Communal ablution facilities as interim measure for the upgrading of informal settlementsCrous, Pieter Andries 17 March 2014 (has links)

(Civil Engineering) / The thesis investigates the whole life cycle of the community ablution facilities in the eThekwini municipality, and aimed to identify the technical success factors in rolling out communal ablution facilities as an interim measure in the upgrading of informal settlements throughout South Africa. The eThekwini municipality is based on the east coast of South Africa. Approximately 12% of the 3.4 million inhabitants of eThekwini are housing informally in one of the 420 informal settlements scattered around the urban and peri-urban areas. The municipality is responsible for the provision of basic interim services to these informal settlements within their jurisdiction and is in the process of rolling out containerised ablution facilities to all informal settlements as an interim measure. They have successfully provided 302 communal ablution blocks from 2009. The findings of this thesis were based on the rollout of these communal ablution blocks. The thesis is structured in the life cycle of the community ablution blocks. The thesis required a broad set of data from a number of stakeholders in order to understand each stage in the life cycle, using a number of different data sources, such as (i) interviews with the municipality, professional service providers, and the caretakers, (ii) municipal and project related documentation and data, (iii) surveys of the existing community ablution blocks, and (iv) data logging of the water meters at the community ablution blocks. The pre-implementation stages of the community ablution blocks investigated the planning, design and construction stages of the project. In the planning stage, the municipality prioritised each settlement based on a set of technical criteria, such as location to existing infrastructure, transport routes, bulk water and sanitation services, social infrastructure, the population of the settlement; to ensure that all interim infrastructure are considered within an integrated framework in order to reduce fruitless capital expenditure. Each settlement required community buy-in for both the placement and provision of the ablution facility and the selection of the caretaker. The design stage deals with the hydraulic design of the water supply and sewerage pipes as these were unknown parameters. The ablution structure and the sanitary fittings were discussed, but these were not significant in the design due to the space constraints within the containerised ablution facilities. There were significant delays found in the construction phase, which increased the initial estimated time required for construction by a factor of approximately three, which not only places a burden on the municipality to maintain the momentum of the project at scale but also increases the budget required for construction. The post-implementation stages were not found to function as intended. The key success factors in the post-implementation stages were dependent on the quality of the caretaker and the quality of the support given to the caretaker. Furthermore, all maintenance work has to be performed rapidly to ensure that the caretakers remain proactive in ensuring the facility remains operational. The consequence of poor operation and maintenance has detrimental effects on the community, who have to resort to open defecation and other unimproved forms of sanitation. The thesis adds to the shared water and sanitation body of knowledge. The thesis provides both quantitative and qualitative data on the post-implementation stage of the community ablution blocks, an area which is often neglected in practice.

Text in English with abstracts in English, Venda and Sepedi / Background: Suitable complementary feeding practices in young children can ensure optimal nutrition status and reduce under 5 mortality rates (Jones et al., 2014). Inadequate dietary diversity (DD) of the complementary diet both in quality and quantity is one of the major problems affecting infants and young children worldwide (Ntila et al., 2017). Adequate and appropriate nutrition during infancy and early childhood is vital for the growth and development of every child to reach full human potential (PAHO, 2003; WHO, 2008a; UNICEF, 2016). Nutritional vulnerability increases when other factors are also involved, such as poor breast and complementary feeding practices combined with high rates of infectious diseases (Solomons & Vossenaar, 2013; Ntila et al., 2017). There are pockets of information available on complementary feeding practices and its social determinants from specific areas in South Africa, regarding infant and young child feeding practices beyond six months of age and requires further investigation (Issaka et al., 2015; Seonandan & McKerrow, 2016).
Aim: To explore the association between mothers’ socio-cultural environment and the dietary diversity of their children between the ages of 6 and 24 months, who attend the health care clinic in Olievenhoutbosch Township, Gauteng.
Methodology: A quantitative cross-sectional explorative study was implemented. Data collection was conducted at Olievenhoutbosch clinic in Gauteng during February and March 2019. Mothers of children aged between 6 and 24 months were included and interviewed. Consecutive sampling was applied. The data collection instruments were a set of structured questions to obtain socio-demographic, nutritional knowledge, maternal attitude and feeding practices data. The infant and young child minimum dietary diversity (IYCMDD) questionnaire adapted from the WHO questionnaire was used to determine the DD of each child. Ethical clearance was obtained from the Ethics Committee of the College of Agriculture and Environmental Sciences (CAES) at the University of South Africa. Descriptive and inferential statistics was applied using SPSS version 25 (SPSS Inc, Chicago, IL, USA).
Results: The sample of mothers (n=103) were educated (75% completed matric and 18% completed post-school education), unemployed (73%) and mostly single (53%) which are all factors playing a role in child nutrition. The majority (58%) of children were between the ages of 6 and 11 months while 42% were between the ages of 12 and 24 months. The milk feeding practices differed significantly between the younger and older groups of children with 35% of the younger children receiving breastmilk (in addition to complementary foods), compared to 21% of the older group. Almost half (44%) of the total group reported that maize meal porridge was the first food introduced to their children. Less than half of the mothers (45%) initiated the first foods at the recommended age of 6 months but started as early as one month of age (13%). All children (100%) consumed foods from the “grains, roots and tubers” food group the previous day. Significantly less children from the younger age group were reported to have consumed dairy (38% vs 77%, p<0.001) (other than breast or formula milk), animal flesh foods (31% vs 59%, p=0.014) and legumes (8% vs 24%, p=0.034), compared to the older age group. Significantly more children from the older group met the minimum dietary diversity (MDD) of four food groups compared to the younger group (67% vs 38%, p=0.019). No association was found between most socio-cultural factors (maternal age, marital status, education and employment status) and DD. However, there was an association between maternal ethnicity and DD (𝑥2=16.62, p=0.002). Also, maternal nutrition knowledge and the child’s DD had a significant, positive linear relationship (p=0.026). Lastly, maternal attitude towards feeling confident in not overfeeding the child were associated with meeting the MDD.
Conclusion: The diets of young children residing in Olievenhoutbosch, do not meet the criteria for a minimally acceptable diet with only 50% meeting the MDD. Legumes and animal source foods are not consumed in sufficient quantities for complementary feeding. Maternal ethnicity and nutritional knowledge were associated with the child’s DD. This thesis is divided into three parts, where the first part presents theoretical basis involving theory, classification and everything associated with local government in the Czech Republic including the budget of municipality and its financing. The practical part is dedicated to the detailed analysic of the incomes and expenses of municipal budget with a subsequent evaluation of operating and capital management. Also is performed a calculation of the proportion of municipality to national revenue from shared taxes. In the end of diploma thesis, there will be proposing of municipality budget for calendar year 2017 and medium-term financial plan for the following two-years period.

Analysis of municipal demarcation on financial non-viability of the Vhembe District MunicipalityRaseala, Promise Sibusiso 12 January 2020 (has links)
This study investigates whether municipal demarcation addressed the challenge of financial non-viability in the Thulamela and Makhado local municipalities and the Vhembe District Municipality. The study also seeks to establish the main causes of demarcation disputes and whether the Municipal Demarcation Board (MDB) consulted the villagers in the Vuwani and Malamulele areas. The study examines whether financial viability is the sole or core factor in determining municipal boundaries.
The study opted for a mixed-methods research approach using positivism and interpretivism research philosophies, including key informant interviews with municipal officials of Thulamela and Makhado local municipalities and the Vhembe District Municipality and a survey of households in the Vuwani area (previously under Makhado Local Municipality) and the Malamulele area (previously under Thulamela Local Municipality). The data were complemented by documentary analysis, including annual reports, financial statements, literature review, and legislation pertaining to financial management and local government.
The study provides empirical insights into the relationship between municipal boundary demarcation and financial viability. It suggests that municipal boundary demarcation did not address the challenge of financial non-viability in the Vhembe District. The study also provides that the MDB did consult the villagers of the Vuwani area and that the main causes of demarcation disputes were the location of the newly established Collins Chabane Local Municipality. The study recommends that the South African government and the MDB should consider other factors provided for in the Local Government: Municipal Demarcation Act when demarcation decisions are made and that financial viability cannot be used to trump other factors in the restructuring of local government.
The implications of this is that the government must address service delivery challenges in the Malamulele and Vuwani areas and that municipal demarcation cannot be used as a solution for financial challenges, especially in rural municipalities. The study includes implications that the MDB can explore other methods to foster stakeholder engagement and public participation. The study contributes to the body of knowledge within the sub-area of financial viability and public participation in the discipline of Public Administration and Management. / Public Administration and Management / D. The aim for this study is to examine how older people within Storuman-, Sorsele and Vilhelmina municipality perceive their current housing and other forms of housing for the future, and also to analyze how the housing demand is met now or in the plans for future development within the municipalities. Interviews have been conducted with both elderly but also with people who work with housing issues within the municipalities. There are incentives that the demand of shared housing will increase. The elderly feel a lack of meeting places and they prefer shared forms of housing over regular apartments. The municipalities have different challenges and different housing supply and therefore they have different approaches and plans to cope with the future housing demand for elderly.

The perception of the community of Lichtenburg regarding communication and service delivery by the Department of Home Affairs / Motlagomang Ellen DontsoDontso, Motlagomang Ellen January 2014 (has links)
The purpose of this study was to assess perceptions of the Lichtenburg
community regarding service delivery and communication by the Department of
Home Affairs (DHA) in The Lichtenburg municipality.
A structured questionnaire was used to gather data from a sample of 80
respondents. The questionnaire consisted of four sections that the respondents
were to answer. The study revealed that DHA officials in Lichtenburg are
trained, that they adhere to the Bathe Pele Principles, are good communicators
and that they also maintain high ethical standards. Officials also have access to
the necessary equipment, and have the necessary time and support to render
services to the public. Although there are some shortcomings among officials -
such as the absence of name tags, office cleanliness and the unfriendliness
among some officials - respondents are still happy to conduct business with the
DHA in Lichtenburg. Some of the shortcomings identified can be addressed
within a short space of time, such as consistently wearing name tags.
Addressing other shortcomings, such as the provision of human resources, will
require the attention of the top ranks of government leadership, who will need to
incorporate these into their planning processes.
In general, the DHA in Lichtenburg is trying its best to render efficient and
effective services to its clients. The study found that the public knows what is
expected from the DHA when they require its services, and they are able to
express these views freely.
The DHA interacts with the public on a daily basis in rendering essential
services such as the issuance of identification documents, passports, birth,
marriage and death certificates; and its clients cannot obtain these anywhere
else. Consequently, it is essential that the DHA maintains high ethical
standards. It is important for the DHA to provide regular training and workshops
to help its employees to keep abreast of new developments. This will help to
ensure that the department maintains a high level of service delivery. The
study's findings should serve as a guide to measure the performance of other
DHA offices. It is recommended that regular studies of this nature be conducted

Evaluating the levels of service delivery in the Matjabeng Local Municipality / Diao Leeu RamabitsaRamabitsa, Diao Leeu January 2014 (has links)
Despite the relative successes of the post-apartheid South African Government,
government’s failure to adequately deliver basic services has led to recent national
public unrest over the problem of poor service delivery. The aim of this study was to
investigate satisfaction level pertaining the service delivery in Matjhabeng Local
Municipality. Municipalities are mandated by the Constitution to provide basic
services to its community such as potable water supply, electricity, refuse collection
roads and sanitation. The analysis is mainly on the basis of service delivery
experienced in different areas such as formal and informal townships, study amongst
municipal employees, as well as middle and high suburb areas within Matjhabeng
LM.
The realistic evidence has revealed that communities are unhappy because of,
among other things, the cadre deployment to the municipality, the poor service
delivery, corrupt councillors, uncommitted employees, communication between
municipality and its residents and interference of politicians which have impacted
negatively on service delivery. The results showed that although many respondents
are unhappy with the basic services besides the municipality making an effort to
provide basic services. Furthermore, it is evident from the results that while being
unhappy with services more than residents who receive monthly bills are willing to
