The effect of initial entry training on the moral and character development of military police soldiersWilliams, Kenneth R. 01 January 2010 (has links)
The U.S. Army conducts extensive training on its core values beginning with initial entry training (IET), commonly referred to as basic training, in order to shape soldiers' behavior and decision making in combat and noncombat situations. This mixed methods study addressed the problem of limited empirical research on the effects of U.S. Army IET on soldiers' moral and character development. The purpose was to explore the effects of Military Police (MP) IET on soldiers in training through a mixed methods quantitative and qualitative model. The theoretical framework for this study was based on Rest's four component model (FCM) of moral development, Hart's model of moral identity, the schemas of the Defining Issues Test (DIT), and the U.S. Army's moral code consisting of the Army values, the Soldiers Creed, and the Warrior Ethos. The DIT was administered at the beginning and conclusion of MP IET to determine change in soldiers' moral judgment. Focus groups of MP IET soldiers identified perceptions of change in moral development. Data analysis using ANOVA and matched pair t tests of DIT scores revealed no significant changes in overall scores, no differences among age groups, and limited differences among genders and educational levels. Results showed significant decline in personal interest scores among females. Focus group results using qualitative content analysis revealed the relationship with drill sergeants as having a significant impact on moral development. This study provides feedback to trainers and leaders on designing effective moral and character education. Soldiers influence societies at home and abroad. This research shows that positive social change is more likely as soldiers receive moral and character education which focuses on developing moral expertise, not just memorization of rules, and which results in moral and trustworthy behavior.

The percentage of qualified African American senior military leaders is significantly lower than the percentage of African Americans serving in the enlisted ranks. With the changing demographics of the 21st century, increasing the number of African American Army officers is a practical as well a moral issue. The purpose of this mixed methods study was to understand African American cadets' perception of the Army Reserve Officer Training Corps (ROTC) Leadership Program and the impact of ROTC on their lives. The theoretical basis for this study is Sternberg's theory of intelligence and Woodman, Sawyer, and Griffin's theory of organizational creativity. The research problem explored the relationship between African American college student retention and their success in ROTC programs. A random sample of 23 junior and senior ROTC cadets at a Historically Black College and University completed a self-administered survey; 12 cadets later participated in an unstructured focus group interview. A statistical analysis revealed positive correlations between African American college student retention and the level of support offered by institutions, families, and peers. Qualitative analysis using the phenomenological approach resulted in data that supported the statistical findings. Results of this study may lead to positive social change through the identification of student influences that promote academic and military achievement, as well as effective retention strategies for African American Army ROTC cadets. Understanding the perceptions of African American cadets about ROTC programs can enhance recruitment and retention efforts of administrators and instructors in both ROTC and higher institutions of learning.

A Review of the Department of the Army's Decentralized Cost Benefit Analysis ProcessAcosta, Gerard M. 01 January 2011 (has links)
From 1996 to 2006, the number of Department of Defense (DoD) contract transactions increased, leading to over expenditures and the need for agencies to determine benefit estimation to improve risk management of a project. The purpose of this qualitative case study was to apply a total quality management theory to explore if a standardized versus decentralized benefits framework within the cost benefit analysis process could improve the Department of the Army acquisition selection process. The two central research questions addressed (a) the differences between successful and failed acquisition systems cost benefit analysis, and (b) whether a standardized or decentralized cost benefits framework would best serve contract selection process. Data were collected via interviews with 20 DoD acquisition specialists and analysis of cost benefit analysis cases; NVIVO software was used to examine word frequency and comparative phrases. The data analysis resulted in themes that encompassed how standardization improves product quality, enhances innovation, and accelerates the acquisition procurement process. Other themes included the need to build metrics into the cost benefit assessment to measure risk management controls and cost-reduction initiatives. The DoD might benefit from the results of this study by reviewing and instituting a standardized benefit assessment within its cost benefit analysis framework to protect business stakeholders' from fraud, waste, or abuse. The implications of this doctoral study will promote social change in the form of government spending fiscal stewardship and could serve as a benchmark to improve the budget formulation and management of the American taxpayer's investment in national security.

Evaluation of Post-Deployment PTSD Screening of Marines Returning From a Combat DeploymentHall, Erika L. 01 January 2015 (has links)
The purpose of this quantitative study was to examine whether the post-deployment screening instrument currently utilized to assess active-duty Marines for symptoms of PTSD upon their return from a combat deployment can be solely relied upon to accurately assess for PTSD. Additionally, this study sought to compare the number of Marines who have sought trauma-related mental health treatment based on their answers on the Post-Deployment Health Assessment (PDHA) to the number who have sought trauma-related mental health treatment based on their answers on their PTSD Checklist - Military Version (PCL-M). The participants in this study were comprised of a sample of active-duty Marines that had recently returned from a combat deployment. A quantitative secondary data analysis used Item Response Theory (IRT) to examine the answers provided by the participants on both the PDHA and PCL-M. Both instruments proved to be effective when assessing symptoms of PTSD and the participants identified as having symptoms of PTSD were referred for mental health services as required. According to the results, more Marines were identified as having symptoms of PTSD using both assessment instruments (PDHA and PCL-M) compared to those identified using just the PDHA. The result was a better understanding of predictors of Marines who may later develop PTSD. The results of this study can also assist the Marine Corps with its post-deployment screening for symptoms of PTSD which in turn can provide appropriate mental health referrals for Marines if deemed appropriate.

Exploring Critical Success Factors of the Redesigned Military Transitioning ProgramEdwards, Gloria Jean 01 January 2015 (has links)
A task force commissioned by President Obama overhauled the U.S. Military Transitioning Program (MTP) in 2012-2013. U.S. veterans have continued to struggle with military transitions following the MTP restructuring. The purpose of this phenomenological inquiry was to explore the critical success factors of the MTP after the redesign based on perceptions of 20 military officers intending to transition to the civilian sector in the National Capital Region. The problem studied was that there was no indication that the redesigned MTP was effective in helping officers transition to the civilian workforce. The study included 3 research questions and semistructured interviews were the primary means to collect data. Schlossberg's 4S transition theory, identity theory, and work-role transition theory comprised the conceptual framework. Data analysis included content analysis and the Stevick-Colaizzi-Keen Method. The findings in this study emphasized the importance of several critical success factors of the redesigned MTP: its focus on transition preparedness, its practical applications, individual counseling, and the knowledge and education obtained while attending the MTP. Senior leaders responsible for the MTP can benefit from this study by understanding the challenges the participants encountered while attending the MTP. Implications for social change include informing U.S. government leaders of the MTP of the need for continued improvements to MTP processes, services, and programs to aid transitioning veterans seeking civilian employment.

China’s military modernization has allowed it to take a more assertive position on the territorial disputes it currently has with Japan and its Southeast Asian neighbors. The South China Sea (SCS) dispute is a clear example. Meanwhile, Japan is normalizing its military status to play a more proactive security role in the region. Japan’s normalization process has been greatly influenced by China’s growing military capabilities as it fears that China could pose a threat to its sea lanes of communications. Although Japan does not have territorial claims in the SCS, it regards the SCS as a strategically vital area. It is this particular concern that has brought Japan into the current territorial disputes in the SCS. This thesis analyzes how Japan has tried to forge partnerships with Southeast Asian countries in the form of foreign aid and the provision of military equipment and training that can potentially offset China’s assertiveness.

The Implementation of Governance to Counter Islamist Militancy in Pakistan's Khyber-Pakhtunkhwa ProvinceDiOrio, David Robert 01 January 2016 (has links)
Militancy inspired by Islamists is escalating globally, and government action is necessary to protect vulnerable populations. Security professionals generally agree that governance may complement the use of force to defeat militants; however, current doctrine does not address the concurrent integration of governance in a comprehensive strategy. This interpretive case study explored Pakistan's application of governance during the 2009 Khyber operation in Swat Valley, code-named Operation Rah-e-Rast. The central research question focused on how governance activities were integrated with military operations to subdue militancy. Data were collected through interviews with 6 planners, Pakistani secondary source survey data, and government artifacts. Data were inductively coded using a progressive axial coding process and validated through methodological triangulation. Data were then analyzed using a case study analytical model, grounded in neo-Clausewitzian theoretical principles, to derive key themes. Key findings indicate that an interministry collaborative approach to regain the public trust was more effective in placating violence than was solely using military action. Sound governance, enabled by strategic communications and intelligence, fostered tribal relationships that promoted confidence and undermined the militant support base. The civil-military planning protocols were successful, but mainly ad-hoc and suboptimized. Formal training, standing civil-military planning forums, and planning process improvements stemming from the Pakistan experience could instill social change by assisting national leaders in developing a cogent countermilitancy strategy to defeat the global Islamist movement.

Senior Army Women's Leader Behaviors and Their Civilian Career TransitionHamilton, Sharon R. 01 January 2016 (has links)
Female retired Army colonels (FRACs) have significant potential to contribute to civilian organizations. To take advantage of that talent, it is important to have a better understanding of their behaviors based on their dual identities as women and leaders. The purpose of this qualitative case study was to understand the under researched factors accounting for the development of FRACs' leader behaviors and the transfer of those behaviors to civilian careers. The 4 underlying meta categories of leadership behavior formed the conceptual framework. The theory of planned behavior was used to explore potential influences on FRAC leader behavior development. The 3 research questions focused on how FRACs developed and used their leader behaviors in their military and civilian careers. Eight FRACs and 6 civilian managers participated in semistructured interviews for this study. The data were analyzed to discern categories and themes to determine the influences that contributed to FRAC leader behavior development. My results indicated FRACs developed leader behaviors through experiential learning, overachieving, and blending masculine and feminine behaviors. The results also suggest that in civilian positions, FRACs employed task-oriented leadership behaviors developed in the military while expanding use of external-oriented leadership behaviors. Consistent Army leader training on the use of blended feminine and masculine leadership behaviors is recommended. Positive social change may result from Army senior leaders and civilian managers using this rich understanding of the FRAC leadership behaviors for leader accession, development, and retention programs.

Research about women in the military helps to address the ongoing concerns about the lack of inclusion of female perspectives, which contributes to oppressive power dynamics and lack of women’s representation in practice, policy, and procedures. The problem this dissertation addressed is the lack of representation and inclusion of female perspectives regarding power and privilege that affect military practices, policies, and procedures. The purpose of this qualitative study was to understand female Navy veterans’ experiences with representation and inclusion in military practices, policies, and procedures. Applying a larger conceptual framing using radical feminism, liberal feminism, and critical theory helped to situate their experiences within a broader social critique. Seven Navy servicewomen answered open-ended questions in audio-recorded semi-structured interviews. Transcribed data were analyzed, leading to five major themes: (a) perceptions of racial and gender bias; (b) lack of mentorship and leadership support; (c) fears of assault, retaliation, shaming, and transitioning; (d) position and colleagues’ effects on inclusivity, and (e) pride in service experience despite challenges.

The purpose of this study was to evaluate the effectiveness of the Church programs in preparing young Latter-day Saint servicemen to accept and live the gospel of Jesus Christ as determined from the opinions of servicemen and bishops. The teaching programs, counseling, continual Church activity, Church publications, and the preservice and inservice Church orientations were evaluated for their effectiveness in teaching the five objectives: Testimony building; commandment living; continual activity, missionary work, and patriotism. One hundred eighteen servicemen, who had completed basic training and were attending technical training schools, along with seventy-seven bishops provided the information used in this study. The findings indicated that in the opinion of these servicemen and bishops effective training was being provided servicemen in building testimonies, living the commandments, and continuing to be active in the Church. However, missionary work and patriotism were ineffectively taught.
