Esta pesquisa analisa a produção habitacional vinculada ao Minha Casa Minha Vida Entidades, modalidade cavada no contexto do programa MCMV, sobretudo pelas interações entre os movimentos de moradia de articulação nacional e governo federal. Apesar de se tratar de uma produção ínfima em termos quantitativos, se comparada a toda produção do programa, a presença e permanência dessa modalidade tem uma dimensão política paradigmática, apoiando-se na tradição de políticas habitacionais autogestionárias, envolvendo os mais representativos movimentos de luta por moradia e reforma urbana do país. Parte-se da constatação de que o desenho operacional do programa e o contexto de sua implementação apontam para novos arranjos e relações institucionais entre esferas de governo, agentes financiadores, construtoras, entidades organizadoras sem fins lucrativos e assessorias técnicas; e entre esses agentes e os beneficiários do referido programa, os futuros usuários do produto habitacional e urbano. A pesquisa revela que os dados oficiais produzidos pelo governo não são capazes de demonstrar os processos longos, morosos e cheios de percalços por que as entidades passam até que os empreendimentos sejam contratados. Nota-se que o programa apresenta uma rede de relações onde se destacam e se embaralham entidades distintas, oriundas dos movimentos sociais com organizações sociais de origens e naturezas diversas, que conformam seu caráter institucional e organizativo de um modo bastante focalizado na produção habitacional. Além disso, aponta-se para o fato inexorável de que o MCMV Entidades ativa práticas de mercado que articulam os agentes do programa em torno da disputa por uma marca, expressa física e simbolicamente nos conjuntos habitacionais produzidos. Dessa perspectiva, a pesquisa trabalha a hipótese de que sua produção e desdobramentos urbanos, sobretudo na (re)configuração dos territórios periféricos, insere o MCMV Entidades no quadro de políticas sociais do Brasil contemporâneo e aproxima o programa do contexto de financeirização da moradia e da cidade. / This research analyzes the housing production linked to the My Home, My Life - Minha Casa Minha Vida (MCMV) \"Entities\" modality, a modality struggled in the context of MCMV program, mainly trough the interactions between the housing social movements of national coordination and federal government. Although its production is quantitative negligible if compared to the program net production, the presence and permanence of such kind is of paradigmatic political dimension, based on tradition of self-managed housing policies, involving the most representative social movements fighting for housing and urban reform in the country. The essay\'s first made point is the realization that the operational design of the program and its implementation context lead to new institutional arrangements and relationships between levels of government, financial agents, builders, nonprofit organizers and technical advisory services; and between those agents and beneficiaries of the program, the future users of housing and urban product. The research reveals that the official data produced by the government are not enough to demonstrate the long, slow and full of mishaps processes by which entities pass until the projects are contracted. It is noted that the program unveils a network of relationships where entities stand out and get mixed together, arising from social movements with social organizations from different origins and natures that make up their institutional and organizational character in a way very focused in housing production. In addition, the essays points to the inexorable fact that the MCMV Entities activates market practices which articulate the agents of the program around a race for a \"brand\", physically and symbolically expressed in manufactured housing. From this perspective, the research works on the hypothesis that its production and urban developments, especially in the (re) configuration of the peripheral territories, insert the MCMV entities in the social policy framework of contemporary Brazil, and brings the program closer to the financialization context of housing and the city.

hipótese inicialmente delineada era a de que os Movimentos Sociais não teriam inserção no Programa Minha Casa Minha Vida, uma vez que ele foi arquitetado alheio ao Plano Nacional de Habitação no bojo da Política Nacional de Habitação, tema incansavelmente discutido durante décadas por este grupo e outros setores da sociedade civil. Examinamos então o legado das políticas federais de habitação empreendidas no Brasil desde o período da Ditadura Militar até o advento do Programa Minha Casa Minha Vida, o que nos levou a compreender, além do Programa propriamente dito, também suas inspirações e seu contexto de criação. Porém, já em 2009 (ano do lançamento do Programa), havia em seu portfólio uma modalidade específica para ser executada por entidades sem fins de lucro, buscamos compreender então como se deu a inserção e o acesso dos Movimentos Sociais de Moradia ao Programa Minha Casa Minha Vida. O que significou entender a formulação do programa Minha Casa Minha Vida Entidades, bem como sua operação. A análise de empreendimentos em obra ou em projeto na cidade de São Paulo e sua região metropolitana bem como todos os outros aspectos levantados na investigação permitiram concluir que a modalidade Entidades é um conjunto de adaptações de programas habitacionais federais pregressos e do próprio Programa Minha Casa Minha Vida em sua modalidade de atendimento à Faixa 1 (famílias cujos rendimentos alcançam até 3 salários mínimos mensais) operada pelo FAR. Permitiu concluir ainda que sua existência não significa condições favoráveis de acesso ao Programa pelos movimentos sociais que a reivindicaram. A tese analisa e discute a importância do advento da modalidade (parte) colocando-a em perspectiva com o Programa Minha Casa Minha Vida (todo), e sugere sua permanência, mesmo à despeito de seus problemas ideológicos, orçamentários e operacionais. / The initial outlined hypothesis was that Social Movements would not have insertion in My House My Life Program, since it has been projected not considering the National Housing Plan in the core of the National Housing Policy, which is a theme that was tirelessly discussed for decades by this group and other sectors of civil society. So, we examined the legacy of federal housing policies carried out in Brazil since the period of the Military Dictatorship until the advent of the My House My Life, which led us to understand the Program itself and more, as its inspirations and context of creation. However, in 2009 (year of the the Program release), there was in its portfolio a specific modality to be performed by non-profit entities. Then, we sought to understand how Housing Social Movements were inserted and had access to My House My Life Program. This meant to understand the formulation of the Program and its operation. The real estate projects analysis under construction or project in the Sao Paulo city and its metropolitan area as well as all other issues raised in the investigation showed that the Entities mode is a set of previous history federal housing programs adaptations and own My House My Life Program in your service modality Track 1 (families whose incomes reach up to 3 times the minimum wage) operated by FAR. It has also concluded that its existence does not mean favorable access conditions to the Program by the social movements that have claimed. The thesis analyzes and discusses the importance of modality advent (part) placing it in perspective with the My House My Life Program (whole), and suggests its stay, just despite its ideological, budgetary and operational problems.

So we share the view that there is a neoliberal hegemony that is generating social and environmental injustices as ever existed as to endanger the survival of our civilization in the coming decades. However we also observed that there is a growing anti-hegemonic struggle ongoing, unprecedented way. Numerous social and environmental movements are linked in networks with various connections, local and global, virtual or not. Many organizations can have global presence enabling building a global civil society. The social movement of housing is articulated with this set of networks as comprising housing in its broadest form and the roots of its precariousness. In this process the Minha Casa Minha Vida Entities arises through the claim of these movements as a form of self-management of housing. The construction of housing projects managed by social movements makes new spaces of struggle and coexistence arise and create new possibilities of social organization. Two housing projects in this mode carried out by the Housing Cooperative of Araras, housing institution headquartered in Campinas and linked to CMP (Central of Popular Movements) were chosen for our study / Analisamos neste trabalho o programa Minha Casa Minha Vida Entidades, criado no Governo do Presidente Luís Inácio Lula da Silva, em março de 2009, como uma possibilidade de luta contra-hegemônica. Sendo assim compartilhamos da visão de que existe uma hegemonia neoliberal que está gerando injustiças sociais e ambientais como jamais existiu, a ponto de colocar em risco a sobrevivência de nossa civilização nas próximas décadas. No entanto também observamos que há uma crescente luta anti-hegemonica em curso, de forma jamais vista. Inúmeros movimentos sociais e ambientais se articulam em redes com as mais variadas conexões, locais e globais, virtuais ou não. Muitas organizações conseguem ter presença global possibilitando a construção uma sociedade civil mundial. O movimento social de habitação articula-se com este conjunto de redes na medida em que compreende a habitação em sua forma mais ampla e as raízes de sua precarização. Nesse processo o Programa Minha Casa Minha Vida Entidades surge através da reivindicação destes movimentos como forma de autogestão da habitação. A construção de empreendimentos habitacionais geridos por movimentos sociais faz com que novos espaços de luta e convivência surjam e criem novas possibilidades de organização social. Dois empreendimentos habitacionais nesta modalidade realizados pela Cooperativa Habitacional de Araras, instituição habitacional sediada em Campinas e ligada a CMP (Central de Movimentos Populares) foram escolhidos para nosso estudo

O trabalho apresenta o modelo de produção habitacional autogestionário do Programa Minha Casa Minha Vida a modalidade Entidades que se concentrou no contexto social e político construído por aquilo que se entende como lulismo, iniciado em 2003. Através de um retrato específico dos únicos nove conjuntos habitacionais concluídos na Região Metropolitana de São Paulo por esse modelo até dezembro de 2016, problematiza-se os limites entre política/programa, desejo/direito, centro/periferia, virtude/exceção, legal/ilegal, público/privado. Para tanto, localizamos esse modelo específico de produção de moradias de interesse social na ideia de margens, que é montada progressivamente ao longo da pesquisa em três escalas de leitura. Partimos das margens do lulismo para localizar a produção geral do Programa Minha Casa Minha Vida; em seguida, mergulhamos mais detalhadamente nas margens do PMCMV a fim de observar a produção específica de sua modalidade Entidades; e concluímos o trabalho analisando as margens do Entidades para, finalmente, alcançar os limites e injunções dessa produção na metrópole paulista. / The dissertation presents the self-managed housing production model of the Minha Casa Minha Vida Program (PMCMV) - the Entities modality - which started during the social and political context built by what is known as lulism, initiated in 2003. Through a specific portrait of the only nine housing complexes completed in the Metropolitan Region of São Paulo by this model, the limits between policy/program, desire/right, center/periphery, virtue/exception, legal/illegal, public/private are problematized. To do so, we locate this specific model of production of social interest housing in the idea of margins, which we set up progressively throughout the research in three scales. We started from the margins of lulism to locate the general production of the PMCMV. Then we delve more closely into the shores of the PMCMV in order to observe the specific production of the Entities modality. We conclude the work by analyzing the margins of Entities to finally reach the limits and injunctions of this production in the metropolis of São Paulo.
