Spatial Analysis of Residential Development and Urban-Rural Zoning in Baltimore County, MarylandGriffin, Alexander C. 2011 August 1900 (has links)
Over the past half-century, Baltimore County, Maryland has experienced various policy measures that have shaped development patterns. This thesis analyzes three spatially explicit parcel-level models of residential development in Baltimore County to examine the effects of land-use regulations on multiple density classes from 1996 to 2008. The first model analyzes the entire county, while the second analyzes areas outside the county urban growth boundary, while the third model studied areas inside the boundary. While this region has been previously analyzed, prior studies have generally ignored policy affects upon the density of new residential subdivisions. The use of a binary dependent variable, i.e. develop or not develop, represents a critical oversight as this assumes policy measures exert a uniform impact across all development types. This study addressed this issue with the literature by using a multinomial logit model to differentiate the effects of various development policies to better understand residential growth. The objective of this research is to determine what factors influence individual landowner's decision to convert an undeveloped property to residential use. The impacts of rural conservation (RC) zoning and urban growth boundaries (UGB) comprise the prominent land-use regulations analyzed in this study.
The empirical estimates provided significant evidence that maximum density zoning effectively limits the density of new residential development in almost every model. Other policy measures, mainly rural legacy areas and critical areas, were generally found to be ineffective at limiting growth. This research concludes that maximum density zoning comprises the strongest tool for limiting development to a density mandated by the county government. Finally, maps depicting the predicted probability of development at two densities are included and discussed to indicate the areas most likely to be subdivided for residential land use.

Since the formal announcement of the guiding principles of sustainable development in the 1999 Policy Address, sustainable development has become a hot topic in various industries. Housing management is one of the fields that sustainable development principles could be taken place. It was believed that the diversified job natures of housing management give potential opportunities to enhance sustainable development. The aim of the project is to find absent the potential roles of housing manger in contributing the sustainable development.
Before applying the concept of sustainable development into housing management, in order to study the rationale behind this concept, the emerge of this idea and its historical development would be discussed.
While the functions of housing manager were differentiated in different countries and different properties, the fundamental job function would be discovered, followed by the evolution of change till the modern century.
To investigate the prospective relationships between the living environment and sustainable development, residential property was chosen as the scope of this study. Six residential apartments with different scales and different management structures were selected for case studies. It was found that there are numbers of opportunities for housing manager to enhance the sustainable development in the housing estates, while most of these opportunities were related to the job functions of housing manager.
The study found that housing manager could be a good facilitator to integrate the effort of all stakeholders in constructing a sustainable living community. / published_or_final_version / Housing Management / Master / Master of Housing Management

Ethnic residential segregation is a phenomenon that is increasing in prevalence in Swedish societies. Integration is a major challenge in both large and small municipalities. The purpose of this study was to analyze how some Swedish municipalities work to counteract ethnic residential segregation and promote integration, both spatially and in society. A qualitative document study has been made of the four selected municipalities' planning documents, in order to gain an understanding of how ethnic residential segregation can be counteracted by means of urban planning and integration strategies. The municipalities selected are Örebro, Umeå, Borlänge and Luleå, which have varying degrees of ethnic residential segregation. The analysis shows that the subject is very complicated and that there are many factors to consider. In addition to well-thought-out urban planning, short-term solutions for integration into society are also required, which municipalities should take a position on, in the form of developed integration efforts. This can be decisive for how quickly and well immigrants are integrated into Swedish society. Finally, it is concluded that more research is needed on how municipalities should work to promote integration in communities already suffering from ethnic residential segregation.
