The study investigated the possibility of developing a monitoring and evaluation tool to capacitate the South African Department of Home Affairs towards the sustainability of its mobile unit project. As South Africa has a history of gross discrepancies in the appropriation of services by the citizenry, a fleet of 117 mobile trucks was deployed as part of the 2004 Turnaround Strategy.
The chosen structural-functionalist theoretical vantage point informed a quantitative baseline survey in which the views of thirty eight respondents in six provinces and across various ranks were gauged. The majority expressed positive views about the sustainability of the mobile units beyond project phase. They expressed confidence in the goals, relevance and realistic nature of the mobile units. In the SWOT analysis, the respondents expressed more strengths and opportunities than weaknesses and threats. These findings form the baseline for the development of the intended M&E framework. / M.A. (Sociology)

Previous issue date: 2015-12-21 / The reimbursement to the Unified Health System (SUS), created by Law No. 9.656 of 1998, showed impressive results in the period 2011-2014, compared to the period 2007-2011. This exploratory study analyzes the reimbursement to the SUS, its origin, legal support, juridical basis, organization, functioning, operating performance and effectiveness, focusing on results achieved in the period 2011-2014. In order to accomplish, the author relied on previous studies, official documents and reports, legislation, judgments of the Court of Audit and lawsuits filed before the Supreme Court. The analysis indicates that the results achieved in the last four years are promising, reflecting a favorable scenario for the consolidation of reimbursement to SUS as an important regulatory instrument for the supplementary health sector. / O ressarcimento ao Sistema Único de Saúde (SUS), criado pela Lei n. 9.656, de 1998, apresentou resultados expressivos no período 2011-2014, em contraposição ao período 2007-2010. O presente estudo, de caráter exploratório, buscou analisar o ressarcimento ao SUS, sua origem, base legal, fundamentação jurídica, organização, funcionamento, desempenho operacional e efetividade, com foco nos resultados alcançados no período 2011-2014. Para isso, o autor apoiou-se em estudos anteriores, em documentos e relatórios oficiais, na legislação em vigor, nos acórdãos do Tribunal de Contas da União e nas ações ajuizadas perante o Supremo Tribunal Federal. As análises efetuadas indicam que os resultados alcançados nos últimos quatro anos são promissores, refletindo um cenário favorável à consolidação do ressarcimento ao SUS como um importante instrumento de regulação para o setor de saúde suplementar.

Evaluating the Effects of a Congestion and Weather Responsive Advisory Variable Speed Limit System in Portland, OregonDowney, Matthew Blake 18 May 2015 (has links)
Safety and congestion are ever present and increasingly severe transportation problems in urban areas throughout the nation and world. These phenomena can have wide-ranging consequences relating to safety, the economy, and the environment. Adverse weather conditions represent another significant challenge to safety and mobility on highways. Oregon is not immune from either of these global issues. Oregon Route (OR) 217, to the southwest of the downtown Portland, is one of the worst freeways for congestion in the state and is also subject to the Pacific Northwest's frequently inclement and unpredictable climate. High crash rates, severe recurrent bottlenecks and highly unreliable travel times continuously plague the corridor, making it a major headache for the thousands of commuters using it every day.
In an effort to more effectively combat both congestion and adverse weather, transportation officials all over the world have been turning to increasingly technological strategies like Active Traffic Management (ATM). This can come in many forms, but among the most common are variable speed limit (VSL) systems which use real-time data to compute and display appropriate reduced speeds during congestion and/or adverse weather. After numerous studies and deliberations, Oregon Department of Transportation (ODOT) selected Oregon Route (OR) 217 as one of the first locations in the state to be implemented with an advisory VSL system, and that system began operation in the summer of 2014. This thesis seeks to evaluate the effectiveness of this VSL system through the first eight months of its operation through an in-depth and wide-ranging "before and after" analysis.
Analysis of traffic flow and safety data for OR 217 from before the VSL system was implemented made clear some of the most prevalent issues which convinced ODOT to pursue VSL. Using those issues as a basis, a framework of seven specific evaluation questions relating to both performance and safety, as well as both congestion and adverse weather, was established to guide the "before and after" comparisons. Hypotheses, and measures of effectiveness for each question were developed, and data were obtained from a diverse array of sources including freeway detectors, ODOT's incident database, and the National Oceanic and Atmospheric Administration (NOAA).
The results of the various "before and after" comparisons performed as a part of this thesis indicate that conditions have changed on OR 217 in a number of ways since the VSL system was activated. Many, but not all, of the findings were consistent with the initial hypotheses and with the findings from other VSL studies in the literature. Certain locations along the corridor have seen significant declines in speed variability, supporting the common notion that VSL systems have a harmonizing effect on traffic flow. Crash rates have not decreased, but crashes have become less frequent in the immediate vicinity of VSL signs. Flow distribution between adjacent lanes has been more even since VSL implementation during midday hours and the evening peak, and travel time reliability has seen widespread improvement in three of the corridor's four primary travel lanes during those same times. The drops in flow that generally occur upstream of bottlenecks once they form have had diminished magnitudes, while the drops in flow downstream of the same bottlenecks have grown. Finally, the increase in travel times that is usually brought about by adverse weather has been smaller since VSL implementation, while the decline in travel time reliability has largely disappeared.

The theme of my thesis was Human resource management in the selected organization. I chose the CSOB. In the theoretical part, I wrote about the important definitions associated with this topic. For example, human resource management, human resources, intellectual capital, human capital, knowledge organization, knowledge worker, culture, corporate culture, training and staff employees, the role of the HRM manager. The main objective was to evaluate human resource management with a focus on developing intellectual capital in a particular organization. Partial objectives was: characteristics of the selected company, its historical development, targeting and mapping of the human resources department, design and evaluation of the marketing research staff focused on the functionality of human resources in the organization, analysis of data and information, and an overall assessment of current approaches to managing human resources and intellectual capital to work with the selected organization and assessment of current situation and possibilities for improvement and formulation of its own proposals and measures in the field of human resources. The practical part of my work I have a stock of internal materials the HRM system in CSOB, I conducted market research among employees. Next, I evaluated the results of marketing research and presented in the form of tables and graphs. The data analysis revealed that employees are most satisfied with the HRM system, I see only a lack of communication and access management company. Solution is open communication and improved access to management start.

The Dilemmas of Bringing Your Culture With You: The Career Advancement Challenges of African-American Women Foundation ExecutivesLogan, Angela R. January 2014 (has links)
Indiana University-Purdue University Indianapolis (IUPUI) / Grounded in leadership, cultural, communication, and gender studies, this dissertation investigates the challenges African-American women executives in the philanthropic foundation sector faced as they strive to have their culture legitimated within the culture of the workplace. Through the use of case study methodology, I examined the experiences of participants by conducting oral history interviews that traced their critical path to leadership. I also incorporated my own experiences in the field to further explore the connections between race, gender, and leadership styles in philanthropic organizations. The interviews and my own auto-ethnographic research explored the possible consequences of black executive women in the foundation world not being able to share aspects of their cultural lives in workplace networks and the impact of the critical exclusion of who they really are as whole human beings on the quality of their careers.
An analysis of data collected from the interviews revealed key factors critical to the success of study participants. First was the presence of familial or close adults actively engaged in philanthropic activity during the participants’ formative years. Second was a strong influence of a faith tradition. Additionally, the date revealed that participants’ involvement in outside leadership roles, often tied to their racial and gender identities, were not capitalized on by employers.
This study achieved several key outcomes. First, it afforded participants an opportunity to develop the personal satisfaction of expanding the body of knowledge related to leadership development within the philanthropic foundation sector. Additionally, by sharing their stories, these individuals were able to develop or strengthen mentorship relationships. Lastly, this study has the potential of being of significant benefit to the greater philanthropic foundation sector, since it worked towards the expansion of the body of knowledge specific to the issues of gender and cultural differences within the foundation sector.
