Liability for Damage Caused by Exercise of Public Authority Focusing on the Institute of Regress Damages This thesis focuses on liability for damage caused by exercise of public authority with an emphasis on the institute of regress damages as stipulated by Act. No. 82/1998 Sb. The institute of regress is emphasized throughout my paper as the fundamental research questions are: How is the institute expressed by positive law? Is it being used or is it only an empty provision? And how exactly is it being used? What is the success rate? If it is not used, what are possible reasons? The text is divided into four parts with subparts of first and second level. First part analyzes the key terms such as liability, damage, public authority and its entities. There is a disctinction between the public authority entity, who is liable for the damage, and the actual bodies, who exercise the authority. I also included a brief subchapter related to damage caused by lawful exercise of public authority. Second part analyzes how liability for damage caused by public authority is enshrined in the Czech Republic. First I addressed constitutional and international aspects, followed by provisions of Act. Public-law corporations include territorial self-governing units, professional and business chambers, and public higher education institutions. They are public entities different from the state. In order to ensure the legality of the public administration entrusted to them, they are subject to state supervision. This supervision is part of the control activities in public administration and falls within the remit of administrative control. The thesis reflects a relationship between a social worker and a client within ethical-psychological contexts and provides understanding of its significance. It gives an insight into conditions for establishing an optimum relationship between a social worker and a client and into risks that may disturb the mutual relationship, especially the risk of power. The terms of social worker, client and their relationship are characterized in terms of professional ethics. If an ethical reflection is to be competent, it is to cover psychological knowledge such as human needs, incentives and motives for acting. To conclude, ethical solutions a social worker should take into account in relation to a client are defined. These are human dignity, respect, autonomy, responsibility, dependency and vulnerability.

The dissertation is trying to find out, if there are used only animation technics in the leisure education, or if it is affected with manipulation as all other parts of our life. For the objective answer there was a need to define clearly the manipulation, it´s various forms and then also concepts, which are directly connected with manipulation or on the contrary they should exclude it. It was primarily about authority, freedom, might, and the mass behaviour. Subsequently it was necessary to concentrate on various types of education and on the occurrence of manipulation in them. After finding out that manipulation became the part of education it was convenient, for the needs of this dissertation to define the manipulation from the ethical point of view. The last chapter evaluates the individual methods and practical instructions of leisure education, trying to find out if manipulation occures in them, or if it is about the pedagogical influencing which means the ethical acceptable form of manipulation.

Les systèmes sur puces intègrent aujourd’hui sur le même substrat des parties analogiques et des unités de traitement numérique. Tandis que la complexité de ces systèmes s’accroissait, leur temps de mise sur le marché se réduisait. Une conception descendante globale et coordonnée du système est devenue indispensable de façon à tenir compte des interactions entre les parties analogiques et les partis numériques dès le début du développement. Dans le but de répondre à ce besoin, cette thèse expose un processus de raffinement progressif et méthodique des parties analogiques, comparable à ce qui existe pour le raffinement des parties numériques. L'attention a été plus particulièrement portée sur la définition des niveaux analogiques les plus abstraits et à la mise en correspondance des niveaux d’abstraction entre parties analogiques et numériques. La cohérence du raffinement analogique exige de détecter le niveau d’abstraction à partir duquel l’utilisation d’un modèle trop idéalisé conduit à des comportements irréalistes et par conséquent d’identifier l’étape du raffinement à partir de laquelle les limitations et les non linéarités aux conséquences les plus fortes sur le comportement doivent être introduites. Cette étape peut être d’un niveau d'abstraction élevé. Le choix du style de modélisation le mieux adapté à chaque niveau d'abstraction est crucial pour atteindre le meilleur compromis entre vitesse de simulation et précision. Les styles de modélisations possibles à chaque niveau ont été examinés de façon à évaluer leur impact sur la simulation. Les différents modèles de calcul de SystemC-AMS ont été catégorisés dans cet objectif. Les temps de simulation obtenus avec SystemC-AMS ont été comparés avec Matlab Simulink. L'interface entre les modèles issus de l'exploration d'architecture, encore assez abstraits, et les modèles plus fin requis pour l'implémentation, est une question qui reste entière. Une bibliothèque de composants électroniques complexes décrits en SystemC-AMS avec le modèle de calcul le plus précis (modélisation ELN) pourrait être une voie pour réussir une telle interface. Afin d’illustrer ce que pourrait être un élément d’une telle bibliothèque et ainsi démontrer la faisabilité du concept, un modèle d'amplificateur opérationnel a été élaboré de façon à être suffisamment détaillé pour prendre en compte la saturation de la tension de sortie et la vitesse de balayage finie, tout en gardant un niveau d'abstraction suffisamment élevé pour rester indépendant de toute hypothèse sur la structure interne de l'amplificateur ou la technologie à employer. / Systems on Chip (SoC) embed in the same chip analogue parts and digital processing units. While their complexity is ever increasing, their time to market is becoming shorter. A global and coordinated top-down design approach of the whole system is becoming crucial in order to take into account the interactions between the analogue and digital parts since the beginning of the development. This thesis presents a systematic and gradual refinement process for the analogue parts comparable to what exists for the digital parts. A special attention has been paid to the definition of the highest abstracted analogue levels and to the correspondence between the analogue and the digital abstraction levels. The analogue refinement consistency requires to detect the abstraction level where a too idealised model leads to unrealistic behaviours. Then the refinement step consist in introducing – for instance – the limitations and non-linearities that have a strong impact on the behaviour. Such a step can be done at a relatively high level of abstraction. Correctly choosing a modelling style, that suits well an abstraction level, is crucial to obtain the best trade-off between the simulation speed and the accuracy. The modelling styles at each abstraction level have been examined to understand their impact on the simulation. The SystemC-AMS models of computation have been classified for this purpose. The SystemC-AMS simulation times have been compared to that obtained with Matlab Simulink. The interface between models arisen from the architectural exploration – still rather abstracted – and the more detailed models that are required for the implementation, is still an open question. A library of complex electronic components described with the most accurate model of computation of SystemC-AMS (ELN modelling) could be a way to achieve such an interface. In order to show what should be an element of such a library, and thus prove the concept, a model of an operational amplifier has been elaborated. It is enough detailed to take into account the output voltage saturation and the finite slew rate of the amplifier. Nevertheless, it remains sufficiently abstracted to stay independent from any architectural or technological assumption.

The rock cavy SCN is innervated in its ventral portion by terminals from the predominantly contralateral retina. It also contains neurophisin and vasoactive intestinal polypeptide immunoreactive cell bodies and neuropeptide Y and enkephalin immunopositive fibres and terminals and is marked by intense GFAP immunoreactivity. The IGL receives a predominantly contralateral retinal projection, contains neuropeptide Y and nitric oxide synthase producing neurons and enkephalin immunopositive terminals and is characterized by dense GFAP immunoreactivity. This is the first report examining the neural circadian system in a crepuscular rodent species for which circadian properties have been described. Pesquisa do Estado do Rio Grande do Norte / The midline/intralaminar nuclei form a remarkable group of nuclei of the medial and dorsal thalamus. The midline nuclei, in rats, comprises the paratenial nuclei (PT), paraventricular (PV), intermediodorsal (IMD), reuniens (Re) and rhomboid (Rh). The intralaminar nuclei comprises the central medial (CM), paracentral (PC), central lateral (CL) and parafascicular (PF). Such nuclei have dense serotonergic innervation originating from the brainstem, especially from the so-called ascending activation system. These nuclei, in turn, send projections to various cortical and subcortical areas, specifically to limbic areas, which suggests the important role of this neurotransmitter in the limbic circuitry. The aim of this study was to characterize the distribution pattern and morphology of serotonin fibers in the nuclei of the midline and intralaminar thalamic of rocky cavy (Kerodon rupestris), a tipical rodent from brazilizan northeast. To reach this aim we used four rock cavies adults. Following the transcardially perfusion with paraformaldehyde and brain microtomy steps was performed immunohistochemistry for serotonin (5-HT), Nissl technique and subsequent achievement and image analysis to characterize the cytoarchitecture of these nuclei and the serotonergic fibers visualized. An analysis was made of Relative Optical Density (ROD) to semi-quantify the concentration of serotonin fibers in the areas of interest. Thus, we observed a cytoarchitectonic arrangement of these nuclei similar to that found in rats. In case of fibers distribution, those immunoreactive to 5-HT were presented in a higher concentration according as ROD in the midline nuclei relative to intralaminar; Re being the core which has a higher pixel value followed by the PV , Rh, IMD and PT. In intralaminar CL showed higher pixels, followed by nuclei CM, PC and PF. The serotonergic fibers were classified as number of varicosities and axon diameter, therefore find three types of fibers distributed through this nuclear complex: fibers rugous, granular and semi-granular. In PV fibers predominated rugous; in PT fibers predominated granular; IMD, CL and PF fibers were represented by semi-granular and Re, Rh, PC and CM fibers showed granular and semi-granular. Morphological characterization of serotonergic fibers and differences in density between the nuclei may suggest different patterns of synaptic organization of this neurotransmitter beyond confirming his large repertoire functional / O complexo nuclear da linha m?dia/intralaminar forma um not?vel grupo de n?cleos da parte medial e dorsal do t?lamo. Ap?s etapas de perfus?o e microtomia, foi realizada imunoistoqu?mica para serotonina (5-HT), t?cnica de Nissl e posterior coleta e an?lise de imagens a fim de caracterizar a citoarquitetura desses n?cleos, bem como as fibras de 5-HT neles visualizadas. Foi realizada ainda uma an?lise de Densidade ?ptica Relativa (DOR) para semiquantificar a concentra??o de fibras de 5-HT nas ?reas de interesse. Sendo assim, observamos uma distribui??o citoarquitet?nica desses n?cleos semelhante ao observado em ratos. Em se tratando da distribui??o de fibras, aquelas imunorreativas a 5-HT apresentaram-se em maior concentra??o, conforme a DOR, nos n?cleos da linha m?dia em rela??o aos intralaminares, sendo o Re o n?cleo que apresenta maior valor de pixels, seguido do PV, Rh, IMD e PT. Nos intralaminares o CL apresentou maior valor de pixels, seguido dos n?cleos CM, PC e PF. As fibras seroton?rgicas foram classificadas conforme n?mero de varicosidades, bem como di?metro axonal. Assim, encontramos tr?s tipos de fibras distribu?das atrav?s desse complexo nuclear: fibras rugosas, granulares e semi-granulares. No PV predominaram fibras rugosas; PT predominaram fibras granulares; IMD, CL e PF foram representados por fibras semi-granulares e Re, Rh, PC e CM apresentaram fibras granulares e semi-granulares. This thesis addresses aspects of helping professions that could represent a certain ?risk? of using power; it especially focuses on a social work sphere. In the first part, the thesis deals with basic terms that are essential for this issue. It pays attention to power itself and its specifications and connections to the helping professions. Further, it focuses on characteristics of terms that apply to the helping professions and social work or on a formulation of aspects which represent a risk of an improper use of power. In addition, it deals with the topics of burnout, helper?s syndrome or supervision as spheres that are closely related to the topic. The second part of the thesis refers to the necessity of ethics application in social work and in the helping professions in general. It is based on values from which the helping professions arise and which are crucial to them. It focuses on the Code of Ethics of social workers as a tool to solve ethical problems and on its justification in social work. It attempts to introduce ethical theories which are crucial and relevant to this sphere, and further - on the basis of these theories - to outline the basic ethical principles which play an important role in the ethical justification of proper decisions and in the use of power in the context of helping professions. The aim of this thesis is to describe an ethical framework of helping professions themselves and subsequently to analyze the problem of power in helping professions. This will be used as a basis on which to formulate basic ethical starting points that should be taken into account during the execution of helping professions.

This work analyses the American family in context of society and its demands. It focuses on the cannonical works of the Modern American drama, namely plays of Tennessee Williams, Arthur Miller, Edward Albee, Sam Shepard and David Mamet. The playwrights are analysed in two distinctive groups according to similar themes they share. Tennessee Williams and Arthur Miller depict the family under increasing pressure from the outside as well from the inside. The unit disintegrates, members of the family escape and thus the unit loses its funtions. The pressure is imposed by the tenets of the American mythology that governs the society, which, in turn, influences the family. The common theme of the first group of playwrights is the feeling of loss. This comprises of two dimensions - spatial and tempoval. The second group of playwrights share the same theme of loss with its spatial and temporal implications. They are characteristic by their distinctive use of language that depicts the prevalent sense of doom, apocalypse, futility and sterility. The search for identity is also implied by the restlessness of characters. The detrimental effect of harsh business environment on the family is explored with regards to masculinity. This thesis is dealing with the analysis of American attributes of power which formed the USA as a superpower and has influenced the world politics in the 21st century. Hypothesis that the USA is still a superpower on the beginning of the 21st century was confirmed in six chapters. The first part of the diploma thesis presents theoretical and methodological bases, history and development of the United States and its rise to superpower status after the Second World War. The second part of the thesis, the last three chapters which are dealing with current American foreign policy and its relations with other important states and regions, proved the expected results of the hypothesis. Therefore the result of the thesis is that the United States still maintains its leading position of the global superpower despite of its relative political and economic weakness in the recent years.
