The Common Security and Defence Policy of the European Union and its Effect on Sweden's and Austria’s Basic Officer Education : a Comparative Approach

Background: In 2009, the European Union (EU) adopted the Common Security and Defence Policy (CSDP). This contributed to an already on-going change amongst the armed forces of the Union. No previous research has examined how the skills required of young officers in the EU are taught at the Basic Officer Education within either Sweden or Austria. Purpose: This thesis examines to what extent the skills needed of young officers in a CSDP-environment are taught during the Basic Officer Educations in Sweden and Austria. The purpose is to conclude if the Swedish and Austrian Basic Officer Educations are complying with the political wills of their respective countries, to adapt their armed forces to the EU and CSDP. Method: The author compares the Swedish and Austrian Basic Officer Education by examining curriculums and syllabuses, as well as conducting expert interviews with officials at the schools and comparing the results. The educations are examined based on how they educated the concept of CSDP and how interoperability and a European culture of defence are promoted. Conclusion: The results show that both Sweden and Austria educate their cadets in the CSDP and take measurements to promote interoperability and a European culture of defence. The results suggest that Austria does so to a further extent. Based on the results, the author suggests increased exchanges, Pooling &amp; Sharing during Basic Officer Education and further developments towards a common European Basic Officer Education. / <p>Erasmus</p>

This work narrates a qualitative sociological exploration with auto-ethnographic underpinnings. It deals with the South African Truth and Reconciliation Commission (SATRC) as a contextual case among others. The thesis seeks to answer the question of whether countries following a TRC route did better than those that did not use TRCs, when it comes to establishing civil control over the military. The author's exposure and involvement in the process as participant, participant observer, observer participant and observer inform the study. Knowledge management practices at the Department of Defence in South Africa

Defence organisations have now significantly developed and in the process they have applied various measures to sustain their progresses and encourage innovation. One of those measures is by embarking on KM programs. KM in military is seen as a strategic approach to achieving defense objectives by leveraging the value of collective knowledge through the process of creating, gathering, organizing, sharing and transferring knowledge into action. It is through proper knowledge management practices that an organisation embraces and manages its knowledge generation, knowledge acquisition, knowledge organisation, knowledge storage, transfer, knowledge sharing, and knowledge retention. The purpose of this study was to investigate knowledge management practices in the Department of Defence (RSA). The objective of the study was to find out how the department appreciates, understands, interprets and handles its knowledge. This study employed triangulation method to present trustworthiness of both qualitative and quantitative research approaches using positivist research design. Questionnaires, interviews and document analysis were employed to collect data. In order to arrive at the number of participants who received the questionnaires, a probability sampling method called stratified random sampling was used as well as purposive sampling. When setting up a study, it was essential to review the research identified in the literature review and to determine whether there is anything relevant to the research design of the proposed study. The study found that knowledge management was hardly understood generally in the department and was not an approach used and institutionalised for the benefit of the organisation. However there was embedded knowledge management appreciation from a few staff members in the department, only managing their own knowledge regarding learning, capturing and storage. Additionally there is a significant number of staff members who believe knowledge management is a way to go in the future and strongly believe their Defence Department needs to adopt a comprehensive and inclusive KM approach. / Information Science / M.A. (Information Science)

A critical analysis of the crime prevention role of the military police division in the South African National Defence Force (SANDF)

The purpose of this research study was to offer a critical analysis of the crime prevention role of the MPD in the SANDF. A recent development in SA where military personnel are deployed to quell acts of violence and xenophobic attacks, makes this requisite and pertinent research. A qualitative research method was adopted, which goes well with the pragmatist worldview. A pragmatist worldview affords researchers the flexibility to choose the type of technique, method and procedures to be utilised in the research study. A literature review was conducted, followed by interviews with members of the MPD. The researcher interviewed a total of 23 members from the MPD. These members were chosen based on their experience and knowledge as military police officials. The data received from participants was analysed using a computer software programme called Atlas.ti. The findings of this research study revealed that crime prevention in SA is the responsibility of the SAPS, not the SANDF. The defence force can be deployed as a last resort in extreme cases when the SAPS are not able to contain the situation. Members of the defence force are not trained to deal with matters of maintenance of law and order. However, the defence force has its own crime fighting component in the form of the MPD, which can perform policing functions anywhere and at any time as long as it is aimed at enforcing the Defence Act (Act 42 of 2002). The conclusion reached by this research study is that MPD members must be capacitated in terms of both human resources and training so that they are able to deal effectively with crime within the SANDF. In an effort to address crime within the SANDF, the study proposes a model that supports the interaction between various role players in crime prevention. / Injongo yalolu cwaningo ukuhlolisisa nokuhlaziya igunya namandla okuvikela ubugebengu embuthweni wezokuvikela wase Ningizimu Afrika. The applicability of procedural fairness to actions by members of the South African National Defence Force

The dissertation examines the applicability of procedural fairness to actions by members of the South African National Defence Forces (SANDF). The research focuses on and uses the South African Defence Force Union v The Minister of South African National Defence Force (SANDU 2010 judgment) to illustrate how procedural fairness should find application in the SANDF, given the sui generis nature of the defence forces. This judgment presented an opportunity to investigate whether the legislative framework that is available in the SANDF is adequate to protect the right to procedural fairness of the members of the SANDF encapsulated in section 33 of the Constitution, 1996. The dissertation examines the relevant sections of the Defence Act, Military Discipline Supplementary Measures Act, Labour Relations Act (LRA), and the Promotion of Administrative Justice Act (PAJA) read with sections 23 and 33 of the Constitution to determine whether there is a gap that exists in so far as the protection of the right to procedural fairness of members of the defence forces is concerned. It also examines the Military Discipline Code and the rules and regulations of the Defence Forces. The analysis of the SANDU 2010 judgment demonstrates that PAJA could find application in dismissal or employment related disputes within the SANDF. The scenario that is evidenced from the analysis of the defence force legislative framework is that the legislative framework that is available within the SANDF is inadequate to protect and deal with disputes which arise from allegations of infringement of the right to procedural fairness. This scenario is compounded by the fact that the LRA which is the empowering legislation that was promulgated to give effect to the right to section 23 of the Constitution and to deal with dismissal and employment related disputes, does not apply to members of the SANDF. / Public, Constitutional, and International Law / LL. The critical analysis of the role of the military police in crime prevention

MPD is an entity within the SANDF responsible for maintaining law and order, prevent and combat crime, investigates criminal cases or alleged within the DoD. The role of the MPs has changed drastically over the past years especially after the integration of the non-statutory and statutory forces with all changes in crime growth increased in South Africa and affected the DoD. This led to the MPD shifting from disciplinary crime prevention issues to criminal crime prevention, as the basic mission of the police is to prevent crime and disorder. MPs form part of the police agencies that are within South Africa, the uniqueness of the MPs they operating within the SANDF but they cannot be isolated from the complicated growing crime phenomenon that affects the whole South African community. As crime prevention is the catchphrase for all the police agencies and government departments, it is imperative for the MPs to align its crime prevention to the modern policing. This study gives a comprehensive explanation of what crime prevention is, from the literature reviewed relevant to the study, with the aim to critically analyse the role of the MPs in crime prevention within the military proclaimed environment. The researcher collected data in the form of unstructured interviews, documents and literature. Collected data was transcribed; larger text was broken into smaller segments, coded and then selected into themes. Participants had different views of the understanding of the meaning of crime prevention and different comprehension of the MPs crime prevention guideline and procedures. FRANTIŠEK MACHNÍK - život agrárního politika a ministra národní obrany / FRANTIŠEK MACHNÍK - The life of Agrarian politician and minister of the national defence

Submitted diploma thesis brings the life fates of František Machník, last political minister of the national defence of the first Czechoslovak republic. He was one of the political symbols of the army in 30´s as the representative of the Agrarian party. He soon found that the possible new army conflict among nations could be very real. The whole European effort of keeping Versailles´ peace system was absolutely desperate. Machník became propagator of the nation´s military ability, he popularized the army in the public view and he inspired thousands of people for her. He gave her technic and institutional laws. He was interested in the financial support of the building of the border´s fortification. This diploma work tries as first to map Machník´s life from the very beginnings over his studies, teacher´s and school director´s career and MP activities. It looks on his early enter to the Agrarian party and his work for Agrarian academics. The three - years ministerial career emphasizes two important moments - the law of the national defence and Machník´s decree. WWII brought him first suffering - the Gestapo investigation and then he was sentenced to death and this was changed to life imprisonment. The author of this work is also interested in Machník´s postwar investigation and trial by the National Court in the year 1947. It was followed with the communistic trial in 1952 and 5 years imprisonment. The end of the thesis concentrates on the sad Machník´s retirement after the amnesty in 1953.

A psychological well-being profile for junior leaders in the South African National Defence Force / A psychological well-being profile for junior leaders in the SANDF

The research focused on constructing a psychological well-being profile for flourishing practices for junior leaders by establishing the relationship between junior leaders' dispositional attributes (emotional affect, career orientations, and organisational commitment) and the flourishing attribute (positive psychological functioning). A nonprobability purposive sampling quantitative method was applied to a sample of South African National Defence Force (SANDF) personnel in Gauteng (N = 458) at junior leadership levels to explore the statistical relationship between their dispositional attributes (emotional affect, career orientations, and organisational commitment) and the flourishing attribute (positive psychological functioning) attribute. Multiple regression analyses indicated the dispositional attributes with the exception of emotional affect as significant predictors of the flourishing variable. The structural equation modelling (SEM) indicated a good fit of the data with the correlation-derived measurement model. Moderated hierarchical regression analyses indicated that age, race, gender and years of service as significant moderators of the relationship between the participants‘ dispositional attributes (emotional affect, career orientations and organisational commitment) and flourishing (positive psychological functioning) attribute. Tests for mean differences discovered that participants differed in terms of their age and race. The study made a significant contribution to the bulk of knowledge in the field of Industrial and Organisational Psychology. On a theoretical level, the study deepened the understanding of the individual and cognitive, affective, conative and relations management dimensions of the hypothesised psychological well-being profile. On an empirical level, the study developed an empirically tested psychological well-being profile that informs flourishing practices for individual junior leaders and organisational levels. On a practical level, dispositional and flourishing practices that inform the dimensions of the psychological well-being profile were recommended. / Industrial and Organisational Psychology / Ph. D.
