Thesis (MPA (Public Management and Planning))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: The democratisation of South Africa on 27 April 1994 marked the beginning of a new era
for South Africans in all spheres of society. The new democratic Government of the
Republic of South Africa faced numerous challenges, including the transformation of the
South African Public Service into a non-discriminatory organisation for both citizens and
employees. The pre-1994 South African Public Service functioned as a centralised driven
system that negatively discriminated against non-white employees in terms of financial
rewards resulting in salary differences between white and non-white employees. The
promulgation of the new legislative framework of deconcentration had resulted in the
centralised driven South African Public Service system becoming obsolete as it was
incompatible with the democratic Government’s vision. The transformation of the South
African Public Service was supported through legislation and various directives
simultaneously focusing on service delivery improvement as well as implementing new
internal systems to address discriminatory practices. The implementation of the EQUATE
job evaluation programme within the new legislative framework of deconcentration marked
the beginning of a new era of grading post in the Public Service. It had brought an end to
the unfair salary differentiation in the Public Service.
To render public services effectively and efficiently is a legislative requirement. Political
and administrative leaders are responsible for ensuring that both external and internal
services are rendered optimally through improvement interventions. In the Provincial
Government of the Western Cape (PGWC), the Department of the Premier renders a job
evaluation service to all provincial departments to ensure internal consistency in terms of
grading of posts. The purpose of this study is to evaluate the current process of evaluating
posts in the PGWC and subsequently to formulate recommendations to improve the
process. The study concludes with a set of recommendations which include amongst
others the following:
• The devolvement of the job evaluation function to the provincial departments
enabling them to conduct their own departmental job evaluations.
• The creation of a Job Evaluation Unit in every provincial department. • That the proposed Process Model of evaluating posts in the provincial departments
be considered.
• It is the responsibility of the Directorate Organisation Development Interventions in
the Department of the Premier to co-ordinate the job evaluation process in the
Provincial Government of the Western Cape. / AFRIKAANSE OPSOMMING: Die demokratisering van Suid-Afrika op 27 April 1994 was die begin van ‘n nuwe era vir
Suid-Afrikaners op alle vlakke van die samelewing. Die demokratiese Regering van die
Republiek van Suid-Afrika het verskeie probleme in die gesig gestaar wat onder andere
die transformasie van die Suid-Afrikaanse Staatsdiens ingesluit het. Die Staatsdiens moes
verander word na ‘n diens wat nie diskrimineer teen nie-blanke burgers of werknemers nie.
Die Suid-Afrikaanse Staatsdiens voor 1994 het gefunksioneer as ‘n gesentraliseerde
sisteem en het negatief gediskrimineer teen nie-blanke werknemers in terme van
besoldigingspakkette wat aanleiding gegee het tot verskille in besoldigingsvlakke. Die
promulgering van die nuwe regulatoriese raamwerk van dekonsentrasie het meegebring
dat die gesentraliseerde benadering in onbruik verval het, omdat dit teenstrydig was met
die visie van ‘n demokratiese Regering. Die transformasie van die Suid-Afrikaanse
Staatsdiens is ondersteun deur verskeie wetgewing en mandate wat gefokus het op sowel
die verbetering van dienslewering aan burgers as die implementering van nuwe interne
sisteme om diskriminerende praktyke aan te spreek. Die implementering van die EQUATE
posevalueringsprogram binne die nuwe regulatoriese raamwerk van dekonsentrasie was
die begin van ‘n nuwe era van posgradering in die Staatsdiens. Dit het ‘n einde gebring
aan die onregverdige besoldigingsvlakke in die Staatsdiens.
Die lewering van doelmatige en doeltreffende openbare dienste is ‘n wetlike vereiste.
Politieke en administratiewe hoofde is daarvoor verantwoordelik om toe te sien dat alle
dienste, intern en ekstern, optimaal gelewer word deur gebruik te maak van verskeie
verbeteringsintervensies. Die Departement van die Premier in die Provinsiale Regering
van die Wes-Kaap (PRWK) is verantwoordelik vir die lewering van die
posevalueringsdiens aan alle provinsiale departemente ten einde konsekwentheid in terme
van posgradering te verseker. Die oogmerk van die studie is om die huidige
posevalueringsproses in die PRWK te evalueer om sodoende aanbevelings te doen om
die proses te verbeter. Die studie is saamgevat met aanbevelings wat onder andere die
volgende insluit:
• Die afwenteling van die posevalueringsfunksie na elke provinsiale departement;
sodat elke departement self verantwoordelik is vir departementele posevaluering.
• Die skepping van ‘n Posevaluering Eenheid binne elke provinsiale departement.
• Die voorgestelde Proses Model vir die evaluering van poste binne provinsiale
departemente oorweeg word.
• Die verantwoordelikheid van die Direktoraat Organisasie Ontwikkeling Intervensies
in die Departement van die Premier vir die koördinering van die
posevalueringsproses binne die Provinsiale Regering van die Wes-Kaap.

Street trading in Cape Town CBD : a study of the relationship between local government and street tradersVan Heerden, Schalk Willem 12 1900 (has links)
Thesis (MA)--Stellenbosch University, 2011. / ENGLISH ABSTRACT: The constitution of the Republic of South Africa (1996) states that local governments are responsible for the creation of a socioeconomic environment that enables citizens to make a living for themselves. It is on the grounds of this responsibility that the study is based on the relationship between street traders and the City of Cape Town within the Cape Town CBD. This relationship is investigated with the aim of assessing what the nature of the relationship is between street traders and the City of Cape Town. A survey was conducted wherein 71 street traders were interviewed and to complement the survey interviews were conducted with individuals from local government and the private sector who deal with street traders on a daily basis. The survey results indicated that there is a positive relationship between traders and the City of Cape Town, but that local government does not live up to expectation when it comes to the facilitation of informal business development. At the hand off these findings; policy interventions are put forth that would lead to the creation of a facilitative relationship between the City of Cape Town and street traders. Proposed policy interventions are focussed on the improvement of channels of communication between street traders and local government. The proposed policy framework places emphasis on the active participation of local government in the formalisation process of informal traders. The study concludes by proposing policy intervention that would promote a facilitative relationship between street traders and local government and contribute to a sustainable street trading economy in Cape Town. / AFRIKAANSE OPSOMMING: Die grondwet van die Republiek van Suid Afrika (1996) daag elke plaaslike owerheid uit met die taak om ’n sosio-ekonomiese omgewing te skep wat dit vir landsburgers moontlik maak om ’n bestaan te kan maak. Dit is op grond van hierdie verantwoordelikheid dat die studie gebaseer is op die verhouding tussen straathandelaars, binne die sentrale sake kern, en Kaapstad se plaaslike owerheid. Die verhouding tussen straathandelaars en die Stad Kaapstad is ondersoek met die doel om die aard van die verhouding te omskryf. ’n Vraelys is uitgedeel aan 71 straathandelaars en om die opname te komplementeer is onderhoude gevoer met individue van beide die openbare en privaat sektor wat saam met straathandelaars werk op ’n daaglikse basis. Die resultate van die vraelys het gewys op die positiewe verhouding tussen handelaars en die Stad Kaapstad, alhoewel dit aan die lig gekom het dat plaaslike owerhede nie voldoen aan verwagtinge ten opsigte van die fasilitering van informele besigheidsontwikkeling nie. Beleidsmaatreëls wat ’n fasiliterende verhouding sou bewerkstellig; sowel as ’n beleidsraamwerk word voorgestel aan die hand van die bevindinge van die opname. Die voorstelle is grootliks gegrond op die verbetering van kommunikasie tussen die plaaslike owerhede en straathandelaars sowel as die aktiewe deelname van die plaaslike owerheid in die formaliseringsproses van informele handelaars. Deur die implementering van die voorgestelde beleidsmaatreëls is die studie van mening dat ’n fasiliterende verhouding tussen straathandelaars en plaaslike owerhede gevestig kan word met die doel om ’n bydra te maak tot ’n volhoubare straathandel-ekonomie in Kaapstad.

The interim Constitution and the 1996 South African Constitution are products of a
compromise between various political parties, mainly those that advocated for a unitary
system, for example the African National Congress (ANC) and the Pan Africanist Congress
(PAC) were the leading proponents , anti the parties that advocated for a federal constitution,
the significant ones being the Inkatha Freedom Party (lFP), the National Party (NP) and the
Democratic Party (DP).
The interim Constitution and the 1996 South African Constitution contain both unitary and
substantial federal characteristics.
The study deals with the origins of the federal idea and how the concept federalism is
understood and applied internationally, and draws out some key characteristics that are
common in federal constitutions so as to measure the interim Constitution and the 1996
South African Constitution against such common characteristics.
The conclusion deals with recommendations of how the substantial federal characteristics

This dissertation focused on the nature of political control over the bureaucracy with reference to the Northern Province (1994-1998). Bureaucracies are controlled in various ways. Mechanisms aimed at ensuring public accountability towards ministers, national assemblies, the courts or ombudsmen may be instituted. The civil service may become politicised, so that it shares the ideological enthusiasm of the government of the day. Counter-bureaucracies may be formed to create an alternative advisory service and to strengthen the hand of elected politicians. Should the bureaucracy be subjected to political control? The reality of 'government by officials' may function behind the facade of representative and democratic accountability, which is the precise reason why control over bureaucratic power is one of the most urgent problems in modern politics and public administration and why no political/administrative system has found an easy solution to this problem yet.
It is against this background that answers can be found to the question of whether the bureaucracy should be subject to political control and how such control should be exercised. Research questions which could herald possible solutions to the problem, were pursued. The study describes, analyses, and evaluates political control over the bureaucracy as an integral part of public adminstration and an essential ingredient of representative democracy.
The dissertation also investigated the difference between the variables of the political and the administrative systems state-related structures and institutions and the ideological grounding of state-related concepts that influence the milieu of political control over the bureaucracy. Among others, the study determined the nature of the bureaucracy, provided a picture of how bureaucracies function, and described the factors and institutions that influence the interaction between the political and the administrative systems in terms of political control. / Public Administration / M.P.A. The thesis unpacks the transformation of urban planning in the municipalities of the Greater Pretoria region (now Tshwane) during 1992 to 2002, specifically within the context of the government transformation in South Africa and contemporary planning theory. In order to contextualise the transformation of urban planning in the City of Pretoria/Tshwane, the thesis presents an overview of the international trends on urban planning and how these trends (during the 1990s) have informed, shaped and framed the transformation of urban planning in South Africa and in the City of Tshwane. These trends are associated with community participation, strategic planning, sustainable development; the merging social awareness amongst urban planners; and the new integrated relationship between urban planning and management. The narrative part of the thesis specifically unpacks and analyses the nature and impact of the transformed/transforming integrated, developmental and democratic planning system, the positive and negative impacts that this system had on planners, local authority managers and politicians. It also provides a perspective on the conflict and power dilemmas that arose between planners, between planners and managers and between planners and politicians. Within the context of the so-called web of power relations (as described by Foucault), the study specifically explores the impact which the transformation had on the power relations within the local authority planning environment – specifically within the context of the social nexus (as described by Habermas, Healey and others). The thesis provides a local example of the nature and dynamics of power relations within a transforming local authority, with specific emphasis of the planning function. Not only does this study challenge contemporary theories on power relations in planning, but it also provides valuable new insights on the complex and illusive power relations in local authorities. Largely based on the work of Michel Foucault and Jurgen Habermas, the study provides an intriguing reading of the many conflicts and power/rationality struggles and clashes that are being played out on a daily base in municipalities in South Africa. Through the detailed unpacking of a decade of transformation of urban planning in one of South Africa’s six metropolitan municipalities, Mr Coetzee contributes to improving the understanding of the current nature and focus of the urban planning function in the local government sphere.
