The Research of Outsourcing with Participating Development on Process Control Information System ¡Ð A Case Study of China Steel Corporation

Outsourcing is becoming one of the key approaches in improving cooperation¡¦s operation efficiency. With the continuous improvement on productivity, competitiveness, innovation and higher quality, information-transparency becomes the focus of operation and so is the process information system. For the case studied in this paper, the demand on the process information system is largely increased due to the pursuit of higher competitiveness by adopting more automated processes and decreasing manpower. Moreover, the downsizing manpower has also made the outsourcing of process information system being gradually increased. In this case study company, there are 109 process information systems have been operated smoothly since the establishment of the company and over 90% of them are outsourced. Although Standish Group investigated the 8000 outsourcing software projects in 1995, the results revealed that only 16% of them were well controlled in budget and schedule. However, the outsourcing task is still regarded as the strategic tactics for technology transfer or sharing work loads in the case study company. With this strategy, most of the operation can be monitored under project management and the schedule, quality , cost and man-power had all met the requirement of process information system, furthermore, the core technology transfer were achieved smoothly and explored it in depth. Therefore more process improvement could be realized based on the process condition by the case studied company, not the outsourcing company. A thorough investigation on the execution and the process of the process information system outsourcing with participation design should give more understanding of the achievement. This study employs the theory of outsourcing with participating development to establish the research model. Then, the research model has been revised according to the result of the long-term successful experiences and several project managers deeply interview. In this paper, three outsourcing strategy of process information systems were studied: 1) The new process information system technology transfer for new process¡F 2) The new process information system technology transfer for existing process¡F 3) Out-souring the process information system is for sharing work loads. The key factors of those successful cases were investigated and six participation factors were categorized as follows¡G1) engineering specification and contract; 2) formation of the project team; 3) design of training courses; 4) system function analysis; 5) system analysis &design and 6) project management and control. The details of this study is well documented in the following contents, it can be referenced by another company to improve in their outsourcing process information system more successful. Development of a decision-making procedure for outsourcing engineering services in TxDOT

The trend to outsource the engineering functions in state departments of transportation (DOTs) to private consultants has increased in recent years. However, most DOTs do not have a strategic approach to the outsourcing of engineering functions or projects. This thesis addresses that gap by examining outsourcing decision-making in the Texas Department of Transportation (TxDOT) and developing a rationalized procedure. TxDOT, the largest state DOT in terms of annual construction program,expends about 65% of its engineering on consultants. Staff from 18 of TxDOTs 25 districts were interviewed for this research, and Strengths, Weaknesses, Opportunities, and Threats (SWOT) Analysis is used to identify improvements to the current decision-making processes. A framework is presented for systematic assessment of the outsourcing potential of engineering functions, which would enable TxDOT districts to determine what engineering work to contract out cost-effectively without sacrificing core competencies. / text

It is necessary to use it by strategic ways to generate value to the business. Another subject that is much discussed in academic researches, and each time more used by the companies, is the outsourcing of IT resources, more specifically, information systems outsourcing. As main objective, this study proposes to verify the influence that the outsourcing strategy of information systems has on the alignment between the business strategy and IT strategy. The research method used is the case study, being the data collection carried through the analysis of documents and interviews with directors of business and IT areas, based in the models of alignment between business and IT strategy and the theories related with the information systems outsourcing identified in literature. The Alfa Financial Conglomerate was chosen for the accomplishment of the field research, for filling the criteria of selection of organizations for this research, therefore it presents solid experience in IT outsourcing processes. The outsourcing experience is common to the entire financial conglomerate, due to the fact that the IT administration is common to all companies of the group. It is verified for the presented data, adherence to the models of Luftman (2000) and Reich and Benbasat (2000) and is concluded that the Alfa Financial Conglomerate presents high level of strategic alignment between business and IT, not being in its totality an optimized process, however, walking for such classification. Moreover, the influence that the outsourcing strategy of information systems exerts on the alignment is more strongly identified in the application of the model of Luftman (2000). As conclusion have been proposed bases for a model of alignment between business and IT strategy that complain the junction of the variants identified by Luftman (2000) and Reich and Benbasat (2000) for such use, giving emphasis to the ones that makes possible to identify the influence of the information systems outsourcing in the alignment. As theoretical contribution, it is believed that the realized research has allowed not only the test of the models, but also qualitative advances that can support new proposals and research of bigger amplitude and refinement with the inclusion of a new variable: the information systems outsourcing. In terms of practical contributions, is expected that this research has collaborated validating and stimulating the use of a tool for the taking of decisions regarding the information systems outsourcing, in such way that this decision does not harm and, been preferentially used in benefit of the alignment between the business and IT strategy. / A Tecnologia de Informação (TI) tem papel importante na comunicação e na geração de competências nas organizações, porém, o simples uso da tecnologia de informação não é mais um diferencial competitivo, o diferencial fica por conta do modo como as organizações a empregam. É preciso usá-la de forma estratégica para gerar valor ao negócio. Outro tema bastante abordado nas pesquisas acadêmicas, e cada vez mais utilizado pelas empresas, é a terceirização de recursos de TI, mas especificamente os sistemas de informação. Como principal objetivo, este estudo se propôs a verificar a influência que a estratégia de terceirização de sistemas de informação tem sobre o alinhamento entre estratégia de negócios e de TI. O método de pesquisa utilizado é o estudo de caso, sendo a coleta de dados realizada por meio de análise de documentos e entrevistas com diretores das áreas de negócio e TI baseadas nos modelos de alinhamento entre estratégia de negócios e de TI e teorias relacionadas com a terceirização de sistemas de informação identificados na literatura. O Conglomerado Financeiro Alfa foi escolhido para a realização da pesquisa de campo, por preencher os critérios de seleção de organizações para esta pesquisa, pois apresenta sólida experiência com processos de terceirização de TI. A experiência de terceirização é comum a todo o conglomerado financeiro, pois a administração de TI é comum a todas as empresas do grupo. Verifica-se pelos dados apresentados, aderência aos modelos de Luftman (2000) e Reich e Benbasat (2000) e conclui-se que o Conglomerado Financeiro Alfa apresenta alto nível de alinhamento estratégico entre negócios e TI não sendo ainda em sua totalidade um processo otimizado, porém, caminhando para tal classificação. Além disso, a influência que a estratégia de terceirização de sistemas de informação exerce sobre o alinhamento é identificada mais fortemente na aplicação do modelo de Luftman (2000). Como conclusão foram propostas bases para um modelo de alinhamento entre estratégia de negócios e TI que contemplam a junção das variáveis identificadas por Luftman (2000) e Reich e Benbasat (2000) para tal fim, destacando as que possibilitam identificar a influência da terceirização de sistemas de informação no alinhamento. Como contribuição teórica, acredita-se que a pesquisa realizada permitiu não somente o teste dos modelos como também avanços qualitativos que se prestam a alicerçar novas proposições e pesquisas de maior amplitude e refinamento com a inclusão de uma nova variável: a terceirização de sistemas de informação. Em termos de contribuições práticas, espera-se que esta pesquisa tenha colaborado validando e estimulando o uso de uma ferramenta para a tomada de decisões a respeito da terceirização de sistemas de informação de forma que tal decisão não prejudique e, preferencialmente seja usada em favor do alinhamento entre estratégia de negócios e de TI.

Цель работы заключается в совершенствовании методического инструментария формирования стратегии распределения продукции промышленного предприятия и его распределительной сети. В работе исследованы теоретические основы формирования распределительной стратегии предприятия, уточнена классификация стратегий распределения и обоснована взаимосвязь логистических стратегий предприятия с его корпоративными и конкурентными стратегиями. Изучен опыт зарубежных и отечественных промышленных предприятий по формированию стратегий распределения и распределительных сетей. Разработан методический подход к выбору стратегии распределения продукции промышленного предприятия, основанный на ранжировании целевых ориентиров компании и учете ее конкурентной и логистической стратегий, позволяющий повысить эффективность распределительной деятельности предприятия. Разработан алгоритм формирования распределительной сети предприятия включающий различные наборы операций и технологии их реализации в зависимости от выбранной стратегии распределения, что позволяет сформировать наиболее эффективную распределительную сеть для условий деятельности конкретного предприятия. / The aim of the work is to improve the methodological tools for forming a distribution strategy for the products of an industrial enterprise and its distribution network. In work theoretical bases of formation of distributive strategy of the enterprise are investigated, the classification of distribution strategies is clarified and the interrelation of logistical strategies of the enterprise with its corporate and competitive strategies is grounded. The experience of foreign and domestic industrial enterprises in the formation of distribution strategies and distribution networks has been studied. A methodical approach to the selection of a strategy for the distribution of products of an industrial enterprise was developed, based on the ranking of the company's target targets and taking into account its competitive and logistical strategies, which makes it possible to improve the efficiency of the enterprise's distribution activities. An algorithm is developed for the formation of the enterprise's distribution network, which includes various sets of operations and technologies for their implementation, depending on the chosen distribution strategy, which allows to form the most efficient distribution network for the operating conditions of a particular enterprise.
