Development discourse & the postcolonial challenge - the case of Fiji's aid industry

Research Doctorate - Doctor of Philosophy (PhD) / This thesis presents a postcolonial critique of development and academic discourses in the context of the South Pacific. Focusing on Fiji’s aid industry, I challenge the apparent inevitabilities underpinning an increasingly narrow and parochial donor ‘good governance’ agenda in the region. I also confront geography’s sojourns in, and on, the ‘Third World’ laying bare a number of epistemological and methodological inconsistencies. Having exposed various definitional rigidities produced by these discourses, I emphasise the decentred and nuanced meanings and ways of envisioning ‘development’ enabled by postcolonial sensibilities. The thesis has three primary aims. First, to highlight the constraining and enabling aspects of discourses. I emphasise the productive features of development discourse; its framing attributes, fragility and transformative potential, drawing on the activities and intentions of NGOs and donor organisations operating in Fiji. Second, I draw attention to the way ‘identities’ form and shape aid relations in the country. Again, utilising examples from Fiji’s aid industry, I foreground the centrality of ‘traditions’, religion, gender and ethnicity in ‘development’ and critique their virtual silence in donor policies and programmes in the region. Finally, I ‘unpack’ the way academia intervenes in development settings. Here I suggest that any reflection on the relevance of research will inevitably involve taking methodology seriously and posing fundamental questions about why we are there in the first place. Advocating more than a methodological revisionism, I argue that ‘doing development differently’ will involve reorienting development relations and embarking on a far-reaching mission to subvert development’s self-evidence while proposing and supporting collaborative efforts that explore negotiated and newly emerging cultural forms.

The influence of values on development practice: A study of Cambodian development practitioners in non-government organisations in Cambodia

Evaluation reports, along with development studies literature suggest that development practice is often failing to enact espoused participatory, empowering and gender equitable approaches or to achieve these espoused goals. Mainstream development theories are underpinned by values and beliefs about what is good and what �ought to be�. In this study I explore the influence of values on the development practice of Cambodian practitioners working in non-government organisations in rural Cambodia. Development practitioners are the major conduit of community based development assistance, but little is known about how their values impact their day-to-day practice, and influence their moral and political choices. In the study I used ethnographic methodology, guided by feminist principles. The research was conducted with individuals and groups of experienced, mostly Cambodian development practitioners. Data were collected in four phases through in-depth and semi-structured interviews, focus group discussions and observations of practice. I examine the (in)congruity between practitioners� espoused theories and values and those demonstrated by their practice. The findings reveal that the values are not essentially different but are prioritized differently. The espoused values are consistent with those of the international development discourse, all of which are premised on a belief in human equality. Theories and values inferred from actual practice reflect hierarchical underpinnings. In the Cambodian context this is consistent with socio-cultural values and the hierarchical order of society. However, as expatriate research participants and the literature attest, this incongruence is not particular to Cambodian practitioners. The study reveals practitioners give higher priority to fulfilling the tasks necessary for the achievement of their NGOs� planned outputs and organisational imperatives than to the facilitation of participatory and empowering processes. At the same time, the enactment of some development values is in tension with certain socio-cultural norms and practices. Practitioners are challenged to make desirable development values explicit and identify how to operationalise them in the lived social, cultural, political and economic context.

Forming engaged global citizens: A case study of the WUSC International Seminar

The concept of global citizenship has permeated the Canadian institutional landscape in recent years. Global citizenship is presented in contested and complex ways by academics, yet non-governmental organizations present it as a well understood, inherently positive, and unproblematic concept. The purpose of this study is to explore and contextualize the concept of “engaged global citizens” within youth-focused international development programs. Through a case study analysis of the World University Service of Canada’s International Seminar program, I examine Canadian post-secondary students’ understanding of global citizenship and explore the multiplicity of factors affecting their engagement. This study relies primarily on longitudinal interview data collected with a small sample of participants over a period of five months and a point-in time interview phase conducted with a larger number of participants while they were taking part in the International Seminar in West Africa.

A centralidade desse estudo está na intersecção da temática das organizações não governamentais com a do empoderamento. Primeiramente, fez-se uma retomada das discussões concernentes às organizações não governamentais, sua relação com o mercado e o Estado, envolvendo questões como a legitimidade e a representatividade das ONGs. A seguir, é feito um estudo sobre o empoderamento sob o ponto de vista teórico - através das principais abordagens conceituais, e sob o ponto de vista prático: por meio da análise das trajetórias de vida de lideranças de ONGs (com recorte de gênero e raça) e dos projetos dessas organizações que visam a promoção de empoderamento. O elemento diferencial em relação aos estudos anteriores, está na aproximação e no aprofundamento das reflexões entorno do tema “igualdade e diferença” quando aplicado ao empoderamento. / This study focuses on the intersection of the non-governmental organisations thematic and the empowerment´s one. Firstly, we have recaptured the discussions about non-governmental organisations, their relations with market and state, taking in account some questions like NGO’s legitimacy and representativity. After we have analised empowerment under the theoretical point of view – through the main conceptual approaches and under the pratical point of view: by analysing NGO leadership’s careers (considering both gender and race) and those organisations that promote empowerment. This study distinguish from the previous ones by getting closer and deeper from reflexions about the theme “equality and difference” applied to empowerment.

Os acordos e fóruns internacionais exigiam, cada vez mais, uma demonstração do resultado da ajuda ao desenvolvimento nos chamados países do Sul. Somado a isso, a partir dos anos 2000, o Brasil destaca no cenário internacional como uma “nação de renda média”, por conta da melhoria dos seus indicadores sociais e econômicos, questionando a capacidade do país em financiar seu próprio desenvolvimento, e, portanto, a continuidade do apoio da cooperação internacional. Estes fatores refletiram diretamente no financiamento dos projetos de ONGs brasileiras, muitas delas criadas e apoiadas, exclusivamente, com recursos da cooperação internacional. Diante disso, o objetivo desta dissertação é analisar as mudanças na cooperação internacional para o desenvolvimento e seus efeitos na sustentabilidade de ONGs brasileiras. Para análise dos dados, foram definidas as noções de sustentabilidade e escolhida as variáveis de estudo assumidas neste trabalho. Realizou-se uma pesquisa qualitativa, por meio da análise de documentos e entrevistas, com 4 organizações não governamentais. Os resultados apontaram que houve uma qualificação da equipe de trabalho destas ONGs para a captação de novas fontes de recursos e para adaptar-se às novas exigências de prestação de contas dos seus projetos. Por outro lado, houve uma redução da equipe de trabalho e certa precarização das relações trabalhistas. Novas estratégias de captação de recursos foram perseguidas, como a revisão da missão institucional, a busca de novas fontes de financiamento (empresas e governo) e ações de comunicação para aumentar a visibilidade da organização e atrair doadores. / International Cooperation for Development faced profound changes since the early 1990s. Agreements and international forums demanded evidence of effectiviness of development aid in recipients. In addition, over the 2000s, Brazil stood out in the international arena as an key player, due to the improvement of social and economic indicators, questioning the country's ability to finance its own development, and therefore the continuity of international cooperation in the country. These factors reflected directly in the financing of projects of Brazilian NGOs, many of them were created and supported exclusively with funds from international cooperation. This study aims to analyze the changes in international cooperation for development and its effects on the sustainability of Brazilian NGOs. This study was conducted by a qualitative research through the analysis of documents and interviews with four NGOs. The results showed na increase in qualification related to Fundraising and accountability. There was also a dicrease in number of team members and precarious labor relations. New fundraising strategies were pursued, such as the revision of the institutional mission, the search for other sources of finance (business and government) and communication activities to increase the organization's visibility and attract donors.

Public participation in the procedures under the Building Act Abstract This work deals with the participation of environmental NGOs in environmental decision-making with emphasis on the procedures under the Building Act. The purpose is to evaluate the level of public participation in the Czech Republic and assess whether it meets the international obligations. The protection of the environment relies on the activity of public authorities. However, the public participation also plays an important role in this matter. The public participation is a valuable tool of a democratic society, as it may help to protect the environment. The institute of public participation takes many different forms. The rights and duties related to the public participation may vary depending on its particular form. Natural and legal persons are both able to take part in decision-making of public authorities. Nevertheless, these two subjects have different position and may set up different claims in the administrative procedures. The institute of public participation is not regulated unanimously. Atores, interações e escolhas : a política de silvicultura na área ambiental no Rio Grande do Sul, 2004-2009

Esta dissertação analisa questões relativas às relações entre Estado e sociedade em processos de formulação e implementação de políticas públicas no Brasil, tomando como foco da análise o processo que resultou na política de silvicultura no estado do Rio Grande do Sul. Dois conjuntos de indagações orientaram o desenvolvimento da pesquisa. O primeiro diz respeito ao papel desempenhado por atores posicionados na esfera societal, especialmente as denominadas Organizações Não-Governamentais (ONGs) em processos de políticas públicas, e como estes atores se relacionam com agentes posicionados na esfera estatal. O segundo conjunto de indagações diz respeito à dinâmica de processos de políticas públicas marcados por alto grau de conflito, e as possibilidades de participação e influência efetiva de atores societais sobre seus resultados. Foi realizado um levantamento da literatura sociológica e da Análise de Políticas Públicas sobre o tema. Em seguida recorreu-se aos enfoques das chamadas “teorias sintéticas” do processo de políticas públicas, que destacam de um lado as dimensões dos atores, suas crenças e idéias, e de outro o papel dos contextos institucionais, e o impacto deste conjunto de fatores sobre os processos decisórios. Através de tais abordagens, se analisou uma política regulatória na área ambiental no estado do Rio Grande do Sul, referente à expansão da atividade de silvicultura na chamada “Metade Sul” do estado. Realizou-se a reconstituição da cadeia de eventos, desde a formação da agenda até as decisões finais que deram forma ao desenho da política. Observou-se que o processo da política pública foi fortemente condicionado tanto pelas “imagens da política” construídas pelos atores envolvidos quanto pela oposição entre a dinâmica eleitoral-partidária, “externa” à área ambiental, e a dinâmica dos especialistas, “interna” à área. As conclusões do estudo apontam para o fato de que as ONGs envolvidas no processo tiveram sucesso em influenciar de forma efetiva no desenho da política. Porém esta influência somente foi possível na medida em que atores provenientes do Ministério Público e do Poder Judiciário passaram a participar e influenciar no processo. Essa influência de “atores judiciais” resultou na constituição de um “subsistema de política pública”, onde a discussão sobre os rumos da política foi levada a cabo por atores dotados de recursos de expertise na área ambiental, com menor influência da lógica política partidária. / This dissertation examines issues concerning the relations between State and Society in processes of formulation and implementation of public policies in Brazil, focusing the analysis in a process that resulted in the forestry policy in the state of Rio Grande do Sul, Brazil. A survey of sociological literature and the area of public policy analysis on the topic. Then appealed to the approaches of so-called “synthetic theory” of the public policy process, which highlight the dimensions of one side of the actors, their beliefs and ideas, and the role of other institutional contexts, and the impact of all the factors on decision-making processes. Through such approaches, we analyzed a regulatory policy in the environmental area in the state of Rio Grande do Sul, referring to the expansion of forestry in the "southern half" of the state. We performed the reconstitution of the chain of events, since the formation of the agenda until the final decisions that shaped the design of policy. It was observed that the process of public policy was strongly influenced by both the "policy image" built by the actors involved as the opposition between partisan electoral dynamics, "external" to the environmental area, and the dynamics of the experts, “internal” to the area . The study's findings point to the fact that NGOs involved in the process have succeeded in effectively influencing the design of policy. But this was only possible influence insofar as actors from “Ministério Público” and the Judiciary have come to participate and influence the process. This influence of “judicial actors” has resulted in the formation of a “policy subsystem”, where the discussion about the course of policy was undertaken by actors endowed with resources of expertise in the environmental area, with less influence of actors connected to electoral politics.
