolving the problems, and there are recommendations for dealing with the matter on a more permanent basis. The study advances resource-sharing model called Consortium of Adventist University Libraries in Africa (CAULA) as a resource sharing network for Seventh-day Adventist libraries in Africa. The organizational structure for CAULA are outlined and discussed. The proposed cooperation is not only sustainable but also structured to provide efficiency and greater regional cooperation of SDA libraries in Sub-Saharan Africa. / Information Science / DLITT ET PHIL (INF SCIENCE)

The purpose of this study was to investigate the role of academic libraries in providing services to culturally diverse student populations. In this study the information needs and information-seeking behaviour of the culturally diverse students of the Technikon Witwatersrand were analysed. The study also tried to establish whether there are differences in information needs and information-seeking behaviour of various cultural groups.
The empirical investigation was conducted by means of focus group interviews and a questionnaire survey on a sample of undergraduate students of the Technikon Witwatersrand. There were assumptions that African students have limited experience in using the academic library, have no computer and information handling skills and might have language difficulties. Therefore, the expectation was that African students might have problems in the use of the academic library. However, the results of the empirical study show that English and Afrikaans speaking students are experiencing more problems than African students. / Information Science / M.Inf.

Integration of indigenous knowledge into the services of public libraries in South AfricaMhlongo, Maned Annie 01 1900 (has links)
Documented value of indigenous knowledge (IK) in the lives of communities raises the need to facilitate its accessibility. Public libraries in South Africa can play an important role in facilitating access to this knowledge by integrating it into their services. Apart from positively contributing to the quality of lives of indigenous communities, integration of IK would result in the provision of inclusive and transformed library services.
The purpose of this study was to explore how public libraries in South Africa may integrate IK into their services. Located within the critical theory paradigm, a qualitative multiple-case study was conducted among four purposefully selected provincial library services in South Africa. Directors of the selected provincial library services were interviewed. Collection development policies of the selected libraries were also analysed to determine the extent of their alignment with the provision of IK. Atlas.ti. was used to analyse data thematically.
Findings revealed that libraries have not integrated IK into their services. Furthermore, collection development policies were not aligned to the provision of IK. Factors contributing to non-integration of IK in public libraries included the perception that librarians did not seem to regard IK as within their purview but rather an aspect for archival institutions. Non- alignment of policies to IK integration, content that is not accessible to indigenous communities and dwindling funding for library services provision also emerged as contributory factors. It was concluded that the hegemony of western knowledge continued to marginalise IK, possibly contributing to its non-integration.
A framework based on principles of community involvement, inclusivity, access and transformation was recommended for integrating IK into services of public libraries. It was recommended that public librarians, as stakeholders in the transformation of library services need to engage in the IK discourse in order to enhance their ability to provide inclusive services. The importance of involving communities in defining IK according to their contexts to enable meaningful integration into library services was highlighted. A need to expand the study to other provinces in South Africa to determine librarians’ understanding and views regarding integration of IK was identified. / Information Science / D. Litt. et Phil. This study investigated the factors, best practice, advantages and disadvantages that influence the use of radio frequency identification (RFID) self-help circulation services for service delivery by South African academic libraries with specific emphasis on the University of South Africa (Unisa) Library. Unisa Library Services is the only library service in South Africa that has implemented a fully-fledged RFID self-help circulation service. There must therefore be reasons why other libraries in South Africa have not implemented this type of service. Accordingly, a need was identified to investigate the aspects that should be considered before a library decides to implement such a circulation service. There was also a need to identify the factors, best practice, advantages and disadvantages that influence the use of RFID self-help circulation services.
The study gives a brief overview of RFID technology and its use in libraries internationally with specific emphasis on its use for self-help circulation purposes. Through a literature study, certain factors, best practice, advantages and disadvantages that influence the use of RFID self-help circulation services were identified. The identified factors, best practice, advantages and disadvantages were subsequently used to compile questionnaires to obtain information from Unisa library users (students and staff). Only Unisa staff and students who were situated close to Unisa campuses with RFID self-help circulation services were included in the study. During the analysis of the data collected additional factors, best practice, advantages and disadvantages were identified.
Recommendations were compiled regarding the factors, best practice, advantages and disadvantages that influence the use of RFID self-help circulation services. These recommendations are meant as a guide for South African libraries when making decisions on the possible implementation and use of RFID self-help circulation services. / Information Science / M.A. (Information Science)

Text in Afrikaans / Die doel van die studie was om 'n model te ontwikkel vir openbare
bibiioteekdiensiewering in 'n ontwikkelende land met 'n multikulturele samelewing.
Die kernprobleem was om die teoretiese fundering van dienslewering en die
toepassing daarvan in die praktyk te ondersoek.
Die eerste subprobleem was om die eienskappe van 'n professie en professionele
dienslewering te ondersoek. Die eienskappe van die professionalis/bibiiotekaris wat
leiding aan die gebruiker moet gee, is geidentifiseer. Sleutelelemente is:
outonomie (gekoppel aan deskundigheid en opieiding), 'n altruistiese
diensorientasie en funksionele diens (volgens professionele riglyne en standaarde)
aan alle groepe in die gemeenskap, ongeag sosiale kias.
Die tweede subprobleem was om die doelstellings en funksies van die openbare
biblioteek en die roi van gebruikersleiding daarin te ontleed. Daar is gevind dat
diensleweringsfunksies in die teorie swak gefundeer is. 'n Kategorisering is
voorgestel wat onderskei tussen ondersteuningsfunksies, diensleweringsfunksies
en bestuursfunksies. Gebruikersleiding is geidentifiseer as oorkoepelende begrip en kernelement van alle diensleweringsfunksies wat gerig is op die optimalisering
van die waarde van inligting tot beswil van die samelewing.
Die derde subprobleem was om die ontstaan van 'n diensbegrip in die openbare
biblioteek te beskryf en paradigmaverskuiwings uit te wys. Professionele riglyne,
beginsels en standaarde, is ontleed. Afleidings is gemaak oor 'n heersende
diensbegrip en rol van die openbare biblioteek. Daar is bevind dat die riglyne vir die
identifisering van gebruikersgroepe en hulle behoeftes asook
diensleweringsfunksies ontoereikend is.
'n Kategorisering van potensiele gebruikersgroepe en hul behoeftes is gedoen en 'n
model vir openbare biblioteekdiensiewering ontwikkel om die leemte in
teoretisering te vul. Die model onderskei 'n diensparadigma van dienslewering aan alie individue en groepe in die gemeenskap en missie van ontwikkeling; die primere
doeiltelling opvoeding; beginsels van gemeenskapskontak; behoeftebepaling en
toegang lot inligting; diensfunksies en uitreikaktiwiteite; die professionalis-klientverhouding;
wetgewing, organisatoriese strukture en omgewingsfaktore.
Die model is in 'n vraelysopname in die Suid-Afrikaanse openbare biblioteekpraktyk
getoets. Daar is bevind dat die doelsteliings nagestreef en diensfunksies toegepas
word. Die grootste probleme word in organisatoriese strukture en finansiering
ondervind. Hierdie sake moet dringend aandag kry om die gestelde missie, naamlik
om 'n wesenlike rol te speel in die ontwikkeling van die hele Suid-Afrikaanse
samelewing, te verwesenlik. / The purpose of the study was to develop a model for public library service rendering
in a developing and multicultural society. The core problem was to investigate the
theoretical foundation of service rendering and the application thereof in practice.
The first subproblem was to examine the characteristics of a profession and
professional service rendering. The characteristics of the professional/ librarian who
has to provide guidance to the user were identified. Key elements are: autonomy
(linked to expertise and training), an altruistic service orientation and functional
service (according to professional guidelines and standards) to all groups in the
community irrespective of social class.
The second subproblem was to analyse the aims and functions of the public library
and the role of user guidance in it It was found that service rendering functions are
not theoretically well grounded. A categorisation is proposed which distinguishes
between supporting, service rendering and management functions. User guidance
is identified as an umbrella concept and core element of all service rendering
functions which is directed at optima/isirtg the value of information to the benefit of
society.
The third subproblem was to describe the origins of a service concept in the public
library and to expose paradigm shifts. Professional guidelines, principles and
standards were analysed. Conclusions were drawn about a predominant service
concept and the role of the public library. It was found that guidelines for the
identification of user groups and their needs as well as service rendering functions
are inadequate.
A categorisation of potential user groups and their needs was compiled and a
model for public library service rendering was developed to bridge the gap in XXtheorisation.
The model distinguishes a paradigm of service to all Individuals and
groups in the community and a developmental mission; the primary aim of
education; service principles of community networking, needs assessment and
information access; service functions and outreach activities; the professionalclient-
relationship; legislation, organisational structures and environmental factors.
The model was tested in South African public library practice by means of a
questionnaire survey. It was found that aims are pursued and service functions are
applied. The greatest problems are experienced In organisational structures and
financing. These issues must be urgently addressed to realise the public library's
declared mission, namely to play a substantial role in the development of the South

An important matter is whether the institution is able to provide certain services as far as the collection, facilities and personnel are concerned. A question that should also be asked, is whether this should be a fee-based service, or a free service. Another important matter is the marketing of services, which in earlier times did not form part of a non-profit organization, but is nowadays regarded as part of normal management practice. There should also exist a good understanding and a partnership between the information service and the user in the community, and in this way co operation between both parties should be established. This dissertation analysed the information needs and information-seeking behaviour of visual artists. An empirical survey was conducted on a sample of the more informationliterate visual artists in South Africa. A model of the information environment of South African visual artists was developed. This model provides a basis for another model which represents the optimal service that should be rendered to meet the needs of this user group. It was found that the general information needs of South African artists are fairly adequately met, but that there are several shortfalls, especially in serving their more complex information needs. The most important problems are the lack of training in the use of information sources and services, inadequate marketing of services and inadequate coverage of South African art. It was also found that greater coordination between service providers is urgently required, especially in the provision of information about South African art. / M. (Information Science)

Public libraries are facing a great challenge to succeed in serving their increasingly diverse communities. This thesis focuses on the acquisition of foreign-language books in public libraries and attempts to address the question whether libraries have special strategies to select and acquire foreign-language books. Particular attention is paid to fiction, the main genre offered by public libraries. To help answer the thesis question, the author compares the acquisition strategies of the Municipal Library of Prague and the Zentral- und Landesbibliothek Berlin using structured interviews with the key persons responsible for the acquisition of foreign-language books. As a background, the author provides a literature review of foreign-language materials in public libraries and specifically, the acquisition strategy for those materials (i.e. including case studies, research projects and trends from the Czech Republic, the US, Canada, Australia, Sweden, Denmark and Netherlands). This knowledge foundation is considered in the comparison of the two libraries and their acquisition strategies. The comparative study confirms the trends highlighted in the literature review, such as outsourcing, approval plans and gifts as common ways of acquiring foreign- language literature. The provision of Library and Information Services to offenders in South Africa with reference to Leeuwkop and Johannesburg correctional servicesKhumalo, Mbalenhle Sijabulile 12 1900 (has links)
A need to correct the behaviour and deeds of people who have been incarcerated has been in the plans of the South African Government for a number of years now. Shifting from being punishment to rehabilitation centres, the correctional places have the aim to rehabilitate and
prepare inmates to be included in and accepted by the society beyond their incarceration period.
Qualitative and quantitative approaches were adopted. The case study design was employed to provide the researcher with the flexibility to gather data after an in-depth study of the LIS in Leeuwkop and Johannesburg correctional centres. The targeted population was the
Department of Correctional Services (DCS) officials in charge of the LIS, Gauteng Department of Arts and Culture (DAC), City of Johannesburg (CoJ) municipality LIS Department and offenders from the Leeuwkop and Johannesburg correctional services. The
purposive sampling technique was used to select the sample for the study. Interviews were held with six Leeuwkop and Johannesburg DCS officials, one official from the City of Johannesburg LIS Department responsible for project management, and two officials from
the Department of Arts and Culture. Questionnaires were administered to Leeuwkop and Johannesburg offenders. Triangulation was used to provide different views and opinions during the data analysis. The qualitative data was analysed thematically while the quantitative
data was analysed numerically with tables and graphs. Ethical considerations were taken into account by acknowledging authors and providing consent forms to the participants.
The study established that there was a provisional policy for correctional services libraries in Gauteng. However, most libraries did not utilise it as they rather used other policies. This is
due to the fact that libraries are not autonomous but are under the formal authority of the Department of Education and Sport, Recreation, Arts and Culture (SRAC). Most inmates knew about the LIS facilities in their centres. However, the study found out that the materials
stored in the libraries were out-dated and limited. Additionally, most centres did not have programmes to rehabilitate offenders while they are within the correctional facilities and to reintegrate them back into the society after their release. The study recommends that another
study be done pertaining to the mandate and development of policies for the DCS libraries. / Information Science / M. Inf.
