No. of bitstreams: 0 / Para elaborar um programa de proteção radiológica, as instalações radiativas brasileiras devem considerar normas, diretrizes e recomendações nacionais e internacionais que encontram-se em documentos de diferentes organizações publicados nas últimas décadas: Comissão Internacional de Proteção Radiológica (CIPR), Organismo Internacional de Energia Atômica (OIEA) e Comissão Nacional de Energia Nuclear (CNEN). Visando a proporcionar a essas instalações o acesso às informações pertinentes de forma rápida, integrada e eficiente, este projeto propõe informatizar e disponibilizar em um só documento os programas de otimização da proteção radiológica unificados, inter-relacionados e em português, fornecendo ao público usuário um veículo completo para fins de pesquisa, consulta e informação. A partir do discernimento do que deve conter cada programa e seu real dimensionamento, foi trabalhado o inter-relacionamento das informações de maneira a satisfazer as normas e recomendações nacionais e internacionais. O projeto inclui conceitos, definições e teoria necessários, além da pesquisa detalhada do conteúdo do programa de otimização, das técnicas de ajuda para tomada de decisão, das doses de radiação e detrimento e das informações relacionadas aos custos de proteção. O conteúdo permite responder a todas as questões que devem ser colocadas na elaboração de um programa de otimização de forma a possibilitar montagem do plano de Proteção Radiológica conforme a situação específica do usuário. Para a informatização dos programas de otimização foram estudadas as possibilidades de acesso à Tecnologia da Informação e Comunicação nas empresas brasileiras, possibilitando identificar o perfil de utilização do sistema e definir a estrutura funcional adequada para a criação das melhores interfaces de ferramentas e recursos, bem como de um projeto de navegabilidade eficaz facilitando a busca de informações. O poder de processamento dos servidores aliado à tecnologia dos bancos de dados relacionais permite correlacionar informações advindas de diferentes fontes, possibilitando consultas complexas com tempo de resposta reduzido. O sistema segue o padrão WEB 2.0, que possibilita a estrutura organizacional necessária para a adequada informatização da proteção radiológica e considera os corretos critérios de indexação da informação para garantir seu reconhecimento pelos motores de busca da internet. O projeto conta com a combinação de várias tecnologias, potencializando os recursos disponíveis em cada uma delas para alcançar os objetivos propostos. Este trabalho experimental lança um cerne inicial para a informatização dos programas de proteção radiológica, informatizando inicialmente os programas de otimização. A investigação do perfil de utilização durante um período de cinco meses possibilitou o levantamento de dados importantes que apontam novas possibilidades para o desenvolvimento da informatização dos programas de proteção radiológica. Kinetic Problem Solving

Government leaders stand to benefit from improved program management capabilities within their organizations. Often, they are faced with crisis situations that require a rapid-fire, precise, effective problem solving process. Some of these programs are more severe or complex than others. With time and certainty of the solution as constraints, efficient program management supporting the Defense Acquisition Life Cycle remains an enigma for organizations at best and a hazard at worst. Program management dealing with crisis problem solving, which is characterized by critical events and high cost, is a real-time process where requirements are identified and resolved to achieve a desired goal, with the path to the goal blocked by known or unknown obstacles. Program management that deals with crisis problem solving situations are plagued by several issues. The crisis situation is likely one not previously encountered; therefore, solutions from past experiences cannot be drawn upon to solve the problem (Heichal, 1992). An individual not experienced or trained often feels the situation is too complex, information is incomplete, time is short, and failure consequences are extreme (Hockey, 1986). Managers who face these dilemmas must have responsive, failure-proof processes in place. This dissertation explores program management as it deals with problem solving processes in time-critical contexts, including task consolidation and resource selection, with the critical objective of improving crisis event management. The intent is to focus on processes that can be improved in crisis problem solving, specifically time needed to execute current problem solving processes, and introduce a kinetic problem solving approach to increase the momentum of implementing the solutions during crisis situations. This flexibility is facilitated by the researcher’s genuine desire to improve the organizational situation (rather than merely study it) and a client’s willingness to share the details of how they will use the technology and lessons learned.

IT roll-out or IT-related organizational change in focus? : A qualitative study on how perspective differences influence IT-enabled change programs

We have studied a global corporation that is implementing an IT-enabled change program which affect the whole organization. In this change, there exists many different perspectives that we divided into groups to enable analysis. The different perspectives hold differing missions and knowledge bases which in turn affect their respective understanding of the change and its purpose. In this study, we have divided perspectives according to two dimensions: program – project and business – IT. The aim has been to understand how these different perspectives affect change implementation. We have interviewed individuals from multiple positions in the organization to understand their view on what is happening in the organization and how they relate to the various issues found in the change program. We have found that there are many instances where misunderstanding can arise because the stakeholders involved in the change lack mutual understanding of each other’s perspectives. When there is an imbalance between perspectives, IT-enabled change is likely to become an IT roll-out and not an IT-related organizational change. We believe that when stakeholders of change broaden their awareness and understanding regarding the different perspectives that exist, they can enable coordination and cooperation between perspective groups. This will in turn help with successful change implementation.

This thesis focuses on the topic of program management, its functioning and the emergence in the context of project management. The goal is to process standards and methodologies for working with programs to reveal their differences and the reasons that lead to their formation. Particular attention is given to compare the life cycles of the program two major commercial standards and subsequently with the approach of government. The differences in the functioning government and the private sector are one of the main axes of the whole work, and every part of this work pays attention to them. The work seeks to illuminate the principles of the program management and on selected examples demonstrate the functioning of different approaches. In the final section, on the basis of these differences defines the strengths and weaknesses of different approaches and tries to suggest the possibility of taking advantage by sharing of approach to strengthening of the opposite one.

Essays In Outsourced Is Program Management

IS vendor organizations are increasingly using program management practices to manage complex projects (Gierra 2004). The move to program teams is due to the realization that the management of many client projects and their underlying dependencies requires teamwork among project managers from different projects (Cooke-Davies 2002; Ferratt et al. 2006; Sanghera 2007). With two separate studies, first we extend the team competence framework and utilize organizational learning theory to understand the antecedents and outcomes of teamwork behaviors. Empirical results from the first study indicated that teamwork behaviors within the program team were significantly related to an increase in team competencies of personnel development, methodology development and dissemination and customer focus. Further, the three program team competencies were a significant predictor of program outcomes. In the second study, we investigate the outcomes of conflict resolution and their impact on program performance. The results indicated that conflict resolution can enhance the level of communication, mutual support and effort among IS program members Directions for practitioners and implications for future research are discussed.

A acirrada competição no mercado automobilístico, aliada às exigentes legislações de emissão de poluentes, acelera não somente a corrida pelo aumento de qualidade e redução de custo dos produtos, mas também a renovação e redução dos ciclos de vida dos produtos, travando uma verdadeira batalha pelo tempo. É nesse cenário que a aplicação das tecnologias de motor, as técnicas de projeto e de gerenciamento de projeto interagem para desenvolvimento dos novos motores, e o atendimento ou mesmo a superação das metas estará intimamente ligado não somente a competência técnica envolvida, mas também à eficiência dos processos de desenvolvimento de produtos aplicados. Este trabalho propõe um modelo para o processo de desenvolvimento de motores de combustão interna para a indústria automobilística, tomando como base referências bibliográficas e procedimentos e metodologias aplicadas para desenvolvimento de motores em um fabricante de motores diesel levantados a partir de um estudo de caso. Esse processo, associado às sugestões de melhorias, ferramentas e práticas pode ser, de forma conceitual, estendidos ao desenvolvimento de qualquer componente do automóvel, o próprio automóvel ou até mesmo outros produtos manufaturados que agreguem tecnologia e que estejam expostos a um mercado hostil como o automotivo. / The tight competition in the automotive industry, together with stringent pollutant emissions legislations, speeds up not only quality and cost reduction efforts, but also new products development and massive product life-cycle reduction, which leads to an endless war against time. In this environment the engine technologies, engineering methods and tools and project management techniques interact among themselves for new engine developments. As a consequence, the meeting and surpassing of these targets are linked not only to technical competence evolved, but also to product development process efficiency. This study proposes a methodology for engine development process for automotive industry, based on bibliography references and methodologies applied in a diesel engine manufacturer, raised from a Case Study. These processes, methods and procedures, along with improvement suggestions could be, as a concept, used for every automotive component, the vehicle itself and also any other manufactured product which has technology added to it.

Private Sector Defense Contractor Management Strategies for Contract Fulfillment

Private sector U.S. defense contractors failing to meet contract objectives experience lower profitability, pay costly penalties, and risk survivability. Using the theory of contracts, the purpose of this multiple case study was to the explore strategies that some leaders of U.S. defense contracting businesses use to meet all the contract terms with the U.S. Department of Defense. Data were collected from 5 leaders of private sector defense contracting companies in northwest Florida through face-to-face, semistructured interviews and through a review of operations manuals, quality assurance policy manuals, and archived U.S. Department of Defense contracts. During data analysis using Yin's 5-step process of compiling, disassembling, reassembling, interpreting, and concluding the data, 4 themes on strategies emerged: (a) communication strategy for successful completion of contracts, (b) technology strategy to monitor contract compliance, (c) training strategy for program managers, and (d) subcontractor selection strategy. The findings indicated that communication among all contract parties was an essential component of each of the 4 themes. Computerizing the contracting workflow to monitor compliance efforts, training program managers for effective oversight of contract compliance, and selecting subcontractors were vital elements of the strategies private sector defense contractors used to meet all the terms and conditions of U.S. Department of Defense contracts. The implications for positive social change include the potential for private sector defense contractors to improve the strength of the defense of the northwest Florida community, lower unemployment, and provide a safer environment for humanity.
