A force for Federation: international exhibitions and the formation of Australian ethos (1851-1901)

In 1879 the British Colony of New South Wales hosted the first international exhibition in the Southern Hemisphere. This was immediately followed by the Melbourne International Exhibition of 1880 in the colony of Victoria and the success of these exhibitions inspired the Melbourne Centennial Exhibition, which was held in 1888 to celebrate the centenary of white settlement in Australia. My thesis is that these international exhibitions had a profound impact on the development of our cities, the evolution of an Australian ethos and the gaining of nationhood. The immense popularity and comprehensive nature of the exhibitions made them the only major events in late nineteenth-century Australia that brought the people together in an almost universally shared experience. The exhibitions conveyed official ideologies from the organising elites to ordinary people and encouraged the dissemination of new cultural sentiments, political aspirations, and moral and educational ideals. Many exhibition commissioners, official observers and ideologues were also predominantly involved in the Federation movement and the wider cultural sphere. The international exhibitions assisted the development of an Australian urban ethos, which to a large extent replaced the older pastoral / frontier image. Many of the more enduring ideas emanating from the exhibitions were physically expressed in the consequent development of our cities ??? particularly Sydney and Melbourne, both of which had achieved metropolitan status and global significance by the end of the nineteenth century. The new urban ethos, dramatically triggered by Sydney 1879, combined with and strengthened the national aspirations and sentiments of the Federation movement. Thus the exhibitions created an immediate connection between colonial pride in urban development and European and American ideals of nation building. They also created an increasing cultural sophistication and a growing involvement in social movements and political associations at the national level. The international exhibitions, more than any other single event, convinced the colonials that they were all Australians together and that their destiny was to be united as one nation. At that time, Australians began to think about national objectives. The exhibitions not only promulgated national sentiment and a new ethos, but also provided opportunities for independent colonial initiatives, inter-colonial cooperation and a more equal position in the imperial alliance. Thus they became a powerful impetus, hitherto unrecognised, for the complex of social, political and economic developments that made Federation possible.

The making of White Australia: Ruling class agendas, 1876-1888

This thesis argues that the colonial ruling class developed its first White Australia policy in 1888, creating most of the precedents for the federal legislation of 1901. White Australia was central to the making of the Australian working class, to the shaping of Australian nationalism, and the development of federal political institutions. It has long been understood as a product of labour movement mobilising, but this thesis rejects that approach, arguing that the labour movement lacked the power to impose such a fundamental national policy, and that the key decisions which led to White Australia were demonstrably not products of labour movement action. ¶ It finds three great ruling class agendas behind the decisions to exclude Chinese immigrants, and severely limit the use of indentured “coloured labour”. Chinese people were seen as a strategic threat to Anglo-Australian control of the continent, and this fear was sharpened in the mid-1880s when China was seen as a rising military power, and a necessary ally for Britain in its global rivalry with Russia. The second ruling class agenda was the building of a modern industrial economy, which might be threatened by industries resting on indentured labour in the north. The third agenda was the desire to construct an homogenous people, which was seen as necessary for containing social discontent and allowing “free institutions”, such as parliamentary democracy. ¶ These agendas, and the ruling class interests behind them, challenged other major ruling class interests and ideologies. The result was a series of dilemmas and conflicts within the ruling class, and the resolution of these moved the colonial governments towards the White Australia policy of 1901. The thesis therefore describes the conflict over the use of Pacific Islanders by pastoralists in Queensland, the campaign for indentured Indian labour by sugar planters and the radical strategy of submerging this into a campaign for North Queensland separation, and the strike and anti-Chinese campaign in opposition to the use of Chinese workers by the Australasian Steam Navigation Company in 1878. The first White Australia policy of 1888 was the outcome of three separate struggles by the majority of the Anglo-Australian ruling class—to narrowly restrict the use of indentured labour in Queensland, to assert the right of the colonies to decide their collective immigration policies independently of Britain, and to force South Australia to accept the end of Chinese immigration into its Northern Territory. The dominant elements in the ruling class had already agreed that any serious move towards federation was to be conditional on the building of a white, predominantly British, population across the whole continent, and in 1888 they imposed that policy on their own societies and the British government.

An Historical Perpsective On the Academic Education Of Deaf Children In New South Wales 1860s-1990s

This is an historical investigation into the provision of education services for deaf children in the State of New South Wales in Australia since 1860. The main focus is those deaf children without additional disabilities who have been placed in mainstream classes, special classes for the deaf and special schools for the deaf. The study places this group at centre stage in order to better understand their educational situation in the late 1990s. The thesis has taken a chronological and thematic approach. The chapters are defined by significant events that impacted on the education of the deaf, such as the establishment of special schools in New South Wales, the rise of the oral movement, and aftermath of the rubella epidemic in Australia during the 1940s. Within each chapter, there is a core of key elements around which the analysis is based. These key elements tend to be based on institutions, players, and specific educational features, such as the mode of instruction or the curriculum. The study found general agreement that language acquisition was a fundamental prerequisite to academic achievement. Yet the available evidence suggests that educational programs for most deaf children in New South Wales have seldom focused on ensuring adequate language acquisition in conjunction with the introduction of academic subjects. As a result, language and literacy competencies of deaf students in general have frequently been acknowledged as being below those of five their hearing counterparts, to the point of presenting a barrier to successful post-secondary study. Applications of Digital Engineering Tenets to Naval Special Warfare Requirement(s) Definition

<p>  The world continues to advance at a hastening pace towards a technology enabled, digital-centric future. Legacy organizations, not born in the ‘digital age’ are examining methods to adapt through Digital Transformation (DT). The US Department of Defense (DoD) is one such organization. The DoD emerged their 2018 Digital Engineering Strategy intending on transforming the enterprise from one with ‘engineering process [that] are document-intensive and stove-piped, leading to extended cycle times with systems that are cumbersome to change and sustain’ to one that is ‘transforming its engineering practices to digital engineering, incorporating technological innovations into an integrated, digital, model-based approach’. </p> <p>  The 2018 Strategy acknowledges that the integration of digital engineering will not be exclusive to the engineering communities of the DoD; rather, the integration will impact the ‘research, requirements, acquisition, test, cost, sustainment and intelligence communities’. While the Strategy is designed to explain the ‘what’ necessary to integrate digital engineering, the various DoD Services (and their subordinates) will need to develop the ‘how’ regarding implementation that is culturally appropriate to their commands.</p> <p>  The study sought to examine ‘how’ implementation of digital engineering tenets may be appropriated to the existent culture of one US Special Operations Command subordinate at the Echelon III level (namely Naval Special Warfare Group – FOUR). The results of this study are intended to provide understanding and illuminate meaning behind those themes in Digital Engineering that Subject Matter Experts within Naval Special Warfare view as suitably adaptable to their processes. The intent is to provide themes with utility towards further efforts and research aimed at phasing Digital Transformation initiatives at Naval Special Warfare Group – FOUR.</p>
