Strategic management practices : an investigation of public sector organizations in the Kingdom of Bahrain

Over more than three decades, there has been a sustained interest in strategic planning in the public sector to secure positive outcomes and long-term growth. However, several authors argued that strategic planning is limited, costly, time consuming and not producing the needed outcomes. Previous research has focused almost upon developed, and not on developing countries, for instance, the Kingdom of Bahrain. This gap in the knowledge provides the justification for this research. Using survey method, this research aims to explore strategic management practices in the public sector of Bahrain. Using both interviews and questionnaires as the mixed methods was more convincing and produced more comprehensive findings and hence stronger credibility. The findings reveal that the strategic management process was not effective in the researched organizations in the strategic formulation stage, the strategic implementation stage, and the strategic evaluation stage. The findings also reveal that there is a low satisfaction level with strategic management process within most of the organizations surveyed. Moreover, the findings revealed that the progress in the transition from strategic planning to a strategic management approach was limited. However, some of the organizations were found to be at the start of such a transition and this may be a good sign. Additionally, the findings reported many leading edge elements that are closely related to this transition, and help to successfully implement organizational objectives. Finally, the present research is proposing a strategic management model to increase the ability to formulate, implement and evaluate better future governmental strategic plans.

Possui como objetivo a elaboração de um planejamento estratégico participativo, buscando traduzir e alinhar a estratégia e a visão institucional ao Serviço de Enfermagem para a qualificação das unidades de trabalho que compõe a estrutura organizacional de um Hospital Privado na cidade de Caxias do Sul-Rio Grande do Sul. A pesquisa abrangeu a proposição de construir um planejamento estratégico para o serviço de enfermagem com a participação dos enfermeiros que compõe o serviço. As etapas da construção contemplaram a definição da missão, visão e valores que norteiam as práticas da enfermagem; o levantamento e análise de forças, fraquezas, ameaças e oportunidades que interferem no serviço de enfermagem; a construção do mapa estratégico do serviço utilizando-se o Balanced Scorecard; a descrição do negócio das unidades assistenciais e a construção do plano de ação. Participaram do estudo nove enfermeiros que compõe o serviço de enfermagem em funções assistenciais e administrativas. A coleta de dados foi realizada através da metodologia Joint Application Design que desenvolve o trabalho em grupo, envolvendo profissionais na discussão de um tema, produzindo soluções sinérgicas e uma forte confiança no sucesso da implementação do trabalho. A construção do trabalho ocorreu através de reuniões que foram gravadas, transcritas e, após, submetidas à análise de conteúdo proposta por Bardin (2011). Desenvolveu-se a construção coletiva dos objetivos estratégicos definidos no mapa estratégico do serviço a partir do alinhamento à estratégia institucional e à análise das forças, fraquezas, oportunidades e ameaças, definidas a partir da análise dos cenários interno e externo. Foi realizada a descrição de negócios com base no modelo de Falconi (2004), das unidades de internação adulto e pediátrica, bloco cirúrgico, centro obstétrico, emergência, unidades de terapia intensiva adulto, neonatal e pediátrica e setor de diagnóstico por imagem. O plano de ação foi desenvolvido a partir dos objetivos estratégicos definidos e contemplou ações de educação e desenvolvimento das pessoas que compõe o serviço, satisfação e clima interno, inovação e atualização, processos de trabalho e gestão. O trabalho possibilitou o envolvimento e valorização dos profissionais enfermeiros na estruturação do serviço de enfermagem, promovendo maior participação, organização, credibilidade e visibilidade ao trabalho da enfermagem. / This study is a qualitative approach - linked to the line of research Health Care Nursing of the postgraduate studies Program of Universidade do Vale do Rio dos Sinos - Professional Master's level in Nursing. Its objective is the development of a participatory strategic planning seeking to translate and align the strategy and the institutional vision to the Nursing Service for the qualification of the work units that make up the organizational structure of a Private Hospital in the city of Caxias do Sul – Rio Grande do Sul. The research covered the proposition to build a strategic planning for the nursing service with the participation of nurses who form the service. The stages of construction contemplated the definition of the mission, vision and values that guide the nursing practice; the survey and analysis of strengths, weaknesses, threats and opportunities that interfere in the nursing service; the construction of the strategic service map using the Balanced Scorecard; the business description of the care units and the construction of the action plan. Participated in the study nine nurses who make up the nursing service in assistential and administrative functions. The data collection was performed using the Joint Application Design methodology, which promotes group work involving professionals in the discussion of an issue producing synergistic solutions and a strong confidence in the successful implementation of the work. The construction of the plan took place through meetings that were recorded, transcribed and after subjected to content analysis proposed by Bardin (2011). It was developed, the collective construction of the strategic objectives defined in the strategic service map from the alignment with the corporate strategy and the analysis of strengths, weaknesses, opportunities and threats, defined from the analysis of internal and external scenarios. The business description was made based on the Falconi model (2004), of the adult inpatient units and pediatric, surgical block, obstetric center, emergency, adult, neonatal and pediatric intense care units and the diagnostic imaging sector. The action plan was developed from the defined strategic objectives and contemplated actions for the education and development of the people who make up the service, satisfaction and internal environment, innovation and updating, work processes and management. The work enabled the development and appreciation of the professional nurses in the structuring of the nursing service promoting greater organization, credibility and visibility to the nursing work.

The effect of product diversification on firm performance in an emerging economy: a perspective of sub-national instituions

Reviewing literature of product diversification in the large emerging economy China, this paper finds that prior studies related to the effect of product diversification on firm performance (PD-P, hereafter) in China have not yet paid sufficient attention to two important aspects. First, just as national institutions among countries are heterogeneous, sub-national institutions in China also vary greatly. Assuming homogeneous sub-national institutions in the large emerging economy China is at odds with reality. Studying whether PD-P in China will be contingent on sub-national institutional development will help to shed lights on PD-P in China and other emerging economies. Second, in China, state ownership is an important institutional context for individual firms. Prior research has not yet investigated state ownership of individual firms in studying PD-P in China. It would be of theoretical significance to examine whether state-owned enterprises can better take advantage of sub-national institutional development to improve firm performance than non-state-owned enterprises. Considering variation in sub-national institutions within a large emerging economy, this paper also extends the approach of using an institution-based view of business strategy to shed further lights on PD-P. Reviewing extensive literature of product diversification, this paper finds that there has been lack of consensus on PD-P. An institution-based view of business strategy is useful to reconcile divergent findings on PD-P by considering institutional environments in which firms adopt product diversification. Relatively consistent findings are that product diversification has a positive effect on firm performance in emerging economies and has a negative effect on firm performance in developed economies. This paper goes further to explore the influence of sub-national institutions on PD-P in emerging economies. This paper uses a sample of 37,856 observations of 124 insurance firms in 31 provinces of China over the period from 2005 to 2014. It finds that in China, product diversification of a firm in a region has a positive effect on firm performance in that region, but this positive effect holds true only in regions with a high instead of low level of sub-national institutional development. Furthermore, the positive moderating effect of sub-national institutional development on PD-P is context-specific and stronger for firms with a high level of state ownership.

An empirical analysis of a scenario-informed strategic planning process : a public sector case

This thesis lies at the nexus of scenario planning and strategy. Scenario planning is a foresight activity used extensively in strategic planning and public policy development to imagine alternative, plausible futures as means to understand the driving forces behind the uncertainties and possibilities of a changing environment. Despite significant application in both private and public sectors, and a growing body of academic and practitioner-orientated literature, little empirical evidence exists about how organisations actually use scenario planning to inform strategy. Moreover, the emerging Strategy-as-Practice (S-as-P) perspective, which has exposed strategy to more sociological pursuits, presented a way of conceiving and studying strategy not as something an organisation has, but rather as something people do. By examining the activities of scenario planning, understanding its use as an example of episodic, interactive strategizing, S-as-P provides a theoretical lens through which to perform a much-needed empirical analysis of the scenario-to-strategy process. A second goal of the thesis is to advance understanding of the S-as-P perspective by addressing recent criticisms as well as contributing to the growing body of practice-based research. The central research question which guides the thesis is, how does an organisation use scenario planning to inform the strategic planning process? To answer this question, the research vehicle is a single, in-depth case study of community planning in Fife, which extends from 1999 until April 2008. A detailed, longitudinal narrative of Fife’s scenario planning and strategy process is presented before using empirical evidence from the case to understand how an organisation manages the scenario planning process, how scenario planning affects policy development, and how cognitive processes manifest physically in an organisation. The thesis concludes that scenario planning created a sensemaking/sensegiving framework that provided structural and interpretive legitimacy which facilitated communicative activities and helped the Fife Partnership understand and improve the interconnectedness of Fife’s public services and community planning process. While contributing to the S-as-P research agenda, the investigation of the scenario-to-strategy process also revealed, and solidified, a number of criticisms that challenge the theoretical, conceptual, and empirical validity of the strategy-as-practice perspective.

Methods of work A qualitative interview with the club President, a qualitative interview with the sports manager of the club, an analysis of texts and documents, the SWOT analysis, monitoring, descriptive case study Results An analytic part of the diploma thesis was built on the descriptive case study as well as on monitoring which provided an insight into the internal environment of the club and revealed the opinions of SK Joudrs Prague club members. The included SWOT analysis was developed on the basis of interviews and the dependence among the most important points was summarised in the table. The choice of the strategy resulted from the SWOT analysis. The financial analysis of the club was set up with regard to the interview with the club President and relevant documents.
