Recently, the informal housing market has received special attention by scholars who wish to discuss the production of space and ways of access to urban land and housing, especially for those disadvantaged by the housing policies of the government where these exist. When talking about the housing market, we are automatically referring to concepts or categories intrinsic to the existing mode of production in our society - the capitalism. Thus, the categories: income, value (use and exchange), commodity, capital, profits and capital gains, along with other important concepts as well as land use (urban) and real estate agents are of great relevance to discussion we intend to do within the context of production space / O presente trabalho tem por objetivo principal analisar a din?mica imobili?ria informal em M?e Luiza, no contexto da valoriza??o imobili?ria da cidade de Natal/RN, a qual, assim como qualquer outro centro urbano, apresenta problemas relacionados ao acesso ao solo urbano, que cada vez mais tem se valorizado devido a sua escassez e, por consequ?ncia, tem provocado a segrega??o dos espa?os urbanos. Nos ?ltimos tempos, o mercado imobili?rio informal tem recebido uma aten??o especial por parte de estudiosos que desejam discutir a produ??o do espa?o e as formas de acesso ao solo e ? moradia urbanos, em especial por aqueles desassistidos pelas pol?ticas habitacionais do governo, quando estas existem. Ao se falar em mercado imobili?rio, automaticamente estamos nos remetendo a alguns conceitos ou categorias intr?nsecas ao modo de produ??o vigente em nossa sociedade o capitalismo. This study aims to understand how informal housing market operates housing provision for the population located in popular informal settlements, through buying and selling market and rental market of residential properties irregular / illegal. This understanding will be through the neighborhood of M?e Luisa, Special Area of Social Interest (SASI), located between neighborhoods with a population of high purchasing power and inserted into the tourist shaft of seaside of town. The characterization of informal housing market in M?e Luiza, from buyers, sellers and renters, will help to understand how these informal transactions operate on SASI and housing provision for public policy development and implementation of housing programs and land regularization for low-income population, adequate to dynamic and reality of housing of informal areas / O presente trabalho apresenta estudos referentes ? habita??o social e seus efeitos sobre a reconfigura??o espacial de Natal/RN, visando identificar as especificidades da informalidade do solo urbano. Busca compreender como o mercado imobili?rio informal opera a provis?o habitacional para a popula??o situada em assentamentos populares informais, por meio do mercado de compra e venda e loca??o de im?veis resid?ncias irregulares/ ilegais. Definiu-se como ?rea de estudo o bairro M?e Luiza, em Natal, capital do Estado do Rio Grande do Norte. O local foi escolhido por historicamente apresentar diversas condi??es de vulnerabilidade e exposi??o ao risco de desastres. Ap?s caracteriza??o socioambiental do local, foram elaborados dois ?ndices: Vulnerabilidade Social (IVS), com base em 17 vari?veis dispostas em question?rio aplicado ao longo do n?cleo populacional do bairro, sobre malha regular (amostragem sistem?tica), classificado em 5 n?veis de VS a partir de m?dia ponderada; e o ?ndice de Exposi??o aos Movimentos de Massa (IEMM), que teve como base 16 vari?veis que caracterizam condi??es de exposi??o a movimentos de massa no bairro, em n?veis classificados a partir de m?dia ponderada de 1 a 5. A rela??o entre estes dois resultados, especializados em mapa do bairro, produziu o ?ndice de Vulnerabilidade Socioambiental (IVSA) de M?e Luiza, classificado tamb?m em 5 n?veis, a partir de l?gica Boleana de correla??o para sobreposi??o cartogr?fica, com uso de software computacional ArcGIS v.9.3, sendo nomeadas como: Muito Baixa; Baixa; M?dia; Alta; e Muito Alta Vulnerabilidade Socioambiental no bairro. O estudo se baseia em metodologia proposta por Guerra et. al (2009) para o IEMM e Almeida (2010) para o IVS, que foram modificadas e adaptadas para a realidade local, produzindo uma in?dita metodologia aplicada nesta ?rea. Concluiu-se que o bairro tem maior parte de sua ?rea com Alta e Muito Alta Vulnerabilidade socioambiental a desastres, sendo definidas sete (7) ?reas cr?ticas, com Muito Alto IVSA, e perigos associados a movimentos de massa ou alagamento. Ao final elencou-se os principais problemas socioambientais encontrados, como elementos geradores para a proposi??o de medidas mitigadoras e/ou interven??es propostas, referentes a fatores de vulnerabilidade de ordem estruturais: como baixo padr?o construtivo das resid?ncias; drenagem urbana deficiente; im?veis abandonas em via de desabamento; infraestrutura dos acessos e conten??o de talude. E sociais: como falta de educa??o sobre risco socioambiental; renda e escolaridade dos moradores; presen?a de pessoas com dificuldade de locomo??o e/ou portadores de necessidades especiais. Esta realidade evidencia a necessidade de a??es urgentes aplicadas na resolu??o e/ou diminui??o dos problemas apontados, o que ? pauta ao final deste trabalho. / This work has as object the elaboration of social environmental indicator of disaster risk that are present in precarious areas of human occupation, related to intense environmental dynamic from the perspective of the studies about the subject in Geography. The District of M?e Luiza in Natal, capital city of Rio Grande do Norte, was defined as the study area. The place was chosen because it presents ?historically- several vulnerability conditions and exposure to disaster risk. After a local social environmental description, two indexes were elaborated: the Social Vulnerability Index (SVI or IVS in Portuguese), based on 17 (seventeen) variables arranged on a questionnaire addressed to the population nucleus of the district, on regular grid (systematic sampling), classified into 5 (five) levels of SV from the weighted average; and the Physical and Natural Exposure to the Mass Movements Index (EMMI or IEMM in Portuguese) which had 16 (sixteen) variables that feature conditions of exposure to the mass movements in the district with classified levels from the weighted average of 1 (one) to 5 (five). The relationship between these two results, specialized in the district map, produced the Social Environmental Vulnerability Index (SEVI or IVSA in Portuguese) of M?e Luiza, also classified into 5 (five) levels, following the Boolean logic correlation for cartographic overlay with use of computer software ArcGIS v.9.3, being named as: Very Low; low; average; high; and Very High Environmental Vulnerability in District. The study is based on the methodology proposed by Guerra et al (2009) for EMMI and by Almeida (2010) for SVI. They were modified and adapted according to the local reality, producing a new methodology in this study area. It was concluded that the neighborhood has most of its area with High and Very High Socio-environmental vulnerability to disasters, defined seven (7) critical areas, with Very High IVSA, and hazards associated with mass movements or flooding. In the end, the main issues that were found, such as generating elements for proposing mitigation measures and/or the proposed interventions were enumerated, related to structural order of vulnerability factors: how low constructive pattern of households; poor urban drainage; Real Estate forsaken in landslide routes; infrastructure ready access roads and slope containment. And social: as a lack of education about environmental risk; income and education of residents; presence of persons with limited mobility and/or those with special needs. This reality highlights the need for urgent action applied to the resolution and/or reduction of these problems, which is focusing the end of this work.
