Blood and Treasure: Money and Military Force in Irregular Warfare

Among the most important choices made by groups fighting a civil war -- governments and rebels alike -- is how to allocate available military and pecuniary resources across the contested areas of a conflict-ridden territory. Combatants use military force to coerce and money to persuade and co-opt. A vast body of literature in political science and security studies examines how and where combatants in civil wars apply violence. Scholars, however, have devoted less attention to combatants' use of material inducements to attain their objectives. This dissertation proposes a logic that guides combatants' use of material benefits alongside military force in pursuit of valuable support from communities in the midst of civil war. Focused on the interaction between the military and the local population, the theory envisions a bargaining process between a commander and a community whose support he seeks. The outcome of the bargaining process is a fiscal strategy defined by the extent to which material benefits are distributed diffusely or targeted narrowly. That outcome follows from key characteristics of the community in question that include its sociopolitical solidarity (or fragmentation) and its economic resilience (or vulnerability). I evaluate the theory of fiscal strategies through a series of case studies from the Philippine-American War of 1899-1902. As a further test of external validity, I consider the theory's applicability to key events from the wars in Iraq and Afghanistan. / Government

Family Reintegration Experiences of Soldiers with Combat-Related Mild Traumatic Brain Injury

<p><bold>Abstract</bold></p><p>More than 300,000 soldiers have returned from Southwest Asia (i.e., Iraq and Afghanistan) with combat-related mild traumatic brain injuries (mTBIs) associated with exposure to improvised explosive devices (IEDs). Despite less visible physical injuries, these soldiers demonstrate varying levels of physical and cognitive symptoms that impact their post-mTBI family reintegration. The existing literature acknowledges post-mTBI changes in the injured individual affect family functioning; however, post-injury family functioning, such as coping and adaptation, has not been explored. The intent of this dissertation is to explore the problems and challenges of military family reintegration following mTBI.</p><p>Nine soldiers with mTBI and their spouses participated for a total of 27 interviews. Both joint and separate individual interviews were conducted to explore their post-mTBI family reintegration experiences. Participants included active duty soldiers with mTBI who were between 2 and 24 months post-deployment and their civilian spouses. Strauss and Corbin's grounded theory methodology was used to collect and analyze the data. This dissertation study consists of three papers, each of which explored experiences that surround family reintegration following mTBI.</p><p>The first paper is a comprehensive literature review, examining commonly reported mTBI signs/symptoms, and the impact of these symptoms on the injured individuals and their families. The findings also suggest that psychological distress symptoms such as depression and anxiety are common in injured individuals and their</p><p>families after mTBI. The second paper explores the family reintegration processes of post-mTBI soldiers and their spouses. The majority of participants interviewed, both soldiers and their spouses, indicated that symptoms such as irritability, memory loss, and cognitive deficit affected their family reintegration. Some participants reported they had accepted the changes and were working toward a new normal, whereas others indicated these changes were unacceptable and continued their efforts to resume pre-injury functioning.</p><p>The third paper examined the experiences of soldiers and their spouses about seeking treatment for mTBI-related symptoms. The majority of interviewed soldiers and their spouses indicated that a delayed diagnosis, difficulty accessing mental health care, and having to navigate an unfamiliar military healthcare system were their biggest challenges. Post-mTBI soldiers experienced significant disruption due to mismatched expectations among themselves and other family members concerning their post-injury capabilities. More research is needed in order to develop effective post-injury rehabilitation programs for soldiers with mTBI and their families.</p> / Dissertation

This thesis addresses the question of whether Roman military garrisons on the frontiers of the Empire could sustain their annual supplies of grain from the local countryside; and if they could, to what extent. The paper examines first the general diet of a Roman soldier and the administrative and logistical system by which the military was supplied with its required foodstuffs. Three case studies of specific forts: Hauarra in present-day Jordan, Vindolanda in present-day Britain, and Vindonissa in present-day Switzerland, based on the surviving granary structures of the forts and on the theoretical grain yields of the area, show that it was possible for these forts to supply themselves with their annual requirements of grain from the local area, without recourse to costly importation. / Graduate

"Bad Paper"

Bad Paper follows the lives of former military service members, who have received an other-than-honorable discharge, but also have service-connected post traumatic stress disorder (PTSD). Due to the "suck it up" culture of the military, many of these veterans would not report any psychological troubles in fear of being labeled "weak" and potentially affecting their promotions. With no outlet for their PTSD, drugs and alcohol became a way of "self-medicating," which led to their dismissal from the service. A dishonorable discharge, commonly called "bad paper," from the military disqualifies veterans from receiving help from the VA. The process to overturn this status is arduous and veterans must navigate the bureaucracy of the Veterans Affairs (VA) administration as well as the individual military branches with virtually no help from either.

The development of professional military education at the United States Air Force Academy

Doctor of Philosophy / Department of History / Donald J. Mrozek / This dissertation examines the development of the professional military studies curriculum at the United States Air Force Academy. The study explores the rationale behind establishing an Air Force Academy, along the lines similar to the U.S. Military Academy at West Point or the U.S. Naval Academy at Annapolis. The quest for an additional academy emphasized the need for specialized training of air force cadets and creating a common bond for its future officer corps, rather than recognizing the necessity to equip them with a professional military education regarding warfare and how air power influences war, for example. This trend continued in the two main studies used to justify the Air Force Academy, as well as the development of the initial curriculum, where an integrated academic curriculum, one that emphasized both the sciences and engineering as well as the social sciences and humanities, placed any discussion of professional military studies on the back burner. The challenge of the Academy’s general academic curriculum on the cadet’s time left little room for the development of a strong, rigorous professional military studies program. However, the confluence of a cheating scandal at West Point and the resulting report, as well as a reflection during the 25th anniversary of the Academy’s founding in 1979, which developed questions on the professional military studies program within the curriculum, led to the establishment of a Permanent Professor within the Deputy Commandant for Military Instruction, and resulted in drastic changes to the curriculum for the cadets, specifically involving professional military studies. Today, the United States Air Force Academy has a Department of Military and Strategic Studies under the overall authority of the Dean of Faculty. This department has as its charter the role to provide “the study of the context, theory, and application of military power”—with special emphasis on the role of airpower to the art and science of war. The document that helps define the duty of the department also states that this necessary study for officer candidates constitutes “the essence of a military academy education” and, most certainly, the central core of a professional military studies program.

The Impact of Company Grade Officer Self-Sacrificial Behavior on Subordinate Assessments of Leader Charisma

Newly commissioned officers in the U.S. Army are taught to lead their soldiers from the front and to voluntarily make personal sacrifices in the service of the nation. Although this facet of military culture is seen as critical to the integrity of the force, there are few research studies describing the impact of leader self-sacrifice in the U.S. Army. Research evolving from the transformational leadership literature indicates that civilian leaders who engage in self-sacrificial behavior are viewed as more charismatic than their counterparts and that this perception is particularly pronounced in crisis situations. The current study extended this research to a military population utilizing a quantitative experimental research design. Respondents were randomly assigned to written vignettes that manipulated leader self-sacrifice and the combat environment and then provided assessments of the company grade officer's attributed charisma. Currently serving enlisted and commissioned officers in the California Army National Guard (n = 218) took part in the research, and ANOVA test results indicated that both self-sacrifice and the experience of combat significantly increase perceptions of a company grade officer's attributed charisma. No significant interaction was found between leader self-sacrifice and combat. This study indicated that the self-sacrificial leadership model may have broad applicability across organizations and provides strong support for the Army's emphasis on selfless service. This research can spur positive social change by fostering a more aspirational form of leadership within the Army that builds the psychological resilience of soldiers and results in stronger teams.

Perceptions of Ingratiation From the Perspective of Retired Air Force Leaders

Ingratiation is a deceptive, psychological tactic subordinates use to convince their supervisors to treat them better than other subordinates. Subordinate ingratiation is relatively well-known, but the concept of a manager promoting and encouraging ingratiative behaviors to subordinates is less common and seen as uncommonly deceptive. Little is known about how managers feel about ingratiation why any manager would encourage it. The purpose of this study was to explore how people in management positions percieve manager-encouraged ingratiation. Research questions addressed how people in management positions might respond to a scenario wherein a manager encouraged a subordinate employee to act out ingratiation. The qualitative method was used to examine an environment in which experienced subjects could describe their perceptions about an uncommon behavioral issue in management practice. Fourteen Retired Air National Guard commanders listened to vignettes based on managers who encouraged subordinate ingratiation, and answered open-ended, vignette-based, interview questions. Matrix tables were used to analyze the data through content analyses with emotion and in vivo coding. Results inferred that managers question the ethics behind the specified behavior, but they believe that political and managerial skill can help ethically align ingratiation with organizational objectives. These results can prepare managers and scholars to recognize, discuss, and mitigate ingratiation, or, if appropriate, to accept it. Positive social change is promoted by building a sense of community and citizenship within the workplace, on to employees' neighborhoods and communities, and progressing on a global scale through cooperation among affiliated organizations.

Mali-tarisation of the Swedish 'peace-nation' narrative? : A narrative analysis of Swedish peacekeeping in the peace support operation in Mali

In this thesis, I explore everyday militarisation in UN peace operations by studying how Sweden's s 'peace nation' narrative is possibly militarised by participating in the robust peacekeeping operation in Mali. The aim is to increase understanding around how militarisation occurs in modern peace operations, domains that are meant to be peaceful but are becoming increasingly war-like. The Swedish narrative is generated through interviews with Swedish peacekeepers that have previously been deployed to Mali and through readings of the Swedish Armed Forces blog Malibloggen. The material is analysed through a narrative analysis inspired by Mieke Bal (2009). I find that the Swedish narrative is partly militarised during participation in the mission, as it can be argued that Sweden arranged its sense of belonging around military values and chose military modes of conflict resolution over civilian to some extent. The soldiers were also cognitively preparing for war and military measures were partially normalised. This result illustrates that when countries that regard themselves as 'peace nations' take part in militarised UN PSOs, their narrative can become militarised to some extent as they arrange their sense of belonging around values of war and military force. This, in turn, has implications for the spread of militarisation across the globe, potentially leading to a lower threshold of war.
