The circle of fundamentals rights has been sustainable development and the concept of growth economy associated to the environment protection. This association reflect a apparent conflict between values very distinct, but the constitutional interpretation can be reunite both of them and make it live in harmony; values of environmental order and economical order can be exist together, as long as the state contribute to this. On the city, where the most of relationships happening, the urban plan appear how a effective way of sustainable development, finding the harmony between the growth economy and environment protection. To effective the socials functions of the city (inhabit, circulate, work and entertainment) and the citizen?s life quality, the city is the scenery that show how the urban plan, across established previously legal instruments, like the governmental public politics, to effective the right to development, right of third generation. The director plan how effective tool for local needs - obligation defined by Citizen Statute that contribute for the program linked defined by the urban plan. The state?s intervention on the private sector of citizen, and the restriction on their rights are be justified by the collective?s rights and their quality of life. So, in front the urban scenery has been the plan to make social functions of city, the healthy way of life, which is the sustainable development / O homem, enquanto objeto e sujeito de suas transforma??es, vem passando por diversos processos, sempre em busca de uma melhor qualidade de vida. Desde sua exist?ncia, busca a conviv?ncia entre os seus para facilit?-la e a concretiza??o de seus fins. Ao longo de sua hist?ria, a institucionaliza??o dos direitos inerentes ao indiv?duo, isoladamente e coletivamente considerada, tem contribu?do para aprimorar o relacionamento entre os indiv?duos e entre eles e o Estado, que ter? um papel positivo ou negativo, conforme a situa??o requerer. Nesta esfera de direitos fundamentais tem-se o desenvolvimento sustent?vel e sua no??o de crescimento econ?mico aliado ? prote??o do meio ambiente. Face à la persistance des crises multiformes socio-politico-économiques et l’inefficacité des pratiques de gestion centralisée des questions de développement à endiguer leurs causes profondes, le Burkina Faso à l’instar de nombreux pays africains subsahariens fut obligé d’adopter de nouvelles réformes politiques. Ces réformes qui sont plus ouvertes à la promotion de la démocratie et au partage du pouvoir entre l’État et les autres acteurs sont perçues comme des moyens adéquats pour améliorer la gouvernance au niveau local et comme un catalyseur pour asseoir les bases plus solides du développement. C’est dans cet objectif que le processus de décentralisation fut promu par les autorités gouvernementales. Cependant, ces réformes de décentralisation sont perçues par les autorités gouvernementales et les acteurs en charge de la mise en œuvre des politiques de développement comme un moyen devant permettre l’implémentation plus efficace du développement durable. C’est au tour de cette problématique de corrélation entre le processus de décentralisation et le développement durable que se sont organisés les travaux de notre thèse. La méthodologie de recherche qui a combiné des approches qualitatives et quantitatives a permis de recueillir d’importantes informations et données sur les aspects théoriques et pratiques des expériences dans six communes rurales dans la Région Nord-Ouest du Burkina Faso. Outre la revue de la littérature, des enquêtes ont été conduites dans ces six communes cibles. Ces enquêtes ont concerné les populations résidentes, les productrices et les producteurs, les associations locales de développement, les maires, les agents des administrations des municipalités, les agents des services techniques déconcentrés de l’Etat. / Due to the persistence of socio-politico-economic multifaceted crises and the inefficient of the centralized of the practice development management issues to curb the underlying causes, Burkina Faso like many sub-Saharan African countries were obliged to adopt new political reforms. These reforms which are more opened to the promotion of the democracy and the sharing power between the state and other actors are perceived as adequate ways to improve governance at the local level and as a catalyst to establish the most solid foundation for development. It’s in this objective that the process of decentralization was promoted by the governmental authorities. However, these decentralization reforms are imposed by governmental authorities and actors in charge of the implementation of development policies as a way that must allow the more effective implementation of sustainable development. It’s the turn of this problem of correlation between the process of decentralization and the sustainable development that have organized the work of our thesis. The methodology of research which combined qualitative and quantitative approaches has allowed collecting important information and data on theoretical and practical aspects of the experiences in six rural communities in the Northwest Region of Burkina Faso. Besides the magazine of the literature, surveys have been conducted in six target municipalities. These surveys concerned resident populations, and producers (men and women), local development associations, the mayors, the agents of the administrations municipalities, agents of the technical department decentralized by the state.

The work deals with problems of personal management activities of an educational organization. It describes and analyses the process of planning of the professional teachers' development at primary scholl level. The author defines organizational development terms, strategic personal planning and finally the development of a worker where she devotes a great part to the point of view coisiding with juridical framework. She focuses on the professional development cycle, plan specifics of teacher's development and the headmaster's role at the primary school in this process. On the basis of theoretical findings she derives her own research realized in the form of regional Pilsen region research. Information is obtained from surveying headmasters at primary schools where teachers' professional development procedures and quantitative content anylyses of teachers' professional development plan are realized and this adds up to the basis of planning process description in the development of teachers at primary schools in Pilsen region. The investigation of the implementation of the national rolling enforcement plan in the Capricorn DistrictMahlatji, Mahlodi Phineas January 2021 (has links)
Thesis(MPAM.) -- University of Limpopo, 2021 / Road traffic injuries negatively impact on the health and the development of the world’s
population. The situation is not different in South Africa, particularly in Polokwane,
Limpopo Province. In this area, over the past years there has been a steady annual
increase of the number of fatalities in the national and provincial roads. This has
necessitated the national department of transport to implement mitigating plans with
the objective of promoting road safety. It is envisaged that if national road safety plan
known as the National Rolling Enforcement Plan (NREP) is clearly defined and
effectively implemented, the road fatalities can drastically be reduced. The plan
provides some focus areas to be looked at in a way to promote road safety and reduce
road accidents. The purpose of this study is to investigate the effectiveness of the
NREP, whether it is consistently implemented; and to identify the gaps that affect the
implementation process, and to recommend the mitigating factors that will improve the
implementation processes of the NREP. A mixed method research approach was used
in conducting the study. The first phase entails the collection of quantitative data
through structured questionnaires involving traffic officers and traffic managers; while
a second phase entails qualitative data collected through focus group discussions that
involved traffic officers. The results show the extent at which the traffic officers are
involved in the implementation of the NREP. To note, the findings are generalised to
the national traffic operations. The study focussed on only one geographical area,
namely Limpopo province in South Africa, and not on road transport operations in other
parts of the country. Future research should expand on the nationalisation of traffic law
enforcement officers.

The analysis section deals with the evaluation of the current problém and includes the identification of key factors in the wider context of the environment, the summary of which is then followed by a suitable strategy for the implementation of future development. In this part, analyzes of External and internal factors are used. The proposals are based on a performer SWOT analysis. This section lists appropriate measures to eliminate risks in the field.
