Civil Infrastructure is needed both in the developed world and in developing countries. However, governments alone can no longer deliver the much needed projects mainly because of lack of money, but also due to the lack of technical skills and a changing type of citizenry. In today’s world, governments have to consult the market place to efficiently and optimally deliver the much needed infrastructure. The case for Public-Private Partnerships being better than the options of government run projects or fully privatized projects is that Public-Private Partnerships offer real advantages in three major areas: 1) risk benefits (financial, legal and project related benefits), 2) management and communication benefits (within the partnership but also importantly between both partners and the general public), and 3) the value addition to the public common good. / text

An assessment of operations and maintenance costs in public-private partnerships

Public-private partnerships (PPPs) for the delivery of transportation infrastructure are said to offer increased efficiency resulting from the private sector’s life-cycle approach to design and construction. While the literature on PPPs endorses such efficiencies, studies don’t provide empirical support for that claim. The goal of this thesis was to assess that notion. Four tasks were carried out to explore that issue. First, a literature review searched for evidence of such efficiencies and methodologies to evaluate them. Second, a simple methodology to evaluate the life-cycle cost-efficiencies of the public and private sectors was proposed. Third, since most PPP projects in the U.S. are recent and currently subject to routine operations and maintenance (O&M), indicators to compare those costs were proposed as well. Fourth, a case study compared the routine O&M costs of a PPP and of those of a system of publicly developed and managed tollroads. The literature review found no empirical evidence of superior O&M cost-efficiency of PPPs, and also, that most studies focused on design and construction cost and schedule overruns. While some studies assessing performance and/or efficiency were at times theoretical and not likely employed in practice, one methodology is proposed to evaluate life-cycle cost-efficiency. The case study results showed that the concessionaire was more cost-efficient in terms of operating expenditures (OPEX) per mile (-60%) and per lane-mile (-53%) than the system. The public system was more cost-efficient in OPEX per vehicle-miles travelled (97%), number of toll transactions (332%), and toll revenue (20%). However, those three indicators depend on traffic volume which during the study period was overwhelmingly greater on the public system. While the case study showed cost-efficiency differences between the public and private sectors, additional research is needed to empirically test the hypothesis of greater efficiency of the private sector. The proposed framework can be used, but adequate data and further assumptions about O&M costs are needed; for that, it is recommended that more comprehensive case studies be performed to obtain detailed empirical data. A better understanding of the differences in cost-efficiency between publicly and privately managed roads will help decision-makers minimize the life-cycle cost of their investments. / text

Yes / Public–Private Partnerships (PPPs) have become a critical vehicle for delivering infrastructure worldwide. Yet, the use of such a procurement strategy has received considerable criticism, as they have been prone to experiencing time/cost overruns and during their operation poorly managed. A key issue contributing to the poor performance of PPPs is the paucity of an effective and comprehensive performance measurement system. There has been a tendency for the performance of PPPs to be measured based on their ex-post criteria of time, cost and quality. Such criteria do not accommodate the complexities and lifecycle of an asset. In addressing this problem, the methodology of sequential triangulation is used to develop and examine the effectiveness of a ‘Process Management Life Cycle Performance Measurement System’. The research provides public authorities and private-sector entities embarking on PPPs with a robust mechanism to effectively measure, control and manage their projects’ life cycle performances, ensuring the assets are ‘future proofed’.

A presente tese tem por propósito contribuir para uma política de planejamento no campo da educação a distância (EAD). Para isto concebe uma proposta multi-modelo de referência lastreada na definição de estratégias em espectro de alta complexidade, que considera uma seqüência de procedimentos sistematizados nas seguintes fases: (i) Determinação das necessidades de informação, em duas etapas: (a) identificação dos fatores críticos de sucesso (FCS) e (b) identificação das áreas de informação; (ii) Determinação das competências, em três etapas: (a) determinação dos conhecimentos, (b) determinação das habilidades, e (c) determinação das atitudes; (iii) Determinação dos graus de avaliação de competências; (iv) Determinação das estratégias em redes de conhecimentos. Evidencia-se a aplicação a um estudo de caso nas concessões rodoviárias no Brasil, na perspectiva das parcerias público-privadas (PPPs). A consecução da pesquisa foi por meio da intervenção de especialistas e um grupo pequeno de estudantes de um programa de EAD (MBA) aplicado às PPPs. A coleta de dados foi por meio de um formulário semi-estruturado, do tipo escalar, em uma matriz de julgamento, com a intervenção de especialistas. Vários instrumentos de apoio foram utilizados na elaboração da modelagem, com vistas a reduzir a subjetividade dos resultados alcançados: escalagem psicométrica - Lei dos Julgamentos Categóricos de Thurstone (LJC), Multicriteriais-Compromise Programinng, Electre III, e Promethee II; Análise Multivariada; Krigagem, Redes Neurais Artificiais (RNA); Redes Neurofuzzy. Os resultados produzidos mostraram-se satisfatórios, validando o procedimento proposto para EAD. Procedimento este, fundamental na definição de programas destinados para planejar a capacitação de recursos humanos a distância, bem como para a constituição de outros elementos do capital intelectual em políticas de EAD. / This thesis intends to contribute to the planning guidelines in the field of distance education (DE). Understanding inter-organisational relationships in public-private partnerships : a study of educational PPPs in Pakistan

Given the increasing proliferation of public-private partnerships (PPPs) in both developed and developing countries, and the huge challenges that are often associated with establishing and managing them, and ensuring that they achieve their objectives, it is important to understand multiple aspects of their operation. Whilst the structural and economic aspects of PPPs have long been recognised and researched, the relational aspects of PPPs remain under-researched. This thesis is a contribution to addressing this gap in the literature. It uses a dimensional approach to understand the nature of inter-organisations relationships (IORs) in PPPs and considers the factors that shape these relationships. It also investigates whether a particular pattern of relationships is needed for PPPs to deliver more than could have been achieved by each partner working alone (synergistic benefits). These issues are studied empirically in three educational PPP programmes in Pakistan. In two of these, not-for-profit organisations ‘adopt’ state schools. In the third, the state funds private sector schools on the condition that they offer free education to students and achieve threshold quality standards. A case study methodology is used and an integrative conceptual framework, derived from a wide-ranging literature review, is used to guide both data collection and analysis. The research finds that partners’ motives for entering into a PPP play a dominant role in shaping inter-organisational relationships. These motives are, in turn, influenced by a range of contextual and organisational factors. Inter-organisational relationships can be broadly characterised as collaborative, contractual, cooperative or conflictual. Whereas much of the existing literature emphasises that collaborative relationships are a prerequisite for PPPs to deliver synergistic outcomes, this research finds that these outcomes are also present in PPPs characterised by cooperative relationships. However, inter-organisational relationships in PPPs are not static; they develop and change over time. These changes result from a dynamic interplay between contextual factors, organisational factors, partner motives and the perceived outcomes of the partnership. The research reported in the thesis makes a number of contributions to knowledge. It sheds new light on the relational aspects of PPPs and offers a new conceptual framework for explaining and investigating inter-organisational relationships, which integrates insights from the largely separate literatures on PPPs and inter-organisational relations. It counters an apparent pro-collaboration emphasis in the existing PPP literature by documenting and explaining the benefits associated with cooperative relationships. It also offers new empirical evidence on the operation of PPPs in a developing country context, which contributes to redressing the predominance of evidence from developed countries in the existing literature. The insights from the research have theoretical and practical implications for the development and management of PPPs and future research in this area.

A critical discourse analysis of public-private partnerships in education in Black Africa : A case of basic education in Liberia

With many countries in Black Africa immersed in external debts and yet others grappling with effects of civil wars and pandemics, social services such as basic education and primary health care pose challenges to them. To mitigate such shortcomings in the region, innovative ways to provide basic education are sought by the private sector. To meet the goals of education for all, national governments fall short of alternatives which gives rise to options like low fee private schools (LFPSs). But these innovative ways which are basically home-grown have got foreign competitors who provide the same basic education services. This thesis does not address the element of competition; rather it explores latest global changes that affect almost all aspects of social life – particularly basic education. This thesis looks at the public-private partnerships (PPPs) in education with low fee private schools (LFPSs) as one of the ‘innovative’ ways of providing basic education; this has had an effect of having entire basic education systems contracted out by national governments in the region. With weak public service systems, how can Black Africa implement PPPs with LFPSs? Using Fairclough’s critical discourse analysis – theory and method as well as operationalised space-times theory by Harvey (1990), this thesis probed PPPs with LFPSs in Liberia. The objectives were to understand the nature of educational reforms advocated in PPPs with LFPSs and to examine the kind of relationship between government and private sector service providers in PPPs with a view of locating the power within such relationships. Another objective was to probe how equitable and inclusive these basic education services provided by PPPs with LFPSs were. The study revealed that PPPs with LFPSs are implicated in denying access to the rural communities, limiting equitable and inclusive education to many social groups like the poor, girls and people with disabilities as well as seeming to undermine national and local governments due to power and ideology.

The evolution of human rights in World Health Organization policy and the future of human rights through global health governance

No / The World Health Organization (WHO) was intended to serve at the forefront of efforts to realize human rights to advance global health, and yet this promise of a rights-based approach to health has long been threatened by political constraints in international relations, organizational resistance to legal discourses, and medical ambivalence toward human rights. Through legal research on international treatyobligations, historical research in the WHO organizational archives, and interview research with global health stakeholders, this research examines WHO's contributions to (and, in many cases, negligence of) the rights-based approach to health. Based upon such research, this article analyzes the evolving role of WHO in the development and implementation of human rights for global health, reviews the current state of human rights leadership in the WHO Secretariat, and looks to future institutions to reclaim the mantle of human rights as a normative framework for global health governance. In modern societies, conflicts of interest are usually mitigated by contractual arrangements, in which, if well delineated, provide the right incentives for cooperation. However, contracts are incomplete, especially those of road concessions, characterized by their long duration and high investments, and therefore they are subject to risks. In this scenario of uncertainties, one of the main risks is the demand risk, i.e., the risk of volume of traffic carried out is lower than projected, affecting the continuity and profitability of the project. Therefore, the present evaluates who should bear the risk of demand in road concessions in Brazil: a private entity, which currently supports this risk, a public entity, or both (shared). To answer this question, the Incentive Theory, together with several international case studies, have been analysed. The presente paper categories the need to transfer risk from private to public administration according to the degree of risk criteria, such as demand risk and risk aversion / Concessões rodoviárias são caracterizadas por seu longo prazo de duração e pelos investimentos elevados, estando, portanto, sujeitas a riscos. Nesse cenário de incertezas, um dos principais riscos é o de demanda, i.e., o risco do volume de tráfego realizado ser inferior ao projetado, afetando a continuidade e rentabilidade do projeto. Dessa forma, o objetivo da dissertação é avaliar quem deveria suportar o risco de demanda em concessões rodoviárias: o ente privado, quem atualmente suporta majoritariamente este risco, o poder público ou ambos (compartilhado). Para esclarecer este ponto, o tema foi analisado à luz da Teoria dos Incentivos e foram averiguadas as práticas internacionais adotadas.
