<p>The purpose of this study is to determine what alternative forms of assessments are being practiced in a public school with an international programme and to explore the teachers` attitudes towards the use of alternative assessment procedures. Various assessment models and strategies have been investigated and discussed, as pre¬senting a part of the educational practice in the primary classrooms that engage the International Baccalaureate/ Primary Years Programme at the elementary school level (age range 6-11) in the years 0-5.</p><p>While defining my research problem, I have started from hypothesis that practicing of alternative assessment has an important positive role in the international schools supporting, promoting and improving student learning.</p><p>International schools are facing both challenging and complexity of assessment pro¬cess while striving to apply both national and international programs` recom¬menda¬tions concerning the testing.</p><p>Alternative forms of assessments are being used in conjunction with other forms of assessment, such as standardised tests, in order to assess both student perfor¬mance and the intentions of the International Baccalaureate/ Primary Years Pro¬gramme.</p><p>This paper investigates what alternative assessment practices (portfolio, perfor¬mance assessment, Exhibition, self-assessment) are being applied and used in the same school where the standardised tests are also being applied and used (text book tests, teacher-made tests, local and national test).</p><p>The hypothesis was supported and the study findings suggest that various types of assessments are needed to be utilized in order to fairly evaluate students` needs as well as that alternative assessment has an important positive role meeting individual student’s needs supporting a process of learning.</p>

Increasing enrollment of students and declining availability of qualified and experienced faculty are leading to increased assessment loads of the existing faculty. Moreover, the assessment techniques are changing drastically due to the ever-increasing demand of new knowledge and abilities from the students. The tools offered by information technology can now be effectively used in enhancing the productivity of a teacher. This thesis proposes a mechanism for creating both summative and formative assessment instruments for a course in an engineering program. The assessment instruments will vary widely in nature depending on the subject. With increasing prevalence of digital devices in all walks of life a first level knowledge of digital systems is considered necessary for all engineers especially under electrical and computer engineering curricula. The first level course ‘Basics of Digital Systems’ is chosen for developing a framework of computer assisted evaluation. Creation of assessment instruments is best done in the context of an instructional system design (ISD) model. ADDIE, a generic model is chosen for the study. Bloom’s classification of levels of cognition, Vincenti’s categorization of engineering knowledge, and ‘Gronlund 2-level’ method for writing the learning objectives are integrated to create a ‘Bloom-Vincenti–Gronlund’(BVG)framework for preparing the learning objectives/assessment instruments. Developing tools for evaluation of performance of students in the assessment tests requires consideration of many issues: analysis of problems and their solution methods, errors normally committed by students, grading preferences of the instructor and feedback to students. A set of tools are developed that are able to evaluate the truth tables, state tables, excitation tables, timing diagram and VHDL codes. The developed tools are validated. The submission of the assignment and the integration of all the tools for evaluation will be more effective if they can be integrated in a learning management system (LMS). ‘MOODLE’, an open source LMS, is identified for the integration of the tools. The developed tools execute the files submitted by the students, evaluate them, and provide feedback to the students. In summary, the thesis addressed some key issues related to “assessment and evaluation of students’ performance” and proposed an integrated computer assisted system for the evaluation of students’ performance in the course ‘Basics of Digital Systems’.

On Risk Management of Electrical Distribution Systems and the Impact of RegulationsWallnerström, Carl Johan January 2008 (has links)
<p>The Swedish electricity market was de-regulated in 1996, followed by new laws and a new regulation applied to the natural monopolies of electrical distribution systems (EDS). These circumstances have motivated distribution systems operators (DSOs) to introduce more comprehensive analysis methods. The laws, the regulation and additional incentives have been investigated within this work and results from this study can be valuable when developing risk methods or other quantitative methods applied to EDS. This tendency is not unique for Sweden, the results from a comparative study of customer outage compensation laws between Sweden and UK is for example included.</p><p>As a part of investigating these incentives, studies of the Swedish regulation of customer network tariffs have been performed which provide valuable learning when developing regulation models in different countries. The Swedish regulatory model, referred to as the Network Performance Assessment Model (NPAM), was created for one of the first de-regulated electricity markets in the world and has a unique and novel approach. For the first time, an overall presentation of the NPAM has been performed including description of the underlying theory as a part of this work. However, the model has been met by difficulties and the future usage of the model is uncertain. Furthermore, the robustness of the NPAM has been evaluated in two studies with the main conclusion that the NPAM is sensitive toward small variations in input data. Results from these studies are explained theoretically investigating algorithms of the NPAM.</p><p>A pre-study of a project on developing international test systems is presented and this ongoing project aims to be a useful input when developing risk methods. An application study is included with the approach to systematically describe the overall risk management process at a DSO including an evaluation and ideas of future developments. The main objective is to support DSOs in the development of risk management, and to give academic reference material to utilize industry experience. An idea of a risk management classification has been concluded from this application study. The study provides an input to the final objective of a quantitative risk method.</p>

Η παρούσα διατριβή πραγματεύεται την αποτίμηση της σεισμικής συμπεριφοράς και την ενίσχυση μη-κανονικών σε κάτοψη κτιρίων οπλισμένου σκυροδέματος. Σε μια έντονα σεισμογενή περιοχή όπως η Ελλάδα, η ύπαρξη πολύ μεγάλου ποσοστού (περί το 70%) κατασκευών που δεν διαθέτουν την ασφάλεια έναντι του σεισμού που απαιτούν οι σημερινοί κανονισμοί, αποτελεί μεγάλο πρόβλημα. Επιπλέον, πέραν της έλλειψης αντισεισμικού σχεδιασμού τους, η δομική μορφολογία της πλειοψηφίας των κατασκευών αυτών ευνοεί την ανάπτυξη στρεπτικής απόκρισης κατά το σεισμό, καθιστώντας ακόμα πιο δυσμενή την κατάσταση. Πέραν των τεχνικών και οικονομικών δυσχερειών που παρουσιάζει η ενίσχυση των κατασκευών αυτών, έως τώρα, και πριν τη θεσμοθέτηση στην Ελλάδα του αντίστοιχου μέρους του Ευρωκώδικα 8 (Μέρος 3) ή του Κανονισμού Επεμβάσεων (ΚΑΝΕΠΕ), η ενίσχυση είχε κυρίως εμπειρικό χαρακτήρα. Στη διατριβή αυτή προτείνονται υπολογιστικά εργαλεία και μέθοδοι για τη λεπτομερή αποτίμηση της σεισμικής συμπεριφοράς της προβληματικής αυτής κατηγορίας κατασκευών με στόχο την κατανόηση της απόκρισής τους κατά το σεισμό αλλά και τον προσδιορισμό των «αδύνατων σημείων» τους, έτσι ώστε η ενίσχυση να είναι προσανατολισμένη ακριβώς εκεί, κάτι που είναι ορθολογικότερο όχι μόνο επιστημονικά αλλά και από άποψη κόστους. Ως αντικείμενο μελέτης και εφαρμογής των μεθόδων και διαδικασιών που προτείνονται σε αυτή τη διατριβή χρησιμοποιούνται τέσσερα πραγματικά κτίρια, δύο από τα οποία προϋπήρχαν ενώ τα υπόλοιπα κατασκευάστηκαν με σκοπό τη διεξαγωγή πειραματικών δοκιμών με την ψευδοδυναμική μέθοδο. Τα υφιστάμενα κτίρια είναι η τετραώροφη πολυκατοικία επί των οδών Πίνδου και Γ. Παπανδρέου στη Νέα Φιλαδέλφεια Αττικής η οποία κατέρρευσε κατά τον σεισμό της Αθήνας το 1999, και το Δημοτικό Θέατρο Αργοστολίου «Ο Κέφαλος». Από τα δύο κτίρια που κατασκευάστηκαν εξ’ αρχής, το πρώτο είναι τριώροφο σε φυσική κλίμακα και κατασκευάστηκε για να δοκιμαστεί ψευδο-δυναμικά στο Κοινό Κέντρο Έρευνας της Ευρωπαϊκής Ένωσης στην Ispra της Ιταλίας, και το δεύτερο είναι διώροφο σε κλίμακα 1:0.75 και κατασκευάστηκε για να δοκιμαστεί ψευδο-δυναμικά στο Εργαστήριο Κατασκευών του Τμήματος Πολιτικών Μηχανικών του Πανεπιστημίου Πατρών. Και τα τέσσερα κτίρια είναι χαρακτηριστικά της μελετητικής και κατασκευαστικής πρακτικής που ίσχυε στην Ελλάδα αλλά και στην ευρύτερη περιοχή της νότιας Ευρώπης τη δεκαετία του 1970. Στο πρώτο Κεφάλαιο της διατριβής γίνεται αναφορά στο πρόβλημα της ύπαρξης στη χώρα μας μεγάλου ποσοστού υφισταμένων κατασκευών χωρίς επαρκή ή και στοιχειώδη αντισεισμικό σχεδιασμό. Ακολουθεί μια σύντομη ιστορική αναδρομή στην εξέλιξη και βελτίωση των Ελληνικών αντισεισμικών κανονισμών, καθώς και μια αναφορά στις πρακτικές δυσχέρειες της σεισμικής αποτίμησης και ενίσχυσης. Στο δεύτερο Κεφάλαιο γίνεται αναφορά στους στόχους αποτίμησης της φέρουσας ικανότητας και της ενίσχυσης κατά τους σύγχρονους κανονισμούς (Ευρωκώδικα 8 – Μέρος 3 και ΚΑΝΕΠΕ), τις στάθμες επιτελεστικότητας κατά το σεισμό που αυτοί εισάγουν, καθώς και στην ανίσωση ασφαλείας που ισχύει κατά περίπτωση για τη σεισμική «ζήτηση» και τη σεισμική «ικανότητα», με αναλυτική παρουσίαση των κατά περίπτωση συντελεστών ασφαλείας που ισχύουν για τα υλικά, τις μεθόδους ανάλυσης, την αξιοπιστία των διαθέσιμων δεδομένων κλπ. Στο τρίτο Κεφάλαιο παρουσιάζεται συνοπτικά το υπολογιστικό εργαλείο ANSRuop που αναπτύχθηκε στα πλαίσια της παρούσας διατριβής και χρησιμοποιήθηκε για τη διεξαγωγή όλων των αναλύσεων, γραμμικών ελαστικών, ιδιομορφικών, δυναμικών φασματικών, μη-γραμμικών στατικών (pushover) και μη-γραμμικών αναλύσεων χρονοϊστορίας. Στη συνέχεια παρατίθενται και αναλύονται οι μαθηματικές σχέσεις που χρησιμοποιούνται για την προσομοίωση των μελών οπλισμένου σκυροδέματος και την ποσοτικοποίηση των μεγεθών έντασης και παραμόρφωσης που υπεισέρχονται στην διαδικασία της σεισμικής αποτίμησης και ενίσχυσης. Στο τέταρτο Κεφάλαιο γίνεται εφαρμογή των μεθόδων αποτίμησης για τις τέσσερις κατασκευές με τις οποίες ασχολείται η διατριβή. Αυτές περιλαμβάνουν τη διερεύνηση των στατικών εκκεντροτήτων των κατασκευών (οι οποίες δίνουν ένδειξη για την ενδεχόμενη ανάπτυξη δυσμενούς στρεπτικής απόκρισης κατά το σεισμό η οποία οδηγεί σε περαιτέρω αύξηση των παραμορφώσεων), τη διερεύνηση των ιδιομορφικών χαρακτηριστικών τους, (ιδιοπεριόδων και ιδιομορφών), τη διεξαγωγή μη-γραμμικών στατικών αναλύσεων στο χώρο (pushover) για μια πρώτη εκτίμηση της συμπεριφοράς και των αδύνατων σημείων των κατασκευών, και τη διεξαγωγή δεσμών μη-γραμμικών αναλύσεων χρονοϊστορίας για την ακριβή κατανόηση της σεισμικής απόκρισης και το λεπτομερή προσδιορισμό των αδύνατων αυτών σημείων. Στο πέμπτο Κεφάλαιο προτείνονται τρόποι ενίσχυσης για τις τρεις από τις κατασκευές του Κεφαλαίου 4, και διερευνάται η αποδοτικότητα και η επάρκεια της ενίσχυσης με χρήση των υπολογιστικών μεθόδων του Κεφαλαίου 4, ενώ εξετάζεται και το κατά πόσο ο τρόπος της ενίσχυσης πέτυχε το στόχο της μείωσης της στατικής εκκεντρότητας και συνεπώς οδήγησε σε μερική αποτροπή της στρεπτικής απόκρισης. Στο έκτο Κεφάλαιο γίνεται διερεύνηση της σχέσης ανάμεσα στις ανελαστικές και τις ελαστικές παραμορφώσεις που προκύπτουν υπολογιστικά από τη διεξαγωγή μη-γραμμικών αναλύσεων χρονοϊστορίας και ελαστικών αναλύσεων (ισοδύναμης στατικής ή δυναμικής φασματικής) αντίστοιχα, ειδικά για την περίπτωση των μη-κανονικών κτιρίων με τα οποία ασχολείται η παρούσα διατριβή. Η σύγκριση αυτή είναι σημαντική, δεδομένου ότι σε πολύ μεγάλο βαθμό στην πράξη για τον προσδιορισμό των (ανελαστικών) παραμορφώσεων οι κανονισμοί επιτρέπουν χρήση ελαστικών αναλύσεων. Στο έβδομο Κεφάλαιο εισάγεται ένα απλό υπολογιστικό προσομοίωμα, με ένα κατακόρυφο στοιχείο ανά όροφο, με σκοπό την αναπαραγωγή της δυναμικής απόκρισης στο χώρο πλήρων, μη-κανονικών σε κάτοψη κατασκευών, αλλά και την περαιτέρω διερεύνηση της επιρροής της στατικής εκκεντρότητας στην απόκριση. Στο όγδοο Κεφάλαιο αξιοποιούνται τα αποτελέσματα των δεσμών μη-γραμμικών αναλύσεων χρονοϊστορίας για μία από τις κατασκευές της διατριβής, καθώς και τα αποτελέσματα από αναλύσεις σεισμικής επικινδυνότητας για τον Ελλαδικό χώρο που έγιναν στα πλαίσια της διατριβής, για την σεισμική αποτίμηση σε πιθανοτικούς όρους, και συγκεκριμένα με εφαρμογή της μεθοδολογίας Cornell που δίνει το μέσο ετήσιο ρυθμό υπέρβασης μιας συγκεκριμένης Οριακής Κατάστασης σε ένα μέλος ή περιοχή μέλους ενός δομήματος. Τέλος, στο ένατο Κεφάλαιο παρουσιάζονται τα γενικά συμπεράσματα που προκύπτουν από την εφαρμογή των μεθόδων και διαδικασιών σεισμικής αποτίμησης και ενίσχυσης μη-κανονικών σε κάτοψη κατασκευών οπλισμένου σκυροδέματος. / This thesis deals with the problem of seismic performance assessment and strengthening of existing, asymmetric in-plan reinforced concrete buildings. In a highly seismic region such as Greece, the fact that the majority (over 70%) of existing buildings are not designed against earthquake loads constitutes a serious problem. Furthermore, the structural configuration of these buildings often is such that promotes torsional response during the earthquake, thus worsening their already poor performance. In addition to the technical and financial difficulties inherent in the seismic strengthening procedures, until now (i.e. before Eurocode 8 – Part 3 and the Greek Code for Structural Interventions - KANEPE) there was a lack of a framework of codes addressing the issues of the assessment of seismic performance and strengthening of existing buildings. This dissertation suggests computational tools and procedures for a detailed assessment of the seismic performance of this problematic category of structures, aiming to the understanding of their response and the identification of their “weak points” so that the strengthening procedure can focus exactly there. Four real buildings are used as specimens for this study, two of which were designed and constructed to be tested pseudo-dynamically. The four buildings are: the four-story apartment building that collapsed during the 1999 Athens earthquake; the municipal theater of Argostoli “O KEFALOS”; the three-story building that was constructed and pseudo-dynamically tested at the reaction wall facilities of the ELSA laboratory of the European Joint Research Centre in Ispra, Italy, and the two-story building that was constructed and pseudo-dynamically tested at the reaction wall facilities of the Laboratory of Structures of the Department of Civil Engineering of the University of Patras in Greece. The first Chapter of the thesis deals with the definition of the problem that is posed by the existence of a big majority of structures without adequate (or any) resistance to lateral, earthquake loads. Also present are brief references to the historical evolution of the Greek Seismic Codes, and to the practical difficulties of the assessment of seismic performance and strengthening. The second Chapter defines the targets of seismic performance assessment and strengthening according to modern Codes, looks into the Limit States that they induce, and the comparison of deformational capacity and demand, with a reference to the relevant safety factors. The third Chapter presents briefly the computational tool that was developed during the course of this PhD work, namely the computer program ANSRuop that was used to carry out all the analyses, including linear static, modal, multimodal response spectrum, nonlinear static (pushover) and nonlinear time-history analyses. Next are presented the analytical equations that are used for the modeling of reinforced concrete buildings, and the quantification of the terms of forces and deformations that are involved in the assessment and strengthening procedures. The fourth Chapter contains the application of the seismic performance assessment procedures to the four buildings of the thesis, including the identification of their static eccentricities in-plan (which give an indication or whether or not torsional response is to be expected during the earthquake, which leads to a magnification of the deformations), their dynamic characteristics (natural periods and modes of vibration), as well as the carrying out of sets of nonlinear time-history analyses aiming to the understanding of their seismic response and the detailed identification of their “weak points”. In the fifth Chapter, strengthening schemes are proposed for three of the buildings of the thesis, the efficiency and adequacy of which are investigated using the computational methods also used in the fourth Chapter. Special attention is made to whether the strengthening scheme succeeded in reducing the static eccentricities in-plan, which in turn leads to a reduction of the torsional response. The sixth Chapter investigates the relation between inelastic and elastic deformations, which are the results of nonlinear time-history analyses and elastic analyses (equivalent static or multimodal response spectrum), respectively. The seventh Chapter introduces a simple computational model with one vertical element per floor, which aims to the replication of the three-dimensional dynamic response of complex, asymmetric in-plan structures, but also to the further investigation of the effect of static eccentricity to the response. The eighth Chapter utilizes the results of the sets of the nonlinear time-history analyses for one of the buildings of the thesis, as well as the results of seismic risk analyses, which were also conducted within the framework of this PhD work, with an aim to the expression of the assessment of seismic performance in probabilistic terms (specifically with the application of a methodology proposed by Cornell, which leads to the mean annual rate of exceedance of a specific limit state at a structural member). Finally, the ninth Chapter presents the general conclusions that can be extracted from the application of the methods and procedures of seismic performance assessment and strengthening of existing, asymmetric in-plan reinforced concrete buildings.

Quality improvement in primary health care settings in South AfricaTshabalala, Myrah Kensetseng 06 1900 (has links)
This study aimed to explore existing quality improvement activities in primary health care setting in South Africa. Two sets of questionnaires were used to collect data from both patients and nurse managers. Findings indicated that clinics were generally acceptable and affordable to patients, but should operate for longer time-periods, that sorting of patients and long waiting times, coupled with short consultation time-periods, warranted immediate remedial actions. Only five of the fourteen listed quality initiatives were satisfactorily practised. It was concluded that despite many obstacles and difficulties as mentioned by respondents, the issue of quality-improvement in primary health care is receiving attention, but should still be improved to a greater extent. / Health Studies / M.A. (Advanced Nursing Sciences)

En dépit de ses qualités, le Rorschach en Système Intégré présente des problèmes psychométriques substantiels que le nouveau système Rorschach Performance Assessment System (R-PAS) ne permet pas de résoudre. Aussi, l’objectif principal de la thèse que nous défendons est de développer une approche psychométrique du Rorschach qui soit satisfaisante sur les plans statistique et clinique. Une Analyse Parallèle et Une Analyse en Composantes Principales réalisée sur un échantillon normatif de 695 participants Belges, Français et Finlandais permet de définir un modèle du Rorschach en 12 Composantes. Si ces dimensions sont cohérentes avec les principes de cotation et les connaissances empiriques sur le Rorschach, elles font également apparaître certaines difficultés de cotation, des aspects du Rorschach qui ont été négligés dans la recherche, de même qu’elles remettent en question certains indices du Système Intégré. Ce modèle est appliqué à deux problèmes empiriques : l’expression de particularités culturelles au Rorschach et la capacité du test à identifier des stratégies de résolution de problème (qui est un aspect central du Système Intégré). Les normes américaines du Système Intégré ainsi que les normes internationales du R-PAS ne peuvent s’appliquer de manière universelle et il faut donc recourir à des valeurs de références nationales. De plus, le Rorschach ne permet pas d’identifier des stratégies de résolution de problème de manière fiable. Ces études montrent que certains principes fondamentaux du Système Intégré et du R-PAS sont à remettre en question et qu’il est nécessaire de développer un nouveau système d’interprétation du Rorschach selon une approche psychométrique. / In spite of its quailties, the Rorschach Comprehensive System (RCS) presents substantial psychometric issues which are not solved by the new Rorschach Performance Assessment System (R-PAS). Thus, the main objective of this dissertation is to develop a satisfying psychometrical approach of the Rorschach test. A Parallel Analysis and a Principal Component Analysis performed on a normative sample of 695 Belgian, French and Fins participants define a 12 Components model of the Rorschach. If these dimensions are coherent with scoring principles and empirical evidences for the Rorschach they also reveal some scoring issues, neglected aspects of the Rorschach in the research field as well as they question the validity of some indices of the RCS. This model was applied to two empirical problems : the cross-cultural study of the Rorschach and its ability to assess problem solving strategies (which is a key feature of the RCS). The american norms of the RCS and the international reference values of the R-PAS cannot be used universally and it is necessary to use national norms. Moreover, the Rorschach does not assess problem solving strategies in a satisfying manner. These studies demonstrate that some fondamental principles of the RCS and the R-PAS must be questionned and the necessity to develop a new interpretation system for the Rorschach based on a psychometrical approach.

O objeto de estudo deste trabalho são os critérios de avaliação do desempenho de gerenciamento de projetos, ou em outras palavras, aqueles critérios que podem ser utilizados pelos stakeholders para avaliar se o projeto está sendo, ou foi, bem gerenciado. O objetivo é contribuir para a pesquisa e melhoria do desempenho de gerenciamento de projetos. A primeira fase da pesquisa consistiu de uma revisão na literatura para mapeamento de critérios identificados por outros autores. Uma relação com 20 critérios foi utilizada no questionário aplicado nos estudos de casos para averiguar se tais critérios são utilizados pelas empresas estudadas, e se a seleção e a atribuição de importância dos critérios são influenciadas pelo papel desempenhado pelo entrevistado no gerenciamento dos projetos (gerente, membro de equipe e patrocinador, mais especificamente), pelas características dos projetos ou pela maturidade da empresa em gerenciamento de projetos. Os estudos de caso foram conduzidos em duas grandes empresas multinacionais com alta maturidade e em uma empresa brasileira de médio porte com baixa maturidade. Concluiu-se que, nas empresas estudadas, a seleção dos critérios está altamente associada à natureza e aos objetivos do projeto, não sendo perceptível a influência do papel desempenhado pelo entrevistado. Além disso, nas três empresas a questão da avaliação do desempenho do gerenciamento de projetos foi considerada muito importante tanto para o sucesso dos projetos como para o sucesso da própria organização, fato explicado pela forte contribuição dos projetos para os resultados das empresas e pela interpretação de que projetos bem gerenciados têm maior chance de satisfazer às necessidades e expectativas dos clientes e, desta forma, aumentam a capacidade da empresa de realizar novos negócios com o mesmo cliente e de se posicionar no mercado para realizar negócios com novos clientes. Concluiu-se, também, que a empresa com baixa maturidade apresenta uma tendência a preferir critérios financeiros para avaliação do gerenciamento de seus projetos, enquanto as empresas com alta maturidade preferem um conjunto de critérios multidimensionais. / The object of study of this research is the criteria for project management performance evaluation, in other words, those criteria used by the key stakeholders to assess whether or not a project is being or has been well managed. The objective is to contribute to the research and improvement of the project management performance. The first phase of the research consisted by the review of the literature for mapping criteria identified by other authors. A list of 20 criteria has been created and utilized for the preparation of the questionnaire applied to the case studies to verify if those criteria are used by the studied companies and if the selection and importance given are influenced by the role played in the project management by the interviewee (manager, team member and sponsor, more specifically), by the projects characteristics or by the maturity in project management of the company. The case studies were conducted in two large multinationals companies with high-maturity in project management and in a medium size Brazilian company with low maturity in project management. It was concluded that in the companies studied the selection of criteria is highly associated with the nature and objectives of the project and not influenced by the role played by the interviewee. Moreover, the three companies considered the issue of project management performance assessment very important for the success of the projects as well as the companys, fact explained by the strong contribution that projects bring to the results of the companies and by the interpretation that well managed projects are more likely to meet the customers needs and expectations, increasing the company\'s ability to conduct new business with existing clients and to position itself in the market to do business with new clients. Another conclusion is that the low maturity company is more likely to prefer financials criteria to the project management performance assess; on other hand the high maturity companies are more likely to adopt a multidimensional set of criteria.

Gestão dos fatores determinantes para sustentabilidade de Centros de Telemedicina / Management of determinant factors for the sustainability of the telemedicine centersRosângela Simões Gundim 23 September 2009 (has links)
Este estudo trata do desenvolvimento e aplicação de um instrumento de gestão dos fatores indicadores de sustentabilidade de centros de telemedicina e telessaúde. Com base em referencial teórico da administração e na experiência profissional da pesquisadora foram elencadas inicialmente 36 perguntas, categorizadas em 7 áreas de domínio, para avaliação de concordância com 04 pessoas com experiência em telemedicina. As categorias de domínio foram: Institucional, Relacional, Funcional, Econômico-Financeira, Renovação, Técnica-Científica e Bem-Estar Social, que compuseram o roteiro semiestruturado para entrevistas qualitativas individuais de avaliação de desempenho com 10 centros de telemedicina e telessaúde brasileiros, originários das regiões sul, sudeste, norte, nordeste e centro-oeste. As entrevistas foram realizadas em dois momentos distintos, com um intervalo de tempo em torno de 12 meses. Em ambos os momentos foi aplicado o mesmo roteiro aos mesmos entrevistados com o ano de 2007 como períodos de referência de avaliação. As respostas das perguntas de cada centro foram convertidas em valores numéricos. Depois foram apresentados graficamente em forma de um polígono, que tinham morfologia e área própria. Não foi possível comparar os polígonos de um centro com outro. Foi feita a avaliação das diferenças das pontuações das categorias de perguntas entre as 2 entrevistas. Verificou-se que as pontuações nas avaliações feitas na 2ª entrevista foram menores que as da primeira. A esta diferença, foi denominada de fator de ajuste, e foi associado como decorrente da experiência e maturidade adquiridas pelos entrevistados ao longo do tempo. O instrumento foi aplicado para avaliar retrospectivamente a evolução de um centro ao longo de 10 anos de atividades, em cortes bianuais de 1998 a 2008. Essa aplicação do instrumento gerou morfologias e áreas de ocupação do polígono com coerência evolutiva dos traçados. Para completar o monitoramento deste centro foram levantados os acontecimentos relevantes de cada período, o que mostrou a existência de sincronia dos fatos com os indicadores numéricos. Esse procedimento possibilitou verificar que o instrumento desenvolvido foi útil quando aplicado numa mesma instituição ao longo de um período de tempo. O trabalho mostrou que foi possível criar um instrumento que representasse graficamente as 7 categorias de sustentabilidade, e que quando utilizado numa mesma instituição ao longo do tempo, permitiu acompanhar o processo de gestão, principalmente quando complementados com fatos relevantes. Quando utilizado para avaliar o momento atual, foi mostrado a necessidade de uma contra-checagem num período posterior, para evitar falhas de avaliação (fator de ajuste). Quando aplicado com sistemática para levantamento e identificação das características específicas do CTMS, este instrumento pode ser utilizado para fins de desenvolvimento organizacional dos CTMS. / This study is about the development and application of an instrument for the management of indicative factors of the sustainability of the telemedicine and telehealth centers (TMHC). Based on different theoretical sources of data and the professional experience of the researcher, some questions regarding the determinant factors of sustainability of TMHC were elaborated, categorized into 7 groups and submitted to four other telemedicine experts for evaluation. The seven categories were: Institutional, Relational, Functional, Financial, Renovation, Tech-Scientific and Social Welfare, all part of the semi-structured question script to be used as an instrument to carry out individual interviews with the coordinators of ten Brazilian telemedicine and telehealth centers. The interviews were done in two distinct moments at interval of 12 months. The interviews were conducted to the same group of ten people individually to evaluate the year 2007 as reference. The answers were converted into numbers and from numbers in graph form of a polygon. Each TMHC had its own graphic. It was not possible to make any comparison between the TMHC graphics because of the differences of economics, culture and services provided by the different TMHC. In order to analyze the collected data in a different perspective, it was made a comparison of the data collected in the first interview (group a) with the data collected in the second interview (group b). It was verified that the scores of the second evaluation were lower, considered to be under an adjustment factor. This adjustment was associated to the larger experience and maturity the coordinators achieved as time passed by. The instrument was also applied to a 10-year TMHC. Its coordinator answered the same questions taking 1998, 2000, 2002, 2004, 2006 and 2008 as the years of evaluation. All the answers were converted into numbers and from numbers to graphics. The 10-year morphologies and relative graphic areas were compared, and . an evolutionary tendency was noticed. To complete the monitoring of this TMHC, the relevant facts over the period of evaluation were registered, which demonstrated a synchronicity with the found sustainability indicators. The study showed that it was possible to develop an instrument that depicted in graph form, the seven categories of sustainability of a TMHC and it was useful to monitor the management process, especially when used in the same institution for a long period of time, and complemented with relevant facts to support the numerical indicators. When used to evaluate the present moment, it was clear that a second evaluation in a later period is necessary, in order to avoid misinterpretation (adjustment factor). When systematically applied, it can also be of utility to identify the specific characteristics of the TMHC in order to support its organizational development.
