Desde a sua experiência mais famosa, em Porto Alegre – RS, o mundo tem voltado a atenção para essa política que se mostra tão positiva, quando bem executada, aproximando governo e sociedade. Resultados positivos, porém, somente são alcançados por meio de uma estrutura consolidada para execução do OP. Assim, este trabalho propõe um modelo para seleção de alternativas de obras e ações a serem realizadas pelo OP do estado da Paraíba. Para delinear este modelo utilizou-se o método de estruturação de problemas Soft System Methodology, conhecido como SSM, com o intuito de elucidar as necessidades locais a população. Em seguida, usou-se o método de votação approval voting, cuja metodologia dá maior poder de expressão aos votantes, permitindo-lhes demonstrar, através de seu voto, se aprovam ou não cada uma das alternativas consideradas. Por fim, trabalhou-se com o método multicritério de apoio a decisão PROMETHEE V para auxiliar na seleção do portfolio ideal de alternativas de obras com base em restrições como disponibilidade orçamentária e investimentos governamentais feitos nos anos anteriores. Para melhor esboçar a aplicação do modelo é apresentada, ao final do trabalho, uma ilustração deste o com os dados obtidos por meio do OP em funcionamento no estado da Paraíba. / The Participatory Budgeting (PB) is a initiative that gains, every day, more and more notority around the world. Since its most famous experience, in Porto Alegre – RS, the world has been paying atention to this politic, that reveals itself so positivaly regarding its results. The PB, if well executed, can approach citizens and government towards working together. However, positive results are only achieved if the PB’s structure is strong and solid. That being said, this paper proposes a model for a selection among alternatives of works and actions to be done with the PB’s resources of Paraiba, a brazilian state. To design this model, we used the problems’ structure method Soft Systems Methodology (SSM), through which is possible to clarify the population’s needs. After that, the election procedure approval voting was used. This procedure allow the voters to expose their approval, or disapproval, to each one of the considered alternatives. Finally, it was applied a multicriteria decision-aid, the PROMETHEE V, to support the selection of the ideal portfolio of alternatives considering restrictions such as budget limits and past goverment investiments. To a better comprehension of the model, it is also presented an ilustration of its application with the data of Paraiba’s 2016 PB.

Desta forma, a construção de relacionamentos de longo prazo com fornecedores adequados advém como uma ferramenta importante para as organizações, o que traz a necessidade do uso de técnicas estruturadas para a contratação destes fornecedores. Neste contexto, o presente trabalho teve como objetivo a proposição de um modelo multicritério de apoio à decisão para a seleção e avaliação do desempenho de fornecedores. Como principal resultado deste estudo, foi proposto um modelo que emprega uma adaptação do PROMETHEE em grupo, que utiliza o PROMETHEE III, em conjunto com o PROMETHEE V para a seleção, e o PROMSORT para a avaliação do desempenho dos fornecedores. Em seguida, foi realizada uma simulação de seu uso para a indústria de alimentação. A sistemática proposta apresentou como principais vantagens: integração entre as fases de seleção e avaliação de fornecedores, procedimento estruturado para a abordagem das preferências dos decisores, inclusão dos aspectos qualitativos e quantitativos do processo, agregação das preferências de gerentes de vários departamentos para a seleção e determinação do tipo de relacionamento a ser construído com fornecedores já contratados.

ENERGY SCENARIOS FOR THE ISLAND OF LESVOS GREECE: A MULTI-CRITERIA DECISION ANALYSIS APPROACH

This study performs an overview of the current electricity production for the Island of Lesvos, Greece. With the current trends and transitions towards Renewable Energy Sources, there has been an increase in interest in this topic in the region. This study creates four different scenarios for the generation of electricity with each scenario having an increased amount of RES. The aim of this study is to determine which scenario would be most viable to best implement on the interests of different stakeholders. With the current potential in wind farms due to the wind resource availability, there are large amounts of electricity generated from wind farms in the scenarios.The first scenario is the current scenario of the island. The second scenario has half the total capacity from fossil fuel powerplants with more RES. The third scenario has only RES supplying the island, with the fourth scenario being primarily wind energy with an interconnection with neighboring islands and the mainland. The fourth scenario is the most expensive and hardest scenario to implement. The study applies an MCDA method with the PROMETHEE II tool to rank the different scenarios based on the interests of the stakeholders. This resulted in the fourth scenario being the highest rank for three out of the four stakeholders.

The application of PROMETHEE multi-criteria decision aid in financial decision making: case of distress prediction models evaluation

No / Conflicting rankings corresponding to alternative performance criteria and measures are mostly reported in the mono-criterion evaluation of competing distress prediction models (DPMs). To overcome this issue, this study extends the application of the expert system to corporate credit risk and distress prediction through proposing a Multi-criteria Decision Aid (MCDA), namely PROMETHEE II, which provides a multi-criteria evaluation of competing DPMs. In addition, using data on Chinese firms listed on Shanghai and Shenzhen stock exchanges, we perform an exhaustive comparative analysis of the most popular DPMs; namely, statistical, artificial intelligence and machine learning models under both mono-criterion and multi-criteria frameworks. Further, we address two prevailing research questions; namely, "which DPM performs better in predicting distress?" and "will training models with corporate governance indicators (CGIs) enhance the performance of models?”; and discuss our findings. Our multi-criteria ranking suggests that non-parametric DPMs outperform parametric ones, where random forest and bagging CART are among the best machine learning DPMs. Further, models fed with CGIs as features outperform those fed without CGIs.

Supply Chain Risk Management Study of the Indonesian Seaweed Industry

Die Supply Chain von Algen in Indonesien, insbesondere Karrageen und Agarprodukte, ist mit Störungen innerhalb der Unternehmen und in externen Netzwerken konfrontiert wie z. B. Quantität, Qualität, Preis und Infrastruktur. Sobald eine Störung in einem Teil der Supply Chain auftritt, kann diese die gesamte Wertschöpfungskette beeinflussen. Um eine nachhaltige Algenindustrie sicher zu stellen, bedarf es einer langzeitigen Planung. Hierbei kann das Supply Chain Risk Management (SCRM) helfen. SCRM umfasst vier kritische Stufen: Identifikation der Algen-Supply Chains, Identifikation und Kategorisierung der Risiken, Einschätzen der Risiken und Vermeidung der Risiken. Um die Algen-Supply Chains zu identifizieren, wurden Feldforschung, Tiefeninterviews und Literaturrecherchen durchgeführt. Die Feldstudie wurde in den Provinzen Süd-Sulawesi, West-Java, Ost-Java, Banten und West-Nusa Tenggara durchgeführt. Anschließend wurden die Algen-Supply Chains mit der Software Umberto NXT Universal 7.0 modelliert, um ein besseres Verständnis von den Material- und Energieflüssen zwischen den Hauptakteuren zu erhalten. Um die Risiken zu identifizieren und zu kategorisieren wurden Literaturrecherchen durchgeführt und die Delphi Methode angewandt, um potentielle Quellen der Risiken, ihre Gründe und ihre Effekte zu analysieren. Zur Einschätzung der Risiken wurde ein semi-quantitativer Ansatz gewählt, welcher auf Face-to-face Interviews zurückgreift. Dementsprechend wurde eine Risikokarte erstellt, welche die Wahrscheinlichkeiten und Effekte von ungünstigen Ereignissen widerspiegelt. Basierend auf den vorherigen Ergebnissen wurde die Intensität der Risiken in die folgenden fünf Kategorien unterteilt: vernachlässigbare, geringe, kritische, sehr kritische und katastrophale Risiken. Drei alternative Strategien zur Vermeidung der Risiken werden vorgeschlagen: der Bau einer kleinen Algen-Fabrik, große Algen-Herstellung und industrielle Algen-Cluster, welche direkt am Algenanbau angegliedert sein müssen. Um die Strategien zu bewerten wurde die Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE) angewandt, welche der multikriteriellen Entscheidungsanalyse zuzurechnen ist. Die Vermeidungsstrategien berücksichtigen  Nachhaltigkeitskriterien (Ökologie, Wirtschaft, Soziales) und Risikokriterien. Die Ergebnisse zeigen, dass Algen-Supply Chains mit vertikaler Kooperation, aus Algen-Lieferanten (Farmer, lokale Händler, Großhändler und Exporteure) und Algen-Herstellern (Carrageen- und Agarunternehmen) bestehen. Die meisten Algen-Farmer sind unabhängige Farmer, die die Möglichkeit haben die Algen entweder an lokale Händler oder andere je nach Präferenz verkaufen können. Lokale Händler spielen eine entscheidende Rolle hinsichtlich der finanziellen Unterstützung der Farmer, der technischen Informationen und des Marktzugangs. Indonesische Carrageen- und Agarhersteller weisen ein kontinuierliches Marktwachstum auf, insbesondere als Familienunternehmen. Die Risiken der Algen-Supply Chain werden in zwei Hauptkategorien unterteilt: interne und externe Risiken. Interne Risiken werden weiterhin in zwei Gruppen untergliedert: interne Unternehmensrisiken, welche aus Prozess- und Steuerungsrisiken bestehen, sowie externe Unternehmensrisiken, die Supply- und Nachfragerisiken umfassen. Externe Supply Chain Risiken, die aus externen Netzwerkketten resultieren, sind Risiken hinsichtlich regulatorischer Fragen, der Finanzierung, Infrastruktur als auch soziale und umweltbezogene Risiken. Als kritischstes Risiko für die Carrageen-Supply Chain wurde die mangelnde Qualität von E.cottonii rohgetrockneten Algen identifiziert. Weitere kritische Risiken der Agar-Supply Chain sind Quantitätsunsicherheiten, die Knappheit von Gracilaria roh getrockneten Algen sowie negative Umweltauswirkungen des Abwassers. Aus  der Fallstudie zu halb-raffinierten Karrageen resultierte das Clustern von Algen-Verarbeitungsbetrieben als ist die beste Risikovermeidungsstrategie sowohl für große als auch kleine Unternehmen. Nichtsdestotrotz kann sich das Clustern negativ auf die lokale Umwelt auswirken.

A necessidade de investimento em saneamento no Brasil é essencial, pois está vinculada à melhoria da qualidade de vida da sociedade. Os projetos de saneamento exigem altos investimentos e, para garantir a prestação dos serviços, é necessário um sistema complexo de infraestrutura. Os elevados custos envolvidos e a limitação de recursos financeiros fazem com que seja preciso estabelecer prioridades para execução de projetos de saneamento. Com efeito, o objetivo desta pesquisa é propor um modelo multicritério de decisão para apoiar decisões de hierarquia de projetos de abastecimento de água e esgotamento sanitário. A pesquisa abordada tem enfoque qualitativo, sendo também vista como metodológica, pois sua finalidade é envolver métodos e procedimentos adotados como científicos. Assim, traz como escopo apoiar e estruturar o processo de decisão em que são definidos: os elementos (intervenientes, alternativas potenciais, critérios, problemática); tipos de decisão em grupo; escolha dos métodos multicritérios (PROMETHEE II & GAIA e ELECTRE IV); modelagem de preferência; sistemas de apoio à decisão (D-SIGHT e ELECTRE III-IV); avaliação de resultados e análise de sensibilidade. Procura-se garantir que a pesquisa tenha caráter prático, razão por que foi realizada a aplicação numérica do modelo no contexto da bacia dos rios Piracicaba, Capivari e Jundiaí, região sudeste do Brasil. / The need of investment in water supply and sewage projects in Brazil is substantial to improve the quality of life. The aim of the diploma thesis is to solve a particular problem via methods and instruments of multi-criteria decision-making under risk -- the choice of a suitable location of a swimming pool in the city of Písek. Every single phase of the decision-making process is described in the theoretical part of the thesis and followed in the practical part. The process was divided into stages: the problem specification, setting objectives, determination of the importance of the criteria, generation of alternatives and identification of their consequences, determination the significance of the risk factors, the probability of their occurrence, setting the impacts of the risk alternatives, evaluation of the alternatives and the choice of the most desirable one, potential threats and opportunities analysis. The theoretical part consists of a review of methods suitable for the given phase. More in-detail focus is put on the methods used in the practical part. To sum up, the diploma thesis provide the reader with the recommendation of the most appropriate location for the construction of the swimming pool. Additionally, it identifies the most important threats and opportunities related to this preference.
