Previous issue date: 2015-08-31 / This dissertational work is part of the research line "State, policies and history of
education" of the Graduate Program in Education of the Federal University of Goiás.
The study aimed to analyze the process of participation in decision-making in municipal
schools and the role of school boards in the implementation of democratic management
in Municipal Education Network of Goiânia, in order to contribute to the knowledge of
reality and build opportunities for advancement. To this end, it discusses the
characteristics of democracy in Brazilian society that give contour to disputes between
civil and political society about the principle and the consolidation of democratic
management of public education. It is justified by the importance given to the school
management for the democratization of public education in Brazil, especially from the
democratic opening movement in the 1980s. The seizure and analysis of the object is
guided in the design of Brazilian scholars on Gramsci, confronting the sustained
participation of vision in the socialization of power and the other based on market
assumptions. In this sense, the School Boards theoretically have a space that enables the
democratization of power relations that are established in the school, bringing the
expectation of promoting the inclusion of the school community in the decision making
processes. The empirical survey was conducted in early 2015 and had as its
methodological strategy the application of a questionnaire to all teachers who are part of
the School Board of 25 schools of the Municipal Education Network of Goiânia
offering each and every year of elementary school. The methodological approach and
the survey results show the correlation of forces that interfere with the direction of
public policies of State and point challenges and possibilities for the consolidation of a
democratic participatory management. / Este trabalho dissertativo inscreve-se na Linha de pesquisa “Estado, políticas e história
da educação”, do Programa de Pós-Graduação em Educação da Universidade Federal de
Goiás. O estudo teve como objetivo analisar o processo de participação na tomada de
decisões nas escolas municipais e o papel dos Conselhos Escolares na implantação da
gestão democrática na Rede Municipal de Educação de Goiânia com o intuito de
contribuir para o conhecimento da realidade e construir possibilidades de avanços. Para
tanto, discute-seas características da democracia na sociedade brasileira que dão
contorno às disputas entre sociedade civil e política acerca do princípio e da
consolidação da gestão democrática do ensino público. Justifica-se pela importância
dada à gestão escolar para a democratização da escola pública no Brasil, principalmente
a partir do movimento de abertura democrática na década de 1980. A apreensão e
análise do objeto pautaram-se na concepção de estudiosos brasileiros sobre Gramsci,
confrontando a visão de participação sustentada na socialização do poder e em outra
baseada nos pressupostos do mercado. Neste sentido, os Conselhos Escolares
teoricamente se apresentam como espaço que possibilite a democratização das relações
de poder que se estabelecem na escola, trazendo a expectativa de promover a inclusão
da comunidade escolar nos processos de tomada da decisão. A pesquisa empírica foi
realizada no início de 2015 e teve como estratégia metodológica a aplicação de
questionário a todos os professores que fazem parte do Conselho Escolar de 25 escolas
da Rede Municipal de Educação de Goiânia que oferecem todos os anos do ensino
fundamental. O percurso metodológico e os resultados da pesquisa expressam a
correlação de forças que interfere nos rumos de políticas públicas de Estado e apontam
desafios e possibilidades para a consolidação de uma gestão democrática participativa.

Previous issue date: 2015-09-09 / CAPES / This dissertation, entitled INCLUSIVE EDUCATION: a study on the school inclusion
process in the Campina Grande's municipal network teaching, aims to study the
Inclusive Education Policy in Campina Grande-PB's Municipal Network Teaching,
analyzing how it concretely happens in practice. We sought to highlight the historical
and economic determinants that drive the Brazilian Educational Policy and its close
relationship with the neoliberal policies, the purpose was to understand the key
elements that, directly, drive and bounce the inclusive education. The survey was
conducted in two public elementary schools, of the first study years, in the urban area
that attend their regular classes, the largest number of students with special
educational needs (SEN) in the city. Were subjects of our study all teachers of these
two schools that met in their common rooms SEN students. The research was
developed using a quantitative and qualitative approach, and exploratory type. The
methodological data collection procedures were: initial mapping, document analysis,
questionnaires and semi-structured interviews. The assumed theoretical and
methodological orientation is anchored in a critical-dialectical method, because we
believe that it allows us to achieve a broader understanding of social reality. The
study revealed the contradictions in education policy, since it determines the
educational quality care to all SEN pupils and in practice it was possible to
demonstrate that are not given the objective conditions for inclusive education be
developed satisfactorily. It was found that a major obstacle to adequately serve these
students in ordinary classroom remains the teachers' knowledge lack, they mostly
have never had any kind of training and/or capacitation to teach these students. To
sum it up, from the study realized, we believe that despite the inclusive education
mean progress in terms of educational practices, since the nineties based on the
principles of inclusion, we understand that it is a product of capitalist interests,
conceived and organized by international organizations, which explains to us why it is
so difficult the policy implementation. The research shows us the influence and
interference of capital reorganization mechanisms, designed as coping strategies to
capitalist crisis. We conclude affirming that inclusive education is a global reality. In
Brazil, we have a legal and institutional framework in defense of considerable
inclusive education, however, the way it is implemented in practice is not consistent
with that inclusive education policy advocates. Although this type of education is of
great importance for those who need, a lot of changes are necessary to it be in fact
an inclusive quality education for SEN students. But we do not believe that such
changes can be made within the capital's landmark. / Essa dissertação, intitulada de EDUCAÇÃO INCLUSIVA: um estudo sobre o
processo de inclusão escolar na rede municipal de ensino de Campina Grande, tem
como objeto de estudo a Política de Educação Inclusiva na Rede Municipal de
Ensino de Campina Grande-PB, analisando como essa traduz-se concretamente na
prática. Buscamos evidenciar os determinantes históricos e econômicos que
orientam à política educacional brasileira e sua estreita relação com as políticas de
cunho neoliberal, o propósito nesse sentido, foi apreender os elementos
fundamentais que direcionam e rebatem diretamente sobre a educação inclusiva. A
pesquisa foi realizada em duas escolas municipais de ensino fundamental I, da zona
urbana e que atendem em suas classes regulares, o maior número de alunos com
necessidades educacionais especiais (NEE) do município. Foram sujeitos do nosso
estudo todos os professores das duas escolas que atendiam em suas salas comuns
alunos com NEE. A investigação foi desenvolvida se utilizando de uma abordagem
quantitativa e qualitativa,sendo do tipo exploratória. Os procedimentos
metodológicos de coleta de dados foram: mapeamento inicial, análise documental,
aplicação de questionários e entrevistas semi-estruturada. A orientação teóricometodológica
assumida ancorou-se no método crítico-dialético, pois entendemos
que o mesmo nos permite realizar uma compreensão mais ampla da realidade
social. O estudo revelou as contradições presentes na política de educação, uma
vez que esta determina o atendimento educacional de qualidade a todos os alunos
com NEE e na prática pudemos evidenciar que não são dadas as condições
objetivas para a educação inclusiva ser desenvolvida de forma satisfatória.
Constatamos que um dos maiores obstáculos para atender adequadamente esses
alunos em sala de aula comum continua sendo a falta de conhecimentos dos
professores, estes em sua maioria nunca tiveram nenhum tipo de formação e/ou
capacitação para atender esses alunos. Em síntese, a partir do estudo realizado,
consideramos que apesar da educação inclusiva significar avanço em temos de
práticas educacionais, desde a década de noventa com base nos princípios da
inclusão, entendemos que a mesma é produto de interesses do capital, e pensada e
organizada pelos organismos internacionais, o que para nós já explica o porquê de
tanta dificuldade na implementação da política. A pesquisa nos demonstra a
influência e interferência dos mecanismos de reorganização do capital, concebidos
como estratégias de enfrentamento à crise capitalista. Concluímos firmando que a
educação inclusiva é uma realidade mundial. No Brasil contamos com um arcabouço
jurídico-institucional em defesa da educação inclusiva considerável, porém, a forma
como ela é concretizada na prática não condiz com o que a política de educação
inclusiva preconiza. Apesar dessa modalidade de ensino ser de grande importância
para quem dela necessita, faz-se necessário uma série de mudanças para que ela
seja de fato uma educação inclusiva de qualidade para os alunos com NEE. Porém,
não acreditamos que tais mudanças possam ser realizadas dentro dos marcos do
capital.

Previous issue date: 2017-03-03 / The Historical-Critical Pedagogy, since its inception in 1979, represents an instrument of analysis, resistance and struggle within the framework of economic, political, social and educational relations. Because it is a counter-hegemonic pedagogy, it exerts a fundamental role in the current context, because the educational problems in the developing countries intensify the (re) structuring of the productive system, resulting in reforms and changes in the curricular guidelines for the Basic Education In Brazil since the 1990s, based on the pedagogies of the learning to learn, with views for the training of the worker and consumer required for the reproduction of the capital. Thus, there is an intensive cheapening of the school education aimed at the working class and the loss of its specificity, that is, of the centrality in the transmission-assimilation of the objective knowledge converted into scholarly knowledge, because this is fundamental for the means of the explication of the exploration relations and , thus, to the process of social transformation. In the face of the educational problematics, this Marxist pedagogy stands as a theoretical-methodological instrument, and, contradictorily, its foundations are present in official documents of education departments of some municipalities, mainly in Paraná and São Paulo, with the experience of Itaipulândia one of them. Therefore, our research has as general objective to explain the historical process of implantation, implementation and understanding of the Historical-Critical Pedagogy in the municipal education network of Itaipulândia / PR in the temporal cut from 2004 to 2016. It parts of the following problem: What is the specificity of the Historical-Critical Pedagogy in the Itaipulândia municipal teaching network regarding its implementation, implementation and understanding process? We start from the assumption that the curricular pedagogical proposal and the actions of the municipal education network of Itaipulândia / PR are based on the historical-critical perspective, obtaining from the documentary analysis the confirmation of the initial hypothesis. Therefore, in the theoretical aspect they contradict the national curricular guidelines. In the same way, the educational trajectory of this perspective in the municipality reveals that the actions with the finality of to effect its answer to the needs of each historical moment and are realized according to the material conditions they face, as well as, from the experiences in the the state and regional levels. This course in the municipality explains the class struggle and represents a fundamental historical accumulation for the analysis of those who defend the importance of the school education for the huma. development full of meaning, as well as, for the process of social transformation. / A Pedagogia Histórico-Crítica desde a sua origem, em 1979, firma-se como um instrumento teórico-metodológico e seus fundamentos estão presentes em documentos oficiais de secretarias de educação de alguns municípios, principalmente do Paraná e de São Paulo, sendo a experiência de Itaipulândia uma delas. Portanto, nossa pesquisa, de cunho bibliográfico e documental, tem como objetivo geral explicitar o processo histórico de implantação, implementação e compreensão da Pedagogia Histórico-Crítica na rede municipal de educação de Itaipulândia/PR no recorte temporal de 2004 a 2016. Parte da seguinte problemática: Qual é a especificidade da Pedagogia Histórico-Crítica na rede municipal de ensino de Itaipulândia? Como ocorre? Em que condições? Partimos do pressuposto de que a proposta pedagógica curricular e as ações da rede municipal de educação de Itaipulândia/PR estão fundamentadas na perspectiva histórico-crítica, obtendo a partir da análise documental a confirmação da hipótese inicial. Logo, no aspecto teórico, contradizem as orientações curriculares nacionais. Da mesma forma, a trajetória da Pedagogia Histórico-Crítica no município revela que as ações com finalidade de efetivá-la atendem às necessidades de cada momento histórico e são realizadas de acordo com as condições materiais com que se deparam, bem como, a partir das experiências no âmbito estadual e regional. Esse percurso no município explicita a luta de classe e representa um acúmulo histórico fundamental para a análise daqueles que defendem a importância da educação escolar para o desenvolvimento humano pleno de sentido, bem como, para o processo de transformação social. Apesar de apontar que a experiência itaipulandiense se desenvolve em meio a muitos limites, nossa pesquisa constata avanços fundamentais da mesma, tais como: conquista de momento de estudo para os docentes durante o horário de trabalho, elaboração coletiva de materiais didático-pedagógicos, ampliação do tempo de estudo para os alunos, além de convergência, a partir de 2005, entre as temáticas desenvolvidos na formação contínua de professores e os fundamentos basilares da Pedagogia Histórico-Crítica.

Previous issue date: 2017-03-27 / The objective of this research is to analyze the Reading Room in four schools of the municipal teaching network of São Paulo from the looks of the Teaching Guidance of the respective rooms. The methodology is qualitative and the procedures for data collection were individual interviews with the teachers of the Reading Rooms, held from November 2015 to February 2016, and document analysis. It seeks to understand how, from their looks, the Reading Room Teaching Professors (POSLs) construct conditions for the literature to talk with the educational community.What an understanding of the teachers of the Reading Rooms has about the place of SL in the school context, as regards the work of mediating literary reading, both with students and with the school community in general.What a look these teachers have from and to SL.The research indicates that the teachers consider that the work developed in the Reading Room plays a fundamental role in the articulation between the different spaces of the school.Therefore, professionals who work in SL need to use various strategies to talk with the subjects that circulate in these spaces, understanding that literary reading, due to its humanizing dimension, allows the approach of the school community in order to think about teaching-learning In a broader way, besides the contents, beyond the walls of the school, that is, literary reading beyond fruition, or, pretext for producing text, as a possibility to awaken in each one the desire to "be more." / El objetivo de esta investigación es analizar la sala de lectura en cuatro escuelas en la ciudad de Sao Paulo, la enseñanza de las miradas de Rectores profesores de las respectivas habitaciones. La metodología es cualitativa y procedimientos para la recolección de datos fueron entrevistas individuales con los profesores de las Salas de Lectura, en el período de noviembre 2015 a 2016 febrero, y el análisis de documentos. Se trata de comprender cómo, a partir de su apariencia, la sala de lectura rectores maestros (POSLs) construir las condiciones para la charla la literatura a la comunidad educativa. Entendiendo que los maestros de las salas de lectura tienen con respecto a su lugar de SL en el contexto escolar, en relación con el trabajo de mediación lectura literaria, los estudiantes y la comunidad escolar en general.Para mirar a estos maestros tienen hacia y desde SL. La investigación muestra que los profesores sienten que el trabajo en la sala de lectura tiene un papel fundamental en la articulación entre los distintos espacios de la escuela. Por lo tanto, los profesionales que trabajan en el SL necesitan recurrir a diversas estrategias para hablar con los chicos que circulan estos espacios, la comprensión de que la lectura literaria, en la dimensión humanizadora permite el acercamiento de la comunidad escolar con el fin de pensar en la enseñanza-aprendizaje de una manera más amplia, además del contenido, más allá de las paredes de la escuela, es decir, la lectura literaria, además a buen término, o pretexto para la producción de texto, tales como la posibilidad de despertar en todos el deseo de "ser más". / O objetivo desta pesquisa é analisar a Sala de de Leitura em quatro escolas da rede municipal de ensino de São Paulo a partir dos olhares das Professoras Orientadoras das respectivas salas. A metodologia é qualitativa e os procedimentos para coleta de dados foram entrevistas individuais com as professoras das Salas de Leitura, realizadas no período de novembro de 2015 a fevereiro de 2016, e análise de documentos. Busca-se entender como, a partir de seus olhares, as Professoras Orientadoras de Sala de Leitura (POSLs) constroem condições para que a literatura converse com a comunidade educativa. Que compreensão as professoras das Salas de Leitura têm a respeito do lugar da SL no contexto escolar, no que se refere ao trabalho de mediação de leitura literária, tanto com os alunos quanto com a comunidade escolar no geral. Que olhar essas professoras têm da e para a SL. A pesquisa aponta que as professoras consideram que o trabalho desenvolvido na Sala de Leitura tem papel fundamental na articulação entre os diversos espaços da escola. Portanto, as profissionais que atuam na SL precisam lançar mão de várias estratégias para conversar com os sujeitos que circulam por esses espaços, entendendo que a leitura literária, por sua dimensão humanizadora, possibilita a aproximação da comunidade escolar a fim de pensar o ensino-aprendizagem de uma maneira mais ampla, além dos conteúdos, além dos muros da escola, ou seja, a leitura literária para além da fruição, ou, pretexto para produção de texto, como possibilidade de despertar em cada um o desejo de “ser mais”.
