A harbor in the tempest: megaprojects, identity, and the politics of place in Gwadar, Pakistan

This dissertation seeks to understand the ways in which Pakistani government’s attempts to initiate large-scale infrastructure development projects in Balochistan Province have transformed its social and political landscape. Ethnographically, the study focuses on Gwadar, a small coastal town in Pakistan’s western Balochistan Province to show how colonial and postcolonial projects of progress and development suppress or subsume other kinds of lived geographies and imaginations of place. Keeping in mind the centrality of everyday experiences in generating social forms, this dissertation describes how development, transnationalism, and ethnic identity are (re)configured. It is based on ethnographic encounters that foreground the lived experiences and imaginations of fishermen from Med kinship and occupational group who occupy a subaltern position within the local status hierarchy in Gwadar. On the one hand, the promise of becoming modern citizens of the future mega city incites new desires and longings among those fishermen that facilitate their incorporation into emergent regimes of labor and entrepreneurship. On the other hand, Pakistani security forces have tightened their control over the local population by establishing a cordon sanitaire around Gwadar Port and the town. These mechanisms of control have disrupted local fishermen`s experiences of place and intimate sociality and introduced elements of exclusion, fear, and paranoia. By interrupting the fishermen`s expectations of their rightful place in the city, it compels them to think of alternate ways to confront the state’s development agenda, including peaceful protest and armed struggle. The dissertation concludes, tentatively, that the imposition of political violence by state authorities that accompanies the structural violence of mega infrastructure projects tends to create a mirror effect whereby the victims of development adopt a language of violence and a different idiom of identity. / text

Stakeholder participation to improve societal acceptance for mega projects. : A case study of the forum for the coal-power plant “Datteln 4” project

The aim of this thesis is to evaluate how stakeholder participation should be implemented to improve societal acceptance for mega projects. Thereby societal acceptance is seen as a major contributor to project success in this context and involving society in decision-making and two-way dialogue is recognized as the most  effective to achieve this. Based on this research area, a theoretical framework was proposed for the mega project context including prerequisite, process and outcome criteria for stakeholder participation. In this sense, a critical realist ontology stance was assumed to develop the knowledge base and the research was carried out with a qualitative, deductive approach. The case of the coal-power plant “Datteln 4” project and its stakeholder participation forum were used as a unit of analysis for evaluating the proposed framework. From the case, data was collected from interviews with participants as well as forum documents and then analyzed using the template analysis. Based on this evidence, the proposed theoretical framework was adapted to a new case-based framework. The research had three objectives at the outset which were fulfilled in the discussion of the data findings. For the first of these, it was shown that the general link of stakeholder participation and societal acceptance is applicable to the mega project context. A second major finding was that the theoretical framework proposed in literature is relevant, however only to a certain extent. Contextual challenges pertaining to mega projects such as the nature of conflict, long duration and stakeholder positions, however, require more attention to these criteria. Lastly, the necessary further developments for the new case-based framework were discussed including that for mega projects underlying issues of transparency, expectations, power and atmosphere must constantly be considered in stakeholder participation. In conclusion, a stakeholder participation framework is presented that matches the context of mega projects and their need for societal acceptance. Therefore this thesis developed the theoretical knowledge on this underexplored area of project management, and for practitioners it offers criteria to consider during stakeholder participation in mega projects.

Mensuration et évaluation des impacts et héritages de projets de mega événement dans le cadre du capital immatériel / Impact/legacy measurement and evaluation in mega event projects with focus on intangible assets

Les méga événements peuvent jouer un rôle important dans le développement régional et la compétitivité des pays/villes d'accueil. Cet avantage est une fonction de l'effet de levier des investissements dans les infrastructures, le tourisme, et dans le développement du bien-être des habitants. Toutefois, les méga événements ont aussi des désavantages potentiels. Afin de vérifier le rapport coût-bénéfice des méga événements, la plupart des chercheurs mesurent les résultats et les impacts socio-économiques tangibles de ces projets. Néanmoins, des études plus récentes indiquent que les impacts immatériels constituent potentiellement les principaux bénéfices économiques des méga événements. Les capitaux immatériels sont devenus des facteurs stratégiques pour la création de valeur future et sont désormais considérés comme les facteurs clés de la croissance économique et de la compétitivité. Cependant, l'existence de méthodes opérationnelles fiables pour évaluer les aspects immatériels de méga événements est encore rare. Ainsi, l'objectif de la recherche est de développer un modèle pour mesurer et évaluer la performance des impacts des projets de méga événements, en tenant compte des actifs immatériels. À cette fin, nous avons appliqué le paradigme de recherche connu sous le nom de design science research (DSR). Le DSR est basé sur le fait de créer une solution pratique, le plus souvent un artefact, pour résoudre les problèmes pertinents et complexes, en tenant compte du contexte dans lequel ses résultats seront appliqués, dans un processus de recherche qui puise dans les théories existantes pour arriver à une solution. De manière à prévenir l'absence d'un contexte réel, et d´un objectif bien défini pour analyser les impacts, le modèle a été développé en se focalisant sur les interventions de la Coupe du Monde de la FIFA 2014 dans l'industrie du tourisme et au sein dela région de la ville du Rio de Janeiro. Sur la base des approches de mesure du capital immatériel disponibles, nous avons développé un cadre théorique et un modèle opérationnel pour rassembler les facteurs de succès immatériels pertinents. Un modèle a été développé, appelé le modèle des impacts immatériels de méga événements (ME-I2). Il est composé de cinq dimensions du capital immatériel, chacune incorporant un groupe d'actifs, 15 dans l’ensemble, et 42 indicateurs pour mesurer la performance des interventions du projet dans le développement de ces actifs. L'application du modèle permet trois résultats. La détermination du degré d'importance (valeur relative) de chaque dimension du capital immatériel, l’ évaluation des performance des interventions du projet, d'une manière générale et en ce qui concerne chaque dimension du capital immatériel, et la détermination de la valeur dynamique du capital immatériel. Le modèle a été testé dans une étude de cas et a démontré son adéquation et pertinence. Il émerge comme un outil potentiel pour fournir des informations pour la gestion et la prise de décision stratégique en vue du développement de la valeur pour les le pays/villes d'accueil. Il traduit par ailleurs les perceptions et les attentes des parties prenantes et pourrait être une source précieuse d'informations en ce qui concerne les facteurs de succès immatériels qui pourraient améliorer la performance des méga événements et soutenir la compétitivité et le développement régional. / According some evidences, mega events can play a significant role in local development and competitiveness. This benefit is generally due to the catalyst effect of a series of factors related to infrastructure, tourism and local population welfare/quality of life. However, mega events also have potential downsides. In order to assess the cost-benefit of hosting them, we usually measure its socio-economic outcomes and impacts. Nevertheless, recent studies indicate positive intangible impacts as potentially important benefits. The intangible assets have become strategic factors for value creation, and are considered central factors to economies’ growth and competitiveness. However, the existence of reliable operational methods to assess and evaluate the mega events intangible aspects is still unclear. Thus, the present study objective is to develop a performance model for measure and evaluate the mega event projects impacts, taking into account the intangible assets. To perform it, we applied the design science research (DSR) paradigm. The DSR is based on the act of creating an applicable solution, typically an artifact, to solve a relevant complex problem that taking into consideration the context in which their results will be applied, in a search process that draws from existing theories to come up with a solution. To prevent the lack of a real-life event context and a well-defined objective to the impact analysis we developed the model focusing on the 2014 FIFA World Cup interventions in the Tourism industry at the Rio de Janeiro region. Based on the traditional intangible measurement theory, we developed a theoretical framework and an operational model to gather the relevant intangible success factors. We named it the Mega Event Intangibles Impacts (ME-I2) Model. It consists of five dimensions of the intangible capital, each one incorporating a group of assets, 15 as a whole, and 42 indicators to measure the performance of the interventions in developing such assets. The ME-I2 model returns three different outcomes. The degree of importance (relative value) for each dimension of intangible capital, performance ratings for the mega event interventions in an overall fashion and concerning each capital dimension, and the dynamic value of the intangible capital. We tested the ME-I2 model in a pilot-study and the model showed its adequacy and appropriateness, seeming to us an interesting tool to provide information for effective strategic management and decision-making focused on contribute to translate more effectively the intangible impacts into tangible improved value creation (legacies) for the host city/country. It maps the perceptions and expectations of the mega event stakeholders and could be a valuable font of information in regard of some intangible success factors that could improve the mega event performance.

A transição para o capitalismo abriu espaço para financiamentos de Ajuda Externa ao Desenvolvimento das Instituições de Bretton Woods (Banco Mundial – BM e Fundo Monetário Internacional – FMI) e Investimentos Estrangeiros Diretos em forma de mega-projetos das corporações multinacionais em Zonas Francas Industriais e Zonas Econômicas Especiais. Entretanto, a aliança da elite nacional como o capital estrangeiro favoreceu a corrupção, a transferência de lucros das multinacionais para os países de origem, fazendo com que a Ajuda Externa ao Desenvolvimento e os Investimentos Estrangeiros Diretos não produzissem desenvolvimento econômico e bem-estar social, com se pretendia que fosse. Este estudo identificou o Ajustamento Estrutural, a Ajuda Externa ao Desenvolvimento, a corrupção e as Zonas Francas Industriais como os principais vilões da situação de pobreza em que Moçambique se encontra e concluiu que Moçambique nunca irá reduzir a pobreza de forma significativa, contando apenas com ajuda externa, mega-projetos, investimentos estrangeiros e ZFI. This transition gave place to external aid by Bretton Woods (World Bank and International Monetary Fund) and direct investments from multinational corporations mega-projects in special economic free zones. The alliance between the national elite with foreign capital brought corruption, transference of profits from the multinational corporations in Mozambique to its countries of origin. Because of this, the external aid and foreign investments did not develop the Mozambican economy and also did not bring the social well being to the people in Mozambique. This research, identified the structural adjustment, external aid, corruption and special economic free zones as the factories of poverty in Mozambique, and concluded that Mozambique will never reduce poverty looking to external aid, mega-projects, direct foreign investments and special economic free zones. What where thought it was an elixir (mega-projects, external aid, foreign direct investments and special economic free zones) became an obstacle to development.

The aim of this degree project is to provide a description of the social movements that struggle against mega projects in Europe and of the relations between them. A body of literature on neoliberalism sets the context in which these struggles take place. The concept of rhizome, encompassing characters of multiplicity, heterogeneity, horizontality, is presented as a theoretical framework. These theoretical foundations are confronted with investigation on two levels. At a general level, internet-based research is carried out to map, at least in part, the constellation of movements involved. At a more focused level, participant observation is conducted in specific sites in order to grasp the ideas, discourses and meanings that colour the struggles. By setting the struggles in a wider political context and by experimenting alternative social and spatial practices, the rhizome of movements gives deeper significance to the contestation of mega projects and opens societal prospects.
