Analýza systému personální práce ve vybraném podniku / Analysis of personal management system in a chosen company

This thesis is focused on personnel system management in Západočeské konzumní družstvo v Sušici (West Bohemian consumer cooperation in Sušice). The main aim of the thesis is analysis of personal system in chosen company and suggestion to improve quality in personnel management. I see the analysed personnel system very sophisticated and focused on details. Regardless during the analyses only one significant defect was found. Employees have no chance to buy companies goods with discounts and that could be why they are not so stabile and satisfy on their positions and on the other hand, they don{\crq}t have motivation for buying these goods too. Another recommendation for this firm is establishment of cafeteria system, this system of employees' amenities is widely used by many Czech or international companies. There were analysed chosen personnel management activities too. Among these activities we can count evaluation and recruitment of employees. In this two activities we can not see significant problems, for that reason there were proposed only some recommendations. In case of employees recruitment was cooperation with personnel agency suggested, this way of new employees admitting is not so expensive and more effective. Next step in process of personnel management improving is establishment of employees self evaluation system, which is a way how to discover current motivation of employees and can give recommendation for future development.

The third part is devoted to analyses of the internal and external environment. The fourth part deals with the design of development and education. The fifth part is the economic evaluation of the project.

Avaliação da eficiência do uso do Sistema Informatizado de Educação Continuada em Enfermagem / Efficiency evaluation of the use of the Computerized System of Continuing Nursing Education

Introdução: O desenvolvimento de sistemas informatizados requer a compreensão entre busca dos dados e o uso da informação para definir a qualidade de um sistema. Dispor de evidências sobre a eficiência do uso dos sistemas informatizados é essencial para a avaliação do produto no gerenciamento do serviço de enfermagem. Objetivo: Avaliar a eficiência do uso do Sistema Informatizado de Educação Continuada em Enfermagem na perspectiva dos enfermeiros gestores. Método: Trata-se de uma pesquisa tecnológica aplicada, descritiva-exploratória realizada com a participação 23 enfermeiros gestores na primeira etapa e 21 na segunda etapa da pesquisa por meio da aplicação de questionário, contendo os dados do sistema e as subcaracterísticas sobre a eficiência do sistema, respectivamente. Para a análise destas variáveis foi utilizada a Norma Brasileira ISO/IEC 14598-1, testes de comparação e correlação, e análise Fuzzy. Resultados: Na avaliação sobre a eficiência dos dados do sistema, os enfermeiros gestores consideraram eficiente o conjunto de dados do sistema constituído pelas categorias Página Inicial, Estrutura Organizacional, Profissionais, Grupos de Estudos, Atividades de Ensino, Produção Científica, Avaliação e Relatórios com percentual 86%, dentre elas, as categorias Produção Científica, Avaliação, Atividades de Ensino, Tela Inicial e Grupos de Estudos com percentual 90%, ultrapassando as expectativas destes usuários. Ainda que a avaliação seja satisfatória, os elementos de dados Tabela e Subsetor apresentaram percentual de avaliação da eficiência próximo a 70%. O elemento de dado Validade do seguro de vida da pessoa (69%), da categoria Profissionais, foi considerado não eficiente para o gerenciamento do serviço de enfermagem na avaliação dos participantes, mas o valor atribuído a informação deste dado e o resultado do intervalo de confiança o manteve no conjunto de dados do sistema. Foram elucidadas tendências de causalidade de moderada magnitude na correlação significativa entre a frequência da eficiência do uso dos dados com as variáveis da caracterização dos sujeitos: tempo de atuação na instituição, número de especializações, tempo de graduado. A avaliação sobre a eficiência do uso do sistema na interação entre o sujeito e o modelo de dados através de uma interface web também foi positiva, com percentual superior a 70%, classificada como boa com uma dispersão mínima por unanimidade dos usuários na análise Fuzzy. A eficiência da velocidade obteve frequência inferior a 70%, tendo apresentado avaliação boa com dispersão alta, indicando a necessidade de reavaliação do sistema neste quesito. Nas correlações realizadas sobre a avaliação da eficiência do uso dos dados e da eficiência do uso do sistema na interação entre o sujeito e o modelo de dados, respectivamente nas etapas 1 e 2, o número de especializações e o tempo de graduação foram significativas. Na etapa 2, o tempo de atuação apresentou correlação significante em relação à subcaracterística velocidade do sistema. A variável tempo de atuação na instituição foi significativa em ambas avaliações. Conclusão: A avaliação confirmou a eficiência do uso do Sistema Informatizado de Educação Continuada em Enfermagem para o gerenciamento do serviço de enfermagem, embora haja necessidade de reavaliação do sistema no que se refere ao elemento de dado Validade do seguro de vida e a subcaracterística velocidade. / Introduction: The development of computerized systems requires understanding between search data and use the information to define the quality of a system. Evidence available on the effectiveness of the use of computerized systems is essential to the evaluation of the product in the management of nursing services. Objective: To evaluate the efficiency of the use of the Computerized System of Continuing Nursing Education from the perspective of nurse managers. Method: This is a technology applied research, descriptive and exploratory held involving 23 nurses managers in the first stage and 21 in the second stage of the research through a questionnaire containing system data and subcharacteristics on the efficiency of system, respectively. For the analysis of these variables was used the Brazilian Standard ISO / IEC 14598-1, comparison and correlation tests, and Fuzzy analysis. Results: The evaluation of the system data efficiency, the nurse managers efficiently considered the system data structure composed of the category Home, Organizational Structure, Professionals, Study Groups, Teaching Activities, Scientific Production, Evaluation and Reporting with percentage 86%, among them, the categories Scientific Production, Assessment, Teaching Activities, Home Screen and Study Groups with percentage 90%, surpassing the expectations of these users. Even if the evaluation is satisfactory, the data elements Table subsector and presented a percentage evaluation of efficiency close to 70%. The data element validity of the person\'s life insurance (69%), the category Professionals, was considered not efficient for the management of nursing services in the evaluation of the participants, but the value assigned to information of this data and the result of the interval confidence kept in the system data set. Moderate magnitude causality trends were elucidated in significant correlation between the frequency of data use efficiency with the variables of characterization of the subjects: acting in the institution, number of specializations, graduate of time. The evaluation of the system use efficiency in the interaction between the subject and the data model through a web interface was also positive, with a percentage higher than 70%, classified as \"good\" with a \"minimum\" scatter unanimously users Fuzzy the analysis. The rate of efficiency obtained frequencies below 70%, presenting \"good\" rating with \"high\" dispersion, indicating the need for system re-evaluation in this regard. In the correlations performed on the evaluation of data use efficiency and the system use efficiency of the interaction between the subject and the data model, respectively in steps 1 and 2, the number of expertise and time were significant degree. In step 2, the operating time showed a significant correlation with respect to subcharacteristic system speed. The role of time variable in the institution was significant in both assessments. Conclusion: The evaluation confirmed the efficiency of the use of the Computerized System of Continuing Nursing Education for the management of nursing services, although there is need for system re-evaluation with regard to life insurance Validity of data element and subcharacteristic speed.

O objetivo desta pesquisa é realizar um levantamento das políticas e práticas de recursos humanos utilizadas por empresas brasileiras internacionalizadas e por empresas multinacionais no processo de repatriação de executivos brasileiros e na retenção desses executivos nas organizações. Como objetivos secundários, a pesquisa visa verificar se as organizações adotam as principais políticas e práticas de recursos humanos apresentadas na literatura e verificar se há diferenças entre as políticas e práticas de recursos humanos adotadas pelas empresas brasileiras internacionalizadas e pelas empresas multinacionais. A metodologia utilizada foi uma abordagem qualitativa, descritiva e analítica, em que 20 entrevistas semi-estruturadas foram realizadas, mais especificamente, 11 entrevistas com responsáveis pela área de expatriação e repatriação de empresas brasileiras internacionalizadas e 9 entrevistas com os responsáveis pela área de expatriação e repatriação de empresas multinacionais. A análise categorial temática foi utilizada como método de análise de conteúdo para interpretação das entrevistas realizadas. Os principais resultados encontrados na pesquisa foram: (i) as empresas que compõem a amostra adotam parte das políticas e práticas de recursos humanos apresentadas na literatura como fatores que auxiliam no sucesso da repatriação de executivos. A maioria das políticas e práticas adotadas está relacionada a políticas adotadas durante a expatriação e que tem impacto positivo na repatriação.e quase nenhuma das políticas e práticas sugeridas pela literatura para a fase de repatriação é adotada; (ii) o sucesso da repatriação, em termos profissionais e a adaptação do repatriado e da família ao país, e a vida social e familiar parecem depender muito mais das características do brasileiro, da conjuntura econômica do país e do esforço pessoal dos repatriados e familiares do que do suporte organizacional; (iii) parece haver poucas diferenças entre as políticas e práticas de recursos humanos adotadas pelas empresas brasileiras e pelas empresas multinacionais. / This is a study in the field of the International Management of Human Resources Management and its subject is the repatriation of Brazilian executives. The objective of this research is to investigate the Human Resources policies and practices used by both Brazilian internationalized and multinational companies in the processes of repatriation of Brazilian executives as well as in the retaining of such professionals in their organizations. As secondary objectives, this research aims to verify if organizations adopt the best human resources policies and practices referred to in the mainstream literature as factors that corroborate to the success of the repatriation and to identify whether there are differences in the human resources policies and practices adopted by the Brazilian internationalized and the multinational companies. The Adopted methodology was based in a qualitative approach, in which 20 semi-structured interviews were conducted with the person in charge of the expatriation and repatriation processes, 11 in Brazilian internationalized and 9 in multinational companies. The analysis by thematic categories was used as the content analysis method for the interpretation of the above mentioned interviews’ results. The main results identified were the following: (I) the studied companies adopt only partially the best human resources policies and practices recommended by the literature as factors that corroborate in the success of executives repatriation. The majority of the adopted policies and practices are related to policies adopted during the expatriation period that have a positive impact in the repatriation. Almost none of the policies and practices suggested by the mainstream literature for the repatriation phase itself is adopted; (II) the success of the repatriation, in both professional terms and regarding the adaptation of the repatriated and his family to the country and its social and family life, seems to depend much more of the characteristics of the expatriated Brazilian himself, of the economic context of the country and of the personal efforts of the repatriated and his family than of his company’s support; and, (III) few differences between the human resources policies and practices adopted by the Brazilian and the multinational companies were found.

The Thesis on topic The analysis of public administration from the perspective of selected national economic parameters in the Czech Republic from 1989 to 2012 summarizes these issues in order to understand the complexity of the topic. Those who said the issue more interested, this work should help to summarize the progress and crucial moments of public administration reform in the Czech Republic, to understand the principles and functioning of public administration and allow a comparison of public administration in the context of a centrally planned economy compared to today's economy operating under the market mechanism. The theoretical part covers the economic base of the topic and deals with basic definitions of the public sector, respectively public administration, personnel management and financial flows at all levels of public administration. Following chapters focus on the development of public administration from the beginning of the transformation of the economy in 1989, when the first signs appear necessary of reform public administration, until now. Individual chapters deal with the historical sections of the national economy in order to monitor the selected parameters in correspondence to the gross domestic product of the country, including the legislative framework. The thesis refers to the fact, that the aim of the state is considered to achieve a state of public administration, where it will be termed as a whole to be effective. Unsystematic changes in the performance of public administration are essential factors that make governance unstable and non-transparent. Finding ways of their elimination will be able to increase the efficiency of public administration under the current societal needs.

The main aim of the thesis is based on implemented analysis of existing state of the education system of the company propose desirable changes to this system to support the further successful development of the employees and the company as a whole. The work is divided into four parts. The first part is theoretical and describes the system of staff training and development. The second part consists of methodologies. The third part of the analysis in this section is an analysis of the current educational system of the company. The fourth section contains suggestions for improving this system.

Les déterminants de l’évaluation de la formation et de son rendement perçu : le cas des employeurs assujettis à la Loi favorisant le développement et la reconnaissance des compétences de la main-d’œuvre au Québec

La formation de la main-d’œuvre est l’objet d’une littérature scientifique abondante depuis plusieurs années. D’une manière générale, les principaux sujets étudiés dans la littérature scientifique, les travaux empiriques et dans les politiques publiques traitent du rendement de la formation de la main-d’œuvre ou plus récemment de la dimension stratégique de la formation de la main-d’œuvre sur la performance organisationnelle. Or, les résultats produits sont mitigés, peu convaincants, voire contradictoires (Cedefop, 2013, 2005). En conséquence, les chefs d’entreprises et les décideurs en matière de politiques publiques manquent de démonstrations claires pour évaluer les impacts de la formation sur la performance des organisations. Dans cette recherche, nous proposons justement d’apporter un nouvel éclairage théorique et empirique pour mieux comprendre les caractéristiques des entreprises qui évaluent le rendement de la formation, comment le font-elles et quelles sont les retombées perçues en la matière. Sur le plan théorique, cette recherche mobilise trois approches différentes dans un modèle analytique qui se veut intégratif. Dans la partie plutôt hypothético-déductive, la théorie du capital humain ainsi que le modèle de Kirkpatrick et de la gestion stratégique de ressources humaines permettent de vérifier la rationalité des employeurs en matière d’évaluation de la formation et de la perception de son rendement. Dans la partie la plus exploratoire de la thèse, nous avons mobilisé les pouvoirs conceptuels et explicatifs de l’approche institutionnaliste pour comprendre le comportement des organisations qui ne font pas d’évaluation formelle mais qui perçoivent quand même des retombées positives de leurs activités de formation. Sur le plan méthodologique, il s’agit d’une recherche explicative et d’une démarche en partie exploratoire quantitative faite à partir des données de l’enquête menée en 2003 par Emploi-Québec et l’Institut de la statistique du Québec auprès de 4600 entreprises assujetties à la Loi favorisant le développement et la reconnaissance des compétences de la main-d’œuvre. Nos principaux résultats de recherche soutiennent l’existence de trois types de facteurs explicatifs de la perception des retombées de la formation : des facteurs liés à l’organisation (profil et expérience en formation), des facteurs liés à la nature de la formation et des facteurs liés à l’intervention institutionnelle en matière de formation. / Labour force training has been the object of an extensive body of scientific literature for many years. In general, the main subjects examined in the scientific literature, in professional studies and in public policy discussions concern the effectiveness of labour force training and, more recently, the strategic dimension of labour force training with regard to possible effects on organisational performance. The results produced, however, have been qualified, unconvincing and at times contradictory (Cedefop, 2013, 2005). As a consequence, business leaders and public policy decision-makers lack the clear evidence needed to evaluate the impact of training on the performance of organisations. In the present study, a new theoretical and empirical perspective is offered with which to better understand the characteristics of businesses which evaluate the effectiveness of training, how the evaluations are conducted and the perceived effects thereof. In terms of its theoretical basis, this study utilises three different approaches in an integrative analytical model. In the hypothetical-deductive section of the study, the theory of human capital as well as the Kirkpatrick model and the strategic management of human resources allows for the verification of the motivation of employers with regard to training evaluation and the perception of its utility. In the more exploratory section of the thesis, the conceptual and explanatory powers of an institutionalist approach have been mobilised to understand the behaviour of organisations that do not conduct formal evaluations but which nonetheless perceive the positive effects of their training activities. In terms of methodology, this is an explicative analysis and an in-part exploratory quantitative approach based on the results of a study conducted in 2005 by Emploi-Québec and l’Institut de la statistique du Québec of businesses subject to the Loi favorisant le développement et la reconnaissance des compétences de la main-d’œuvre. Our main research findings suggest the existence of three types of factors which explain the perception of the effects of training: factors related to the organisation in question (the nature and extent of experience in training), factors related to the type of training and factors related to institutional action concerning training.

Adaptace pedagogických pracovníků v mateřských školách / Adaptation of teaching staff in kindergartens

The theoretical part to preserve the ntegrity of the topic briefly decribes the stages of development of the technical terms (personnel administration, personnel management, human resources) and human aktivity. The main part is focused on the adaptation process, defining the objectives of the adaptation process, species adaptation and the factors influencing an adaptation process, Following part of this chapter is dedicated to the participants of the adaptation process, the adaptation plan and feedback, which is an essential and integral component of the adaptation proces. The research is focused on the adaptation process of teachers in kindergartens. The research method is a survey and subsequent interviews with several randomly selected Director kindergartens. The result of the survey is to determine the course of adaptation in kindergartens and directors approach to this issue.
