Contemporary conflict resolution

Since the end of the Cold War, conflict prevention and resolution, peacekeeping and peacebuilding have risen to the top of the international agenda. The third edition of this hugely popular text explains the key concepts, charts the development of the field, evaluates successes and failures, and assesses the main current challenges and debates in the second decade of the twenty¿first century. Existing material has been thoroughly updated and four new chapters added, on environmental conflict resolution, conflict resolution in the arts and popular culture, conflict resolution in the media and the communications revolution, and theories and critiques of the field. Localising Peacebuilding in South Sudan? A Case of Transitional Justice and Reconciliation

Despite the signing of the 2005 Sudan Comprehensive Peace Agreement that ended the two decades of South-North Sudan war; and the 2015 Agreement on the Resolution of the Conflict in South Sudan, to end the current civil war, armed conflicts persist in South Sudan. Two key inadequacies of the liberal peacebuilding model, applied to address modern conflicts in Africa and across the globe are its insistence on international justice instruments such as the International Criminal Court, and the failure to recognize the role of local approaches and to incorporate them into peacebuilding intervention policies. This has resulted in failures to address the grievances and bitterness of war affected people and to reconcile divided communities. This study examines the potential and limits of applying local approaches to post-conflict peacebuilding in South Sudan. Based on empirical data obtained through qualitative case study conducted in South Sudan over five months in 2016, the findings reveal that despite the wide use of local institutions and justice mechanisms, many challenges exist, that pose serious difficulties in solely applying these strategies to transitional justice. However, for the liberal peacebuilding model to address the root causes of internal conflicts and build sustainable peace, local strategies could provide a significant complementary contribution, since dealing with the past entails more than retribution and truth seeking. The study has wider implications in practical and theoretical considerations for ongoing armed conflicts in Africa and other parts of the world.

Birds Without Wings: An Exploration into the Relationship Between Orientalism, Liberal Peacebuilding, Resistance, and Masculinities in the West Bank

The image of a kufiyah-clad Palestinian teenage boy brandishing a stone laden slingshot, facing-off against an Israeli tank, has long pervaded images of Palestinian resistance around the globe. Notwithstanding the disparity in might, and the legitimate discussion around whether wielding a slingshot when faced by a tank should indeed be considered armed resistance in the first place, this dissertation explores the Orientalist shaping of Palestinian resistance and its repercussions for Palestinian men engaged in resistance. In the aftermath of the Oslo Accords, at an unprecedented rate, international aid flowed into Palestine under the pretexts of peacebuilding and statebuilding. Deeply embedded within the liberal peace paradigm, some of this funding went towards interventions targeting Palestinian civil society and the promotion of 'nonviolence'. We know from other examples around the world, donor interventions targeting the political, economic, and social spheres of recipient countries have profound impacts outside of their stated goals. And while this has been noted by scholars in Palestine and beyond, what remains underexplored is the way that these interventions, and the embedded frameworks, discourses, and ideologies, have shaped both the unarmed resistance movement within Palestine, and more specifically, the individual social and cultural lives of those engaged in resistance. There is no way to explore, debate, or even talk about armed and unarmed resistance without first asking how the terms are defined and positioned within a particular framework. Here I find Orientalism, critical feminist theory, and critical peacebuilding literature useful perspectives from which to survey the shifting terrain of Palestinian unarmed resistance in the post-Oslo era and the subsequent shaping of male identity within the resistance movement. This dissertation answers the calls of post-colonial academics for the need to engage in resistance research that aims to understand resistance from the perspective of those who are resisting. At the same time, this dissertation challenges straightjacketed links between representation and domination by expanding our understanding of the role of Orientalist narratives in the Palestinian resistance movement. It argues that Palestinian men engaged in resistance are not just screens on which donors and CSOs/NGOs project their narratives of violent Arabs in need of civilizing (through the adoption of nonviolence). Rather, Palestinians too represent themselves in different ways, conceiving a gendered sense of self in social, public and political spaces. Such contested practices of representation produce cracks and dislocations in understandings of identity, agency, structure, and power in conflict contexts.

Cosmopolitan Peacekeeping and Peacebuilding in Sierra Leone: What can Africa contribute?

No / The article is organized into two main parts. First, it presents the termination of the conflict in Sierra Leone as a case-study to examine the degree to which cosmopolitan values connecting peacekeeping and peacebuilding are (or are not) evident. The case-study looks at the United Nations Mission in Sierra Leone (UNAMSIL) as a model of successful peacekeeping in the sense that everyday security was provided for the people of Sierra Leone through the deployment of a robust peacekeeping mission. This assessment needs to be qualified in relation to serious deficits still to be addressed in post-conflict peacebuilding, yet the success of this mission does provide encouragement for those who see the construction of a cosmopolitan security architecture for Africa as both desirable and achievable. Second, it explores the degree to which an appropriate model of cosmopolitan peacekeeping might emerge at regional and continental levels in Africa through the development of the African Standby Force (ASF). What the case-study presented here and the survey of the African Union (AU)/ASF in the second part of the article have in common is that taken together, they provide some evidence to suggest that, however fragile, the AU is beginning to define an agenda that represents a continent wide and, in that sense at least, a cosmopolitan response to African security issues.

yes / For more than a decade, resolutions from the United Nations and European Commission have highlighted women’s suffering during wars, and the unfairness of their treatment on returning to peace. Yet the injustices and hypocrisy continue. Women are reified as the peacemakers whilst being excluded from peace processes. Women’s suffering during war is held up as evidence of inhumanity by the same organisations which accept, if not promote, the marginalisation of women’s needs during peacetime. In this paper I review the processes through which these phenomena are perpetuated and outline some ways forward which could help to break these cycles.

A wide number of contributions to the peacebuilding literature have decried the limitations and constraints of liberal peacebuilding, to such an extent that the very term has begun to assume vaguely pejorative overtones. Concerns for the health and well-being of liberal peacebuilding have accumulated to the extent that Roland Paris has issued a plaintive call for liberal peacebuilding to be ‘saved’ (2010). In this thesis, I critically engage with the comprehensive approach, one of the central mechanisms that has enabled liberal peacebuilding to redefine and rearticulate its terms of reference. I begin from the assumption that the comprehensive approach does not anticipate the post-liberal peace that has been heralded by some observers (see Richmond, 2011); quite the contrary, it instead provides the basis for reformulation or adaptation within the terms that have been established by liberal peacebuilding. In continuing to hold out this tantalising possibility, the comprehensive approach continues, more than 20 years after its first articulation, to cast a seductive spell over its adherents. In this thesis, I critically assess how the comprehensive approach framework has been engaged and developed by one of its leading proponents (the British Government). I break the approach down into three dimensions of comprehensiveness (deepening, contextuality and complementarity), with a view to illustrating how the textual reproduction of each dimension has been accompanied by a set of contradictions and tensions. In doing so, I propose to explore how discursive ‘broadening’ and ‘deepening’ has been accompanied by a range of contradictions and tensions. In unravelling these contradictions, I then draw upon Foucauldian concepts and themes to argue that each and every advancement of freedom (whether through the form of empowerment, participation or contextual engagement) has been considerably more ambiguous than the standard narrative of the comprehensive approach – which reproduces the impression of an incremental progression – would have us believe. In questioning and probing the proposition that the comprehensive approach overcomes or reconciles the contradictions and tensions of liberal peacebuilding, I instead suggest a disconcerting reversion to prior points of reference.

“New” Sustainable Peacebuilding? - A Critical Examination of the United Nations Change in Peacebuilding Approach

Building peace and preventing the emergence of new and existing conflicts is one of the fundamental objectives of the United Nations, seen as deep down as in the charter of the organization. As the United Nations has existed for some time their peacebuilding framework has changed on several occasions, with the most recent change taking place in 2016. This paper is concerned with how this new United Nations approach to peace from 2016 has changed the way in which the United Nations understands peacebuilding. As this paper is focused on peacebuilding, this study applies the theoretical lenses of Liberal peace theory, critical peacebuilding and Scandinavian peace theory to critically examine the current United Nations approach as well as the previous approach to peacebuilding. The use of the ‘What’s the problem represented to be?’ approach allows for the identification of how the peace frameworks of the United Nations problematizes peacebuilding, the underlying assumptions as well as the effects. From this, it is determined that the new/current United Nations approach to peacebuilding has not significantly changed. Both frameworks are characterized by state-centricity with a focus on the necessity of liberal-democratic values being in place in order for sustainable peace to be achieved. The findings did show that the new approach emphasizes more interaction with local actors in the peace process however this emphasis was underpinned with a focus on peace through the state and not through the local.
