Integrated conservation-development : a geographical analysis of policy and practice in northern Maputaland.

The thesis examines the genesis and implementation of integrated conservation development and associated projects in northern Maputaland during the 1980s and 1990s. The premise upon which this study is based is that there has been a worldwide paradigmatic shift in conservation policies and practices during the 1980s and 1990s. The extent to which initiatives in Maputaland reflected these trends is examined. In formulating a conceptual and theoretical framework for the study, the developments within the discipline of geography as well as the paradigmatic shifts within the broader sphere of conservation and development thinking, are discussed. Traditionally geography focuses on the nature of the relationship between human beings and their environment. Working within this tradition, the relationship between geography and conservation policy and practice is identified and applied to South Africa. Analysis of the process of integrating conservation and development in Maputaland is informed by both the broader international debate surrounding conservation and development and by local history and place specific conditions. The key geographical concepts of process and place are viewed as interdependent factors influencing one another. Within this framework and drawing on the concept of sustainable development, the experience of implementing the new conservation paradigm in Maputaland is recorded and analysed. The case study examples are associated with Ndumo Game Reserve. Sources of data and methodologies include primary sources (published books and journals), secondary sources (unpublished reports), participant-as-observer status with conservation liaison committees and the Ndumo Environmental Education Centre, key informant and focus group interviews and Participatory Rural Appraisal with the Ndumo Environmental Education Centre Management Committee. The study indicates that the Maputaland initiative did represent a considerable paradigm shift in the conservation policies guiding the general practice of conservation in Maputaland. The conservation agency did attempt to initiate Integrated Conservation Development Projects (ICDPs) during the 1990s, but this has been a complex process, fraught with tensions and suspicions. The coastal grasslands of Maputaland, South Africa : effects of fire and grazing on vegetation structure, diversity, and composition.

A series of trials and investigations were implemented to address concerns surrounding the dynamics of the fire-climax wooded/edaphic grasslands within the iSimangaliso Wetland Park, northern KwaZulu-Natal, South Africa. The research problem surrounded inadequate historical evaluations of changes in vegetation structure, grasslands progressing to a woody dominated composition, and increases in Helichrysum kraussii (Curry bush). These were addressed as follows: Firstly, the recovery of vegetation in response to different periods of fire exclusion in different communities along a topographical gradient of a coastal dune area, was assessed over a two year period. Secondly, the regeneration after wildfire of the persistent, stress tolerant shrub H. kraussii, was studied on different catenal positions with differing fire exclusion periods and with and without defoliation of surrounding plant biomass in the coastal edaphic grasslands north of Manzengwenya, South Africa. Thirdly, aerial photography from 1937, 1975, and 2000 was georectified, digitised and analysed using a Geographic Information System to examine broad vegetation changes in response to different management regimes for a site on the Eastern Shores of Lake St Lucia and a site within the Tewate Wilderness Area. In the absence of fire, the coastal edaphic grasslands progressed to a closed canopied scrub forest within six years. An increase in fire exclusion period resulted in a decrease in species abundance, an increase in woody height, and a decrease in plant density. Richness increased initially but declined marginally with increased fire exclusion period. Higher lying east and west facing sites had a better veld condition index compared with bottom sites and had an increased response (vigour) to defoliation but were far more likely to succeed through to woody scrub forest. Woody plant biomass vigour was greater for west facing sites. Ordination of species composition across sites in response to fire exclusion and catenal position revealed greater similarities within exclusion periods than between. Bottom sites were more similar with similarity decreasing for east and west facing sites. Fire exclusion resulted in an initial increase in woody species and a subsequent increase in herbaceous species. iii Growth response of H. kraussii was unaffected by catenal position and fire exclusion period, whereas defoliation of surrounding grass tended to increase in size (P<0.05). Density and height for this species however increased with increasing fire exclusion. An increase in soil moisture negatively affected H. kraussii growth indicating susceptibility to high water tables. The number of other woody species establishing beneath H. kraussii may be due to changes in the transmission of light through the canopy where an increase in canopy diameter resulted in an increase of photosynthetically active radiation at the soil surface. The effects of fire on landscape change were investigated for the Eastern Shores and Tewate Wilderness Area, iSimangaliso Wetland Park, South Africa using aerial photography. Changes to historical disturbance regimes largely through active exclusion of fire resulted in the majority of the higher lying coastal grasslands changing to savanna scrub or closed canopied forest within 63 years on the Eastern Shores. The degree of fragmentation of these grasslands was greatly reduced within the Tewate Wilderness Area where disturbance regimes included greater frequencies of fire. Hygrophilous grasslands remained largely unaffected by woody encroachment but did not preclude woody species establishment indicating possible susceptibility during long drier periods. Frequent fires result in the maintained distribution of the higher grasslands. This vegetation type is a system which becomes resilient in response to fire, whereas in the absence of fire readily progresses to Dune Forest. The coastal grasslands above the high water table are therefore highly unstable and transformed easily in the absence of regular disturbance. It would appear that a threshold of approximately six years exists, after which substantial management intervention may be required to reverse the succession back to grassland. The growth of H. kraussii was unaffected by fire and remained persistent irrespective of fire exclusion period. An ability to attain size (height and canopy diameter) was limited with increased soil moisture but density was reduced through regular burning. A vegetation classification and description of five wetland systems and their respective zones on the Maputaland Coastal Plain

The Maputaland Coastal Plain in Kwa Zulu-Natal is covered by aeolian sands . According to the national wetland delineation manual delineating wetlands in this area is complex due to problematic wetland soils. The aim of this study was to classify and describe the vegetation of the different zones of the wetland systems to determine the main drivers of the plant communities. The understanding of these complex ecosystems could assist in wetland delineation. Twenty wetlands from five wetland systems were surveyed. The vegetation zones of each wetland were sampled and basic environmental data were collected. The results from this study indicate that different plant species assemblages are characteristic for the wetland zones. However, zone delineation using vegetation composition varies between the different wetland systems, and should be evaluated according to the system in question. Accretion versus bioerosion on the Maputaland reefs in South Africa - The major processes.

The development of coral reefs is largely restricted to areas within the tropics where favourable conditions for both coral and reef growth prevail. There is, however, a continuum from these typical, accretive reefs in the tropics to marginal, non-accretive, coral-dominated reef communities which occur at higher latitudes. High-latitude reefs function similarly in many regards to their tropical counterparts and are regulated by similar processes to a varying degree. In this study, the major biological and physico-chemical processes were assessed which directly or indirectly prevent the continued persistence of reefal frameworks and thus hinder reef accretion on high-latitude reefs in the iSimangaliso Wetland Park. These reefs have a high diversity of hard and soft corals with significant reef coverage, yet little evidence of any biogenic accretion has been observed. The scleractinian coral, Acropora austera, is one of the few corals which may be responsible for reef framework production. It exhibits a gregarious growth pattern, forming large, monospecific stands with an interlocking framework characteristic of the early stages of reef accretion. The framebuilding potential of A. austera and the continued persistence of such frameworks were thus determined by in situ monitoring of coral growth, mortality, bioerosion and several physico-chemical parameters. Growth rate and mortality of A. austera branches were measured at three sites of differing stand size and apparent age. This was achieved by repeated image analysis and by staining branches with the vital stain, Alizarin Red S. Both measures of growth yielded a similar linear extension rate of 24.5 mm/yr (n = 467), comparable to related species at similar latitudes. Mean branch mortality was as high as 50%, with clear differences manifested between each A. austera stand. Branch extension rates and branch mortality were inversely related between sites. Small, young stands exhibited significantly faster coral growth rates, lower mortality and a net increase in overall branch length over the study period, whilst the opposite was true of larger, more developed stands. In addition, bioerosion was determined at each site to assess its potential for carbonate removal and its destabilizing effect on reef frameworks. Bioerosion intensity was recorded as “percentage area damage” within cross-sections and “frequency of occurrence” of bioeroding organisms in coral rubble fragments (n = 120). The level of bioerosion was found to be substantial (up to 11.5% loss in weight of coral fragments over the 12-month study period) and was found to decrease significantly with a reduction in size of each A. austera stand. Aragonite saturation state is considered a major factor that limits the geographical range of coral reefs globally. Although previously thought to be limiting in Maputaland, mean ΩArag values of 4.40±0.29 were measured on the reefs in summer and 4.33±0.21 in winter and thus would not have limited reef development. Past studies have noted the turbulence on South African east coast reefs and its adverse effect on reef development. This was corroborated in this study with the measurement of considerable sediment re-suspension (0.17 g cm⁻² day⁻¹) and regular damage to both living coral and the reef framework caused by large swells. These results lead to the theory that Acropora austera stands senesce with increasing size and age. Although large coral frameworks are found on the Maputaland reefs, they do not persist in the long term. High rates of sediment re-suspension prevent infilling of the interstitial spaces and eventual cementation, while high levels of bioerosion lead to framework instability over time. Rough seas further hamper accretion by physical removal of both living coral and the coral-derived framework, thus removing recent growth. This process is suspected to cause an imbalance in the carbonate budget of these marginal reefs, ultimately favoring carbonate removal over carbonate deposition. / Thesis (M.Sc.)-University of KwaZulu-Natal, Westville, 2011.

A phytosociological study of Peat Swamp Forests in the Kosi Bay lake system, Maputaland, South Africa

This study investigates patterns and processes in transformed and uncultivated Peat Swamp Forests (PSF) situated within the Kosi Bay Lake System Catchment (KBLSC) in north-eastern Maputaland, South Africa. Phytosociological investigations were performed to identify and describe the influence of recorded environmental factors and land use cultivation practices on PSF vegetation patterns (gradients and associations). PSF habitat were grouped into four mutually exclusive classes in the form of pristine, long-time recovering, recently disturbed and active gardening sites. Plant species were recorded separately in different forest strata, while peat profiles were sampled and described in selected Peat Swamp Forest valley bottom crosssections during fieldwork surveys in May and September of 2003. Multivariate analysis in the form of Agglomerative cluster analysis, Detrended correspondence analysis (DCA), Non-metric multidimensional scaling (NMDS) ordinations, and Indicator species analysis were used to identify and describe 5 Peat Swamp Forest communities associated with uncultivated and long-time recovering conditions (38 sampling plots), while 9 PSF communities were identified and described from the combined (four) PSF classes (65 sampling plots). Peat Swamp Forests were associated with channeled valley bottom and hillslope seepage inter– dune landscape settings that are connected to other watercourses within the Kosi Bay Lake System Catchment. The study found that Peat Swamp Forests are consistent with the definition of a phreatic (groundwater dependant) ecosystem, as they displayed indicators of prolonged groundwater-derived saturation, including peat development on slopes located above the active channel. The demography of a fragmented population of the savanna elephant (Loxodonta africana Blumenbach) in Maputaland

The savanna elephant is a flagship species for conservation in Maputaland, a biologically diverse centre of endemism. At present Maputaland’s elephants are fragmented into two sub-populations, those confined to the Tembe Elephant Park (TEP) and those roaming across the Maputo Elephant Reserve (MER) and along the Futi Corridor. Fragmentation may have affected the sub-populations by skewing age and sex ratios, decreasing survival, isolating the sub-populations, and restricting landscape selection. My evaluation of historical population estimates suggest that the size of the elephant populations has been under estimated both before and after the construction of an electrified fence that fragmented the population. The application of a series of mark-recapture models to sight-resight data collected in TEP resulted in a population estimate of 179 (95% CI=136-233). The Bowden’s estimator was the most suitable model under prevailing conditions. My results confirmed that small populations of elephants are difficult to census in closed habitats. Estimates derived from aerial counts significantly under-estimated minimum population size determined from a registration count.Estimates derived from mark-recapture models approach or exceed those from registration counts. Both population fragments are increasing in numbers: TEP’s at 4.6% per year, MEP’s at 3.1% per year. Demographic variables are significantly different, age at first calving is 11.5 years and 9.9 years, and calving interval is 4.2 years and 2.2 years for TEP and MER respectively. Age distribution was similar for females but not for males, as TEP showed a bias for adult males. At the population level bulls in TEP favoured sand forests while breeding herds preferred reedbeds, but these preferences did not prove to be statistically significant. Individual bulls appeared to select for closed woodland landscape type but no statistical significance could be determined. My study highlights the inconsistencies inherent in using historical data to determine population trends. Caution must be used when management decisions are based on such estimates. Sight-resight models are suitable for the enumeration of elephant populations. My results do not support landscape selection in elephants. The impacts of herbivores and humans on the utilisation of woody resources in conserved versus non-conserved land in Maputaland, northern KwaZulu-Natal, South Africa

This study presents an exploration of the structure, dynamics and utilisation of woody plants in vegetation units of northern Maputaland. Animal (in Tembe Elephant Park) and human (in the rural community of Manqakulane) utilisation of woody plants were compared against a control area (Tshanini Community Conservation Area) where animals were extirpated and people were precluded through tribal rules. The tree assemblages of the unique Sand Forest were explored, and compared with previous studies. A new classification was proposed and a new subcommunity was established. Contrary to previous studies, a gradient from Short to Intermediate to Tall Sand Forest was defined, and it was suggested that structurally different Sand Forest subcommunities represent a mosaic of different evolutionary states, rather than stationary states as perceived currently. Animal utilisation appeared to have transformed Sand Forest in conserved land to such an extent that it no longer resembled Sand Forest outside conserved areas. The structure of Sand Forest and woodlands of the region was evaluated at the vegetation unit level (21 vegetation units), through a size and height class distribution analysis of woody plants. Humans and animals had clearly modified the woodlands and appeared to force succession from closed woodland to open woodland. The Sand Forest appeared to benefit from low intensity animal utilisation, with increased diversity, and possibly enhanced dynamics. However, signs that current animal utilisation have negative effects were perceived. The size class distribution of Sand Forest and woodland woody species was presented and an analysis of species grain was performed. The grain concept was successfully applied to woodland species for the first time. It appeared that nearly all vegetation units were fine-grained, and therefore governed by small-scale dynamics. Frequent small disturbances are necessary to maintain diversity. There was cause for concern that current animal and human utilisation threaten such fine-scale dynamics. The utilisation level by the browsing mammals guild in Tembe Elephant Park and by small browsers and people in Manqakulane Rural Community were evaluated over two periods. Small to medium browsers utilised more woody species and height classes than any other agent, but with short-term effects. However, utilisation marks linked to elephants and people were accumulating significantly, and the long-term effects of these agents were threatening the dynamics of Maputaland vegetation. The case of woody species utilisation by elephants was evaluated further and compared with a previous study. Overall utilisation by elephants reached 100% of individuals for several woody species, while other species’ regeneration potential was severely threatened. Woody species preferred in 1994 were nearly extirpated. Utilisation of woody species by elephants throughout Tembe Elephant Park appeared correlated with distance to permanent water points during a dry spell. In conclusion, it appeared clear that policies in favour of high animal numbers in formally conserved areas were not suited for northern Maputaland and this result should be considered when the expansion of the South African protected areas of Maputaland into Mozambique becomes effective. This research article is an overview of the traditional and current cuisine of the Mbila community. The Mbila community lives in the area of Sodwana Bay, Maputaland situated on the north eastern coast of South Africa. The community has a high unemployment rate which leads to poverty. The promotion of the Mbila cuisine as a sustainable tourism product could be used to uplift the community. The tourism industry of Sodwana Bay was also investigated and discussed according to sustainable tourism principles. The focus was on the three aspects of sustainable tourism, namely: the economy, the environment and the host community. The main goal is to investigate and describe the traditional and current cuisine of the Mbila community and the place thereof in the tourism industry of Sodwana Bay. Guidelines for the implementation of the research project are provided. The implementation of the research project can play a positive role in the community. It could result in employment, entrepreneurial activities, improvement of infrastructure, development of secondary trades and the expansion of food production. There are other similar communities in South Africa that could benefit from the implementation of this research project. Geomorphic impacts of Loxodonta Africana (African elephants) in Tembe Elephant Park

Humans are modifying animal populations, indirectly accelerating or reducing the geomorphic alterations caused by animals. Species have been monitored and studied with focus on domesticated animals but little research has been undertaken on wild animals. This study analyses the geomorphic impact of elephants on Tembe Elephant Park, so that the changes they cause to the landscape may be quantified. To conduct this research four sites were chosen: an area where elephants had been excluded for twenty-five years, where excluded for five years, where elephants exist at present and where elephants mud wallow. Three of the four study sites were classed as sand forest (twenty-five-years exclusion, five-years exclusion and where elephants exist) and were analysed and compared to determine the similarities and differences in climate, microclimate, vegetation and the soil’s physical and chemical properties. The wallow site was not compared to any other study site, but was observed and mapped to quantify the geomorphic impact of elephants wallowing. When the sand forest sites were compared the climate, vegetation type and soil were found to be similar. Where elephants were present: the vegetation was inconsistent in basil cover, canopy height, structure and class. Soils were more compacted with a low infiltration rate, higher temperature, lower soil moisture, higher pH and a lower electric conductivity and air relative humidity was the highest. Where elephants have been excluded for twenty-five years, the opposite trends arose from the data analysis. The vegetation was consistent in basil cover, canopy height, structure and class, and the soils were less compacted with a high infiltration rate, low temperature, higher soil moisture, lower pH and a higher electric conductivity. The microclimate showed a trend where the air relative humidity was the lowest. At the elephant wallow site data showed that the wallows were in general circular in shape, 52.5m3 of soil was removed per month for the last nine months and the surface area of the wallows increased by 165.5m2 per month for nine months from April to December 2008. All the results from this study show that the elephant activity in Tembe Elephant Park has geomorphic consequences. From the results, it is possible to conclude that the geomorphic impacts of elephants on Tembe Elephant Park are contributing to a nutrient cycle shift in the sand forest biome, as they change aspects of the vegetation, microclimate, soil and landscape, which are the foundation of the cycle. / Dissertation (MA)--University of Pretoria, 2011. / Geography, Geoinformatics and Meteorology / MA / Unrestricted

The history and representation of the history of the Mabudu-Tembe

Writing or narrating history is not merely a recoding or a narration of objective facts, but a value-laden process often conforming to the goals of the writer or narrator. This study examines the ways in which the history of the Mabudu chiefdom has been manipulated to achieve political goals. Through an analysis of the history of the Mabudu chiefdom and the manner in which that history has been represented, this study illustrates that history is not merely a collection of verifiable facts, but rather a collection of stories open to interpretation and manipulation. In the middle of the eighteenth century the Mabudu or Mabudu-Tembe was the strongest political and economic unit in south-east Africa. Their authority only declined with state formation amongst the Swazi and Zulu in the early nineteenth century. Although the Zulu never defeated the Mabudu, the Mabudu were forced to pay tribute to the Zulu. In the 1980s the Prime Minister of KwaZulu, Mangusotho Buthelezi, used this fact as proof that the people of Maputaland (Mabudu-land) should be part of the Zulu nation-state. By the latter part of the nineteenth century Britain, Portugal and the South African Republic laid claim to Maputaland. In 1875 the French President arbitrated in the matter and drew a line along the current South Africa/ Mozambique border that would divide the British and French spheres of influence in south-east Africa. The line cut straight through the Mabudu chiefdom. In 1897 Britain formally annexed what was then called AmaThongaland as an area independent of Zululand, which was administered as ‘trust land’ for the Mabudu people. When deciding on a place for the Mabudu in its Grand Apartheid scheme, the South African Government ignored the fact that the Mabudu were never defeated by the Zulu or incorporated into the Zulu Empire. Until the late 1960s the government recognised the people of Maputaland as ethnically Tsonga, but in 1976 Maputaland was incorporated into the KwaZulu Homeland and the people classified as Zulu. In 1982 the issue was raised again when the South African Government planned to cede Maputaland to Swaziland. The government and some independent institutions launched research into the historic and ethnic ties of the people of Maputaland. Based on the same historical facts, contrasting claims were made about the historical and ethnic ties of the people of Maputaland. Maputaland remained part of KwaZulu and is still claimed by the Zulu king as part of his kingdom. The Zulu use the fact that the Mabudu paid tribute in the 1800s as evidence of their dominance. The Mabudu, on the other hand, use the same argument to prove their independence, only stating that tribute never meant subordination, but only the installation of friendly relations. This is a perfect example of how the same facts can be interpreted differently to achieve different goals and illustrates that history cannot be equated with objective fact.
