Analysis of the distributional consequences of the introduction of the Council Tax in England in 1993

The thesis's principal aim is to investigate the distributional impact of the introduction of the Council Tax as the Community Charge's replacement in England in April 1993. The thesis's empirical analyses consider the distribution of the local tax burden at the household level in terms of income groups, household types and geographical location. The research models the introduction of the Council Tax using a large set of data provided by the Nationwide Anglia Building Society. These data comprise details of over 75,000 mortgages granted by the Building Society between 1988 and 1990 and are sufficiently detailed to allow calculation of individual and household liability for both Community Charge and Council Tax. The Council Tax is chiefly a property tax based on the capital value of domestic property. Because the capital value of domestic property is unevenly distributed both geographically and across income groups, necessarily the Council Tax's burden is also distributed geographically and across income groups. Previous distributional analyses of the impact of the Council Tax have been unable to consider this spatial distribution. However, the Nationwide Anglia data allow analysis of this spatial distribution. The thesis considers a number of influences on the tax's distribution - the use of capital value as a tax base; the operation of the Revenue Support Grant; the Council Tax Transitional Relief Scheme; the Council Tax's hybrid personal / property tax design; as well as the distributional implications of the transition to a form of property tax from the Community Charge's flat- rate poll tax. The final chapter uses the implications of the preceding distributional analyses to consider the Council Tax in the longer term as part of a broader solution to the historic difficulties of the overall local government finance system.

Fixed effects used in analysis for all breeds were contemporary group (animals born in the same year-season), sex and birth type (single, twin, triple). Separately, for each breed, 24 models, with different orders, were evaluated to verify the best fit for fixed trajectory and for random regression of additive direct, maternal and permanent environmental effects. Ordinary and Legendre polynomials, varying of two (linear) to four (cubic) orders, were evaluated for fixed regression of average growth trajectory. Legendre and quadratic bspline functions, varying of three (quadratic) to four (cubic) orders, were evaluated for random regressions. For all breeds, Legendre polynomials of order fourth were sufficient to fit random regression. However, in fixed regression, ordinary polynomials were best to Poll Dorset and Santa Inês breeds, while Legendre were best for Somalis Brasileira. Fixed trajectory was linear for Poll Dorset and Somalis Brasileira and quadratic for Santa Inês. In Poll Dorset, direct heritability was low (<0.05) until 100 days, when so increased until 212 days reaching 0.74. In major portion of trajectory, maternal heritability for this breed were higher than direct heritability, this last overpass the first only after 150 days of age, about 100 days after weaning of animals. In Somalis Brasileira breed, the standard of direct heritability estimates presented two parabolas: one between birth and 73 day, with maximum of 0.21 at 49 days, and other from 73 day to rest of trajectory, with maximum of 0.53 at 253-256 days. Maternal heritability increased until 76 day, with maximum of 0,95, decreasing for 0.47 at 261 day, increasing again until final of trajectory, reaching 0.80. In Santa Inês breed, direct heritabilities at days 1, 50, 150, 250 and 411 were 0.24, 0.12, 0.44, 0.84 and 0.96, respectively, while maternal heritabilities for the same ages, respectively, were 0.24, 0.19, 0.09, 0.02 and 0.01. In all breeds, genetic correlations among weights in subsequent ages were high, tend to unity, with negative correlations between weights at early ages and weights at late ages. There is sufficient genetic variability to permit selection of these breeds for alter its growth trajectory. However, differences in standard of this variability suggest different procedures for selection of each breed. Genetic control of weights at initial ages is not the same in late ages. This aspect is important for establishment of adequate strategies of selection. A trajetória fixa foi linear para as raças Poll Dorset e Somalis Brasileira, e quadrática para a raça Santa Inês. Na raça Poll Dorset, a herdabilidade direta se manteve baixa (<0,05) até cerca de 100 dias de idade, quando passou a aumentar até os 212 dias de idade, atingindo um valor de 0,74. Na maior parte da trajetória, as herdabilidades maternas nesta raça superaram as herdabilidades diretas, sendo que esta última somente ultrapassou a primeira após os 150 dias de idade, cerca de 100 dias após o desmame dos animais. Na raça Somalis Brasileira, o padrão das estimativas de herdabilidade direta apresentou duas parábolas: uma entre o nascimento e o dia 73, com valor máximo de 0,21 aos 49 dias, e uma outra entre 73 dias e o restante da trajetória, com valor máximo de 0,53 aos 253-256 dias. A herdabilidade materna aumentou até o dia 76, com máxima de 0,95, reduzindo para 0,47 no dia 261, voltando a subir novamente até o final da trajetória, alcançando o valor de 0,80. Na raça Santa Inês, as herdabilidades diretas nos dias 1, 50, 150, 250 e 411 foram iguais a 0,24, 0,12, 0,44, 0,84, e 0,96, respectivamente, enquanto as herdabilidades maternas nas respectivas idades foram 0,24, 0,19, 0,09, 0,02 e 0,01. Em todas as raças, as correlações genéticas entre pesos de idades subseqüentes, próximas entre si, foram elevadas, tendendo à unidade, havendo correlações negativas entre pesos tomados em idades mais jovens e aqueles tomados em idades mais avançadas. Existe variabilidade genética suficiente para permitir seleção destas raças, de forma a alterar suas trajetórias de crescimento. Entretanto, as diferenças no padrão desta variabilidade sugerem diferentes procedimentos de seleção para cada uma das raças. O controle genético sob os pesos nas fases iniciais do crescimento não é o mesmo que atua em idades mais tardias. Este aspecto é importante para o estabelecimento de adequadas estratégias de seleção. Nesse sentido, nossa dissertação objetiva confirmar a relevância da presença de Fradique Mendes, tal como de todo universo queirosiano no âmbito paulista, especialmente ao buscarmos comprovar a importância da enquete sobre a personagem realizada pelo periódico para a história da literatura luso-brasileira. Pretendemos, então, comentá-la sob a perspectiva da influência e permanência de Eça de Queirós entre nós. Sobre isso, nosso apoio teórico é respaldado em textos que versam sobre o período, especialmente A vida literária no Brasil – 1900, de Brito Broca. Sendo assim, nosso primeiro capítulo é o espaço destinado às contextualizações. Destacamos as principais facetas da cidade de São Paulo que vivia o auge da belle époque, marcada também pelo surgimento de uma “literatura de tonalidade paulistana” (CANDIDO, 2000), o que nos leva ao período literário comumente denominado de Pré-Modernismo. Além disso, preocupamo-nos em detalhar as gêneses d’A correspondência de Fradique Mendes, assim como a de seu protagonista, destacando especialmente o momento histórico e a fase literária em que foram concebidos. Para tanto, adotamos uma abordagem relacionada à obra considerada a bíblia do Decadentismo, Às avessas, de J. K. Huysmans (1848-1907). No segundo e último capítulo, comentaremos enquête em pauta fundamentando as observações dos artigos-respostas que a compõem, com o propósito de avaliarmos Fradique Mendes por meio dos destaques de cada apreciação, sem deixar de levar em conta o contexto social em que ele se deu. Os dados biográficos dos respondentes também serão ponderados, visto que tais informações valorizam e singularizam a pesquisa, na medida em que interferem, estilisticamente, em suas respostas às enquetes. / Based on the primary source, the weekly, O Pirralho (1911-1918), we can verify the presence of Eça de Queirós (1845-1900) and, above all, his character, Fradique Mendes, since he was given significant space in one of its literary polls, which was carried out from December 1914 to May 1915 in sixteen articles-answer. In this sense, our dissertation aims to confirm the relevance of the presence of Fradique Mendes, as of all the Queirosian universe in the São Paulo context, especially as we try to prove the importance of the poll about the character performed by the periodical for the history of portuguese-brazilian literature. We intend, then, to comment on it from the perspective of the influence and permanence of Eça de Queirós among us. On this, our theoretical support is supported in texts that deal with the period, especially A vida literária no Brasil -1900 by Brito Broca. So, our first chapter is the space for contextualization. We highlight the main facets of this city that lived the peak of belle époque, also marked by the emergence of a “literature of tonality from São Paulo” (CANDIDO, 2000), which brings us to the literary period commonly called Pre-Modernism, we consider that it was necessary to demonstrate the influence of Eça de Queirós and even of his character, Fradique Mendes, among the men of letters of the time in question. In addition, we are concerned with detailing the genres of A correspondência de Fradique Mendes, as well as that of its protagonist, especially highlighting the historical moment and the literary phase in which they were conceived. To do so, we adopt a work-related approach considered the bible of the Decadentism, Às avessas, by J. K. Huysmans (1848-1907). In the second and last chapter, we will analyze the poll based on the observations of the articles-answer that compose it, with the purpose of evaluating Fradique Mendes through the highlights of each assessment, while taking into account the social context in which it occurred. The impact of the interactivity of Web 2.0 technologies on the learning experience of students in higher education

The use of Web 2.0 technologies in the field of learning is on the rise, yet there have been a limited number of studies of the impact of Web 2.0 technologies on learning. By their nature, Web 2.0 technologies increase the interactivity between users. Interactivity is considered to be a key to success in traditional classrooms. The purpose of this thesis is to determine whether the interactivity of Web 2.0 technologies has an impact on the learning experience of students. The thesis investigated the use of Web Polls to provide interactivity inside the classroom and the use of Twitter to provide interactivity outside the classroom. Four studies were conducted, two involving Web Polls and two involving Twitter. Mixtures of methods such as qualitative and quantitative approaches were employed in the studies in order to triangulate the data, and the data from participants were collected via questionnaires and interviews. The primary purpose of employing triangulation techniques is to have more explanation and more understanding of the student behaviour from different points of view. The responses to the four studies revealed that the use of interactivity of Web 2.0 technologies were more positive than neutral about the learning experience of students. Across these field studies, the interactivity inside the classroom had a greater effect on the learning experience of students. Overall, the research revealed that the perception of using interactivity of Web 2.0 technologies inside and outside the classroom was more positive than neutral about the credibility of the instructor, the engagement, the communication by students, and the motivation of students, and results in a positive attitude to the use of Web 2.0 for learning. The thesis suggests that the adoption of interactivity of Web 2.0 technologies has the potential to support learning in higher education.

Populism and the Poll Tax: the Politics and Propaganda of Suffrage Restriction in North Texas, 1892-1904

This thesis challenges the traditional interpretation of the history of Populism in America through the use of an intensive regional study. Using precinct-level returns, this thesis proves that, contrary to the conclusions of more general studies, voters from predominately Populist areas in North Texas did not support the poll tax amendment that passed in November 1902. The Populists within this region demonstrated their frustration and distrust of the political process by leaving the polls in higher percentages than other voters between 1896 and 1902. The Populists that did participate in 1902 reentered the Democratic Party but did not support the poll tax, which was a major plank within the Democratic platform. This thesis also proves that the poll tax had a significant effect in reducing the electorate in North Texas.

Déterminants génétiques de la réparation d'ADN et du métabolisme des monocarbones : approche gènes candidats et études d'association avec le risque de carcinome hépatocellulaire et le cancer du poumon / Genetic determinants of DNA repair and monocarbon metabolism : candidate gene approach and association studies with the risk of hepatocellular carcinoma and lung cancer

Mondialement, le carcinome hépatocellulaire (CHC) et le cancer du poumon (CP) constituent un problème majeur de santé publique. Plusieurs études d'association gène candidat ont montré que les SNPs de gènes candidats à la réparation d'ADN et au métabolisme des monocarbones (MMC) influencent le risque de CHC et CP. Toutefois, aucune étude n'a évalué, de façon exhaustive, l'influence des SNPs de la réparation d'ADN ou du MMC avec le risque de CP ou de CHC. Notre étude vise à identifier - à l'aide de deux SNP array de 384 SNPs - les polymorphismes génétiques de la réparation d'ADN et du MMC qui sont prédictifs du risque de CHC chez des Caucasiens cirrhotiques. Nous avons aussi recherché les déterminants génétiques de la réparation d'ADN associés au risque de CP. Nos résultats ont montré que six SNPs du gène BRIP1 (BRCA1interacting protein C?terminal helicase ; rs4986763, rs4986764, rs1557720, rs4986765, rs2191248, et rs11871785) étaient significativement associés au risque de CHC chez les patients porteurs d'une cirrhose d'étiologie virale selon le modèle génétique additif. Après correction de "False Discovery Rate", BRIP1 rs4986764 et rs1557720 étaient significativement associés au risque de CHC. Deux SNPs du MMC situés sur GGH (rs11545076 et rs11545077) étaient significativement associés au risque de CHC chez les patients porteurs d'une cirrhose d'étiologie non virale. Par ailleurs, seul le polymorphisme POLL rs3730477 était associé à un risque accru de CP dans le modèle génétique récessif. La dernière partie de notre étude était consacrée à l'analyse comparée d'hémogrammes et des dommages d'ADN chez des conducteurs de taxi-moto (CTM) de Cotonou - exposés à l?air pollué par le benzène et les HAPs -, et les témoins non exposés. Nos résultats ont montré une réduction significative du nombre des globules blancs, lymphocytes, neutrophiles et plaquettes, avec une misincorporation accrue d'uracile, de 8 oxodG et la présence d'un adduit majeur d'ADN chez les CTM par rapport aux témoins. En conclusion, nous avons identifié six variants sur BRIP1 et deux variants sur GGH associés au risque de CHC sur une cirrhose d'étiologie virale et non virale, respectivement. De plus, nous avons montré que POLL rs3730477 est un prédicteur significatif du risque de cancer du poumon. Une validation de ces résultats dans des cohortes indépendantes s'avère indispensable / Worldwide, hepatocellular carcinoma (HCC) and lung cancer (LC) represent a major public health problem. Previous studies reported associations between single nucleotide polymorphisms (SNPs) in DNA repair or monocarbon metabolism (MCM) genes and LC or HCC risk. However, influences of these SNPs on LC or HCC risk have not been comprehensively evaluated. Our study aimed to identify potential interesting DNA repair and MCM gene variants associated with HCC risk in cirrhotic Caucasians. To this end, we used the Illumina's GoldenGate® technology and performed a comprehensive investigation of 384 SNPs on 94 DNA repair genes and 384 SNPs on 77 MCM genes. This comprehensive SNP-array fine mapping approach was also used to identify potential interesting DNA repair gene variants associated with susceptibility to LC in Caucasians. Our results showed that six variants on BRIP1 gene (BRCA1 interacting protein C-terminal helicase: rs4986763, rs4986764, rs1557720, rs4986765, rs2191248, and rs11871785) were significantly associated with HCC risk in patients carrying hepatitis virus-associated cirrhosis under an additive genetic model. After false discovery rate (FDR) correction for multiple testing, BRIP1 rs4986764 and rs1557720 displayed statistically significant associations with HCC risk. Two SNPs on GGH gene were associated with HCC risk in patients carrying non viral cirrhosis. In our study, only POLL rs3730477 was associated with an increased LC risk under a recessive genetic model (OR=2.81, 95% CI 1.51?5.24). Lastly, we evaluated hematologic changes and levels of DNA adducts, 8-oxodG, dU, and m5dC in Cotonou's motorbike taxi drivers (MBTD) - exposed to air pollution by benzene and polycyclic aromatic hydrocarbons (PAHs) - compared to unexposed controls. Compared to controls, MBTD displayed a significant decrease in the number of white blood cells, lymphocytes, neutrophils and platelets, with the formation of an unknow DNA adduct, whereas uracil misincorporation and 8-oxodG levels in DNA were significantly increased. In conclusion, we identified six variants on BRIP1 gene and two variants on GGH gene that are associated with susceptibility to HCC. In addition, POLL rs3730477 variant was associated with susceptibility to LC. Replication of these findings in independent cohorts is warranted

Exit polls have had a hard time predicting election results in Sweden over the last decade. The introduction of the Sweden Democrats in the political scene has generally caused problems for polling organizations. Opinion polls have a big influence on the economic market and therefore any wrongdoing might cause a big disturbance in the economy. This paper develops a model based on systematic sampling differences and sociodemographic background variables in order to predict the results of the Swedish general election 2018. The study uses data from SVT´s exit poll and SCB´s voter turnout survey. The results of the study show that the model in general predicts the 2018 Swedish general election better than the prognosis of SVT.
