Healthy food access and policy: a study of rural and urban food environments in Riley County, Kansas

A broad range of factors influences one’s food security, including the accessibility and affordability of food retailers, travel time to shopping, availability of healthy foods, and food prices. The connections between planning and food systems have begun to emerge and be examined but planners face many barriers when tackling food system issues that range from turf problems, a lack of knowledge that any problem exists, to a lack of funds. The study purposes were to 1) identify areas with low access to healthy food sources; 2) discover barriers and perceptions of healthy food accessibility among community members; and 3) explore current planning policies and practices for increasing healthy food accessibility. The study area of this case is Riley County, Kansas, which has lower food accessibility especially to health foods in low income areas located in urban neighborhoods, even though rural areas are further away from a healthy food store. The research has the potential to inform the local food system framework and provide guidance for local policy makers and stakeholder groups. Surveys were collected from 150 households in order to identify challenges and barriers respondents face when obtaining healthy food. Food prices and low income were the largest barriers survey respondents faced when obtaining healthy food. Interviews conducted among 6 individuals from planning offices, market, and community stakeholder groups and both urban and rural issues were discussed. Currently, there is understanding of the importance of healthy food but little action that follows. There are opportunities for planners and policy makers to get involved with planning for the local food system. Partnerships must be established to share resources and technical skills among stakeholders in order to plan for healthy community food systems.

Languages and Linguistic Exchanges in Swedish Academia : Practices, Processes, and Globalizing Markets

Based on four separate studies, this thesis deals with Swedish academia and its dwellers, with an eye toward accounting for matters of languages and linguistic exchanges. The perspectives and thinking-tools of Pierre Bourdieu form the basis of the main leitmotif, albeit extended with insights from linguistic anthropology and sociolinguistics. Methods employed include historical analysis as well as ethnographic approaches. Study 1 analyzes the historical events and language ideological labor through which English has come to be seen as a sociolinguistic problem in Swedish language planning and policy (LPP). At the focus is the notion of ‘domain loss,’ which is interpreted as a resource in the struggle to safeguard the Swedish language. Study 2 deals with the increasing importance of English in academic publishing in two disciplinary fields of Swedish academia: history and psychology. In history, in particular, English and the transnational publishing markets it bargains currently seem to offer new ways of advancing in the competition of the field, which is encouraged by the will and ensuing managerial techniques of contemporary research policy. Study 3, however, shows that this fact does not entail that Swedish is not being used as a scientific language. In the research practices preceding finalized texts in English, Swedish-speaking researchers in physics and computer science use technical and discipline-specific Swedish both orally and in writing. The principle that upholds the logic of ‘Swedish among Swedish-speakers’ is crucial also with respect to the ability of Swedish researchers to write up scientific texts in Swedish. Exploring the writing practices of a computer scientist and his successful first-time performance of two scientific texts in Swedish, study 4 shows that texts in Swedish can be produced by assembling experiences from previous discursive encounters throughout a researcher’s biographically specific discursive history. In summary, the thesis argues that while English increasingly prevails in publishing, much knowledge previously produced and reproduced on these matters within the field of LPP has tended to overstate the dominance of English, and with that, the sociolinguistic implications of the current state of affairs. The thesis proposes that Bourdieu’s work offers some purchase in attempts to engender in-depth knowledge on the position of English vis-à-vis Swedish in the globalizing markets of Swedish academia, and that epistemic reflexivity, in particular, is a pivotal driver in such an agenda. / <p>At the time of the doctoral defense, the following paper was unpublished and had a status as follows: Paper 2: Manuscript.</p>

Effective Practices to Facilitate Rural Reentry: A Policy Analysis

The United States is home to a large percentage of incarcerated individuals, a majority of whom re-offend upon release. Reentry efforts focus on lowering recidivism through policy and programming to help returning citizens successfully reintegrate into society and become productive, law abiding citizens. Although research on reentry has increased, the primary focus has been on urban reentry programming. Thus, the unique challenges that plague rural reentry, such as rural employment, housing, treatment and healthcare, transportation, and cultural qualities have been largely neglected. The current policy analysis used the rational model of policy analysis in which information on existing policy and programming was gathered via an extensive literature and policy review, then thoroughly described; problems within these current practices related to rural reentry were identified; and alternative strategies to amend policy to aid rural reentry were reported or recommended. Per the current analysis, most policies and programs are designed for, and examined in, urban communities. While there were several domains in which existing policy was, in fact, beneficial to rural returning citizens, all domains demonstrated need for improvement. A major limitation for the current analysis was the lack of research in rural communities. Future directions include examining reentry policy through the lens of specific offense-types for rural offenders, studying the effect of privatized prisons on U.S. rural reentry, and exploring reentry efforts in other countries as a model for change in the U.S. correctional system.
