O novo lugar do Brasil no palco internacional: papeis, reconhecimento. status e identidade e o caso do G-20

Conselho Nacional de Desenvolvimento Científico e Tecnológico / Esta dissertação analisa a política externa brasileira contemporânea pelo prisma do ingresso do Brasil no G-20, a mais importante estrutura de governança global a se confrontar com a crise financeira desde 2008. É antiga a busca por reconhecimento do país, como marca da identidade internacional brasileira. A pesquisa avalia se o papel do Brasil no G-20 sinaliza o status de global player pelo entendimento teórico das escalas nas relações internacionais, em que a política externa, ao alterar sua escala, pode afetar o comportamento do agente estatal em diferentes agendas. Usando os conceitos de papel, status, identidade e reconhecimento, são analisadas as diferentes identidades internacionais do Brasil nas escalas regionais, Sul Global e internacional. O G-20 é tratado como uma instituição social, em que processos de socialização podem afetar o comportamento do Brasil entre os membros do fórum e fora dele. No G-20, o Brasil já demostrou que é susceptível aos processos de socialização por não confrontar agressivamente com as dinâmicas de poder do status quo, e por comprovar que o país valoriza seu lugar como um insider na mesa de negociações. Foi assim que o Brasil chegou a um marco nas projeções de poder e identidade no G-20. No sistema internacional, entretanto, o Brasil não alcançou o status de global player, devido aos conflituosos papéis que o país assume em sua região, no Sul Global e internacionalmente, além de suas capacidades moderadas de poder material. / The present research analyzes contemporary Brazilian foreign policy through the lens of the countrys entrance in the G-20, the leading global governance structure since the 2008 Financial Crisis. Brazils international identity has long been driven by a desire for recognition as a major actor in international affairs. The research evaluates whether Brazils role in the G-20 signals global player status through a theoretical understanding of the scales of international relations, whereby a countrys foreign policy on one scale may affect its behavior in another. Drawing on role theory, status, identity and recognition theory, Brazils different international identities in the regional, Global South and international scales are analyzed. The G-20 is treated as a social institution whereby socializing processes may affect Brazils behavior within the forum and outside of it. Within the G-20, Brazil has shown that has been susceptible to socialization processes by not aggressively challenging the status quo power dynamics and proving that it values its seat as an insider at the negotiating table. Thus, within the G-20, Brazil has reached a milestone in its power projections and international identity. In international affairs, in general, however, Brazil has not yet reached global player status, due to the countrys conflicting roles, regionally, within the Global South and internationally, as well as its moderate power capacities.

The contours, dynamics and impacts of African football migration to South Africa

Thesis (MA (Political Science. International Studies)--Stellenbosch University, 2008. / This study explores the contours, dynamics and impacts of African football migration to South Africa. It argues that there has been a change in the international political economy of sport, and that this change is affecting world football migration. In addition to the study’s primary focus on African football migration, it also reviews substantial parts of the literature concerning the phenomenon of football migration, in order to explain which dynamics characterise football migration. The thesis also accounts for the incentives that motivate African football migration to South Africa, and the impact such players have on the South African domestic elite league. The study identifies which incentives exist for promoting football cooperation in the context of Southern Africa, and how football migration patterns correlate or contrast with general migration patterns to South Africa. The study makes use of two theoretical frameworks, by Paul Darby and Joseph Maguire, to understand and explain player migration. These frameworks provide an understanding of the different aspects and structures shaping player migration, and should be interpreted as complementary and not contrasting approaches. The examination of the frameworks’ theoretical deficiencies and implications provides the basis for further research in the conclusion. The conclusion argues that there exists a need to create a new theoretical framework within which future studies can be concluded. The study is motivated by the general lack of academic research on the specific subject and migration to South Africa. The latter is suggested by the body of literature, concerning African migration to South Africa, which argues for more research on the issue to get a better understanding of the current situation. This study is based on both primary and secondary sources, the latter being represented by e.g. academic journal articles and books. In addition it was necessary to conduct fieldwork to provide answers to the research questions. The study makes use of exploratory qualitative methods in order to provide a conclusion, and to answer the research questions. It can be characterised as exploratory because it will offer new insights into a specific issue which, until now, has not been researched extensively. The analysis of the data and desktop research revealed certain trends, and provides a basis for answering the research questions. The study concludes that football migration, like conventional migration, is very complex and influenced by several interwoven factors. Hence a broad scope is crucial to understand the phenomenon correctly and not exaggerate the importance of some factors above others. In the conclusion the current position of the PSL is explained in relation to the two theoretical frameworks and the work of Pierre Lanfranchi and Matthew Taylor. It is argued that the PSL, unlike most other African leagues, has managed to cope with the ‘enduring problem of African football’, and has transformed into a commercialised, commoditised league heavily influenced by corporate interests.

En appréhendant les éléments du droit international privé, en sa notion la plus large, pour les appliquer aux situations associées à l’activité sportive en général et au droit du sport en particulier, cette étude se propose de forger les piliers d’un droit international privé du sport. En effet, seront abordées premièrement des thématiques ayant trait à la nationalité, étatique comme sportive, des athlètes composant le le mouvement sportif. Dans un deuxième temps, ce travail se penchera sur l’identification et la détermination tant des autorités compétentes pour les situations juridico-sportives de dimension internationale, que sur le droit applicable à ces dernières. / Through the examination of the elements of the private international law and their contrast to situations associated with sports practice in general, and to Sports Law in particular, this thesis intends to establish the pillars of the private international law on sport. In this regard, the topics related to the nationality of the athletes, either granted by the State Law or Sports Law, are initially addressed. Subsequently, this thesis aims to identify and to determine the competent authorities and the applicable law to rule over international legal issues related to sport. / A partir do exame dos elementos do direito internacional privado e da contraposição dos mesmos a situações associadas à prática esportiva, de modo geral, e ao direito desportivo, em particular, este estudo pretende erigir os pilares do direito internacional privado do esporte. Com efeito, são abordadas, em um primeiro momento, temáticas relacionadas à nacionalidade, estatal e esportiva, dos atletas que integram o movimento esportivo. Na sequência, o objeto da tese repousa sobre a identificação e a determinação tanto das autoridades competentes para a apreciação das situações jurídico-desportivas de dimensão internacional, quanto do direito aplicável a estas últimas.
