Applying Intelligent Agents in Knowledge Management System

The concept of knowledge management has become a critical issue in both academic and practical area. Organizations invest huge resources in knowledge management work in order to maintain long term competitive advantage. Therefore, how to use information technology to support knowledge management in an efficient way is a critical success factor in organizations adopting knowledge management. However, the running effect of knowledge management system does not achieve organizations¡¦ expectancy. The main reason is that knowledge management system is designed for unstable form of knowledge; developing information system in a structural way can not process this abstract knowledge effectively. For the reason, this research applies intelligent agent technique in developing knowledge management system, hoping to make use of intelligent agents¡¦ autonomy, communication ability, adaptability and mobility to raise the efficiency of knowledge management. This research analysis the general knowledge management works in order to find out the general knowledge management requirements. And then, this research also checks which requirements are suitable for intelligent agent to process. After integrating these requirements, this research proposes a complete intelligent agent based knowledge management system framework and a detail definition of each intelligent agent, and a set of message communication protocols between these intelligent agents.

A Study of the Construction of Quality Management System for Elementary and Secondary School Teachers in Taiwan

Abstract In this study, the theoretical basis of the management of teacher quality in U.S.A. in recent years was examined from several aspects such as human resource management, accountability, and related studies. Based on these measures, the theoretical structures developed in the process of the management changes of teacher quality since 1990s were studied. Secondly, the background and reasons of the reform were analyzed, and some concrete suggestions and methods were concluded from the various U.S. education reports and bills. Then, from realistic points of view, the policies developed by different states during the process of reforms were also probed into. Then, a questionnaire was developed as a tool for data collection. The populations of the questionnaire survey included teachers, school administrators, the members of parents¡¦ organizations, educational scholars, educational authorities, councilors and the representatives of teacher organizations. There were 1,360 samples, which contain 1,050 valid ones. The valid returned percentage was 77.2%. The data were testified through frequency distribution, percentage, means, standard deviation, one-way ANOVA, then were analyzed and discussed according to the results. Finally, the conclusions and suggestions were proposed as a result. When reflecting on the present conditions of U.S. teacher quality management, this research probed into five aspects: the access of teacher qualifications, selection and employment, payment and working conditions, assessment and dealing with incompetent teachers. The representatives of parents¡¦ organizations, councilors and elementary school teachers had significant correlation with each other in the perceptions of teachers¡¦ quality management problems and the measures. In addition, this study found that there were diversity in some aspects such as getting payment according to teachers¡¦ actual performances, assessing teachers according to their students¡¦ performance in exams, carrying out teacher career ladder program, and having principals observe in class. Most samples were quite unanimous in other aspects, such as raising the selection criteria of teacher education program, evaluating teacher education programs institutions, establishing professional development schools, setting up nationwide professional educational standard committees, implementing beginning teachers mentoring system, every elementary and secondary school posting reports on educational progress, the government posting nationwide teacher quality assessment report, raising teachers¡¦ basic hours of professional development, helping incompetent teachers improve their teaching methods. Finally, this study will propose several suggestions: 1. The measures of the reform should be taken from all aspects. 2. To select teacher education programs, post reports on teacher quality assessment and strengthen the cultivation and assessment system. 3. To establish the way to assess and report unqualified teachers for dismissal in order to raise the teaching quality. 4. Central government will request each elementary and secondary school to propose each report on teaching quality to raise the efficiency. 5. To set up beginning teachers mentoring system to improve teaching quality. 6. To raise teachers¡¦ professional recognition, correct the unreasonable long teaching hours and class distribution. 7.To give teachers various ways to get professional development to access different certificates to strengthen teaching abilities. 8. Teacher organizations will actively provide advices for education reform. 9. Teacher organizations will initiatively cooperate or participate with central government in the designing of the system in raising teacher quality.

The Effect of Technology Compatibility on the Use of KMS

With the rapid and constant changes taking place in information technology and internet, only firms participating in the creation and utilization of knowledge can hope to obtain the advantageous position in today¡¦s knowledge-based economy. Thus, the issues surrounding knowledge management (KM) have attracted more and more concern from both industry and academia. To add value with KM, we need KMS, which involve the application of IT systems and other organizational resources to manage knowledge strategically, are a relatively recent phenomenon. The goal of this research is to find the significant factors that link with KMS use and individual performance by using diamond model and contingency theory, which emphasizes the importance of fit. We combine with three distinct factors of compatibility, including (1) Technology - Task Compatibility (2) Technology - People Compatibility (3) Technology - Organization Compatibility, to mold an integrated model. An empirical survey methodology is applied to test the research model and seven hypotheses are developed in this study, and then we use PLS to analyze it. The results reveal that Technology-Task compatibility contributes most to the use of KMS. It implies that KMS should fulfill the task needs of users, and therefore, people will use more functions of the KM systems frequently. Besides, Technology-People compatibility has similar effect on the use of KMS. This suggests that it will enhance the usage if the KMS is more compatible with users¡¦ past experience and value. We also found that Technology - Organization compatibility has least impact on usage, but it still needed to take into consideration and worthy to discuss in the future research. In sum, unlike much prior research that has focused on only a limited aspect of compatibility, we provide a more comprehensive conceptual definition that disaggregates the content of compatibility into three distinct and separable constructs and the findings of this study provides some suggestions for the KMS research.

The Application of Outage Management System to Analyze and Improve Phasing Balance of Distribution Feeders

Unbalanced operation of distribution feeders not only affects equipment utilization, voltage level and system protection, but it also increases extra energy losses. This leads to a deterioration of service quality, reliability and operation efficiency of a distribution system. This dissertation analyzes the problems of unbalanced three-phase distribution feeders, and offers potential solutions. Due to the voluminous data involved in a distribution system, analyzing the system by retrieving system data from paper maps is tedious and difficult. Thus, this dissertation uses data from the already constructed Outage Management System (OMS) of Taiwan Power Company (Taipower) to support distribution feeder three-phase unbalance analysis. The distribution feeder network was obtained by retrieving the connectivity table and attribute data of distribution components from the database of OMS. The topology process and node reduction were executed to identify the network configuration and to prepare the input data for load flow analysis. The hourly loading of each distribution transformer was derived using data of monthly energy consumption of customers served by each transformer, as retrieved from the Customer Information System (CIS), and the typical daily load patterns of customer classes. By performing three-phase load flow analysis, phase currents and neutral current of each primary trunk line section and each lateral could be calculated. Finally, an expert system is proposed to establish the rephasing strategy of laterals and distribution transformers to improve the imbalance of the three phases of the unbalanced distribution feeders. The heuristic rules adopted by distribution engineers are incorporated in the knowledge base of the expert system in the problem-solving process. The neutral current reduction algorithm is developed to support the inference engine to derive the rephasing strategy to reduce the neutral current of distribution feeder. In doing so, customer service interruption due to unexpected tripping of low energy over current relay (LCO) can be prevented, and furthermore the customer service interruption costs and labor costs to implement the rephasing strategy can be justified by the reduced power loss. To demonstrate the effectiveness of this proposed methodology in improving the three-phase unbalance of the distribution feeders, two actual distribution feeders in the Taipower Fengshan District were selected for computer simulation. After Taipower engineers implement the proposed rephasing strategies, the data of phase currents and neutral current of test feeders were collected from the SCADA system of Distribution Dispatch Control Center (DDCC). By comparing to the neutral current of test feeders before rephasing, it is concluded that the proposed rephasing strategy is effective in achieving three-phase balance of the distribution feeders after executing the rephasing of laterals and distribution transformers.

As the consumption trend has shifted to personal uniqueness, the traditional mass production of a single product has already been replaced by a small amount of various production to match consumption pattern. To meet challenge imposed by the market, manufacturers must change tactics and methods in their R&D activities. Consumers have already taken the high-quality products or services for granted, hoping to obtain the desired products or services that as soon as possible. The manufacturer expects to push new products or services to the market earlier than the competitors¡¦ move in order to gain extra profit margins. Higher price can be sold for a product pushed earlier to the market than a later product with the similar function. The products that lag behind in the market introduction will suffer lower prices or no profit. The manufacturer always wants to clear out the stock of existing products to control costs, and attempts to introduce new products or new services with more new functions before followers do. The purpose is to dominate the market and let followers not to enjoy profit margins. So, how to speed up the products¡¦ lifecycle should be the goal for enterprises to pursue. Recently, each enterprise emphasizes the core competencies, keep and strengthen the strong abilities of enterprises, and conducts outsourcing the less competitive products to those companies that are familiar with related manufacturing technologies. In the process a new product is developed or the modification for the product design has taken place. Questions arise as to : (1) how to transmit information to the person who must know as soon as possible? (2) how to guarantee the product information that the research personnel receive is the correct edition? Collaborative Product Commerce between the organizations will encounter more difficulties and challenges than the Collaborative Product Commerce within the organization. And this subject has already become serious challenges in the supply chain. The products function has grown more complicated, and a lot of unconfirmed factors exist in the development of new products. While the project developed carries on, customers¡¦ requirement, manufacturing technology and restriction of engineering ability, and the restriction of the supplier's engineering ability, may all influence the new product engineering. So while the new product development project carries on, because of these changes they will cause design modification or manufacturing operation modification, in order to enable development of the products to maintain integrally, and reach the goal of the project. So how to use PLM system to coordinate with among different functional organization department, and to coordinate inter-organization project team members, have become the main issues of this thesis. For Semiconductor Industry, Taiwan is the most important manufacture area of the world, from IC design, wafer fabrication, wafer probing, IC packing and final test, etc. Taiwan has a entire and strong supply chains. Count according to Dataquest, the global semiconductor assembly and testing industry subcontractor, Taiwan got the 43.7% market share in 2005, nearly have about 30% of leading disparity with No. two U.S.A. with scale of 6,641 million dollars, it is obvious Taiwan is the leading status of the industry in the whole world. This research takes case A Company as an example, and compares the new product development procedure before PLM implementation and after, including the project workflow, data access, information sharing, knowledge sharing, decision making and information security, in order to offer a reference model for the manufacturing industry especially semiconductor assembly and testing industry of Taiwan to implement PLM System.

E-learning management system for thesis process support from a supervisor perspective : The case of SciPro System at University of Rwanda

With the emerging use of technological interventions in education, e-learning systems contribute immensely in educational delivery. However, with substantial efforts from the Rwandan Government, there were still claims about the lack of online support systems for thesis process in Rwandan higher education, which significantly affect the quality of research. Furthermore, previously implementations of e-learning systems at University of Rwanda have failed because of a low adoption rate. This study follows the introduction of the learning management system “SciPro” used for supporting supervisors and students in thesis writing. The purpose of the study was to understand the adoption of the SciPro System in support of thesis process for bachelor and master’s programs from a supervisor’s perspective at University of Rwanda (UR). An embedded case study was used as a research strategy. The Unified Theory of Acceptance and Use of Technology (UTAUT) was used as the theoretical frame of reference for the study. Data was collected from 42 workshop participants using a questionnaire. Moreover, convenient interviews and participant observations were conducted at 5 of the 6 colleges during and after system testing. A researcher realized that the current thesis process is still manual-based and there is no holistic computer-supported system for thesis related activities. Results from correlation analysis and regression analysis for the questionnaire showed that the facilitating conditions provided by UR were the key factor that would influence the adoption of SciPro positively. Effort expectancy perceived by supervisors proved to have a significant correlation to their Behavioral Intention to use the system. The study also revealed that there were other factors outside SciPro System, such as management support, Internet access, lack of a clear ICT policy and E-learning policy; and to motivate innovators and early adopters that should be considered throughout the implementation process to enhance adoption.

Microsoft Office Access 2003 is the database management program that gives an improved user experience and an expanded ability to import, export, and work with XML data files. Working in Access 2003 is easier because common errors are identified and flagged for you with options to correct them. Additionally, a new feature to Access 2003 also helps database developers view information on dependencies between database objects. Therefore, Microsoft Office Access 2003 was used to created database management system of company, which sells products of food. In addition, has been explored how influence relations between tables, number of records, number of fields and length of text fields on the rate. Business management system is the main part of comapany information system. Microsoft Office Access 2003 could use small companies, which have no more than 20 computers. This program has some advantages, because it isn‘t cost a lot and everyone could install it without any problem. Examinations show that relations between tables and length of text fields don‘t influnce on the rate. But the rate depends on the number of records and the number of fields.

This paper outlines requirements set for software which could be capable to support business processes of a company operating in a translation activity. The software is specially designed for translation project management namely to schedule and assign project tasks, to operate recourses generate project reports. This thesis covers also systems architecture as well as systems programming and testing results. Thesis presents also report of Translation Projects Management System quality evaluation. Inquest of end users presents that system matches client accessional requirements and can be used on daily project management practice.
