Factors in media selection for quality distance education: a survey of issues and recommendations for practice.

This dissertation examines the contribution that media make in quality distance education and seeks explanations for poor media selection processes. Distance education is viewed in policy documents as playing a crucial role in the development of South Africa and the provision of a wide range of education opportunities through distance methods has increased rapidly. There are however grave concerns about the quality of much of this provision. This reflects global disappointment where many technology-based educational operations failing to meet expectations. In Part One, the study scrutinizes the role of media in distance education and concludes that conceptually and in practice technology is indeed viewed as a crucial component of distance provision and consequently decision around the selection and usage of media will be significant in quality distance education. Thereafter the study analyses possible reasons for poor media choices, highlighting aspects such as over-enthusiastic beliefs in technology, a neglect of educational issues and an under theorized approach. Given that there has been considerable research activity into media usage, the study then examines why previous research has not been influential in media decisions, concluding that the research is conceptually flawed and overly crude. Having identified and discussed bad practice, Part Two moves into the positive and identifies basic principles in making better choices (such as examining our own beliefs, conceptualizing the relationship between education and technology and mobilizing team approaches). Developing more sophisticated understandings of education and technology and ways in which can be utilized forms the bulk of this section and includes a focus on current notions of quality education. Media relations management within a changing environment with specific reference to the University of the North

Thesis (MPhil) -- University of Stellenbosch, 2001. / ENGLISH ABSTRACT: This study focused on the representation of the University of the North in the national media during the period 1994-1999. A preliminary survey of newspaper reports indicated that during the post 1994 elections period the University had been getting negative coverage from the national media, especially the Mai/&Guardian.This period was also characterized by the intensification of transformation processes and other challenges within tertiary institutions. The aim of the study was to investigate how the national print media portrayed the university during the period 1994-1999 and to find out what role the Media Directorate of the division Development and Public Relations has played in the whole process. Both internal and external factors which had an impact on the representation of the university were also explored. This study is important in the sense that media relations is regarded as a strategic management tool whose purpose is to create mutual understanding between an organization and its internal and external stakeholders - more especially during the period when organisations are facing both internal and external changes. Communication is therefore seen as a central tool which is facilitating the transformation process. Seen against the tendency of the media to concentrate on conflict and events as major news stories - a conflict of interests then emerges. Content analysis was used to analyse newspaper articles (from the Mai/&Guardian and Independent Online/Star) covering the university between the period 1994-1999 and interviews were conducted with respondents who had been chosen purposely or specifically because their activities had a direct bearing on the media situation. The major themes or issues which had been the major focus of the media during the said period were then identified and evaluated in terms of the nature of the portrayal of the university . The study showed that the University of the North had been negatively portrayed in the media and that the absence of a Media Relations Officer, Media Relations Policy and the tendency of the media to focus on conflict as a news value contributed to the negative image of the university. It is hoped that the study will contribute towards the formulation of a media relations policy at the university, the assessment of the pace of and the whole transformation process and will highlight the major challenges facing public relations departments (and specifically the media sections) of historically black institutions in the current political dispensation. / AFRIKAANSE OPSOMMING: Die studie ondersoek die mediadekking van die Universiteit van die Noorde in die pers gedurende die tydperk 1994-1999 landwyd. Voorafgaande oorsig oor koerantberigte het aangedui dat na die 1994 nasionale verkiesings die landwye pers In baie negatiewe beeld van die universiteit geskep het. Die nasion ale koerant Mail &Guardian het veral die Universiteit in In negatiewe lig geplaas. Gedurende hierdie tydperk het tersiere instellings 'n verheweging van transformasie-prosesse, gekoppel met ander uitdagings, ondervind. Die doelwit was om die beeld te ondersoek wat nasionale koerante van die Universiteit geskep het en die rol wat hierin gespeel is deur die Media Direktoraat, In onderafdeling van die Universiteit se Ontwikkelings- en Skakelafdeling. Interne en eksterne faktore wat 'n invloed op hierdie beeld kon he, is ondersoek. Organisasies se verhouding met die pers is 'n strategiese kwessie. Die hooftemas uit die koerantberigte is ge·identifiseer en geevalueer teen die agtergrond van die beeld wat geskep is van die Universiteit. Daarna is onderhoude uitgevoer met werknemers wie se werk 'n direkte uitwerking het op die perssituasie. Die navorser het bevind dat die pers In slegte beeld van die Universiteit geskep het. Die afwesigheid van In persbeleid en 'n skakelbeampte wat spesifiek met die pers onderhandel, gepaard met die pers se neiging om konflik-situasies as nuus te beskou, het daartoe bygedra. Daar word gehoop dat die studie die bepaling van 'n persbeleid vir die Universiteit van die Noorde sal aanhelp. Verder word gehoop dat die Universiteit se benadering tot die transformasiesproses, asook die pas waarop dit plaasvind, geevalueer sal word. Laastens word gehoop dat dit die vernaamste uitdagings wat skakelafdelings (veral die pers-afdelings) van historiese swart instellings in die huidige politiek bedeling in die gesig staar, sal beklemtoon.

This thesis deals with the teaching of media education at the upper primary school from the perspective of the future teacher of civic education. The first section defines some of the topics that are part of media education and media literacy, they provide the reader basic information about this issue. The practical part contains my own research, whose aim is to identify and compare the development of media education in different schools from the perspective of both pupils of the 9th class and the future teacher of civic education. Part of this practice section are results of the research whose aim was to investigate if teachers systematically and purposefully work with the cross-cutting theme of media education and how they integrate it into education. For the research there was used direct observation in the lessons and questionnaires for pupils of the 9th forms of primary school.

Os problemas socioambientais fundamentam-se em uma crise de valores, onde a incorporação de atitudes pro ambientais é primordial. Nesse sentido, os processos educativos são importantes para impulsionar as transformações necessárias para a sobrevivência da sociedade e podem ser desenvolvidos tanto na educação formal quanto na educação não formal. Há a necessidade de trazer conhecimento e de sensibilizar os jovens quanto à importância das questões ambientais, contribuindo para que desenvolvam um posicionamento crítico face à crise detectada. A Educomunicação, que tem como um de seus compromissos a produção participativa de conteúdo, apresenta-se como uma alternativa de ferramenta para a realização de intervenções que favoreçam a preservação dos recursos naturais. Esta pesquisa foi realizada em Instituto de Assistência Social de Curitiba, com 52 jovens de idades entre 14 e 17 anos em seu período de contraturno escolar. O objetivo da proposta visou desenvolver, aplicar e avaliar metodologias de educação ambiental, utilizando ferramentas de Educomunicação socioambiental para a promoção de informação e sensibilização quanto a questão dos resíduos sólidos nos corpos d’água. Foi desenvolvida a partir de uma abordagem mista (quantitativa e qualitativa), utilizando os princípios metodológicos da pesquisa-ação, através de um diagnóstico inicial de percepção ambiental, nível de conhecimentos e atitudes referentes ao tema. Como também, a análise de seus resultados para planejamento e elaboração das atividades respeitando uma sequência lógica para apreensão de novos conhecimentos. As intervenções abordaram teorias e práticas sendo denominadas oficinas. Estas, utilizaram procedimentos adequados para suas realizações que consistiram em palestras, discussões, atividades de campo, programas de rádio, registro por fotografias e filmagens, criação de páginas na rede social e evento. Os materiais textuais e audiovisuais produzidos serviram como subsídios para as produções de Educomunicação socioambiental visando instigar a percepção ambiental do jovem e da sociedade sobre a poluição de rios por resíduos sólidos. As informações e conhecimentos adquiridos durante o percurso do desenvolvimento, foram o suporte para a compilação dos saberes sobre os efeitos da interferência humana nos sistemas aquáticos, e, de sensibilização para inserção de atitudes sustentáveis, como por exemplo, a separação seletiva de resíduos sólidos e seu correto descarte. Sendo todo o processo desenvolvido através do diálogo, participação, da expressão e criatividade dos sujeitos envolvidos na pesquisa. / Environmental problems are founded in a crisis of values, where the incorporation of environmental attitudes is an urgent need. In this sense the educational processes are essential to boost the transformations necessary to the survival of society and these processes can occur both in formal education and in non-formal education. No need to bring knowledge and raise awareness among young people about the importance of environmental issues, helping to develop a critical attitude before the socio-environmental crisis. The Educommunication that has as one of its commitments participative content production, is presented as a possible tool for the realization of social and environmental interventions.This survey was conducted with 52 people aged between 14 and 17 years during their period of school hours in the Institute of Social Assistance located in the city of Curitiba, Parana state. The research objective aimed to develop, implement and evaluate methods of education, using tools of environmental educational and communication. Such activity was focused on promoting information and awareness related to the impact of solid waste on water bodies. It was developed from a mixed approach (quantitative and qualitative), the methodological principles of action research through an initial diagnosis of environmental perception, level of knowledge and attitudes related to the subject. The analysis of such results was utilized for planning and preparation of activities with a logical construction of knowledge. The interventions addressed theories and practices known as “Oficinas”. This strategy used proper procedures that consisted of lectures, discussions, field activities, radio programs, photographs and footage, events and the creation of pages on social networking to achieve the aimed results. All textual and audiovisual material produced served as subsidies for production of environmental educational communication with the objective of instilling environmental awareness on young pelople and society about pollution of rivers by solid residues. The information and knowledge gained during the research has supported the compilation of knowledge on the effects of human interference in aquatic systems as well as on raising awareness of sustainable attitudes. Thus, the whole process has enabled the dialogue, participation, expression, creativity and reasoning of the subjects involved in the research.

The educational role of the South African Broadcasting Corporation (Television) in postapartheid South Africa : a case study of shift

The study investigates the educational role of the public service broadcaster in post-apartheid South Africa. The aim was to investigate the educational role of the programme Shift as part of the content offering of the public broadcaster and the extent to which it satisfies the educational needs of its audiences. The main objective of the study is to investigate factors that influence the educational role of the SABC. The study focused on three different forms of educational television which are the formal, informal and no-formal education. The theoretical point of departure is the critical political economy theory, and the public interest theory which focuses on the interests of the public. A content analysis of Shift was conducted to determine the educational role of this programme. The study also investigates how political and economic factors influence the educational role of the SABC in the post-apartheid South Africa. The study also examines the impact that media funding can have on the educational role of the public broadcaster. The episodes of Shift are analysed in order to understand if political and economic factors can influence the educational role of the SABC. The origins and development of media education in Scotland

This study combines analytical and narrative modes of historical enquiry with educational policy sociology to construct a history of media in education in Scotland. It uses the development trajectory of a single case, media education in Scotland's statutory education sector, to deconstruct and reconstruct a history of the institutional relationship between the Scottish Film Council (SFC) and the Scottish Education Department (SED) that stretches back to the 1930s. Existing literature describes media education in Scotland as a phenomenon located in the 1970s and 1980s. This study disaggregates media education discourse and dissolves chronological boundaries to make connections with earlier attempts to introduce media into Scottish education in the context of Scotland's constitutional relations within the UK. It employs historical and socio-cultural methods to analyse the intersections between actors and events taking place over six decades. The analysis and interpretation of the data is located in three time periods. Chapter 3 covers the period from 1929 until 1974 when, on the cusp of the emergence of the new texts and technologies of film, the SFC was established to promote and protect Scottish film culture and audio-visual technologies. During this time, the interdependence of teachers, the film trade and the educational policy-making community led to the production, distribution and exhibition of new and popular forms of text to national and international acclaim. By juxtaposing public and private documents circulating on the margins of statutory education, this chapter generates a new understanding of the importance of film and its technologies in Scotland in the pursuit of a more culturally relevant and contemporary model of education. It also describes how constraints upon Scotland’s cultural production infrastructure limited its capacity to effect significant educational change. In the 1970s, cultural, political and educational ferment in pre-devolution Scotland, created a discursive shift that gave rise first to media education and then to Media Studies. Articulating documents with wider discourses of educational and cultural change and interviews with key players, Chapter 4 describes a counter-narrative gaining momentum. The constraints of the practices of traditional subjects and pedagogies combined with the constraints on Scottish cultural production gave shape and form to the media education movement. Significantly for this study, the movement included influential members of Scottish education’s leadership class. Between 1983 to 1986, the innovative Media Education Development Project (MEDP) aimed to place media education at the centre of teaching and learning in Scottish education. This was fully funded by the SED, managed by the Scottish Council for Educational Technology (SCET) and the SFC and implemented by the Association for Media Education in Scotland (AMES). The MEDP overlapped briefly with another initiative in SCET, the Scottish Microelectronics Development Project (SMDP). During this period, Media Studies enjoyed rapid success as a popular non-advanced qualification in the upper secondary and further education sectors. Media education, however, did not. Chapter 5 explores the links between the MEDP and the SMDP through the agency of three central actors: SCET, the SFC and AMES in the context of a second term of Margaret Thatcher’s Conservative government. This study concludes that between 1934 and 1964, the SFC was a key educational bureaucracy in Scottish education. The SFC’s role as an agent of change represented the recognition of a link between relevant and contemporary Scottish cultural production and the transformation of statutory education. Between 1929 and 1982 three iterations for media and education in Scotland can be discerned. In 1983, the MEDP began a fourth but its progress faltered. The study suggests that if a new iteration for media and education in Scotland in the twenty-first century is to emerge, an institutional link between media culture, technology and educational transformation requires to be restored.
