Summary in English and Afrikaans / Crime is unwanted in any society because it brings about fear, anger and hatred. As people living in a world of constant change, we tend to strive for innovation which
this research endeavours. The South African Police Service (SAPS) and all relevant
role-players become partners in the fight against not only crime, but also community
problems that threaten the well-being of inhabitants. Local Government is attempting
to develop communities in municipal areas and SAPS primary function is to reduce
crime. If crime is one of the main obstacles in improving the quality of life, then surely
government authorities must take responsibility for local safety, and who better than
these two key organisations taking the lead.
This study investigates the roles of SAPS and Local Government in crime prevention
in the Cape Winelands District Municipality; also whether their co-operation brings
about fruitful results and what interventions are actively in place. It further explores
whether their integrated approach has an impact on the safety and security of local
communities. Lastly, it determines whether their collaboration is effective or not; and
what additional improvements can be implemented, seeking new insights for future
reference. Three hundred (300) questionnaires were distributed to senior
management members of the SAPS and Local Government, as well as other relative
stakeholders who contribute to increasing safety. Crime reduction influences all
spheres of society, for example our economy, businesses, tourism etc.
Reducing crime and building safer communities must be a priority for all South
Africans. To achieve this, crime prevention programmes should be initiated at
community level, since crime prevention involves responding to a few priority
problems, using multi-agency approaches. Government legislation and policies urge
both organisations to take the lead in implementing crime prevention projects which
this study discovered. This analysis is not to re-invent the wheel but to find effective
ways in strengthening partnership which leads to new knowledge in the field of crime
prevention at local level. One of the basic needs of any community is the need for
safety and security and this study aims to assist and contribute to increase safety
using an integrated approach. / Enige samelewing het „n afkeur aan misdaad omdat dit angs, haat en negatiewe
emosies aanwakker. Omdat die mensdom gedurig verandering in die gesig staar,
poog hierdie navorsing om nuwe idees. Die Suid Afrikaanse Polisie Diens (SAPD) en
ander rolspelers is vennote in die bekamping van misdaad, asook probleme wat die
welstand van elke gemeenskap bedreig. Plaaslike owerhede beywer hulle om
gemeenskappe te vestig terwyl misdaadbekamping die SAPD se primêre doel is.
Hierdie studie ondersoek die rolle van die SAPD en plaaslike owerhede in die
bekamping van misdaad binne die grense van die Wynland Distrikte Munisipailteit.
Ook ondersoek hierdie studie of daar vrugbare uitslae en aktiewe maatreëls in plek
is om misdaad hok te slaan. Verder ondersoek die studie of gesamentlike aksies
enige impak op die gemeenskap se veiligheid en sekuriteit het. Ten laaste bepaal
hierdie studie of die samewerking vrugte afwerp of nie; en watter nuwe metodes
aangewend kan word ter verbetering in die lig van toekomstige vraagstukke rondom
misdaad.
Tydens hierdie studie is 300 vraelyste versprei onder senior lede van die SAPD en
plaaslike regering sowel as ander gemeenskap rolspelers. Misdaadbekamping speel
„n belangrike rol in enige gemeenskap aangesien dit „n impak het op die ekonomie,
handel, toerisme, ens. Dus is die verlaging van die misdaad syfer en die bou van
veilige gemeenskappe elke Suid-Afrikaner se plig. Om hierdie doel te bereik, verg
samemerking tussen elke vennoot, aangesien misdaadbekamping elke persoon,
organisasie en regerings department se prioriteit behoort te wees.
Wetgewing moedig alle rolspelers aan en in hierdie geval, SAPD en plaaslike
owerhede, om die voortou te neem tydens die implementering van projekte ter
bekamping van misdaad. Hierdie studie se mikpunt is om effektiewe maniere te vind
om die vennootskap in misdaadbekamping op plaaslike vlak te versterk. Die
uiteindelike doel is om „n positiewe bydrae te maak in die basiese behoeftes van elke
gemeenskap; om veiligheid en sekuriteit deur „n standpunt van vennootskap te

The study was undertaken to determine the influence of the
policy of separate development on the establishment,
development and disestablishment of the Geluksdal Management
Committee.
The policy of separate development as implemented by the
previous National Party Government led to the establishment of
the Geluksdal Management Committee. Acts adopted by
Parliament provided the statutory environment for the
establishment of the Geluksdal township and the development of
the Geluksdal Management Committee.
The adoption of the Local Government Transition Act, 1993 (Act
209 of 1993) and the Constitution of the Republic of South Africa,
1993 (Act 200 of 1993) led to the disestablishment of the
Geluksdal Management Committee. In terms of the Local
Government Transition Act, 1993 (Act 209 of 1993) the
Transitional Local Council of Brakpan, that includes the Geluksdal
Management Committee, was promulgated. / Die studie is onderneem om die invloed van die beleid van
afsonderlike ontwikkeling op die ontstaan, ontwikkeling en
ontbinding van die Geluksdal Bestuurskomitee te bepaal.
Die beleid van afsonderlike ontwikkeling soos toegepas deur die

King William's Town during the South African War, 1899-1902 an urban, social, economic and cultural historyWebb, D A January 1993 (has links)
This thesis examines the urban social, economic and cultural history of a community under stress and in transition at the turn of the century. Two themes run through the study: how the residents responded to long-term challenges such as the decline of the town in relation to its nearest urban neighbour, the increasing significance of the black population of the town and district, and the end of the millennium; and secondly, the effects of the South African War on King William's Town society and how the residents perceived the various stresses it exerted on the town. Chapter 1, by way of introduction, provides a general overview of the history of King William's Town and of the current state of historical research on the town. It also examines historiographical strands reflected in this study, focusing on urban history, social history, local history and the new cultural history. The chapter ends with a brief note on sources and methodology. Chapter 2 sets the scene be examining the population of the town and district in relation to its eastern Cape neighbours. It briefly explores the settlement patterns in the town, and the social divisions and racial attitudes manifested by its inhabitants. The third chapter provides a study of the town's economy with particular emphasis on the mercantile sector, agriculture and manufacturing. The informal sector, domestic service and labour relations are also explored. Political processes in this period are dealt with in Chapter 4. The 1898 elections and the re-alignment of political allegiances, the outbreak of the war, the main political issues that emerged and the suppression of the Imvo Zabantsundu newspaper are discussed. Chapter 5 provides an examination of military aspects of the town and district during the war. The impact of the imperial garrison, the attitudes of the residents to the war and the imposition and effects of martial law are amongst the topics covered. The next chapter deals with municipal matters, with particular reference to the townspeople's attitudes to Borough status, public health and sanitation, municipal locations and residential segregation, and the various successes and failures of the Borough Council during the war. The seventh chapter focuses on crime, legislation and social control in the town. The number and type of criminal incidents during the period are analyzed, the various laws establishing the parameters of society and the manner in which these were applied are examined. Chapter 8 seeks to define the cultural contours of the town, looking at religion, the large number of different clubs and societies, sport and recreation. It explores the way in which cultural pursuits were both a reflection and a reinforcement of the social, political and economic order. The ninth and final chapter links the preceding themes with regard to the effects of the war on King William's Town society, with particular reference to the mentalité of the community as displayed in the attitudes of the residents to the various developments discussed in the body of the thesis.

Fostering a framework to embed the records management function into the auditing process in the South Africa public sectorNgoepe, Mpho Solomon 11 1900 (has links)
Proper records management plays a significant role in the auditing process, risk management and wider corporate governance. Despite this role, in South Africa, many governmental bodies are issued with disclaimer reports every year by the Auditor-General of South Africa (AGSA) due to a lack of supporting documentation. This problem is exacerbated by the exclusion of records management from the criteria for a sound financial management infrastructure in many governmental bodies. The other dilemma is that some records such as financial records, personnel records and electronic records usually fall outside the jurisdiction of the organisation’s records manager. Utilising the King Report III as a framework, this study sought to develop a framework to embed records management practices into the auditing process in the public sector of South Africa, with a view to entrench a culture of clean audits. The study relied on mixed methods research (MMR), with the quantitative study conducted first through informetrics analysis of audit reports, while the qualitative paradigm was used to substantiate numerical data. Data collection adopted a multi-approach with four key sources of data: a questionnaire, interviews, literature review and publicly available data from the consolidated general reports of AGSA. The study revealed that most governmental bodies have established internal audit units, audit committees and records management units, which did not work in unison. In most governmental bodies records management did not form part of the audit scope and records management professionals were not part of the audit committees. As a result, most governmental bodies continued to receive negative audit opinions from AGSA. The study recommends that records management community should utilise auditing and risk management as a springboard to propel records management to the new heights. A further empirical study on the role of auditing and risk management in records management that embraces both the private and public sectors is recommended. / Information Science / D. Litt. et Phil. A critical evaluation of local level responses to mine closure in the Northwestern KwaZulu-Natal coal belt region, South AfricaButhelezi, Mbekezeli Simphiwe January 2004 (has links)
The de-industrialisation process that was a common feature of North America and Western Europe in the 1970s, through into the 1980s has become an observable feature in African countries and South Africa in particular in the last two decades. Globally, hard hit areas include those associated with the early Industrial Revolution characterised by mass production and the agglomeration of iron and steel, coal and textile industries. General changes in the global market, especially the falling demand for extractive heavy minerals like coal and gold have also affected many countries region and localities. In the case of South Mrica, the previous high economic dependence on mined minerals like coal and gold has resulted in many once prosperous mining regions of the country being reduced to a shadow of their former selves. The worst affected areas in South Africa are those of the Klerksdorp Goldfields in the North West Province and Free State Goldfields, with the latter alone losing 100,000 jobs during the 1990s. This trend has also been acute in the coal-mining industry of the KwaZulu-Natal province since the late 1970s. The firms that had grown in the shadow of the major mining company supplyipg machinery, or who processed the semi-manufactured product are also severely affected by the closing down and restructuring in the mining and iron industries. These industries have often been forced to close down because of a break in the vital connections they developed with these mining industries. Such localised economic crisis has encouraged the universal trend towards the devolution of developmental responsibilities to the local governments and other local stakeholders to - empower them to respond to these changes. This study investigated the local economic initiatives which have been undertaken in the three municipalities of north-western KwaZulu Natal i.e. Utrecht, Dundee and Dannhauser to respond to the closures which have taken place in the mining industry of this region, which used to be among the most prosperous coal mining regions of South Africa. Using their new developmental mandate the local governments, in partnership with the communities and other external interveners have tried to respond to these localised economic crisis and also indirectly to the general poverty and underdevelopment, which characterises this region of KwaZulu-Natal. The effects of apartheid policies, and previous discriminatory rural development policies in, particular, and the Regional Industrial Development policy, which was intensively applied in the 1980s by the pre-1994 government regime, have further compounded the magnitude of the challenge. The lack of capacity in some municipalities has constrained successful implementation of Local Economic Development has led to some communities acting alone to face their situation with or without external intervention.

The research identifies and assesses weaknesses in how Mopani District Municipality has been controlling its public funds by analyzing the Auditor General reports for the past three financial years and its implications to service delivery. The research further assesses the role played by Auditor General in influencing the internal financial control of the municipality and in auditing the performance of the municipality since in other municipalities money is paid to contractors for services not rendered. The study provides academic input into public administration, specifically in the area of improving service delivery performance, control and financial performance management in municipalities. The study could contribute to the establishment of effective ways of monitoring the control of public funds by municipalities. / NRF
