Ten Years After 9/11: the Structure and Use of Intelligence Units in Local Policing

The events of September 11, 2001 marked a paradigm shift in the strategy within all levels of law enforcement in the United States. Intelligence became the watchword of the day and with it, the movement to incorporate strategic and tactical information in daily policing. Yet while the philosophy was clear, the method and manner to which agencies were left to achieve these goals was much less designed. The federal government allocated funds to assist help agencies incorporate an intelligence function in their daily operations but which agencies and to what degree remains unclear even today. This study seeks to determine the current state of use of intelligence in municipal law enforcement agencies in the State of Texas ten years after 9/11. Through use of a survey, it assesses the frequency of use of intelligence units in local police departments in the State of Texas, identifies commonalities in their structure, and determines the state of their effectiveness.

Ce travail porte sur le développement d’une nouvelle méthode numérique intitulée « Meshless local Petrov Galerkin (MLPG) combinée à la méthode des volumes finis (MVF) » appliquée au calcul de structures. Elle est basée sur la résolution de la forme faible des équations aux dérivées partielles par une méthode de Petrov Galerkin comme en éléments finis, mais par contre l’approximation du champ de déplacement introduite dans la forme faible ne nécessite pas de maillage. Seul un ensemble de nœuds est réparti dans le domaine et l’approximation du champ de déplacement en un point ne dépend que de la distance de ce point par rapport aux nœuds qui l’entourent et non de l’appartenance à un certain élément fini. Les déformations et les déplacements sont déterminés aux différents nœuds par interpolation locale en utilisant les moindres carrés mobiles (MLS). Les valeurs des déformations aux nœuds sont exprimées en termes de valeurs nodales interpolées indépendamment des déplacements, en imposant simplement la relation déformation déplacement directement par collocation aux points nodaux. La procédure de calcul pour cette méthode est implémentée dans un programme de calcul développé sous MATLAB. Le code obtenu a été validé sur un certain nombre de cas tests par comparaison avec des solutions analytiques de référence et des calculs éléments finis comme ABAQUS. L’ensemble de ces tests a montré un bon comportement de la méthode (environs 0.0001% d’erreurs par rapport à la solution exacte). L’approche est étendue pour l’étude des poutres minces et pour l’analyse dynamique et stabilité. / This work concerns the development of a new numerical method entitled “Meshless Local Petrov- Galerkin (MLPG) combined with the Finite Volumes Method (FVM)” applied to the structural analysis. It is based on the resolution of the weak form of the partial differential equations by a method of Petrov Galerkin as in finite elements, but the approximation of the field of displacement introduced into the weak form does not require grid. The displacements and strains are given with the various nodes by local interpolation by using moving least squares (MLS). The values of the nodal strains are expressed in terms of interpolated nodal values independently of displacements, by simply imposing the strain displacement relationship directly by collocation at the nodal points. The procedure of calculation for this method is implemented in a computer code developed in MATLAB. The developed code was validated on a certain number of test cases by comparison with analytical solutions and finite elements results like ABAQUS. The whole of these tests showed a good behaviour of the method (about 0.0001% of errors in compared to the exact solution). The approach is also extended for the study of the thin beams and the dynamic analysis and stability.

On the local Langlands correspondence: New examples from the epipelagic zone

Thesis advisor: Mark Reeder / This thesis contributes to the proof of the conjectural local Langlands correspondence in the case of small residue characteristic. Let G be an absolutely simple split reductive group over a finite extension k of ℚ_p. To each point in the Bruhat-Tits building of G(K), Moy and Prasad have attached a filtration of G(K) by bounded subgroups. In the first main result of this thesis we give necessary and sufficient conditions for the first Moy-Prasad filtration quotient to have stable functionals for the action of the reductive quotient (this result is joint with Jessica Fintzen). Our work extends earlier results by Reeder and Yu, who gave a classification in the case when p is sufficiently large. By passing to a finite unramified extension of k if necessary, we obtain new supercuspidal representations of G(k) when p is small. Next we consider G = G₂. For this case we explicitly describe the locus of stable functionals on the first Moy-Prasad filtration quotient for every point in the Bruhat-Tits building. Our description is in terms of the invariant theory of SL₂ x SL₂. This allows us to construct a previously unknown representation π of G₂(ℚ₂) using the construction of Reeder-Yu. We then prove that there exists a unique Langlands parameter that satisfies the local degree conjecture of Hiraga, Ichino, and Ikeda with respect to π. The method consists in an approach using valuation theory and this dissertation is based on the paper [NS], by Novacoski and Spivakovsky, which consists in reduce the proof of local uniformization for all cases to prove only the cases of rank one.

Estudamos suas várias propriedades tais como teoremas de anulamento e de não anulamento, e Artinianidade. Também fazemos sua conexão com a homologia e cohomologia local usual. Introduzimos uma generalização da noção de largura de um ideal sobre um módulo aplicando o conceito de módulo de homologia local com respeito a um par de ideais. Também introduzimos o conceito de um módulo co-Cohen-Macaulay para um par de ideais, o qual é uma generalização o conceito de um módulo co-Cohen-Macaulay. Para finalizar, introduzimos o limite inverso de homologia local, e estudamos algumas de suas propriedades, analisamos a sua estrutura, o anulamento, não anulamento e Artinianidade. / In this work, we introduce a generalization of the notion of local homology module of a module with respect to an ideal, which we call of local homology module with respect to a pair of ideals. We study its various properties such as vanishing and nonvanishing theorems, and Artinianness. We also do its connection with ordinary local homology and cohomology. We introduce a generalization of the notion of width of an ideal on a module applying the concept of local homology module with respect to a pair of ideals. Also we introduce the concept of a co-Cohen-Macaulay module for a pair of ideals, what is a generalization of the concept of a co-Cohen-Macaulay module. To finish, we introduce the inverse limit of local homology, and we study some of its properties, we analyze the their structure, the vanishing, non-vanishing and Artinianness.
