Economic impact of international labour migration on Lesotho's development, 1986-1998: towards an international labour migration policy for the Southern African regionMaro, Mkasafari Grace January 2002 (has links)
The aim of the thesis is to identify the pressures that contributed to the rise in international labour migration in Lesotho, and to investigate how these pressures are impacting upon the modernization process in the country, particularly at a time when employment opportunities are scarce in the southern African region. International labour migration has been used as a development tool throughout history, but especially in the 20th century by developing countries with dual labour markets. Newly independent developing countries with dual labour markets adapted the strategy of import substitution industrialization (lSI), with an emphasis on protecting infant industries and promoting pro-labour policies. In the post-colonial period the international demand for lowskilled workers rose, particularly in the North (developed countries), and in mineral rich countries including the oil exporters and South Africa, and the newly industrialising countries in East Asia. International labour migration to these countries was adapted as an integral development tool by the governments of the lSI countries. Most migrants were low-skilled and temporary workers in the destination countries. Although no multilateral institutional framework existed, usually both the sending and receiving countries adapted unilateral and bilateral migration policies to guarantee the gains from migration. Workers were thus "protected" to varying degrees under such agreements. From the 1970s, the North experienced a slowdown in the growth in demand for unskilled workers. In the 1980s, many lSI countries experienced devastating economic crises that forced them to abandon the lSI policy and adapt the export-led industrialisation (EOI) policy with an emphasis on trade liberalization. The switch from lSI to EOI in developing countries with dual labour markets led to the downsizing of public sector employment, the removal of marketing boards formally used by small-scale agricultural farmers, and the expansion of export processing zones (EPZs). These outcomes resulted in a rise in push internal migration, and international migration from these countries especially to other developing countries. At the same time, since the late 1980s, capital has acquired greatly enhanced mobility at the global level. The adaptation of EOI and the full mobility of capital at the global level altered the institutional structure within which labour migration was governed both nationally, and internationally. At the national level stricter unilateral policies were reinforced by receiving countries for low-skilled labour, while less strict policies applied for skilled labour. These remain in operation in conjunction with the earlier bilateral agreements. At the international level, there remains a lack of policy to regulate international labour migration. Under the current enhanced mobility of capital, international migrants are thus left vulnerable. Lesotho fits this pattern. Faced with a dual economy and an abundance of semi-skilled labour, Lesotho has been a principal supplier of labour to the South Africa's mining industry since its independence. Lesotho's industrial diversification thus mirrors South Africa's industrial diversification. In the lSI phase (1968 - 1987), international labour migration became the most important tool of economic welfare generation in Lesotho. Bilateral agreements were signed in the early 1970s between Lesotho and South Africa to guarantee the gains from migration. Since the late I980s, the mining industry in South Africa began to downsize production and employment. Fewer novice miners from Lesotho were recruited to work in South Africa. The adaptation of the EOI policy in Lesotho in 1987 introduced EPZ industrialization and trade liberalization. Nevertheless, the retrenchment of mine workers from South Africa is occurring at a time when Lesotho is experiencing an employment crisis. The political independence of South Africa in 1994 was accompanied by stricter international migration policies by the new democratic government of South Africa. Most migrant workers in South Africa are thus now faced with a two-door policy (of the earlier bilateral agreements and the amendments to the Aliens Control Act). This system has left migrant workers vulnerable to exploitation by both employers and the law (police) in South Africa. Nevertheless, international migration from Lesotho to South Africa continues to expand, particularly of the new type of migration - semiskilled female workers in the services sector. At the same time, South Africa is also experiencing an employment crisis. The most important policy implications are, firstly, that migration is subject to the same "casualisation" as other work, with the effects made worse by the "statelessness" of migrants, who are most vulnerable to exploitation. Secondly, multilateralism is needed (e.g., SADC) and holistic, multilateral policies are required. It is clear that under the new global division of labour ad hoc policy towards international labour migration is ineffective.

Knowledge and experiences of mineworkers on the prevention of HIV/AIDS in a mining community of GhanaYabila, David Nkumincha January 2019 (has links)
Thesis (Master of Nursing)--Cape Peninsula University of Technology, 2019 / The HIV/AIDS epidemic is a public health concern worldwide. An estimated 36.9 million people are living with HIV/AIDS with about two million new infections annually. An approximate ten million people have died of AIDS-related causes since the beginning of the epidemic. Sub-Saharan Africa (SSA) is the most affected sub-region, with approximately 71% of all People Living with HIV/AIDS (PLHWA) from mid-2016. In SSA, the epidemic has become a socioeconomic burden on developing countries. The literature review established a high prevalence of HIV/STIs among mineworkers and in mining communities, despite the increase in education on HIV/AIDS prevention in the media and public fora. The aim of the study was to explore and describe the knowledge and experiences of mineworkers on the prevention of HIV/AIDS in a mining community in Ghana. An exploratory, descriptive and contextual design was applied. Data collection was done using semi-structured individual interviews. The population in this study was mineworkers who come from other districts and regions in Ghana to live in the catchment community without their families because of employment. Seventeen (17) participants were interviewed, after purposive sampling was done. Interview transcriptions and manual coding were done by the researcher using Microsoft Word. The raw data was coded and sorted into themes and sub-themes and analysed by using Braun and Clarke's six-phase framework for thematic analysis. The Health Belief Model (HBM), a theoretical framework was applied to the study to predict and explain whether a person will perform an action necessary for preventing a HIV/AIDS or not. Findings from this study revealed that although there has been an increase in education on HIV/AIDS across the country and through workplace HIV/AIDS programmes, mineworkers lacked knowledge of HIV/AIDS, as they still had misconceptions about HIV/AIDS, especially regarding the mode of transmission and preventive measures. A strong recommendation was made to embark on a continuous and intensive HIV/AIDS education programme that will be focused on the knowledge needs of mineworkers to dismiss the misconceptions and improve their knowledge level. This will empower them to know the benefits of prevention and ultimately change their behaviour.

A survey of labour relations in the metal-mining industry of British ColumbiaMcKay, Dean Reginald January 1948 (has links)
The scope of this work has been limited to a discussion of employer-employee relationships in the field of metal mining and does not include consideration of labour problems in connection with the production of coal, non-metallic ores, or structural materials.
The Introductory part deals with the early history of gold, mining and the subsequent discovery and development of the base-metal resources of the province. In this connection, a study is made of the geographical distribution and extent of these natural resources. A series of charts indicate* the locations of the major producing areas within British Columbia.
The expansion of the industry through the years is now considered and developments are traced leading to the present scale of operations. Comparative graphs are presented indicating production scales, average price movements and employment statistics with regard to each of the major metals produced in the province.
Attention is now directed to the development of trade unionism in the industry. This deals with the early history of the Western Federation of Miners and the later growth of the International Union of Mine, Mill and Smelter Workers, which now represents organized labour in the metal mines.
The role of government in labour relations is shown to be an important factor. A study is made of the effects of such legislative enactments, as, the Industrial Disputes investigation Act, the Wartime. Labour Relations Regulations Act (P.O.1003), and the Industrial Conciliation and Arbitration Act of British Columbia. Under the provisions of the last-mentioned act, which provides definite procedures for collective bargaining, some eighteen agreements are now in effect. Two of these actual agreements between the union and major producers have been made the subject for special study in the presentation of this phase of the subject.
The strike record of the industry is now dealt with and the account of events leading up to the strike of 1946 among the gold producers is presented as being illustrative of the procedures followed. The present impasse of 1948 involving the same producers is shown to be an aftermath of the 1946 dispute.
The discussion is concluded with an appraisal of present working conditions obtaining in the industry and current trends and indications are considered which would appear to have a bearing on future employer-employee relationships and the general welfare of the labour force, in the metal-mining industry. / Arts, Faculty of / Vancouver School of Economics / Graduate

A quantitative, descriptive study, using the Health Belief Model as the conceptual framework, was conducted among 100 workers in order to give a detailed description of the knowledge and awareness of tuberculosis. The study confirms the role of the media, particularly radio broadcasting, health workers, teachers, and the community in promoting information and education on TB.
Fever as a symptom was a problem. The study area is a malaria endemic area where fever is the commonest presentation hence every fever is regarded as malaria. This complicated picking up and identifying other causes of fever. Despite feeling compassion for and wanting to help TB sufferers, most avoided them, which emphasised people’s general fear of TB. This indicated the general isolation and stigmatisation of TB sufferers. A THESIS SUBMITTED TO THE FACULTY OF ARTS, UNIVERSITY OF THE WITWATERSRAND, JOHANNESBURG, IN FULFILMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY. / In its chronic form silicosis had always been been taken for granted as one of the occupational hazards of mining. But both during and shortly after the Anglo-Boer War it manifested itself in a new accelerated form amongst former Witwatersrand rock drillers. Despite the appointment in the Transvaal of a commission of enquiry in 1902 and the promulgation of dust precaution measures, by 1912 the prevalence of and mortality from the disease amongst the Witwatersrand miners had not diminished. This finding suggests two of the purposes of the study: first, the reasons for the continued prevalence of the disease; and second, the extent of the mortality from silicosis amongst the miners. Because of the apparently low prevalence of and mortality from the disease amongst African mineworkers, the disease was ironically nick-named the "white death". Therefore another aim of the study is to examine the validity of the medical claim that the short contracts of African migrant workers safeguarded them from contracting accelerated si licosis. As the subject is complex, the study uses a thematic approach. Chapters two to nine deal with significant themes: first, the growing medical knowledge concerning silicosis, the mining and medical precautions against the disease and the age-old disregard for the occupational illness in its chronic form; second, the industrialists* need to reduce working costs, the development of mass-production technologies and the resort by management to "speeding up"; and third, the miners' needs for job and wage security, the encroachment of African competitors in semi-skilled and skilled spheres of mining and the introduction and the extension of the colour bar. Chapter nine deals with underground health conditions. Chapter ten explores the awareness of the new form of the disease, accelerated silicosis, and the establishment in 1902 of the first Transvaal commission on silicosis. Chapter eleven discusses the failure to implement remedies. Finally, chapter twelve explores the prevalence of and mortality from silicosis and the impact of the disease on the workforce of the mines. In chapters ten, eleven and twelve a synthesis is offered of the themes and findings of the previous chapters. The project is based almost entirely on contemporary primary and published sources. Apart from silicosis, a unifying theme throughout the discrete sections is the perceptions of miners of their vocation in general, and of this occupational disease in particular. The study requires periodization. As silicosis is a slow-developing disease the starting point of the investigation is 1886, when gold was discovered on the Rand. The study ends in 1910 because the establishment of Union in 1910 and the legal award of compensation in 1911 heralded a new era in the history of silicosis on the South African gold mines. The following are the conclusions. First, almost an entire generation of overseas miners, most of whom remained migrants and whose skills pioneered the South African gold mining industry, died from silicosis. Second, for reasons of self-interest, some of which they shared with one another, both the Transvaal state and the Randlords did virtually nothing to remedy the occurrence of the disease. Both parties were culpable for the neglect of the health of the industry's workforce: using only perfunctory dust safeguards, management intensified production through the deployment of both modern technology and labour intensive practices, peculiar to the Witwatersrand; and most of the state's interventionist initiatives were the result of pressure from the British House of Commons. Third, the fear and anger of miners at being the victims of a preventable occupational disease, provided the catalyst for their militancy during the period. Fourth, the industry's power was partly responsible for causing both the press and medical profession to be silent about the problem until 1910. No fatigue cracks have been identified at the locations showing the largest theoretical risk of fatigue, in spite of extensive investigations. The conventional calculations are based on a uniform stress collective and a fixed number of stress cycles, independent of the actual traffic volume. According to the regulations stated by Banverket, the assessment may optionally be performed using historical data of the gross tonnage and standardised traffic loading. Such calculations have been undertaken and show even greater risk of fatigue, compared to the conventional assessment. To estimate the risk of fatigue in more detail, a method has been used, based on estimations of the real traffic volume and its distributions. The analysis is based on available data of the traffic volume and may be applied to other railway bridges on other locations.</p><p>Besides theoretical analyses, field measurements have been performed. In 2006, former Carl Bro AB carried out strain gauge measurements on the bridge passing Söder Mälarstrand and the viaduct south of Söder Mälarstrand.
