A Study of Merger of Domestic Villages, Townships and Counties ---Taking Penghu County as an Example

In the last century, European Union was established, East and West Germany were unified and governments of various countries are aggressively promoting for the merger of their administrative district, "merger" has become a global development method of enhancing competitive ability. Taiwan is made up of 319 villages, townships and cities. Through technology, information and democratic experiences, there are times of financial difficulties, unbalanced townships and cities, lame self-governing and territory separation. With the global trend of aging population, decreasing birth rate and decentralization, the merger of townships and cities possessed its own righteousness. This research is positioned as the pre-study for the merger of villages, townships and cities. The objectives are: 1. Using Penghu County as an example, there are in-depth interviews and discussion on possible geographic, social and political problems caused by the merger; 2. Foresee the advanced principle and possible ways out for establishing the merging system of the villages, townships and cities to reduce the resistance to the reformation. To achieve the above research objective, we have to in-depth understand about the subjective concept and related variables. In addition, literature and document with aiming at the domestic villages, townships and cities are mostly focused on philosophic theories and self-governing problems, and there are very few documents deeply mentioned about the practical questions for the merger of villages, townships and cities. This research uses important people such as Magistrate, Public Representative, Administrative Staff and Social Group Representative of Penghu County as the research objects. Adn, this study adopts the semi-structural in-depth interview method of qualitative research to study the merge questions. The main discoveries of this research are: 1. City economics scale exists and is very different from remote village and township scale, as well as exists the conflicting interests in efficiency and democratic values between city and remote village and township; 2. In Penghu County, there is a general top down pattern in administrative district merge order and policy drive structure; 3. In Penghu County, the corporation of removing the self-government is the best subsidiary measure to drive the merger of villages, townships and cities; 4. There are generation gaps, and township and city concept differences in the objection to the villages, townships and cities merge; 5. The heads to govern villages, townships and cities is a key factor to financial status. If the city economics scale is shaken, it is not so serious; 6. For domestic villages, townships and cities merge, subsidiary measures and administration used by Japan are studied for reference. Independent merging systems are not suitable for present use. The main suggestions of this research are: 1. Principle and scale size of the merger of villages, townships and cities are not the main goals. Function supplementary is more important. 2. Villages and townships on the offshore islands can request administrative support from the county or city governments to replace merging. 3. There are different villages, townships and cities merging conditions. The legal standard is not too simplified or suitable for use by only one system. 4. Public approval and participation are the driven force of prospect for constructing a city. In addition, promotion of diversified policies, opened and transparent information and establishment of mutual interactive platform are important points. 5. Along with the merger of villages, townships and cities, the level of village and neighborhood should be integrated and re-positioned.

Nest Recognition of Black-naped Tern (Sterna sumatrana) and Roseate Tern (Sterna dougallii)

Terns usually will aggregate in the same reproduction area during breeding season. The color pattern of eggs may match the background, and it is important for breeding adults to distinguish their own eggs, especially in colonies with high density. This research was carried out at three islands, Huolung Shoal, Baisha and Jishan Islets of Penghu from May to August of 2007 and 2008. The experiment was divided into three parts, egg moving (EM) experiment, nest modification (NM) experiment and egg switching (ES) experiment. Terns spent more time for searching their own nests of each of the experiment situation. In the EM experiment 69.7% Black-naped Tern adults settled on original nests without eggs in 2007; 52.0% Roseate Tern in 2007 and 29.6 % in 2008 did the same. In the NM experiment, the behavior patterns of returning adults were significantly different between each operation and the control group. Adults were confused by the interference of the experimental conditions. In some occasions, adults settled on incorrect eggs quietly in ES experiment. In conclusion, terns have low ability of egg recognition but high ability of nest recognition. Terns presumably can recognize nests with the nearby environmental landmarks, but not be able to recognize eggs.

Penghu island is not only a unique and various ecological environment in the subsidiary , but also in it¡¦s culture.But these peculiar culture gradually disappearance because of urbanizing, and tourist prevailing. It was once the first street of Penghu, and had the important value and can¡¦t be replaced on the history and culture of Penghu, through development plan and then, the residential district's meaning to resident still exists. Can it¡¦s still called the first street of Penghu¡H Does the residents identification changed ? This research reviews and analyses the background which depends on the sense and collects the central street and is correlated with upgrading the transformation plan through documents, sketch the contours of resident's impression map of the central block to complement in questionnaire investigation way at the same time by way of interview, study the duty of high school of Penghu to grow to the sense of depending on of the central block, finds 1. It does not have too outstanding behavior to the sense of depending on of the central block. 2.High school students are not frequently aontacting contacting central street and many are affected by other people's experience or their own interests. 3.It¡¦s the block with historical significance. 4.Have special view and have history. 5.The attachement of centro block is not obvious different on psychology and behavior ,and their depend behavior is not obvious. 6. The identification sense of Psychological to the central block is more obvious. 7. It does not have obvious difference to the degree of attachement on the central block of the high school students of different backgrounds .8.The activity experience that the high school grows will influence the degree of attachement to the centrao block. 9.The image of centro block and the attitude of historyical rebuild will influence their attachement to centro block. These results can be offered to planner and administrator, conform with the environment which uses the demand in order to set up more comfortable environment while making the public affairs policy.

Seasonal Variation of Fluxes and Water Masses in the Penghu Channel

This study use the hydrography and current data measured along a zonal transect across the Penghu Channel (PHC) during 1985-2003 to calculate through-flow, temperature and salt transports (Q, TT and ST), and analyze hydrographic transects and water masses variations through the PHC. The influence of the El Ni&#x00F1;o on the variations of temperature and salinity in the PHC is also investigated. The calculated Q is about 0 Sv (1 Sv = 106 m3/s) in winter, and the TT, ST, heat flux are amount to -0.005¡Ñ1015 W, -2¡Ñ106 kg/s, -1.6¡Ñ106 W/m2; during winter-spring period, the Q increases from 0.5 to 1 Sv as the northeast monsoon weakens, and the TT, ST, heat flux are amount to 0.052~0.113¡Ñ1015 W, 20~40¡Ñ106 kg/s, 16~35¡Ñ106 W/m2, respectively. The Q peaks to 1.5 Sv at the end of southwest monsoon in summer, and the TT, ST, heat flux are 0.162¡Ñ1015 W, 52¡Ñ106 kg/s, 53¡Ñ106 W/m2, respectively. The Q decreases rapidly from 1.5 to 0 Sv when the northeast monsoon intensifies in autumn, and the TT, ST, heat flux are 0.162~-0.005¡Ñ1015 W, 52~ -2¡Ñ106 kg/s and 53~ -1.6¡Ñ106 W/m2, respectively. The relationship between the through-flow transport and the wind stress is expressed as Q (Sv) = 1.37+5.58¡Ñwind stresses (N/m2). The correlation coefficient is 0.97. The water column is strongly stratified in summer and nearly well-mixed in the upper 100 m in winter. The major water masses are the colder and saline Kuroshio Branch Water and the warmer and less saline South China Sea Surface Water respectively in winter and summer. The correlation coefficients for the El Nino index, the Southern Oscillation Index, to the anomalies of depth averaged (< 50 m) temperature and salinity are 0.527 and -0.429, respectively, suggesting that temperature and salinity might be anomalous decrease and increase during the El Ni&#x00F1;o.

The Change of Post-war Local Political ecology in Penghu

Abstract This dissertation is a research for the historical reconstruction of the local political ecology since post-war in Penghu. At present, the research of local factions and democratic transition in Taiwan seems to have omitted the in-depth study of off-shore Penghu area. Therefore, the main purpose of this research is to try exploring the formation and declining of Penghu local factions in the post-war, and to examine the vicissitude of military role before and after abolished martial law in Penghu. In the meanwhile, we would systematically analyze the change of Penghu local political ecology in the process of democratization. By executing this Penghu case, we would conduct a further antithesis and discussion on the existed research of the local factions in Taiwan. This research adopted the field study and the in-dept interview method to collect empirical data. In addition that we expect the historical documents and official statistics data could be the helpful auxiliary evidence. The primary findings emerged from this research are¡G¡]1¡^Due to the pre-existing inter-group differences and competition of autonomy election, the Penghu local factions were generated and competition among factions were emerged. In addition, the only competition field was the election for congress of county or province because the position of county mayor was controlled by the military force. ¡]2¡^The faction itself was lack of strong structure because of the scarceness of Penghu local resources. In addition, there had not been any political opposition in Penghu during the martial law era. As a result, the relationship of alliance between Kuomintang and faction did not exist and the local factions were served as the counter-acting pressure of political oppositions for Kuomintang. Therefore, when the leader of faction had been changed or the members of faction were facing the conflict in profit could emerge the split, reorganization, or declining.¡]3¡^Following the transitions of authoritarian regime in Taiwan, not only military controlling role of political regime had been collapsed in Penghu, but also it withdrew the electoral mobilization machine for Kuomintang. In the meanwhile, military role had been changed from domination to assistance on the economical and social aspect.¡]4¡^On the one hand, democratization made the traditional "bi-factionalism pattern" of Penghu transformed into a multi-regional competition pattern. On the other hand, even if democratic transition boosted the political type of party competition, the influence of existing parties and military units had been gradually loosing. By contrast, local faction based on the combination of family, geography, and social relationship as well as burgeoning political-commercial sectors had become the main characters of regional political ecology. Worthy of mention, the existing theoretic perspective about local factions in Taiwan didn¡¦t absolutely fit Penghu. This research claims that it should take into account the characteristics of political economical and social structure at local, and the selection strategies of local political actors when understanding the local political ecology. The Cross-domain Analysis of PAM¡Xthe Impact of Cross-strait Direct Flights on the Governmental Aspect of Penghu

Three students work in a team in this research. With the impact of cross-strait direct flights on Penghu as the theme, they start their discussions from the sub-themes which include the economy, the society and the government. The team carries out cross-domain analysis in these different fields, using research methods stretching from regional science, management science and policy science, among others. The team applies the different methods to different fields of study. Regardless of the limitation of the locations and the departments, PAM and the output of cross-domain analysis (analysis of the economic fundamentals, time series analysis, horizontal analysis, and gravity model) are used as the input of judgment analysis (Social Judgment Theory, or SJT). The output of regional analysis and judgment analysis are used as the input of policy analysis (Interactive Management, or IM). The above is combined with Penghu¡¦s existing historical information to yield independent, objective, and credible data for cross-domain analysis. Combining resources including the people, the time, the place and the event, the method encompasses different levels and the participants¡¦ cognitive psychology so that the various powers can come together before they are optimized; a consensus is reached and the maximum value shared by the public is created. This study can be very close related to the livelihood of the citizenry of Penghu. The Interactive Management, or IM, of the policy analysis is applied, combined with Nominal Group Technique, or NGT, and Interpretive Structural Modeling, or ISM, as the methods of analysis. Approximately 26 representatives from various fields are invited to participate. The NGT procedure, from the identification, clarification to voting on the issues, to the comparison among different issues are all assisted with the ISM software to generate an enhanced structural diagram that is more clearly structured and easy to read. After the participants¡¦ deliberation and revision, twelve strategies regarding ¡§the Impact of Cross-strait Direct Flights on Penghu¡Xfrom an Economic Point of View¡¨ were proposed. To clarify the enhanced connections among policies, to bring about an enhanced structural relationship, and to set forth the priorities, goals and directions for each policy, the participants believe that the first task is to establish an effective and integrated platform between the central and local governments, which will help the planning and enforcement of cross-strait policies, as well as improve other policies. Considering the above, government agencies should always bear in mind what the public wants. They should take the public¡¦s needs into consideration and care for the people to widely promote dialogue platforms as public forum so as to realize a ¡§bottom up¡¨ approach and to listen to the opinions from the root of the society. Efforts should be made by all parties to respond to the need of globalization. The public should pay attention to and examine public affairs in both the private and the public arenas. We should have our eyes on the whole and deal with the details. Public opinions should be fully developed, the society should be given more wealth, and the social conditions should be cultivated so that the civil spirits can take root, the power of the civil society can emerge, and a civil-governed democracy can be realized.

The above is combined with Penghu¡¦s existing historical information to yield independent, objective, and credible data for cross-domain analysis. Combining resources including the people, the time, the place and the event, the method encompasses all levels and the participants¡¦ cognitive psychology so that the various powers can come together before they are optimized; a consensus is reached and the maximum value shared by the public is created. The IM theoretical framework is applied to this study, where the livelihood of the Penghu people and how to improve the living standard of the people are discussed. The public forum acts as the platform for dialogue. Twenty-four representatives from various fields were invited to express their ideas in a sensible discussion, where they take in others¡¦ opinions and learn from one another in a forum that is both theoretical and practical. The Interactive Management, or IM, of the policy analysis is applied, combined with Nominal Group Technique, or NGT, and Interpretive Structural Modeling, or ISM, as the methods of analysis. The NGT procedure, from the identification, clarification to voting on the issues, to the comparison among different issues are all assisted with the ISM software to generate an enhanced structural diagram that is more clearly structured and easy to read. Just like Atem Ramsundersingh, a senior official in the Water Department at the World Bank, pointed out: in the development of Taiwan¡¦s sustainable policies, the leaders should listen to the voice from the root of the society by allowing the ¡§bottom up¡¨ approach as an effective method for people to voice their opinions in a deliberative democracy. Considering the above and in the hope of identifying an appropriate alternate solution that is comprehensive, sound and practical as a reference for upcoming researchers, it is suggested that the policymakers, when discussing cross-strait policies, should listen to the opinions of people in Penghu via various channels. Practices should complement the theoretical framework in a research for it to reap greater results, namely, the fostering of civil awareness, the improvement of the levels of a civil society, and the realization of civil governance.

The Cross-domain Analysis of PAM¡Xthe Impact of Cross-strait Direct Flights on the Economic Aspect of Penghu

With Taiwan¡¦s economic development, and the wave of globalization as the impetus, after the government¡¦s ¡§No haste, be patient¡¨ policy and the mini-three links, on the first day of April, 2007, Penghu saw the launch of the conditional mini-three links. As the government gradually carries out cross-strait opening-up policies, the ¡§direct flight¡¨ is likely to arrive in the foreseeable future. As a response to the likelihood of the ¡§direct flight¡¨, what kind of impact and challenges will it bring to the Penghu economy? How should people in Penghu face up to them? What kind of opinions and suggestions should be made heard to the different levels in the government and the civil society? Dialogue mechanisms such as Denmark¡¦s Consensus Conference and the ¡§bottom up¡¨ method promoted by the World Bank of central Europe, as well as the US-borne ¡§Interactive Management¡¨, or IM, are approaches in which a small group of people gather in a small seminar to listen to one another¡¦s opinions and needs, and to negotiate in order to reach a consensus. These advanced and effective ways for people to come up with strategies all seeks wide participation from the people as their foundation, through a ¡§bottom up¡¨ dialogue, to generate practical and effective strategies. This research, based on the Public Affairs Management, or PAM, utilizes Nominal Group Technique, or NGT, and Interpretive Structural Modeling, or ISM, as a discussion method of interactive management. Three students work in a team. With the impact of cross-strait direct flights to Penghu as the theme, they start their discussions from the sub-themes which include the economy, the society and the government. The team carries out cross-domain analysis in these different fields, using research methods stretching from regional science, management science, and policy science, among others. The team applies different methods to different fields of study. Regardless of the limitation of the location and the departments, PAM and the output of regional analysis (analysis of the economic fundamentals, time series analysis, horizontal analysis, and gravity model) are used as the input of judgment analysis (Social Judgment Theory, or SJT). The output of regional analysis and judgment analysis are used as the input of policy analysis (Interactive Management, or IM). The above is combined with Penghu¡¦s existing historical information to yield independent, objective and credible data for cross-domain analysis, which is used by the discussion participants in sensible reasoning. The data are also internalized in the IM discussion platform to ensure the effectiveness of the participants, to distinguish among different groups, and to connect resources including the people, the time, the IV place and the event, so that the participants could engage in an effective dialogue on an equal footing provided by the discussion platform, where they study the impact of direct flights on Penghu¡¦s economy. After discussions and voting in two interactive seminars, the participants chose and proposed twelve strategies regarding ¡§the Impact of Direct Flights on Penghu¡Xfrom an Economic Point of View.¡¨ The cross-domain research method, encompassing different levels and the participants¡¦ cognitive psychology, engages the participants in sensible discussions so that the various powers can come together before they are optimized. This helps foster the formation of civil awareness and raise the levels of the civil society, contributing greatly to the goal of civil governance.

Empirical Study of Taipower¡¦s Service Quality Gap and Satisfaction in Penghu area

This research is based on service quality extension model and SERVQUAL (Service Quality Scale), provided by Parasuraman, Zeithaml and Berry (1985,1988,1991), with 7 dimensions and 32 revised items related to service quality and overall satisfaction, to address the service quality gap of Taipower in Penghu area, and the differences in values of service quality level, perceived level and whole satisfaction level which are affected by different background variables, as well as service quality satisfaction level of various special services. In the end, this study proposes conclusion and suggestions to improve Taipower¡¦s management performance in Penghu area and stimulate enterprise on-going development. This study which sets up the target toward over 20 year-old consumes, the management level and employees of Taipower in Penghu area, is conducted with reference analysis and questionnaire survey. Conclusions are as follows: 1. On the average, in Penghu area, the service quality gap 2, 4, and 5 are significantly different, but gap 1, and 3 are no significantly difference. 2. Gap 6 ¡§the service quality delivered by employees¡§ and ¡§service quality perceived by customers¡¨ are significantly different. 3. On the average, in Penghu area, the management level and employees have significantly different perceptions of the whole service quality. 4. On the average, in Penghu area, the customers and local eletronics service providers have no significantly different perceptions of Taipower's service quality. 5. In Penghu area, the stations of users of Taipower have significantly difference perceptions of Taipower's service quality, the rest and different background variable all has no significantly difference. 6. In different ares, the satisfaction level of users of the different, special services adopted by Taipower is lower than 50%. 7. The satisfaction level from users in Penghu's surrounding islands, about Taipower's service quality, is higher than 50%. 8. Different interviewees have significantly different perceptions of Taipower's media PR and actual satisfaction degree. Based on conclusions mentioned above, this study provides suggestions as follows: 1. In system level, the unit is whole to combine, activate to organize effect and strengthen operation ability, as well as set up a complete audit and promotion system etc. 2. In management level, the company should use technology to summarize information, build communication and trust mechanism, responding a change, the labor altogether governs etc. 3. In execution level, the company should encourage life-long learning atmosphere, reinvigorate corporate thinking, and reactivate promotion system as well as reward giving etc. Key words: Penghu area, service quality, satisfaction level, PZB
