<p>Over the last few decades, the Swedish society has become more and more multicultural, which has resulted in the fact that the differences between different ethnic groups have become more and more noticed and debated. Studies have shown that persons belonging to minority groups are often wronged by majority decisions, which leaves the minorities in a disadvantageous position in relation to the majority. The scientific problem is how a state should compensate different minority groups for their disadvantaged position in order to be able to guarantee justice and equality for all individuals of the state.</p><p>The aim of this thesis is to examine the Swedish government’s attitude towards minority rights, and to analyse whether this coincides with Will Kymlicka’s normative minority rights theory. The research questions are:</p><p>• How should the majority society treat minorities according to Kymlicka?</p><p>• Which is Swedish minority policy’s stance on minority rights?</p><p>The methods used in this thesis include a qualitative text analysis and a field investigation among Finnish-speaking people living in Borlänge.</p><p>The conclusion of this essay is that the Swedish government in all likelihood has a positive attitude towards minority rights, since it has assigned group differentiated rights to the national minorities in Sweden. Furthermore, the Swedish government’s view on minority rights coincides to a great extent with Will Kymlicka’s normative theory.</p>

This thesis analyzes the evolution of minority protection in general and Greece&rsquo / s minority policies in Western Thrace especially since the beginning of 1990s. The examination of the definition and the scope of the term minority is followed by the analysis of the evolution of minority rights since Westphalia Agreement to Framework Convention for Protection of National Minorities to facilitate the analysis of the evolution of Greek minority policies. The thesis includes the history of Greek minority policy since its establishment to compare and contrast the continuities and changes of the Greek minority policies before and after 1990s. This thesis also seeks to find the causes of continuities and changes of the Greek minority policy along with detailed analysis of the policies and practices after 1990s, and argues that the Greek minority policy in Western Thrace basically presents continuity with its exclusivist and ethnocentric tendencies in spite of minor modifications due to the circumstantial factors.

In connection with recent passing of the Strategy of Integration of the Roma minority 2014-2020, the topic of integration of the Roma minority is again under debate of experts and general public. The aim of the Strategy is to support integration of Roma community emphasising areas such as education, housing, employment and others. The diploma thesis focuses on the topic of integration of the Roma people in the Czech Republic. Referring to the integration theory created by Birch and its modified version by Barša, the topic is divided into cultural, social economic and civil political levels. The main goal of the thesis is to analyse the role of state and civil society in the integration process of the Roma minority. The presentation of various integration theories is followed by an outline of the role of state in the integration process with putting emphasis on the crucial principals in a creation of minority politics. Subsequently, the defined principals are applied on integration strategical documents of government in the Czech Republic in order to describe the changes in a time perspective. Thesis is concluded by the dimension of civil society which has very important role because of daily contact with the Roma people.

Different reports imply that the Roma are an excluded group in numerous areas of both Sweden and Europe. Efforts have been done through the centuries without given intentional results. The past 12 years as a Swedish national minority have not diminished the gap between the Roma and the majority society. How does Sweden create and operate its minority policy especially towards the Roma? We have studied international and national minority policy to see how it is described and implemented in the municipality work. Malmö is the base of our study because of its high population of the Roma from various groups. Malmö is also one of the pilot municipalities in the governmental venture for including the Roma into the society. To obtain information we have analyzed governmental documents and minority rights and complemented those with interviews with politicians, community workers in the minority field. A lot of effort and work are being done in Malmö to change the situation of the Roma. Our informants gave an impression of feeling confident and hopeful towards the future. At the same time we feel a lack of discussion about the essence of minority policy and the possible negativity in “helping” the Roma as a minority group. We also think it’s important to question the meaning of recognition to motivate what efforts should be done in the minority field. By this study we hope to demonstrate the complexity that lies within the field of minority policy in general and regarding the Roma in particular.

Vládna politika voči národnostným menšinám na Slovensku / Government's policy towards national minorities in SlovakiaSmetanková, Daša January 2007 (has links)
The thesis deals with the government's policy towards national minorities in Slovakia after 1993. It focuses on policies towards the two most populous minorities in Slovakia (Hungarian and Roma minority) mainly in two key spheres -- culture and education. The aim of the thesis is to evaluate the development of the minority policy towards Hungarians and Roma people and to asses individual factors that causes its changes. The goal is also to compare the approach of government coalitions towards these two minorities. The continuity of these policies is mainly observed. Policies can be influenced by internal and external factors. International organizations -- Council of Europe, European Union and OSCE -- and Hungarians are set as external factors and different government coalition in Slovakia as internal. Last question that thesis deals with is if the triadic nexus (as characterized by Rogers Brubaker) between nationalism of Slovak government, Hungary and Hungarian minority in Slovakia can influence also minority policy towards Roma. Despite all these factors that have an influence on government's minority policy after 1993 in Slovakia, it is continual.

Using a method of regional probing, the diploma work seeks to map the evolution of relations between the Czech majority and the German minority that resided in the former political district of Policka. The analysis concentrates on the period of 1897-1946, with a concentration focusing on the culture of "remembering" and the ways in which both ethnic groups came to divergent interpretations of their mutually-shared history. The author strives to identify the factors that influneced the actions and positions of the local populace during the key political events of 1918, 1938 and 1945. He concentrates not only on the everday interactions between both ethnic groups, but also on the conditions that both groups found themelves in during the so-called "National Confrontation."

Die vorliegende Arbeit ist eine ethnografische Studie über uigurische Minkaohan Frauen, die in Urumchi, der Provinzhauptstadt des Uigurischen Autonomen Gebietes Xinjiang in Chinas Nordwesten leben. Der Fokus der Untersuchung liegt auf der dritten Generation von Minkaohan, die in den späten 1990er-Jahren bis in die frühen 2000er-Jahre an Han Schulen mit Chinesisch als Unterrichtssprache ausgebildet wurden. Über einen Zeitraum von neun Monaten wurden mit den Methoden der Teilnehmenden Beobachtung und der Durchführung von Interviews in Urumchi Daten gesammelt. Zu den Hauptthemen, die sich in der Analyse der Feldforschungsdaten herausbildeten, gehören die uigurische Sprachkompetenz, die Wahl von Heiratspartnern, das Erlernen von weiblichem Geschlechterrollen, das Verständnis von muslimischem Glauben und der Konsum von globaler Populärkultur als Versuch Unabhängigkeit und Selbstbestimmung zu erhalten. Dabei spielt die inneruigurische Vorstellung einer starren Minkaohan/Minkaomin Binarität, in der Minkaomin-Sein mit normativ- authentischem und Minkoahan-Sein mit anormalem Uigurischsein gleichsetzt wird, eine wichtige Rolle. Die Begriffe „Minkaohan“ und „Minkaomin“ sind als diskursive Kategorien zu verstehen, die in einen größeren sozio-ökonomischen und politischen Kontext von Uiguren als eine ethnische Minderheit in der Volksrepublik China eingebettet sind. Es wird untersucht, wie Minkaohan Frauen den Diskurs einer Minkaohan/Minkaomin Binarität wahrnehmen, hinterfragen und diesen in den staatlichen Mehrheitsdiskurs einordnen, um sich Selbst (Self) und den Anderen (Other) neu zu positionieren. Die vorliegende Studie zielt darauf ab die Diversität innerhalb der uigurischen Gesellschaft in China näher zu beleuchten. Diese wird nicht nur vom chinesischen Diskurs über Uiguren, sondern auch oft von der westlichen akademischen Wissenschaft, die sich auf die Beziehung zwischen Uiguren und Han Chinesen konzentriert, vernachlässigt. / The present work is an ethnographic study of young Uyghur minkaohan women living in Urumchi, the capital city of the Xinjiang Uyghur Autonomous Region (XUAR) in China’s far northwest. The focus of this study lies on a third generation of minkaohan who were educated at Han Chinese schools (with Mandarin as the medium of instruction) around the turn of the new millennium. Participant observation and interviews were conducted over a nine-month period of fieldwork in Urumchi. The main themes that emerged from the analysis of the fieldwork data include: managing language competence; choosing a marriage partner; learning about normative female gender roles; defining a personal understanding of religious belief and practice, as well as consuming global popular culture in order to perform the ideal of an independent and self-determined woman. Inner-Uyghur notions of a fixed minkaohan/minkaomin binary, which equates being minkaomin with normative, authentic Uyghurness and being minkaohan with abnormal, exceptional Uyghurness, plays a crucial role here. The terms minkaohan and minkaomin need to be understood as discursive categories embedded in the broader socio-economic and political context of Uyghur people’s position as an ethnic minority group in the PR China. This study investigates how the women perceive, question, and utilize the idea of a minkaohan/minkaomin binary and frame it within the state’s majority/minority discourse in order to renegotiate, position, and redefine Self and Other. The broader purpose of this study is to highlight the diversity of Uyghur communities in China and focus on relations between different Uyghur communities in Urumchi – a topic, which is neglected not only by the Chinese state discourse on Uyghurs but often also by Western academic literature centered on Han-Uyghur relations.
