A nova agenda da gestão pública brasileira: estudo de caso do Detran-SP / The new agenda for Brazilian public management: a case study of Detran-SP

Denis Alves Rodrigues 06 February 2015 (has links)
Public administration in Brazil has a very negative image in society, largely due to a history of inefficiency combined with patrimonial and clientelistic practices. In order to change this type of administration, the school of thought known as New Public Management (NPM) or managerial public administration, as it is commonly known in Brazil proposes new methods and management techniques, many of which are adapted from private business practices. Similarly to other previous Brazilian state reforms, NPM has been restricted to the federal level, rendering it difficult to be observed or studied at subnational (states or municipalities), or even intraorganizational levels. Given this, the aim of this research is to study, through a single case study, the implementation of some of the values and practices of New Public Management in a state-level Brazilian public agency, historically linked to the typical procedures of traditional bureaucracy. The agency studied is the São Paulo Department of Transit (Detran-SP), which is currently undergoing a restructuring process and can be seen as a laboratory to understand and analyze what are the most relevant variables and challenges to make the NPM possible at the Brazilian subnational level.

Tendência do processo de evolução dos sistemas de administração da produção / Trend of the evolution process of production management systems

Walther Azzolini Júnior 21 December 2004 (has links)
The evolution of the technology of information, both in hardware and software, during the last decade, have provided to the globalized world significant changes in the Management of private and governmental organizations, allowing the integration of the flow of information of operation with the flow of information of production management processes, by means of specific programming language as CAD and CAM. As a result of this cycle of evolution, which started in the 90\'s, the ERP - Enterprise Resource Planning - was incorporated to the processes of business in companies leading them to significant changes in the operation environment, from the most simple to the most complex procedures. It is in this context that researchers and professionals, involved with the implantation of such systems, had evidenced that the acquisition cost, including investments in technological innovations and training so necessary to the systems operation, did not guarantee the cost benefits and the return of the investments. These results were not compatible with the expectations generated in the implantation period causing, in some cases, loss of efficiency and frustration on the part of the users of these systems. Such evidences lead the author of the present paper to the general objective of elucidating the causes of the failures. The work started from the descriptive research of different companies of distinct segments, which had implanted ERP systems of different available suppliers in the market. The descriptive field research allowed the clarifying of some peculiarities in the scope of operation of the companies as to the structure of their planning department and production control and the integration with supporting techniques. In this context it was possible to evaluate the implantation of these systems, in the considered productive units, which had aimed at guaranteeing significant profits as to the reduction of time of response to customer needs, with the possibility of pointing to more precise performance indicators, thus directing the research to the evaluation of the role of PCP as a facilitator agent in the implantation process and as a responsible one for the observance or not of these systems to the productive scheme. As a result, a broaden study of the concepts, focused on the specific literature, referring to the time of processing and, consequently, to the time of response of all the manufacturing procedures, emphasized the necessity of studying the evolution of the manufacturing process during the last decades. The conduction of the research to the study of inherent phases of the evolution process of manufacturing in the last decades, pointed to the division of the of evolution process in four phases: 1. Mass Manufacturing; 2. Lean Manufacturing (just in time); 3. Agile Manufacturing; 4. Responsive Manufacturing. In this scenario, one of the specific targets of this work is to spot the deficiencies of ERP systems currently in use in the companies which had as a goal significant reductions of processing time, based on the study of the mentioned paradigms, the PCP supporting techniques, and the relation of the function time with the current context, besides the systems of integrated management. The detailed bibliographical revision and five case studies, herein presented, compose the corpus of this work.

An exploration of Counselling Psychologists' experiences of subjective and objective countertransference and how this impacts the therapeutic process

Joseph, Drusilla Ann January 2015 (has links)
This study seeks to qualitatively explore and understand counselling psychologists experience of subjective and objective countertransference within individual therapy and how this affects the counselling process. Historically the available literature suggests that the development of countertransference has been dominated through theoretical papers rather than empirical research. The complex nature of countertransference amongst practitioners can often cause controversy and debate when it is further broken down into subjective and objective factors. Not only does this impact the therapist, the client and the working alliance, but also the larger systems operating around these variables. This study provides a rich and detailed examination of subjective and objective countertransference through the methodology of Interpretative Phenomenological Analysis (IPA). Six counselling psychologists participated in a face-to-face semi-structured interview revealing countertransference in three parts; subjective, objective and contributory factors giving rise to seven superordinate themes. ‘Subjective’ Super-ordinate revealed ‘Professional, Personal and Reactors’. ‘Objective’ Super-ordinate found ‘Clients life outside the analysis’ and ‘Contributing Factors to Countertransference’ Super-ordinate encapsulated ‘Service restrictions, Therapeutic Relationship and Training’. These findings support several conceptual and theoretical published papers, however this empirical investigation adds to the literature through further informing clinical practice. It does so by separating parts of countertransference, digging deeper into those parts in an isolated way showing the affective processes, techniques, the interplay of evoked feelings to better manage countertransference in the moment of experiencing it and overall how this impacts the therapeutic relationship. Future research could consider exploring how counselling psychologists in the UK focus their attention on distinctive parts of subjective and objective countertransference (subjective countertransference thoughts, subjective countertransference feelings and subjective countertransference behaviours, as well as objective countertransference thoughts, feelings and behaviours separately), further research would also benefit from qualitative investigations of subjective and objective reactions when working with certain populations, for example, diagnosis/symptom-specific individuals, certain demographics and/or investigating couples or family systemic groups and whether this has any impact on the working alliance, therapeutic technique, intervention and outcome. Potential clinical implementation include counselling psychologists becoming better positioned to recognise when subjective and objective countertransference is occurring, what to do with it through the application of techniques and how to maintain a ‘good enough’ working alliance.

Perinealbristningar vid vattenfödslar / Perineal tears in water births

Garell Julin, Frida January 2016 (has links)
Mer forskning i ämnet behövs.

The Effectiveness of Two Consultation Models on Teachers' Use of Behavior Specific Praise and Class-Wide Student Disruptive Behavior in an Elementary Setting

Roberts, Rebecca Fran 10 August 2018 (has links)
Effective classroom management may be one of the most important skills a teacher can possess. However, many teachers begin their careers lacking the expertise required to run a classroom to maximize the potential for student academic success. With the addition of legislation such as the No Child Left Behind (NCLB) Act of 2001 and the Individuals with Disabilities Education Improvement Act (IDEA) of 2004, teachers have become increasingly accountable for the academic achievement of their students. Numerous studies have found a direct link between effective classroom management skills and higher academic achievement of students (Oliver & Reschly, 2007; Gresham, 2009; Wenglinsky, 2002; Strong, Ward & Grant, 2011). Teacher praise for appropriate student behavior has been proven to be an effective classroom management strategy (Villeda, Shuster, & Carter, 2016). The current study examined the effect of two types of consultation (i.e., consultation only and consultation with performance feedback) on increasing teacher’s skill levels in the use of behavior specific praise in an effort to decrease student disruptions in the classroom. A multiple baseline A/B/B+C/ Follow-up design was used to determine the effectiveness of the two consultation methods. Results indicated that both consultation methods increased the teachers’ praise to correction ratios and reduced the frequency of students’ disruptive behavior. Implications of the study and future directions are discussed.

Management of Acacia species seed banks in the Table Mountain National Park, Cape Peninsula, South Africa

Jasson, Rene 12 1900 (has links)
Thesis (MScAgric (Conservation Ecology and Entomology)--University of Stellenbosch, 2005. / Within the Table Mountain National Park (TMNP), Western Cape, South Africa, various management practices have been undertaken in the removal of alien vegetation. While considerable success in the control of alien plants is evident from the removal of standing plants, it is not known if this effort has actually made any long-term difference in the effort to eliminate alien vegetation from the TMNP. This is because no coordinated effort has been made to assess the extent of the alien seed bank, nor the effect that clearing (including the use of fire) has on this seed store. This study investigates the extent of pre- and post-fire Acacia saligna seed banks under differing stand ages, differing clearing techniques and different habitats in the Cape Peninsula National Park. Firstly, the focus is on two alien plant management techniques: The first technique involves clearing and stacking of biomass for burning during winter (stack burn technique), the second technique involves burning of standing alien plants (standing/block burn technique) to decrease heat release at the surface. Secondly, the extent of Acacia species seed banks along the Silvermine River is also investigated with the aim of determining the extent of alien seed stores in this habitat and therefore the long-term restoration potential of the riparian corridor. The primary question addressed in the first study is: “Under what clearing technique will most of the alien seed bank be reduced?” The secondary question reads: “Is seed bank density and distribution directly related to age of dense infestation of the alien vegetation stand and habitat?” The primary question addressed in the second study is: “What is the vertical, lateral and longitudinal distribution and density of Acacia species seed banks along the Silvermine River?” The secondary question reads: “Is seed density and distribution influenced by above ground density of alien vegetation?” In both riparian and terrestrial systems, alien soil seed banks accumulate in high densities where aboveground alien Acacia vegetation is dense. Most of the seed occurs in the upper soil layer, but seed density decreases with depth with an exception of a high seed density at a low depth in one of the samples in the riparian system. Intense fires are most effective in reducing seed stores and removing aboveground alien vegetation in both riparian and terrestrial fynbos systems. After burns, both stack and stand burns have shown a significant decrease in seed density especially in the upper layers but there is still much seed that remained in the matrix area between stacks. The cooler winter burns resulted in less destructive, lower temperatures that aided higher seedling recruitment. Mature stands of Acacia saligna tend to have greater seed stores than immature stands and habitats with deep colluvial soils have a greater density and also greater vertical distribution of seeds. The vertical distribution of the riparian system differed from the fynbos terrestrial system in that seeds were found down to lower depths. Along the river, seed density also increased laterally with more seeds occurring in the terrrestrial sections than in the channel. Seed density increased with longitudinal distribution with more seeds occurring at the sites in the lower catchment than upper catchment. Managers should be aware that fire is needed to reduce the seed bank in both riparian and terrestrial fynbos systems. The cooler winter stack burns is the best option as it results in less destructive, lower temperatures that aids higher seedling recruitment. It is important to know the site history as age of dense infestation, number of fires and geology of site could influence seed bank density. In riparian systems the vertical distribution of seed is deeper than in the fynbos area. In order for clearing to be effective it is imperative that follow-up takes place and should be done prior to flowering to stop reseeding.

Irrigation with saline water using low-cost drip-irrigation systems in sub-Saharan Africa

Karlberg, Louise January 2005 (has links)
<p>In the scope of future population support, agricultural productivity, in particular in sub-Saharan Africa, has to increase drastically to meet the UN’s millennium development goals of eradicating extreme poverty and hunger by 2015. Water availability in the root-zone limits crop production in large parts of the developing world. As competition for fresh water increases, water of lower quality, for example saline or polluted water, is often used for irrigation. Low-cost drip systems are suitable for saline water irrigation because they effectuate a minimisation of salt accumulation, leaf burn and peaks in salt concentration. Nonetheless, all types of saline water irrigation contain the risk for causing soil salinisation. Thus, in order to achieve long-term sustainability of these systems, appropriate management strategies are needed. The choice of management practices may be influenced by local conditions such as climate, soil and irrigation water salinity. A litera-ture review showed that there is a potential for saline water irrigation in sub-Saharan Africa in water scarce areas. Low-cost drip irrigation with saline water (6 dS m-1) was successfully used to irrigate two consecutive crops of tomato in semi-arid South Africa. An integrated ecosystems model was developed to simulate long-term yield and salt accumulation in a drip-irrigated agricultural system for a range of salinities, climates and management techniques. Crop, salt and water balance data from two field experiments conducted in Israel and South Africa, respectively, were used to parameterise and test the model. Emphasis was placed on testing the usability of the model as a tool for evaluating the importance of certain plausible management options of low-cost, drip-irrigation systems. Therefore, particular focus was directed towards correctly describing soil salinity stress on plant growth and soil evaporation from a distributed (wetted and dry) surface. In addition, the model was developed to function for different climates without having to change any other parameters or variables except for the actual climatic data. Simulations were subsequently run over a 30-year period to study long-term yield and salt accumulation in the soil profile for two sites in South Africa, demonstrating the applicability of the model. Model simulations showed that high soil salinities reduced crop growth and thus increased both drainage and soil evaporation. Further, covering the soil with a plastic sheet led to a reduction of soil evaporation and a subsequent increase in both transpiration and drainage. Rainfall was crucial for the leaching of salts from the soil, and thus in regions with low levels of rainfall, a higher leaching fraction of supplied saline irrigation water has to compensate for the lack of rain. However, a high leaching fraction also causes large amounts of salt leaching, which could potentially pollute underlying groundwater and downstream ecosystems. This risk can be mitigated using mulching, which minimises non-productive water losses, thereby lowering irrigation water needs. The choice of irrigation water salinity, frequency of irrigation and soil coverage may differ between the farmer and the regional water manager due to different preferences. Furthermore, the study highlighted how environmental variables such as water use efficiency and radiation use efficiency can be used as indicators of system performance. Whereas the latter is first and foremost a general stress indicator, water use efficiency more precisely describes specific factors such as plant size, allocation patterns and evaporative demand, which will affect the exchange of carbon dioxide and water through the stomata.</p>

Strategic Planning Applications in Postsecondary Institutions with Accredited Physical Therapy Educational Programs

Walker, Ann L. (Ann Lee) 08 1900 (has links)
Although strategic planning has been used successfully in most major business institutions, higher education has been slow to adopt this management technique. Involvement in planning is a critical issue for allied health educational programs, such as physical therapy, which are relatively new to the academic environment. These programs face a continual need to update their curricula and clinical education based on rapid changes in the health care delivery system and the profession. The problem of this study was to determine the extent to which the strategic planning process is currently applied in institutions in the United States which offer accredited physical therapy educational programs. The population of this study was made up of the chief executive officers of the 115 public and independent institutions that offer physical therapy educational programs. Selected experts on strategic planning and chief executive officers were surveyed in two phases using a mailed questionnaire designed to measure the organization, characteristics, and impact of strategic planning in institutions that offer accredited physical therapy educational programs. Seventy-three percent of the chief executive officers responded, and 50.9 percent indicated their involvement with strategic planning by completing the questionnaire. The findings indicate that, although there is general agreement between the experts and the chief executive officers concerning the characteristics of strategic planning, differences exist. Differences were also identified between academic health centers and other types of institutions, between public and independent institutions, and between institutions by type of physical therapy degree offered. It was concluded that, in the opinion of the chief executive officers, strategic planning processes are being practiced in institutions that offer physical therapy programs, that this process is compatible with academic collegiality, that changes are made in policies and programs but not in the mission, that although faculty members including those from physical therapy are involved, the role and the involvement of these individuals is unclear, and that information-gathering and evaluation methods could be refined.
