A Study of Management Competency Assessment Model and Succession Plan in Semiconductor Assembly and Testing Industry ¡V Case of A company

The semiconductor industry plays an important role in the economic development of Taiwan. Under continuous technology advancement and global division of labor, the industry relies on high performance teams consisted of outstanding talents for competitiveness. However, the mere clustering of talents is not guarantee for high performance. The manager plays a critical role in the organization. Therefore, the selection and cultivation of the manager is a challenging issue to the organization and the human resource manager. This study employed questionnaire survey and literature review to study a case company in the semiconductor assembly and testing industry. There were totally 51 copies issued for Manager level (42 copies were collected) and 17 copies issued for Director level and above (16 copies were collected). It used Fuzzy Delphi Method to discuss the management competency evaluation indices of the case company, and used the Fuzzy Analytic Hierarchy Process of Multi-Criteria Decision Making Methods to construct a management competency assessment model. The model is used for decision-making on talents, and explores the current talents cultivation system, in order to discuss the practice of cultivating talents with management competency as successors. This study used Fuzzy Delphi Method, Fuzzy Analytic Hierarchy Process, and single case research method to analyze and investigate the case company. The findings are as follows: 1. The priority of importance of management competency assessment indices for different levels of management. There are 5 indices and 24 sub-indices. The importance analysis shows the priority of important management skill of different management levels, according to their weight ranking for leadership cluster, personality cluster, personnel communication cluster, business administion cluster and operation execution cluster, in order to show the difference in demand for management competency at different levels. 2. Establishing weight system for the management competency assessment indices The results of the weight system show the relative importance of the assessment indices for the reference of management competency related activities and basis for managers in screening. 3. Practice of cultivating talents with management competency as successors The discussion on the system employed by the case company show the feasibility of the practice of cultivating talents with management competency as successors, and suggestions are provided for future system.

Abstract Our industrial structure has been changed with the impact of competition recently. The structure of labor has been changed dramatically by the influence of industrial structure. No matter what it is related to industrial upgrade or economic development of knowledge, they all need allocate the human resources. So the corporation can keep its competitive advantage. However, the most important in the corporation is management who can take good care of resources and talent in the firm. They make the entry barrier, so the valuable property in the firm can¡¦t be easily imitated by competitors. The management of talent and its development is positive for the operation of organization. The management has gotten rid of the image of falling behind and bogging down and refusing to change. Now, it turns out to be the strategy driving and interface and continuous innovation after promotion of the self-competition. The research subjects the intention of self-learning of management if it can upgrade the talent of management and show the job performance. Besides, the research subjects perceived organization supporting if it can affect the willing the self-learning. Therefore, the research studies the middle level of management in industries of Taiwan. The methodology uses random sampling. The questionnaires sent out by 403 and effective questionnaires are 200. analyzed by statistics methods of t-test analysis of independence, analysis of variance (ANOVA), Pearson¡¦s product-moment correlation, and multiple regression. The result confirms several important discoveries as follows: 1. As the relation on self-directed learning readiness and management competency and job performance, it can be summarized below: (1).The greater self-directed learning readiness, the greater is the degree of management competency. (2).The greater management competency, the greater is the degree of job performance. (3).The greater self-directed learning readiness, the greater is the degree of job performance. 2. There is a positive correlation in the self-learning and effective learning of self-directed learning readiness and job performance, and it also has high prediction 3. The management competency about professional capability and social communication and leadership is positive correlation to job performance. The most importance is professional capability. 4. Management competency has mediating effect between the self-directed learning readiness and job performance. 5. According to the moderating effect of the perceived organization supporting between the self-directed learning readiness and management competency in the study found that the management should be in favor of learning by effective leading. It can promote the professional capability.

In the context of human resource management can be argued that employee selection process is a major activity. This process is essentially based on competencies so job applicants including university graduates with an economic education, should have the desirable core and key competencies that result from job requirements. The aim of this doctoral dissertation is to build up a competency model of economically educated university graduates, according to the needs of employers from the South Bohemian Region's small and medium-sized enterprises and to identify the level of desirable key competencies of students of the Faculty of Economics, the University of South Bohemia in České Budějovice. Core and key competencies' preferences were collected through the questionnaire survey from the 189 human resource managers. The competency model creation was based on the statistical analysis of the identified results. Following the determined employers' preferences of the competencies, the skills of Faculty of Economics' students were also tested to find out their current level of key competencies.

Final thesis describes to what extent the current school practice puts attention to personality qualities of headteacher in area of leadership. The topic is based on the experience, knowledge and abilities that use the present headmasters of elementary schools in practice. The aim of the work and selected combined investigation using methods of "shadowing" of structured and unstructured interviews and a questionnaire survey was to describe the extent to which personal qualities headteacher of elementary schools appear in contemporary educational practice in area of leadership. In the theoretical part, the author focused on gathering information from a wide resource that can provide a wider range of these areas (psychology, leadership, self-management, self-esteem, etc.). These were mainly the vocational literature on leadership, human personality and competencies. An important contribution was a personal meeting and interview with Mr. Prof. PhDr. Z. Helusem, DrSc. (interview captured in the theoretical part), which anchored the personal qualities mentioned as one of the prerequisites for a successful life and being a human in personal and professional life. 本研究為一縱貫性之實證研究,主要目的是透過分析兩年360度回饋的資料,進一步探討全員品質管理才能對360度回饋公平知覺、滿意度、行為改變、與績效提升的影響。 本研究樣本為國內某建築業之初階與中階主管,第一年總計62位,第二年總計92位。研究結果顯示,全員品質管理才能與360度回饋公平知覺、滿意度、行為改變意圖,皆達顯著正相關。此外,雙因子變異數分析結果顯示,全員品質管理才能的高低會影響他評結果、目標達成、以及領導效能的改變,如進一步以相依樣本t考驗進行事後比較,則發現全員品質管理才能低分組兩年間績效改變的進步幅度大於高分組。 最後,本研究進一步指出研究之限制,與後續研究之建議、企業實行360度回饋之實務建議。
