The Police and Residents at Hot Spots: Implications of Hot Spots Policing and Police-Resident Familiarity for Residents' Trust in, and Fear of, the Police

Hot spots policing is a popular and effective evidence-based police intervention with several benefits. However, since the primary resource of the intervention is intensified police presence leading to an increase in citizen-police interactions, critics have argued that the intervention negatively affects police-citizen relationships and public perceptions and attitudes toward the police. To advance research on the effects of hot spots policing, this study examines the impacts of the hot spots policing intervention on residents’ trust in, and fear of, the police. The study utilized a secondary dataset from a U.S. DOJ/NIJ-funded project in New York City, NY (2012-2018) examining the effects of hot spots policing and police-resident familiarity on offender decision making and crime prevention. The results of chi-square test of association and ordinal logistic regression analyses show that the hot spots policing intervention has no significant impact on residents’ reported level of trust in, and fear of, the police. In addition, the impacts of residents’ age, race, gender, as well as familiarity are also analyzed. Further, the interaction between the intervention and police-resident familiarity does not significantly moderate the relationship between hot spots policing and residents’ reported level of trust in, and fear towards, the police. The implications of these findings are also discussed.

Evaluating Clinger-Cohen Act Compliance in Federal Agency Chief Information Officer Positions

This dissertation develops a method for evaluating whether federal agencies have complied with the intent of the Clinger-Cohen Act (CCA) of 1996 as they established Chief Information Officer (CIO) positions. The research is important because the CIO position, as envisioned by the CCA, oversees a growing information technology infrastructure that is increasingly becoming the primary vehicle for inter/intra-government communication and for delivering services to the public. Yet despite this importance, CIO-related aspects of the CCA have not received in-depth evaluation in policy science or public administration literature. The CCA specified many roles for the CIO position but provided few criteria for evaluating how agencies complied with the provisions that required the establishment of a CIO position. Therefore, a seven-step policy analysis process was used to develop a federal agency CIO position evaluation method that would fill this gap. This analytic research included describing the CCA's legislative context, modeling the federal CIO position, determining the intent of the CCA relative to CIO establishment, and devising a method to evaluate this activity. This research approach was grounded in organizational theory related to institutional structure. A validated "Federal CIO Position Evaluation Method" (FCPEM) is the result of the research. FCPEM, which contains thirteen evaluation criteria, was tested and validated through key actor interviews at four federal agencies and focused on CIO position establishment activity between 1996 and 2000. Additional research is required to replicate this finding in other agencies and to further validate the use of FCPEM in conducting this type of public policy inquiry. / Ph. D.

The selection and preparation of white officers for the command of black troops in the American Civil War: A study of the 41st and 100th U.S. Colored Infantry

American Civil War officer preparation activities were rooted in the broader practices of antebellum military education as applied at West Point, other military academies, and the state militia system. The arrival of black troops in the Union Army led to a radical, if temporary, transformation in the Army's process for the selection and preparation of officers—but only for the white officers who served with black regiments. Overtly political or casual processes of the early Civil War were replaced in many cases by formal examinations and the centralized review of results, operating in parallel with more traditional political patronage systems of appointment. This study uses the experiences of officers from several black infantry regiments, and particularly the 41st U.S. Colored Infantry from the East and the 100th U.S.C.I. from the West, to illustrate how leaders for black units were chosen, prepared, examined, commissioned, and continued their military education. It focuses on the experiences of the officers, along with the contextual environments of antebellum education, slavery, racism, tactics, and bureaucracy in which they served. / Ph. D.

Interpreting trauma radiographs

No / Many accident and emergency clinicians regard the radiographic image as an extension of the clinical examination, as a provisional diagnosis, based on clinical signs and symptoms, can be confirmed or refuted by inspection of X-rays. However, the value of radiography in this context is not determined by the actual presence of trauma or pathology on the radiograph, but is dependent on the ability of a clinician to identify any trauma or pathology present. Traditionally, the responsibility for interpreting radiographic images within the accident and emergency environment in the United Kingdom (UK) has been with medical clinicians. However, expansion of the nursing role has begun to change the boundaries of professional practice and now many nurses are both requesting and interpreting trauma radiographs. To ascertain the ability of accident and emergency doctors and nurses to interpret trauma radiographs, and identify whether there is a consistent standard of interpretive accuracy that could be used as a measure of competence. Methods: A literature review was conducted using the Cochrane Library, Medline and CINAHL databases and the keywords radiographic interpretation, radiographic reporting, accident and emergency and emergency/nurse practitioner. Findings: The ability of accident and nursing doctors and nurses to interpret trauma radiographs accurately varies markedly, and no identified published study has established an appropriate level of accuracy that should be achieved in order to demonstrate satisfactory competence in the interpretation of radiographic images. Conclusions: Determining a measure of interpretive accuracy that can be used to assess ability to interpret radiographic trauma images is fraught with difficulties. Consequently, nurses may attempt to prove their skills by directly comparing their abilities to those of their medical colleagues. However, as a result of marked variation in the ability of senior house officers to interpret trauma radiographs, a similar ability does not automatically imply that a satisfactory level of ability has been achieved.

The Determinants and Consequences of Having a Chief Operating Officer

This study examines the determinant and consequences of having a chief operating officer (COO). Specifically, we investigate chief executive officer (CEO) related factors that affect the choice to employ a COO and look into the impact of having a COO on firm operational efficiency using a data envelopment analysis (DEA)-based measure. Although prior literature has extensively investigated the role of CEOs and chief finance officers (CFOs) on firm outcomes, few studies focus on the impact of COOs. Thus, this study explores characteristics associated with the likelihood that a firm will have a COO. This research also sheds light on the effect of COOs on firm operational efficiency because the core duties of COOs include optimizing operational performance and improving cost efficiency. Our results imply that CEO busyness, CEO ability, CEO demographic characteristics, and CEO network size have a significant impact on the decision to employ a COO. We also find that firms that have a COO have a lower level of operational efficiency than firms that do not. This result implies that the cost of having a COO outweighs the benefit of having one. The effects last for three years on average. Further, we find that firms with a COO have lower receivables turnover and sales to cost of goods sold ratio, lower sales to PPE expense ratio than firms without a COO. Finally, we find evidence that COOs with industry expertise are associated with higher operational efficiency than those without such expertise and outside COOs perform better than inside COOs in terms of operational efficiency.

After the abolition of the jury in 1969/ the answering of factual and judicial questions resides in the presiding officer. This situation was unacceptable and lay participation was advocated. The use of lay assessors became a reality in 1991. The prerequisite for the appointment of an assessor is that it should be expedient for the administration of justice. But are the use of lay assessors beneficial at this stage?
