Este trabalho discute os microfundamentos do financiamento de projetos orientado à construção naval no Brasil, tendo como base de comparação práticas adotadas em outros países. A experiência brasileira é tratada metodologicamente como um \"estudo de caso\". Este procedimento se justifica em razão da natureza complexa do problema da pesquisa, importância do contexto na tomada de decisão por parte dos agentes envolvidos (armador, estaleiro, órgãos governamentais, órgãos de financiamento, etc.), escassez de informações estatísticas e escassez de estudos direcionados ao tema. A modelagem proposta abrange dois enfoques complementares. O primeiro toma como base um conjunto de indicadores econômico-financeiros de empresas de armação nacionais e estrangeiras. O objetivo é comparar a estrutura de capital das empresas de navegação nacionais e estrangeiras. Os resultados são confrontados com opiniões de agentes ligados ao setor a fim de verificar se as dificuldades no financiamento possuem relação com as causas explicitadas. Estes foram obtidos a partir de um extenso banco de dados elaborado durante a pesquisa e são analisados á luz de princípios que regem a concessão de financiamentos, incluindo critérios seguidos pelo BNDES no repasse de recursos do Fundo da Marinha Mercante (FMM). As informações geradas são confrontadas com opiniões de diretores financeiros de empresas de armação nacionais, obtidas por meio de entrevistas realizadas ao longo do desenvolvimento do projeto. Essa investigação é complementada pelo posicionamento de especialistas vinculados às associações classistas que atuam ao setor. O intuito é apontar e discutir a percepção destes atores sobre os obstáculos do financiamento local. O segundo enfoque, ainda baseado nas informações contidas no banco de dados e nas entrevistas realizadas no âmbito da pesquisa, estabelece um modelo, baseado na teoria financeira, destinado a avaliar o nível de atratividade do financiamento setorial. A determinação do modelo tem como ponto de partida a estimação da taxa de retorno setorial por meio da aplicação de técnicas econométricas de cointegração sobre dados de ações de 44 empresas de transporte marítimo e índices de mercado obtidos juntos ao New York Stock Exchange (NYSE). O modelo proposto e executado por meio de simulação computacional é também alimentado por parâmetros das estruturas de financiamento de diversos países e estatísticas que captam os respectivos níveis de risco associados à transferência de recursos. Quando executado, o modelo considera e compara uma operação de financiamento feita por uma empresa de transporte local para a construção de uma embarcação em estaleiro nacional a qual submete a proposta a diferentes linhas de financiamento. O procedimento adotado confronta a estrutura de financiamento brasileira com as praticadas no Japão, Coréia do Sul, Alemanha, Noruega, China e EUA. O grau de atratividade do financiamento local é resumido por meio de índices de atratividade gerados pelo modelo. O estudo termina discutindo os resultados da modelagem e apresentando uma síntese de microfundamentos que orientam o financiamento destinado à construção de embarcações. / This dissertation presents the micro foundations of the naval construction project finance in Brazil, as it can be compared to practices of other countries. The Brazilian experience is treated methodologically as a \"study case\". This procedure is justified due not only to the exploratory nature of the research question on a quite complex subject but also to the relevance of the decision making process of major actors involved (shipowner, shipbuilder, regulatory agency, financial agencies, etc.), scarcity of data, information and other previous specific studies. The methodology developed has two complementary perspectives. The first takes as its base a set of economic and financial indicators of Brazilian and foreign merchant marine firms. The indicators were obtained through an extensive data collection undertaken during this research and are analyzed by the same parameters used by the National Economic and Social Development Bank - BNDES in its loan mechanisms to the Marine Merchant Fund - FMM. The information is then submitted to an analysis of financial executives of naval construction firms and leaders of entrepreneur\'s organizations, by means of structured interviews. The objective is to point out and discuss the perception of these important actors on the structural constraints of the Brazilian financial system. The second perspective, based on the data collected and on the interviews realized, establishes a theoretical finance simulation model to measure how attractive are the investments in the naval sector. The model is specified through the estimation of the rate of return in the sector. Cointegration econometric techniques are applied to data of 44 marine transportation firms, utilizing market indicators obtained in the New York Stock Exchange (NYSE). The model is also fed by parameters of several countries\' financial structure as well as statistics that capture the risk level in each case. The model considers and compares one project submitted by a single firm to different financial lines. The adopted procedures are able to compare the Brazilian structure of finance to the practices undertaken in Japan, South Korea, Germany, Norway, China and United States. The degree of attraction of the local financial system is summarized by a system of \"attraction index\" generated by the model. The study ends up with a discussion of the outputs of the model and presents a synthesis of the micro foundations that should subsidy the naval construction industry.

The Construction of Airfields during the New Georgia Campaign of 1943-44: Lessons Learned by the United States Naval Construction Battalions.

Prevalent depictions of United States Naval Construction Battalions (Seabees) were engendered by John Wayne in The Fighting Seabees and the musical, South Pacific. While capturing the ingenious determination that birthed their motto '˜Can Do', these incomplete pictures don't portray the complexity of construction under combat conditions in a harshly unforgiving and demanding environment. The Seabee's first combat landing was New Georgia. In six months, these battalions built five airfields, granting Allied forces air superiority over the Solomon Islands and Rabaul. Battalion records stored at the Naval Facilities Command Archives, Port Heuneme, California, combined with documents from the National Archives, provided source materials. This thesis examines the construction operations undertaken at New Georgia that were the proving grounds from which future construction methodology stemmed. This campaign tempered the men, techniques, and equipment necessary for Pacific construction. The true heart of the Seabee's was forged by the lessons learned at New Georgia.

Arquitectura y tecnología en el diseño del estándar mercante bergantín

Análisis de los aspectos relativos a la metodología seguida para la construcción de los bergantines mercantes españoles bajo los diferentes patrones de construcción así como el estudio de la evolución d este tipo de embarcación a través de diferentes tendencias y modelos a lo largo de su historia, en España en otros países. La tesis compara el bergantín de la armada con el Bergantín mercante, digitaliza las piezas que forman la estructura del Bergantín y resuelve su ensamblaje para conseguir una estructura eficaz. Se simula y modeliza de manera virtual y real a escala los datos obtenidos en diversos planos para determinar la arquitectura y tecnología utilizadas en su construcción, se efectúa una modelización del Bergantín y se hacen calculo de estabilidad, se simulan olas diferentes una modelización del Bergantín y se hacen cálculos de estabilidad, se simulan olas diferentes y se analiza el comportamiento estructural del Bergantín bajo dichas condiciones de mar se muestran datos del arqueo tradicionales y se comparan con métodos actuales. / Analysis of ussues relating to the methodology fllowed for the construction of the spanish merchant brigs under different systems of construction as well as the study of the evolution of this type of vessel through different trends and models along their history and on other countries. This works compares the navi brig with the merchant brig, creates the individual elements of the hull and resolvers their assemblies to get an effective structure. Data from different plans are simulated and modeled in a virtual way and to real scale in order to determine the architecture and thecnology used in her construction. A model of the brig is completed and stability calculations are carried out. Different waves are simulated to analize the brig structural behavior under those sea conditions. Old register tonnage is calculated and compared with modern methods.

La construction navale au XVIème siècle en Méditerranée : l’apport de l’épave de la Mortella III (Saint-Florent, Haute-Corse) / The shipbuilding of the 16th century in the Mediterranean : the contribution of the Mortella III shipwreck

Au XVIème siècle, la construction navale méditerranéenne - en particulier italienne - est réputée pour sa qualité. Cette culture technique est héritée d’une tradition séculaire transmise oralement de génération en génération. Mais elle est aujourd’hui en grande partie méconnue car, à la rareté de la documentation écrite s’ajoute la pauvreté de la documentation archéologique. La découverte des épaves de la Mortella (Saint-Florent, Hte-Corse) en 2005 et 2006, et l’entreprise d’un programme de fouille sur l’une d’entre elles - la Mortella III - en 2010 mettant en évidence une architecture du XVIème siècle de tradition méditerranéenne, offre la perspective de contribuer à combler ces lacunes. En étudiant les données archéologiques issues des cinq campagnes de fouilles réalisées sur cette épave, notre travail de recherche se fixe comme objectif essentiel la mise en évidence de « marqueurs » qualifiés d’ « empreintes techniques » et « architecturales » susceptibles de contribuer à la définition d’un modèle de construction navale au XVIème siècle en Méditerranée, tel que la recherche archéologique a commencé à en esquisser les traits à partir des années 80. Dans cette perspective, l’analyse se base sur des comparaisons avec les données archéologiques d’autres épaves de la période. Elle s’appuie par ailleurs sur les références apportées par les sources écrites ainsi que l’iconographie. Enfin, les recherches documentaires qui ont été menées en marge du travail d’archéologie ont permis de rattacher les épaves de la Mortella à leur histoire, en l’occurrence aux guerres d’Italie de l’année 1527. Dans ce sens, l’étude archéologique - qui demeure l’épicentre de cette thèse - est utilement complétée par la recherche historique. / During the 16th century, the Mediterranean shipbuilding –especially in Italy– was renowned for its quality. It held a technical culture inherited by an ancient tradition that had passed down orally from one generation to the next. But today it is largely unknown, since, to the scarcity of documentation in writing, is added a poor archaeological documentation. The discovery of the Mortella shipwrecks (Saint-Florent, Upper Corsica, France) in 2005 and 2006, and the programme of archaeological excavations of one of them –the Mortella III– undertaken in 2010, highlight an architecture from the 16th century that belongs to the Mediterranean tradition and offer the prospect of contributing to fill the existing gaps. After studying the archaeological data from the five excavation campaigns done on this wreck, our research sets as key goal identifying ‘indicators’ such as ‘technical and architectural traits’ which can contribute to the definition of a model of shipbuilding from the 16th century in the Mediterranean, initiated by previous archaeological research started in the eighties. In this perspective, the analysis is based on comparisons with archaeological data from other wrecks of that period. Moreover, it also relies on the references provided by the written sources, as well as the iconography. Finally, the archival researches undertaken in the margins of the archaeological work have allowed to link the wrecks of the Mortella to their history, in this case to the Italian wars of 1527. In this regard, the archaeological study –which remains the epicenter of this thesis– is usefully supplemented by the historical research.
