O processo de transmissão de conhecimento em redes inter-organizacionais: a experiência do arranjo produtivo local de Birigüi (SP) / The knowledge transmission process in inter-organizational networks: The Birigüi\'s (SP) Local Productive Arrangement experience

Este estudo teve como objetivo analisar o processo de transmissão de conhecimentos em arranjos produtivos locais por intermédio da experiência do aglomerado inter-organizacional calçadista de Birigui (SP). Na estrutura teórico, foram abordados temas referentes à contextualização da formação de redes entre empresas, as concepções de alianças e parcerias, o capital social e a abordagem institucional. Através da formulação de um questionário que compreendeu os processos de transmissão de conhecimentos e abrangeu os elementos necessários para se impulsionar esta transferência, estabeleceu-se um roteiro de entrevista que foi utilizado em pesquisa de campo a fim de se estudar por meio de entrevistas em profundidade a experiência de Birigüi. Os principais resultados obtidos foram de que o caso de Birigüi carece de um aparato institucional capaz de respaldar um ambiente propício à transmissão de conhecimentos e que o tradicionalismo dos empresários da região atua como empecilho para geração de uma consciência de coletividade e de inovação, fatores estes fundamentais para uma transferência de conhecimentos eficiente. / This study has the objective to analyse the knowledge trasmission process in cluster arrangements through the Birigüi?s (SP) shoes arrangement experience. In thetheoretical framework, it was accosted themes related to context of networks formation, alliances and partnerships conceptions, social capital and institutional approach. Through a questionnaire that comprehends the knowledge transmission process and that included fundamental elements to support this kind of transfer, it was set up an interview guide used in field research in order to study by deep interviews the Birigüi?s experience. The main results collected were that the Birigüi?s case lacks an institutional pomp able to support a propitious environment to knowledge transmission and that local managers? traditionalism act as a barrier to the generation of collective sense and innovation, fundamental factors to and efficient knowledge transfer.

Redes organizacionais do Programa Nacional de Encadeamento Produtivo / Organizational networks of the National Program for Productive Linkage

Na atual conjuntura, a competitividade das empresas passou a ser condição sine qua non para a permanência no mercado. Ademais, a competitividade deixou de depender da empresa por si só e passou a ser resultado da competitividade de toda a cadeia de valor em que a empresa está inserida. Neste contexto, surge no Brasil o Programa Nacional de Encadeamento Produtivo que visa, dentre outros objetivos, desenvolver a cadeia de valor de empresas para aumentar a competitividade de pequenos, médios e grandes negócios. O Programa Nacional de Encadeamento Produtivo atua em cinco focos estratégicos, sendo um deles o foco em Rede de Aprendizagem. O foco Rede de Aprendizagem, por fortalecer as ligações e interações entre os membros de uma cadeia de valor, ajuda no desenvolvimento dos outros focos estratégicos do programa. Possui, assim, importância singular em todo o processo de encadeamento produtivo. Mesmo com tamanha importância, as redes ainda estão aquém do potencial de desenvolvimento que elas podem gerar. Deste modo, o trabalho teve como objetivo geral propor referências para auxiliar o desenvolvimento de redes organizacionais. Para tanto, realizou-se pesquisa qualitativa baseada em entrevistas em profundidade. As entrevistas foram realizadas em oito redes organizacionais. Com base nas boas práticas existentes, nas diferentes formas de atuação, na cultura de cooperação entre os membros das redes e no impacto efetivo que cada uma das redes visitadas produz nas empresas, foram propostas referências para nortear o desenvolvimento das redes de aprendizagem. Os principais resultados foram referências sobre estrutura de gestão, processos internos, funções dos membros, métricas de desenvolvimento, dentre outros norteadores de atuação. / Nowadays, the competitiveness of enterprises has become an indispensable condition for surviving in the market. Furthermore, competitiveness no longer depends on the company itself, but rather became a result of the competitiveness of the whole value chain. In this context, the National Program for Productive Linkage was established in Brazil. This program aims, among other objectives, at developing the value chain of companies in order to increase the competitiveness of small, medium and large businesses. The National Program for Productive Linkage act on five strategic foci, one of them being the focus on Learning Network. The Learning Network focus, by strengthening the connections and interactions among members of a chain value, enhances the development of the other strategic foci of the program and, thus, has a singular importance in the whole process of the productive linkage. Despite being so important, the networks are still below the potential for development that they can generate. Therefore, the main objective of this study was to propose references to support the development of entrepreneurial Learning Networks. To this end, a qualitative research was done, based on in-depth interviews. The interviews were conducted in eight organizational networks. Based on: (i) the existing good practices; (ii) the various ways of working; (iii) the cooperational culture among their members; and (iv) the effective impacts that Organizational Networks produce in the enterprises; references have been proposed to guide the development of Learning Network. The main results were references to management structure, internal processes, functions of members, development metrics, among other guides for better performance.

Social Academic Analytics in Higher Education

Social Academic Analytics (SAA) is proposed as a new scientific approach toward developing suitable instruments to promote virtual collaboration among participants in the higher education field. SAA refers to the process of extracting relational data for the purpose of exploring organizational structures within virtual learning organizations and knowledge networks. Implementation of SAA provides opportunities for organizers and instructors to optimize socio-technological infrastructures within (virtual) knowledge networks so as to encourage collaborative work, while offering significant potential for quality assurance. SAA combines theories and models from both informatics and the social sciences at the macro level in order to formulate data analysis for the field of (web-based) educational research. In this paper we introduce SAA and its constituent activities. Finally we select case studies and applications to compare analytical concepts from diverse disciplines and conclude with further suggestions as to how SAA concepts can be applied in educational data management.

A presente pesquisa tem como objetivo construir uma abordagem conceitual de formação e gestão de uma dada rede de cooperação organizacional (RCO). O referencial teórico que sustenta esta pesquisa fundamenta-se nas mais recentes contribuições conceituais embasadas nos paradigmas de Redes Complexas, Redes Sócio-econômicas, Redes Organizacionais e Gestão Organizacional. Considerado como uma das ações de gestão prioritárias do governo brasileiro, utiliza-se como estudo de caso único para essa pesquisa a formação de uma rede de cooperação inter-organizacional que possa promover a inserção do Brasil na inovação em nanotecnologia aplicada em cargas úteis e satélites. Os agentes que representam significativamente o Sistema de Ciência, Tecnologia e Inovação (C,T&I) do setor aeroespacial no Brasil a AEB, CGEE, INPE, UnB, MCT, IPEA, MPOG, CTA (atual DCTA) são entrevistados de forma semi-estruturada e os relatórios técnicos mais relevantes ao caso são analisados. Em função da maior capacidade de consolidação dos dados obtidos respeitando os constructos propostos neste trabalho, os dados são apresentados utilizando-se de uma tecnologia de software de modelagem organizacional, PArchitect, em parceria com a Society of Design and Process Science. Em síntese, as evidências confirmam os pressupostos desta pesquisa caracterizando a RCO como sendo um sistema sócio-econômico, complexo e dinâmico, considerando as modalidades de cooperação técnico-produtiva, interorganizacional e tecnológica, movidas por cultura e competitividade. Além disso, o próprio processo de formação de uma dada RCO contribui para a dinâmica de sua gestão. Como resultado, essa pesquisa apresenta um modelo de referência de formação e gestão de redes de cooperação organizacional, com destaque ao caso, contribuindo com a compreensão da sua dinâmica, sob enfoque sistêmico; a localização e interpretação de mudanças e impactos na rede em um determinado contexto; e a correção em tempo hábil da direção da rede em torno do seu objetivo comum em um determinado contexto. / This study aims to build a conceptual approach for the design and management of a given business cooperation network (BCN). The theoretical framework that supports this research is organized upon the most recent conceptual contributions based on the paradigms of Complex Networks, Socio-economic Networks, Organizational Networks and Organizational Management. Regarded as one of the priority actions for management of the Brazilian government, the design of an inter-organizational cooperation network that could promote the insertion of Brazil in innovation in Nanotechnology applied to Payloads and Satellites is used as a unique case study for this research. The agents who represent significantly the Science, Technology & Innovation (S,T&I) System of the Brazilian Aerospace Sector - the AEB, CGEE, INPE, UnB, MCT, IPEA, MPOG, CTA (current DCTA) are interviewed in a semistructured technique and the most relevant technical reports of the case are analyzed. Due to the greater ability to consolidate the data obtained in compliance with the constructs proposed in this work, the data are presented using a software technology for organizational modeling named PArchitect in partnership with the Society of Design and Process Science. In summary, the evidence confirms the assumptions of this research characterizing the BCN as a complex and dynamic socio-economic system, considering the modalities of technical-productive, interorganizational and technological cooperation, driven by culture and competitiveness. Moreover, the process of designing a given BCN contributes to the dynamics of management. As a result, this study provides a reference model for the design and network management for organizational cooperation, highlighting the case. It contributes to the understanding of the BCN dynamics under a systemic approach; the location and interpretation of changes and impacts on the network at a given context; and the correction in a timely manner of the direction of the network around their common goal in a given context.

Modelos teóricos e metodologias padronizadas são largamente empregadas e com sucesso em organizações com estrutura tradicional hierárquica. Entretanto, a sua aplicação em estruturas de negócios mais descentralizadas e horizontais, encontra limites devido às suas características próprias de gestão, processos e relacionamento entre seus componentes e ecossistemas, as quais não são suficientemente contempladas nas metodologias mencionadas. Por meio da análise comparativa dos modelos teóricos disponíveis e de estudos de casos reais de ecossistemas de organizações em rede, plataformas, meta-organizações e arranjos mais informais, esta pesquisa procura identificar as novas dimensões requeridas para a governança efetiva da Tecnologia de Informação nestas classes de organizações e propor diretrizes para a complementação das metodologias. / The governance of Information Technology is a traditional and important subject in organizational administration research and practice. Theoretical models and standardized methodologies are widely and successfully used in organizations with traditional hierarchical structure. However, its applicability to more decentralized and horizontal business structures, is more limited due to their specific management characteristics, processes and relationship between their components and ecosystems, which are not sufficiently contemplated in the mentioned methodologies. Through the comparative analysis of available theoretical models and case studies of actual network ecosystems, platforms, meta-organizations and more informal arrangements, this research seeks to identify the new dimensions required for the effective governance of Information technology in these classes of organizations and to propose guidelines for the complementation of methodologies.

Take will be based on the City of Itaberá located in the southwestern state of Sao Paulo, especially of the less developed regions of the country with social and economic indicators almost always below the state average. The analysis of these indicators will form an economic framework of local social, its competitive advantages of economic vocation of place and its limitations from a system based on occupation of large estates and often mechanized agribusiness. The major hypothesis of this study is that the social-economic integration of the region is only possible through the use of information grouped into social networks and knowledge taking into account the specific social, economic and cultural site, the huge amount of information lead us to believe that these digital networks should be since we live in an age where the speed and quantity of information are crucial factors in economic development. Notably in Brazil for regional economic imbalances so that knowledge networks can directly interfere with this process. Also addressed will be the regulation of this and other instruments of public management, concluding that such regulation is essential to articulate the local social actors in the quest for economic development cited. / Este trabalho visa relacionar e analisar criticamente estratégias de regionalização que vem sendo aplicadas com base em políticas públicas, com o objetivo de contribuir para o desenvolvimento da Região Sudoeste do Estado de São Paulo, especialmente do Município de Itaberá. A partir desses conhecimentos, objetiva-se recomendar estratégias de desenvolvimento para municípios de pequeno porte, cuja economia é ainda fundamentada em base agrícola, mesmo que mediante a presença hoje do agronegócio. Para tanto, a metodologia adotada prevê o estudo de das diversas abordagens que fundamentam a política de gestão regional do Estado de São Paulo, e as necessidades atuais de integração entre os municípios. Objetiva-se compreender como é possível estimular a melhoria da qualidade de vida das populações locais e o desenvolvimento econômico dos municípios que se enquadram nessa categoria, procurando diminuir os impactos ambientais proporcionados por esse desenvolvimento. Tomar-se-á como objeto o Município de Itaberá localizado na região sudoeste do Estado de São Paulo, notadamente uma das regiões menos desenvolvidas do Estado, visão demonstrada a partir de indicadores sociais e econômicos que se mantêm quase sempre abaixo da média estadual. As análises desses indicadores permitirão formar um quadro econômico social do local, das suas vantagens competitivas decorrentes da vocação econômica do local e das suas limitações, causadas, entre outros fatores, pela ocupação territorial fundamentada em latifúndios e no agronegócio, quase sempre mecanizado. A hipótese fundamental é que a integração sócio-econômica dos municípios em escala regional somente é possível por meio da utilização de informações e instrumentos variados, articulados em complexos de ações capazes de desenhar redes de relações sociais e de conhecimentos, levando-se em conta as especificidades locais. A quantidade crescente de informações necessárias à gestão do território nos leva a crer que é possível recomendar estratégias reticulares, e que estas poderão se beneficiar das TIC (Tecnologias de Informação e Comunicação), e de sua natureza digital.

Inter-Organizational Social Network Information Systems: Diagnosing and Design

While IS research into on-line Inter-Personal (IP) Social Networks (SN) is highly visible, there has been surprisingly little focus on the use of on-line social networks for Inter-Organizational (IO) communications, interactions, and goal achievement. We explore the issues and challenges facing organizations in their design and use of inter-organizational social network information systems (IO SNIS). Artifact design principles are drawn from a new and insightful model that contrasts the advantages of existing innovative inter-personal (IP) SNIS artifacts with Social Network Theory on differences between IP and IO Social Networks. This research extends the existing streams of IS social networking research into the inter-organizational domain and encourages additional IS research into the analysis, design, and build of artifacts that animate the social behavior of organizations. We develop a key design concept for IO SNIS and establish the design principles underlying the general artifact design and the specific design features that apply the design constructs to an exemplar IO social domain. This dissertation uses Action Design Research (ADR) approach within the Design Science Research (DSR) paradigm to formulate the research opportunity and anticipate a practice-inspired and theory-ingrained artifact. The researcher works with a practitioner team in the domain of mid-market private equity (MMPE) to explore the model and evaluate existing on-line inter-organizational artifacts to establish specific design features for an IO SNIS artifact. We find that the design principles can generalize from the IO SNIS Design Concept Model to other IO Social domains and that the design features can be used to build an instantiation of IO SNIS in the Private Equity domain.

This fairly recentparadigm known as Open Innovation is a phenomenon with still a considerable amount of opengaps and challenges. Therefore the question of how integration is achieved between differenttypes of outside innovators remains unanswered. Many organizations, some in more extent thanothers, are already applying Open Innovation within networks; however there is still not a clearunderstanding or a formal theory that describes the mechanisms that can help integrate theinnovation activities with other actors. To address this challenge, we conducted an exploratorystudy in 7 different organizations representing two types of innovators (private firms andacademic institutions) and a nexus agency that acts as an integrator between them. The first partof the results consist of an extensive list of 27 integration mechanisms applicable in openinnovation projects later categorized in 5 new main categories for their practical study anddiscussion. More abstractly, as relationships between these integration mechanisms and interorganizationalnetworks have not been analyzed yet, we want to propose a framework that canprovide an initial notion of their role and interaction in Open Innovation Projects. Thisframework is valuable to consider the applicability of the proposed integration mechanismscategories in different OI settings and supports the understanding of how the harmonization ofOI efforts occurs with different types of innovators. Having a framework of this typeconsiderably extends the understanding of integration in the Open Innovation field and providesas well a guide for organizations to identify how to integrate open innovation efforts.</p>
