Aktérstvo Európskej únie na poli globálnej energetickej politiky: Prípad plynovodu Nabucco / Actorness of the European Union in the field of global energy policy: the case of Nabucco pipeline project

The aim of the master thesis is to evaluate the European Union's position in the field of global energy policy. The thesis adopts a concept of actorness which is then applied to the case of the Nabucco pipeline project. The concept aspires to respond to an unclear status of the EU as an entity of its own kind in an international system of states. The study is based on a Brattberg's and Rhinard's approach to actorness which specifies a number of variables. Their analytical framework allows us to assess the extent of EU actorness - the ability to act as an international actor. The particular variable that this thesis focuses on is vertical consistency. Vertical consistency in the academic sphere is regarded as a significant factor of actorness. It is also often considered as an insufficient element of an integrated approach of the EU - internal unity is inevitable for more effective joint policy. Energy policy of several Member States is examined in contrast with the EU energy policy as a whole. Own analytical framework is established due to the lack of information on vertical consistency in the literature. My master's degree thesis is about the premiere held at La Scala Theatre in Milan, Italy of Nabucco by Giussepe Verdi. This thesis is made up of two parts: a theoretical part and a practical part. The theoretical part introduces the life of Verdi, the background of the "birth" of the Opera Nabucco, and the historical background of the time. This section will also discuss the history of the Babylon Captivity, which is the background of Nabucco. The history of Korea and Italy when (ruled over) will also be compared. Lastly Va Pensiero sull ali doroate, the very important aria of Nabucco, is examined. This thesis includes research on three different Nabuccos performed in the last two years in many different countries. The first is a collaboration by the Opera House of Royal Covent Garden of Britain and La Scala Theatre of Milano in 2013. This opera is very abstract and modernized, and presented with minimalist staging and costume. The second was held on Vlaamse Opera in Antwerp, Belgium in 2013. This was an opera with very modern and fancy staging and costume like a musical compared to the first Nabucco. Also the opera was an adaptation of many problems of the present society. The third was a Nabucco performed in Kennedy Center by the Washington National Opera of Washington, U.S. in 2012. Beside the former two operas, it showed the quintessence of classic opera with an elaborate and magnificent scale of the stage, equipment, and costume. The three different recreations of Nabucco with historical accounts enabled me to work freely and more creatively. In the practical part, the overall concept of the recreation of Nabucco is shown. The concept describes how and when the inspirations come from, moreover the balance to the historical background tried. Compared to other works, the key concept is the contrast between two ethnic groups rather to the contrast between each character in the opera, and the traditional visual features of Jewish people used, as well as Babylon's. The main concept is the combination of historical and contemporary aspects. For example, in the case of Babylon, luxurious and decadent costumes partially inspired by the gold color of the Ishtar Gate used and in the case of Babylonian forces, the symbols that reminds one of Babylon attached to the present uniforms of military forces. Nabucco and his two daughters have significant differences. Abigaille is a woman with charisma and power, whereas Fenena is very thrifty and her mind is pure. Lastly, Zacharias and Ismael appear with typical Jewish costumes. The dramatical characteristics of opera is combined with the harmony of history and contemporary parts over the whole concepts of Nabucco. The costumes show the fundamental parts of people from each ethnic group over artistic factors.

A review of some theses, in particular about the placement of these individuals face the transformations of time, has opened space for dialogue among scholars and allowed new perspectives on the topic. Interested in this discussion, we focused on the relationship between intellectuals and the history of education, and the role of these in the process of modernization of society through educational bias. We propose the history of intellectuals as guiding this work, in the sense of finding out the ideas, trajectories and the social role assumed by intellectuals in the construction of the project of modernity. Particularly, we are interested in studying the role education played in the Joaquim Nabuco s political project, as a constitutional and fundamental national progress element. Based on this premise, we seek since then analyze his reformation projects and understand how it was conceived in order to civilize society and promote the sense of rational work. Therefore, we elected as a source for this study, the work of Joaquim Nabuco produced between 1879 and 1888, the initial and final years of his parliamentary career, conceiving it as a political agenda undertaken by Nabuco to Brazil. We take as our basic interpretation of Angela Alonso (2002), which suggests the existence of a reformist movement composed by the intellectuals generation of 1870, points the concepts of political opportunity structure, repertoire and community experience to support his argument. According to Alonso (2002), was from a structure of political opportunities and immersion into a community of experience that intellectuals generation in 1870 had appropriated the European repertoire in order to develop criticism to the imperial status quo. The productions of this generation configured a reform program for Imperial Brazil. It is in the light of the directions of Alonso (2002), that we situate the political project of Nabuco Joaquim for the Brazilian society in that period, seeing education as a basis for social (re)arrangement after the abolition, starting point, according to Nabuco, to the end of the moral backwardness and economic context in which the country was immersed. The education assume the transformational role and shaper of society that sought to be civilized, according to the European standard. The function that it assumed was to not only educate and train future workers, but also to educate a conscious subject, capable of forming an autonomous and consistent public opinion, basis of the exercise of citizenship. We understand yet, the existence of a network of sociability (Sirinelli, 2003) in which Nabuco was inserted and, thus, seek to situate the gestation of ideas this intellectual dialogue with their peers, which is consistent with his criticism of the decree Leôncio de Carvalho, one the most relevant documents of the late Empire. / A retomada das discussões sobre a atuação dos sujeitos nos anos finais do Império Brasileiro tem despertado o interesse de pesquisadores em diversas áreas de estudo como as ciências sociais, a história e também a educação. A revisão de algumas teses em especial, sobre o posicionamento desses sujeitos frente às transformações da época, tem aberto espaço para o diálogo entre os estudiosos e permitido novos olhares sobre o tema. Interessados nessa discussão, debruçamo-nos sobre a relação entre os intelectuais e a história da educação, e sobre a atuação destes no processo de modernização da sociedade, através do viés educativo. Propomos a história dos intelectuais como norteadora desse trabalho, no sentido de buscarmos as ideias, as trajetórias e também o papel social assumido pelos intelectuais na construção do projeto da modernidade. Particularmente, interessa-nos o estudo do lugar ocupado pela educação no projeto político de Joaquim Nabuco, enquanto elemento constituinte e basilar do progresso nacional. Com base nessa premissa, buscamos desde então analisar o seu projeto de reformas e compreender como ele foi pensado no sentido de civilizar a sociedade e promover o sentido do trabalho racional. Para tanto, elegemos como fonte para esse estudo, a obra de Joaquim Nabuco produzida entre 1879 e 1888, anos inicial e final de sua carreira parlamentar concebendo-a como a agenda política empreendida por Nabuco para o Brasil. Tomamos como basilar a interpretação de Ângela Alonso (2002) que, sugerindo a existência de um movimento reformista composto pela geração intelectual de 1870, aponta os conceitos de estrutura de oportunidades políticas, repertório e comunidade de experiência para fundamentar seu argumento. De acordo com Alonso (2002), foi a partir de uma estrutura de oportunidades políticas e da imersão em uma comunidade de experiência que os intelectuais da geração 1870 se apropriaram do repertório europeu, a fim de desenvolverem uma crítica ao status quo imperial. Suas produções configuravam um programa de reformas para o Brasil imperial. É à luz das indicações de Alonso (2002), que situamos o projeto político de Joaquim Nabuco para a sociedade brasileira do período, enxergando a educação como base para o (re) arranjo social posterior à abolição, ponto de partida, segundo Nabuco, para o fim do atraso moral e econômico no qual estava imerso o país. A educação assumiria o papel transformador e modelador da sociedade que se buscava civilizada, de acordo com o padrão europeu. A função que esta assumia era não apenas o de instruir e capacitar o futuro trabalhador, mas também o de educar um sujeito consciente, capaz de formar uma opinião pública autônoma e consistente, base do exercício da cidadania. Compreendemos ainda, a existência de uma rede de sociabilidades (Sirinelli, 2003) na qual Nabuco esteve inserido e assim, buscamos situar a gestação de ideias desse intelectual em diálogo com seus pares, o que coaduna com sua crítica ao Decreto Leôncio de Carvalho, um dos documentos mais relevantes do final do Império.

Hungary - EU - Russia : multilaterally versus bilaterally defined interests in Hungarian natural gas policy

The master thesis analyzes the natural gas policy of Hungary in light of the duality in its international context. Hungarian decisions regarding energy policy are directly influenced by the EU through the country's membership and subscription to the Union's multilateral framework, but are simultaneously affected by the bilateral relationship with the key supplier of natural gas, Russia. This duality is analyzed as embodied in two natural gas pipelines projects, Nabucco and South Steam, both including Hungary as a transit country, but serving different interests. The study finds that the multilaterally defined community interests - although of increasing importance - do not prevail over bilaterally articulated interests with Russia in the field of energy.

This thesis deals with the Czech Presidency of the Council of the European Union in the first half of 2009 in terms of energy and energy security. In the introductory theoretical part the notion of "energy security" is defined and the chapter analyzes energy in the EU primary law too, including jurisdiction of the issue to a particular Union's institutions. In the practical part of the thesis the priorities of the EU in energy and energy security are described and steps that CZ PRES made to increase EU energy security are analyzed. Particular emphasis is placed on the gas crisis and the general supply of gas, which played during the Czech Presidency a significant role. Final chapters focus on the shift in the EU's energy security during the forthcoming Swedish and the Spanish Presidency.

Die Dissertation besteht aus drei unabhängigen Essays zur Anwendung der kooperativen Spieltheorie auf den internationalen Erdgashandel. Das internationale Erdgasnetz wird von einem stilisierten quantitativen Modell dargestellt, welches aus den wichtigsten Produzenten, Verbrauchern, Pipelines und LNG-Terminals besteht. Die Koalitionsfunktion berücksichtigt wesentliche Merkmale des internationalen Gashandels und schildert die Abhängigkeiten zwischen den Akteuren. Das Spiel wird mit dem Shapley-Wert und dem Nukleolus gelöst, welche alternative Indizes für die Darstellung der Machtstruktur sind. Kapitel 1 versucht die Interessen der Spieler in drei Pipeline-Projekte, d.h. Nord Stream, South Stream und Nabucco, zu rationalisieren. Das Kapitel ordnet die Investitionen in die neuen Pipelines ihren Auswirkungen auf die Verhandlungsmacht der Akteure zu und zieht dabei Rückschlüsse auf die Aussagekraft der Lösungskonzepte. Der Shapley-Wert rechtfertigt die jüngsten Investitionen in die Pipelines als rationale Versuche, die Machtstruktur zu verändern. Im Gegensatz zum Shapley-Wert kann der Nukleolus die empirischen Beobachtungen nicht nachbilden. Kapitel 2 studiert Pipeline-Projekte im zentralasiatischen Raum. Die Ergebnisse erklären die Unterstützung der zentralasiatischen Länder für eine nach China verlaufende Pipeline statt einem nach Europa führenden Projekt, und zeigen, dass die Konkurrenz zwischen China und Europa für das zentralasiatische Erdgas vernachlässigbar ist. Kapitel 3 untersucht die bedeutendsten Entwicklungen in Angebot und Nachfrage im globalen LNG-Markt sowie deren Einfluss auf die Machtstruktur im eurasischen Erdgashandel. Die Entwicklungen kommen den europäischen Verbrauchern deutlich zugute, aber scheitern dabei, die Macht der etablierten Anbieter um Europa, beispielsweise Russlands, einzudämmen. / The dissertation contains three independent essays on the application of cooperative game theory on the international natural gas trade. The international natural gas network is represented by a stylized disaggregated quantitative model consisting of its major producers, customers, trunk-pipelines and LNG terminals. The value function considers essential characteristics of the international gas trade and characterizes the interdependencies between the major actors. The game is solved with the Shapley value and the nucleolus as alternative indexes for capturing the power of different players. Chapter 1 aims to rationalize players'' interest in the three pipeline projects, i.e., Nord Stream, South Stream, and Nabucco. The chapter relates the investments into the new pipelines to their impact on the power structure and thereby makes conclusions about the explanatory power of the solution concepts. While the Shapley value can explain the recent investments in the new pipelines as a rational attempt to alter the power structure in the network, the nucleolus, in contrast, fails to replicate the empirical evidence. Chapter 2 studies pipeline options of the Central Asian countries aimed at diversifying their transit routes and export markets. The results explain the Central Asian countries'' endorsement for an eastbound pipeline to China rather than a Europe-bound option, and show negligible demand competition between China and Europe for Central Asian supplies. Chapter 3 investigates major supply and demand developments in the global LNG market as well as their impact on the power structure in the Eurasian natural gas trade. The developments benefit European consumers significantly, but barely curtail the power of the established suppliers in close proximity to Europe, such as Russia.

Master thesis "Czech Republic and its connection to new LNG terminals - strengthening of the gas security" examines the level of gas security in the Czech Republic. Dependency of the Czech Republic on gas supplies from foreign countries is almost 100 %. Russian federation is dominant supplier with roughly 75 % of the supplies. High dependency on one exporter is considered hazardous from energy security perspective. The Czech government should strive to change and improve this situation. The diversification is considered as a useful tool to improve the gas security. Currently there are new gas projects built in neighboring countries, which may influence energy security of the Czech Republic. The study researches the impact of these new projects on the Czech Republic. Namely we focused on gas pipeline Nord Stream and its Czech connection Gazelle, which will connect North Germany and Bavaria through the Czech Republic. Second project is gas network called "the North - South Corridor" connecting Baltic and Adriatic Sea. The North - South corridor may be potentially linked up to the new LNG terminals Świnoujście in Poland or Adria in Croatia.
