Este trabalho apresenta uma proposta metodolÃgica para seleÃÃo de projetos de Parceria PÃblico-Privadas (PPP) no Ãmbito do Programa de PPP do Estado do Cearà e direcionados ao setor de infra-estrutura rodoviÃria. A metodologia à baseada nos estudos de viabilidade dos projetos de parceria e nas condicionantes impostas na Lei n 11.079/2004 na esfera federal e na Lei n 13.557/2004 do Estado do CearÃ. No sentido de facilitar a compreensÃo acerca dos motivos que levaram a administraÃÃo pÃblica brasileira a adotar a PPP como uma alternativa de financiamento no setor rodoviÃrio, a dissertaÃÃo apresenta uma abordagem sobre as diferentes fontes de financiamento na Ãrea de infra-estrutura rodoviÃria no Brasil e a experiÃncia internacional na implementaÃÃo de projetos de PPP. Para propiciar um melhor entendimento da metodologia proposta, o trabalho apresenta, ainda, uma explanaÃÃo sobre as Parcerias PÃblico Privadas no que se refere a: conceitos e definiÃÃes; tipos de contrato; benefÃcios, condicionantes e restriÃÃes; e estudo de viabilidade dos projetos. Adicionalmente, com o mesmo intuito, sÃo destacados e analisados os principais pontos das Lei n 11.079/2004 e Lei n 13.557/2004 que sÃo diretamente utilizados na avaliaÃÃo dos projetos a serem incluÃdos no Programa de PPP do Estado do CearÃ. / This work presents a methodological proposal for selection of projects of Public - Private Partnership (PPP) in the ambit of the PPP Program of Cearà State and directed to the sector of highway infrastructure. The methodology is based on the feasibility studies of projects of PPP and the conditions established in the national law n 11.079/2004 and in the State law n 13.557/2004. With objective to facilitate an comprehension about the motives that carry out the Brazilian government to adopt the PPP as one alternative of financing in the sector of highway infrastructure, the work presents an explanation about the different sources of financing in this sector in Brazil as well about the international experience in the development of projects of PPP. To provide one better understanding of the methodology, the work still presents an explanation about the Public-Private Partnership related to: concepts and definitions; types of contract; benefits, conditions necessaries and restrictions; and feasibility studies of PPP projects. In addition, with the same objective, the main points of both laws 11.079/2004 and 13.557/2004 used in the evaluation of the projects to be included in the PPP Program of state of Cearà are highlighted and analyzed in the work.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / O presente estudo tem como objetivo central compreender a instituiÃÃo da parceria pÃblico-privada entre o Campus UniversitÃrio de Marabà e a Companhia Vale e suas implicaÃÃes para a vida acadÃmica, em especial para a autonomia universitÃria do Campus. Com base no objetivo apresentado, evidenciam-se as categorias analÃticas: pÃblico, privada e universidade produtivista e as categorias empÃricas: autonomia universitÃria e participaÃÃo para aprofundamento das anÃlises teÃricas. No processo de conduÃÃo metodolÃgica da pesquisa empreendida optou-se pela abordagem qualitativa, com viÃs metodolÃgico da pesquisa participante. A produÃÃo do referido estudo se construiu a partir do diÃlogo com variadas fontes bibliogrÃficas e documentais, alÃm da utilizaÃÃo dos recursos de coletada de dados tais como: entrevistas, questionÃrios e formulÃrios. As reflexÃes apresentadas apontam que a fragilidade da participaÃÃo docente, em certa medida, implicou a autonomia universitÃria, nÃo aquela apresentada na letra da lei, mas autonomia construÃda pela participaÃÃo no espaÃo pÃblico, na construÃÃo do diÃlogo, do desentendimento e pelo vencimento do discurso do consenso estabelecido pela polÃtica policial da anulaÃÃo da fala dos sujeitos dentro do espaÃo democrÃtico. As aproximaÃÃes teÃricas presentes no texto estÃo marcadas pela utopia e paixÃo em defesa da Universidade PÃblica, nesse sentido hà de se reconhecer que a universidade nÃo se modifica sozinha em uma via de mÃo Ãnica, pelo contrÃrio, ela tem se modificado pelas contingÃncias histÃricas que determinam seus rumos, acreditando nessa capacidade de se modificar-se constantemente e que espera-se que a âEra das PPPsâ seja enfrentada e transformada com bom senso, trabalho coletivo, Ãtica e, principalmente, com aÃÃo polÃtica propositiva e transformadora. / This study aims at understanding the institution of public-private partnership between the campus and the Vale of Marabà and its implications for the academic life, especially for the autonomy of the university campus. Based on the goal presented to demonstrate the analytical categories: public, private and university productivist and empirical categories: university autonomy and participation for deepening the theoretical analysis. In the process of conducting methodological research undertaken was chosen qualitative approach with the methodological bias of the research participant. The production of this study was constructed from the dialogue with various bibliographic and documentary sources, besides the utilization of collected data such as interviews, questionnaires and forms. The reflections presented indicate that the fragility of teacher participation to some extent, involved the university autonomy, no one presented the letter of law, but autonomy built by participating in public space, the construction of the dialogue of misunderstanding and the maturity of the discourse of consensus established by the political police of the cancellation of the speech of subjects within the democratic space. The theoretical approaches in the text are marked by utopia and passion in defense of the Public University in this respect must be recognized that the university does not change by itself on one-way street, however, it has been modified by historical contingencies that determine its direction, believing that ability to change constantly and it was hoped that the "Era of PPPs" be confronted and transformed with common sense, team work, ethics, and especially with purposeful and transformative political action.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / Este trabalho dissertativo compreende um exame crÃtico sobre as parcerias pÃblico-privadas na educaÃÃo e sua vinculaÃÃo ao Programa mundial EducaÃÃo para Todos (EPT) e ao movimento do empresariado brasileiro Todos pela EducaÃÃo. Partiu-se, inicialmente, do pressuposto de que o complexo educacional torna-se um dos principais mecanismos utilizados pelo capital para associaÃÃo e estreitamento entre o Estado e o empresariamento. Argumenta-se, nessa investigaÃÃo, que a educaÃÃo nacional vincula-se cada vez mais ao setor privado atravÃs das parcerias onde os empresÃrios ganham apoio polÃtico e econÃmico do Estado capitalista para gerir a polÃtica educacional vigente, apresentando-se, dessa forma, como uma das principais alternativas necessÃrias e eficientes para alcanÃar a proclamada qualidade na educaÃÃo. Nesses termos, tudo indica que a proposta empresarial de educaÃÃo reafirma a sua condiÃÃo de mercadoria, subjugando de forma cada vez mais intensa a educaÃÃo da classe trabalhadora aos ditames do grande capital. Tomou-se por objetivo compreender o processo de inserÃÃo e condicionalidade das parcerias pÃblico-privadas na educaÃÃo brasileira. Para tanto, assumiu-se como referencial teÃrico-metodolÃgico a crÃtica marxista em uma perspectiva ontolÃgica, recorrendo ao marxismo que possibilita a apreensÃo do movimento do ser social em suas complexas contradiÃÃes e ricas mediaÃÃes. Essa investigaÃÃo compreende, portanto, uma pesquisa bibliogrÃfica e documental, a partir da contextualizaÃÃo e avaliaÃÃo crÃtica das parcerias pÃblico-privadas, na qual se articulam as determinaÃÃes dos organismos internacionais e as consequentes reformas institucionais procedidas pelo Estado brasileiro, rastreando, ademais, suas consequÃncias nas polÃticas educacionais. Seguindo esse movimento inicial, tornou-se possÃvel compreender que as parcerias pÃblico-privadas sÃo utilizadas na educaÃÃo brasileira para atender ao receituÃrio internacional, atrelando-se cada vez mais ao setor privado pela intermediaÃÃo das referidas parcerias como fonte de financiamento e uma das portas de entrada do comando empresarial no setor educacional. / This essay involves an in-depth exam of the public-private partnerships in Education and their connection to the Global Program Education for All (EPT) and to the Brazilian corporate movement All for Education. We initially start with the assumption that the educational complex is one of the main mechanisms used by capital for the association and approximation between the State and the Corporate Sector. We argue, in our investigation, that the national Education is more and more connected to the private sector through partnerships in which businessmen attain political and economic support from the capitalist State to manage the current Educational policy, presented, in this way, as the necessary and efficient alternative for reaching the proclaimed quality in Education. Accordingly, everything indicated that the corporate proposal of Education reaffirms its condition as a merchandise, submitting in a more intense way the Education of the working class to the orders of big capital. Our purpose is to understand the process of insertion and conditioning of the public-private partnerships in the Brazilian Education. To do that, we take as a theoretical-methodological standard the Marxist criticism in an ontological perspective, resorting to the Marxism that allows us to understand the movement of the social being in its complex contraditions and rich mediations. This investigation involves, therefore, a documental and bibliographic research, from the contextualization and critical evaluation of the public-private partnerships, in which are articulated the determinations of the international organizations and the consequent institutional reforms carried out by the Brazilian State, tracking, also, their consequences in the Educational policies. Following this initial movement, it has become possible to understand that the public-private partnerships are used in the Brazilian Education to abide by the international standard, entrenching themselves even more to the private sector for the intermediation of the referred partnerships as a source of financing and gateway of the corporate command in the Educational sector.

Le dÃveloppement de l'Ãconomie avec la croissance de la population et l'augmentation correspondante de leur pouvoir d'achat entraÃnent une augmentation de la consommation et, par consÃquent, influencer des facteurs et des services qui sont directement liÃs à l'assainissement de la ville. Un exemple de ces services est la gestion des dÃchets solides municipaux. De ce contexte, la recherche est dÃveloppà sur le sujet de l'Ãvolution de la qualità et de la logistique inverse efficacità de dÃchets solides municipaux d'une ville. Par consÃquent, aprÃs avoir observà comment la logistique inverse est actuellement effectuà dans deux villes brÃsiliennes (Fortaleza dans l'Ãtat de Cearà et Osasco à SÃo Paulo), une optimisation de cette gestion de maniÃre quantitative et qualitative a Ãtà suggÃrÃ. En d'autres termes, cette optimisation suggÃre que les modÃles traditionnels de gestion actuellement utilisÃes dans l'administration publique, peut amÃliorer les performances et l'efficacità quand il est utilisà des outils mathÃmatiques, informatiques et la gestion appropriÃe. Un modÃle mathÃmatique a Ãtà formulà capable d'effectuer une analyse quantitative optimisà pour l'emplacement des installations au sein de la logistique inverse, puis il a Ãtà nommà le meilleur type de gouvernance pour ce modÃle pour Ãtre utilisà avec la haute performance et l'efficacitÃ. Pour optimiser les solutions dans le cadre des techniques de gestion des dÃchets solides municipaux sont utilisÃs programmation linÃaire mathÃmatique. Programme d'ordinateur mis au point pour cette Ãtude a Ãtà utilisà pour effectuer les simulations. L'efficacità et la polyvalence du programme d'ordinateur ont Ãtà ÃvaluÃs par une analyse de plusieurs exemples pour dÃterminer les installations de localisation optimisÃs à Singapour et à Osasco. La recherche opÃrationnelle est la base pour la construction de ce modÃle mathÃmatique tandis que le modÃle de gestion de partenariat public-privà est l'indication du type de gestion appropriÃe pour les affichages d'outils mathÃmatiques et informatiques mentionnÃs solutions optimisÃes dans le modÃle de gestion des dÃchets de la logistique inverse Solide proposÃe urbaine / The development of the economy together with the population growth and the corresponding increase of purchasing power generate an increase in consumption and, consequently, affect factors and services which have direct relationship with the basic sanitation services in a city. An example of such service is urban solid waste management. From this context, the research is developed in connection with the evolution in quality and efficiency of reverse logistics of urban solid waste. Therefore, after observing how reverse logistics is currently being executed in two Brazilian cities (Fortaleza, State of Cearà and Osasco, State of SÃo Paulo), quantitative and qualitative management optimization procedures are suggested. In other words, such optimization procedures suggest that traditional management models currently used in public administration can enhance performance and efficiency if appropriate mathematical, computational and managerial tools are used. A mathematical model was formulated capable to accomplish an optimized quantitative analysis for the location of facilities within the ambit of reverse logistics and, then, it was indicated which is the best type of public management so that the proposed model is used with high performance and efficiency. To optimize solutions in the context of urban solid waste management, linear programming techniques are used. A computer program developed for this research was used to perform the simulations. The efficiency and versatility of the computer program were evaluated through the analysis of several examples for determining the optimized location of facilities in Fortaleza and in Osasco. Operational research is the basis for the construction of the mathematical model while the public-private partnership management model is the indication of the type of appropriate management so that the aforementioned mathematical and computational tool may present optimized solutions in the proposed reverse logistics urban solid waste management model.

PaÃses que enfrentaram este tipo de problema encontraram como alternativa para o seu desenvolvimento o parceiro privado, que ao longo do tempo participou atuando de diferentes formas neste processo. Muitas foram Ãs experiÃncias adotadas na busca por melhoria e viabilidade de investimentos para a oferta de serviÃos pÃblicos. O presente trabalho faz um rÃpido relato dessa evoluÃÃo e se detÃm de forma mais especÃfica na nova modalidade de contrataÃÃo por meio da Parceria PÃblico-Privada, em que o pÃblico busca um aumento da eficiÃncia e eficÃcia em seus serviÃos. Aborda os processos envolvidos para os estudos de modelagem, utilizando ou nÃo o Procedimento de ManifestaÃÃo de Interesse, bem como o enquadramento e anÃlise da conveniÃncia e oportunidade por meio do Value for Money. Apresenta e analisa a experiÃncia do Governo do Estado do Cearà na elaboraÃÃo, execuÃÃo e monitoramento do projeto da Arena CastelÃo implantado, identificando seus aspectos positivos e negativos. / Adequate infrastructure is essential for the growth of any country, especially in developing countries such as Brazil, which in addition to significant fiscal constraints has large territorial extension. Countries that have faced this type of problem found as an alternative for its development the private partner, which over time took acting in different ways in this process. Many experiments have been adopted in the search for improvement and investment feasibility for the provision of public services. The present study is a quick account of this evolution and hold more specifically in the new mode of contracting through the Public- Private Partnership, in which the public seeks to improve the efficiency and effectiveness of their services through this modality. Discusses the processes involved for modeling studies, using or not the Expression of Interest Procedure as well as the framework and analysis of convenience and opportunity through Value for Money. Presents and analyzes the experience of the State of Cearà in the preparation, implementation and monitoring of the project implanted Arena CastelÃo, identifying their strengths and weaknesses.
