Evaluation of the resource allocation process towards an HIV/AIDS workplace policy of a public service department in Limpopo, South Africa

The AIDS epidemic affects the capacity of the South African public service to deliver essential services. In response, the Department of Economic Development, Environment and Tourism in Limpopo implemented its HIV/AIDS workplace policy in 2003. This research evaluated the extent to which resources were allocated towards the implementation of the workplace policy, to effectively respond to the impacts of HIV/AIDS on the workplace. A combined quantitative and qualitative approach was used. Data was collected through face-to-face interviews of 43 officers involved in the implementation of the workplace policy, using a semi-structured questionnaire. The history of the Pietersburg [Polokwane] Jewish community

Jews were present in Pietersburg [Polokwane] from the time of its establishment in 1868. They came from Lithuania, England and Germany. They were attracted by the discovery of gold, land and work opportunities. The first Jewish cemetery was established on land granted by President Paul Kruger in 1895. The Zoutpansberg Hebrew Congregation, which included Pietersburg and Louis Trichardt was established around 1897. In 1912, Pietersburg founded its own congregation, the Pietersburg Hebrew Congregation. A Jewish burial society, a benevolent society and the Pietersburg-Zoutpansberg Zionist Society was formed. A communal hall was built in 1921 and a synagogue in 1953. Jews contributed to the development of Pietersburg and held high office. There was little anti-Semitism. From the 1960s, Jews began moving to the cities. The communal hall and minister's house were sold in 1994 and the synagogue in 2003. A reconceptualisation of the concept of social capital: a study of resources for need satisfaction amongst agricultural producers in Vhembe, Limpopo

Social capital, in broad terms, refers to norms, networks, trust and forms of social connections in societies that allows people to gain access to resources. This study involves a reconceptualisation of the concept of social capital. An overview of social capital literature reveals that economic needs are still dominant in both the theory and practice of development efforts that make use of social capital. It would therefore appear that the social capital paradigm is not balanced in that it does not clearly provide for the satisfaction of the diverse range of needs that people, particularly those in the rural communities, often experience. A resource-orientated approach is suggested in broadening the concept social capital to include the satisfaction of a wider variety of needs. An effort is made in the literature study, to capture the manifestations of social capital in different societies globally, with particular emphasis on community life in developing communities of the world. In addition, the discussion of social capital is deepened to include need satisfaction. A matrix of needs, as proposed by Max-Neef (1991), is used to argue that social capital would better be seen as a synergetic resource for the satisfaction of various needs. Instead of understanding social capital as a need, single satisfier, or as a `factor of production', an argument is put forward that such a conception of social capital is incomplete and inaccurate and that, instead, social capital should be understood as a multi-dimensional resource that can be used to service various needs of communities. Extensive fieldwork amongst agricultural producers in the Vhembe district of Limpopo provided ample evidence of social capital, although a precise fit with the mainstream theoretical perspectives was not found. The unusual profile of social capital reaffirmed the argument that social capital is present in different forms in rural developing communities and that social capital can best be seen as multi-dimensional because it has the ability to satisfy a wide variety of needs at different levels. Better use can be made of the concept of social capital by viewing it as multi-dimensional and linked to resources relevant to a wide variety of needs. Further research is needed if social capital is to be used by development planners. / Sosiale kapitaal verwys breedweg na norme, netwerke, vertroue en verskillende vorme van sosiale skakeling. `n Oorsig oor sosiale literatuur toon dat ekonomiese behoeftes die sosiale kapitaal teorie en praktyk domineer, veral tydens ontwilkkelingspogings wat gebruik maak van sosiale kapitaal. Hierdie studie behels `n heroorweging van die konsep sosiale kapitaal. Die sosialekapitaal - paradigma blyk ongeballanseerd te wees aangesien dit nie volkome voorsiening maak vir die verskeidenheid van behoeftes wat mense in landelike gemeenskappe dikwels ondervind nie. Deur die sosiale kapitaal konsep te verbreed, naamlik volgens die bevrediging van `n verskeidenheid van behoeftes, word `n hulpbrongebasseerde benadering tot sosiale kapitaal voorgestel. Tydens die literatuurstudie is gepoog om die manifestasies van sosiale kapitaal in verskillende samelewings van die wêreld vas te lê, met besondere verwysing na ontwikkelende gemeenskappe van die wêreld. Evaluating the level of job satisfaction of financial inspectors in the Limpopo Inspectorate Division

The purpose of this research was to investigate the level of job satisfaction among financial inspectors in order to measure the level of job satisfaction, to identify the reasons for the level of job satisfaction, to present findings, and to make recommendations to the Inspectorate Division that would improve the feeling of empowerment of financial inspectors. This mini-dissertation entails a literature review and empirical study. The data was collected by means of a structured questionnaire based on the Minnesota Satisfaction Questionnaire (MSQ). The outcome of the research indicates that there is lower level of job satisfaction among financial inspectors with regard to the manner in which inspection reports are sent to inspected departments and their feedback; the training programme of financial inspectors; payments based on the Performance Management System (PMS); job insecurity and the transfer of financial inspectors to other sections or departments; communication channels within the Inspectorate Division and Office of the Premier with regard to the control of inspectors; provision of cell phones to financial inspectors and their supervision by their managers; working conditions and involvement of financial inspectors in decisions that affect them at work. The main finding is that financial inspectors indeed experience a lower level of job satisfaction with regard to almost all the factors investigated under the problem statement and thus, the practice of empowerment is recommended as a solution to address the Inspectorate problems. / Business Management / M.Tech.

Sub-national governments and foreign policy : the case of the Limpopo Province in South Africa

The aim of this study is to analyse and describe the role of sub-national governments (SNG’s) in foreign policy and how the conduct of diplomacy has developed in the South African context, and to assess why and how provinces engage in this phenomenon. The theoretical approach to this study is embedded in neo-functionalism. In order to illustrate this, the South African province, the Limpopo Province is used as an illustrative case study. In particular, the study will analyse the role of the International Relations Unit (IRU) within the Office of the Premier (OtP) in the Limpopo Province as a case study. Limpopo is the main focus of this study because it, inter alia, borders on three sovereign states (Botswana, Mozambique and Zimbabwe) which place the province in a good position to engage in international relations, mutual intentions and friendly relations with its neighbouring and other distant countries. The results of this study is that provinces have become important foreign policy and international relations actors in the area of low politics; however the national government remains as the main actor in the international relations and foreign policy making process. The results also indicate that Limpopo is being proactive in facilitating and accelerating the realisation of the foreign policy objectives since provinces engage with international activities that run in parallel with the objectives and principles of the national foreign policy. The study contributes to the literature on SNG’s diplomacy in South Africa. Organizations are trying to put in place programmes to fight the spread of HIV/AIDS as it affects the productivity and profits due to increased absenteeism and turnover. The Joint United Nations programme on HIV/AIDS [UNAIDS] estimated that there are 40 million people living with HIV/AIDS world wide, 25 million has died and 15 millions are orphans due to HIV/AIDS. The Department of Agriculture [Limpopo] has recruited Peer Educators to assist in providing education, awareness and prevention programmes on HIV/AIDS to employees and stakeholders. However, it is essential to assess the knowledge, attitudes and perception of this Peer Educators in order to develop intervention measures to improve the effectiveness of the programme. The Department of Public Service Administration guideline on managing HIV/AIDS in the workplace (2002) requires departments to conduct KAP (knowledge, attitudes and perception) in order to have baseline data for responsive, relevant intervention strategies in the workplace. “HIV/AIDS workplace programmes can only be successful if the employees needs regarding knowledge, attitudes and practices have been thoroughly researched” (Family Health International, 2000). The aim of the study was to identify the knowledge, attitudes and practices of Peer Educators in the Limpopo Department of Agriculture. This will also assist to measure the impact of training provided to them. All Peer Educators were be given an opportunity to participate in the study. Self-administered questionnaire was be used to collect data and confidentiality was emphasized. Data was analysed using the SSP programme and Microsoft excel. The findings revealed an average knowledge of Peer Educators on HIV/AIDS, positive attitudes and safe sexual practice by using condoms. There is need for in service training for Peer Educators. The results also indicated the strong need of support from supervisors and management in the implementation of Peer Educators programme. The findings of the study will also assist the Limpopo Department of Agriculture to redesign the Peer Education Programme in order to minimize the risks and reduce the infection rate on HIV. Peer Educators are considered as key informants, it is significant to understand their level of knowledge, and what is their perception of risk to HIV/AIDS. / ARFIKAANSE OPSOMMING: Die doel van die studie was die bepaling van die kennisvlakke, houdings en persepsies van eweknie-opleiers in die Limpopo provinsie. Die resultate van die studie dui op sterk behoeftes aan verdere opleidng aan veral toesighouers en bestuurders van die Departement van Landbou van Limpopo provinsie. Voorstelle word aan die hand gedoen oor die wyse waarop hierdie opleidingsprogramme saamgestel behoort te word en riglyne word gegee vir die implementering daarvan.

A model for digital literacy enhancement through technology adoption in resource-constrained environments

The ubiquitous and pervasive nature of Information and Communication Technologies (ICT) fosters societies driven by knowledge rather than traditional capital and labour through the simplified socio-economic participation. No longer are individuals impacted by spatial and environmental conditions when conducting personal, community and even national obligations and duties. However, the effective use of ICT is governed by personal, interpersonal and environmental factors. Nowhere else is this impact more evident than in rural areas. Rural areas are plagued by a number of challenges which affect ICT use. Some of these challenges relate to the scarcity of income, education and infrastructure. A holistic investigation on the challenges experienced by rural areas was necessary. Based on the outcome of the investigation, rural areas were classified as resource-constrained environments. The study then set out to explore concepts that highlight the opportunities offered by ICT in rural areas and those that mitigate challenges posed by these environments on ICT use. The theoretical grounding of the concepts identified in the study firstly set out to understand and explain general ICT use, then extended this ICT use to rural areas. A conceptual model explaining challenges posed by resource constraints inherent in rural areas on ICT use was incepted. This conceptual model was empirically investigated for evaluation and validation purposes resulting in the final model of the study. The final model of the study facilitated the process of understanding and explaining the effective use of ICT in rural areas based on the inherent resource constraints in these environments. By mitigating the factors affecting ICT use in rural areas, the impact of effective ICT use can potentially be extended to resource-constrained environments, including rural areas. / School of Computing / M. Assessment of welfare shocks and food insecurity in Ephraim Mogale and Greater Tubatse municipality of Sekhukhune District, Limpopo province, South Africa

This study has assessed the welfare shocks and household food Insecurity in Ephraim Mogale and Greater Tubatse municipalities of Sekhukhune district, Limpopo Province in South Africa. The study identified shocks affecting livelihood at household level and also analysed the food insecurity status of households. The study is restricted only to two local municipalities out of five municipalities in Sekhukhune district. Structured questionnaire was administered for data collection. A total of 200 households were involved in the study with 100 households selected from each municipality. Within each municipality several villages were selected for survey through stratified random sampling selection. Data was collected between 10th July and 22nd September 2014. All response from the questionnaires was tabulated and processed with the use of statistical package for social sciences (SPSS) programme. Three analytical tools were used to achieve the objectives of the study such as, Descriptive statistics, Household Food Insecurity Assessment Scale (HFIAS) and Linear regression model. Majority of households experience different form of shocks in their households. Increase in food prices, high level of livestock disease, drought, death of a household member and chronic illness such as Diabetes, HIV/AIDS and Tuberculosis are the most important shocks experienced. Approximately 22.2% of households were characterized as being food secure, 32.2% as mildly food insecure, 34.2% as moderately food insecure while 11.4% are severely food insecure. The main determinants of food security from the sample survey were education, unskilled wage labour, grants, pension and disability funds whereby high-level of livestock diseases, illness or accidental loss, death of a household member tends to expose households to higher risk of food insecurity. Policy recommendations are made on promoting education in the rural areas. High priority should be given to industrialization in the district which will in turn boost the rate of employment and also add to the economic growth. Policy measures should be made in supporting people and organizations on how to respond to shocks and stresses experienced in their communities. / Centre for Sustainable Agriculture and Environmental Sciences / M.
