Do Political Contributions Purchase Regulatory Discretion in Mining Inspections?

A vast literature acknowledges the corruptibility of regulators; however, empirical tests on the matter have been limited to two-agent models examining the rulemaking process and price regulation of natural monopolies. It remains an open question whether political contributions, by driving legislative pressure, can entice laxity from regulators in their application of the rules. To remedy this issue, I observe the highly-regulated coal mining industry for which there exists several points for inspector discretion. By comparing the outcomes with Congressional coal mining contribution levels, I am able to ascertain capture across several dimensions. Specifically, I find that contributions are associated with agency inspectors using their discretion to preempt violations requiring follow-up inspection, grant more inspections to waive safety requirements, conduct shorter inspections, and grant lower penalties. It is troubling that these findings occur at relatively low levels of contributions, suggesting a high level of corruptibility on the part of regulators.

Swinging the Vote: Predicting the Presidential Election by State Vote Shares

This thesis seeks to predict the results of the presidential election in the United States, with a specific interest in swing states. I construct a methodology to predict the difference between the state and national two-party vote share for all 50 states plus D.C. using economic variables such as the change in the unemployment rate, the growth of real per capita Gross Domestic Product, Gallup poll ratings, and the ideology of the candidate. The methodology presented also allows the number of swing states to adjust between election years by giving each state its own coefficient on the difference between the state and national change in the unemployment rate. The resulting State-National Gap Model is then used to predict the two-party vote share for the Democrats using regression analysis with panel data for the elections from 1992-2008. My model is tested against the 2012 election and successfully predicts 49 out of 50 states as well as D.C.

This thesis analyzes a crucial period in the relations between the Federal Republic of Germany and the United States of America, through the use of US government internal documents. Willy Brandt brought forth a new vision of Ostpolitik that was starkly different from policies that the US had dealt with before, subsequently leaving the Nixon Administration largely unsure of how to react. The change in FRG economic positioning vis-à-vis the United States, and catalyst political events in the 1960’s, created the impetus for Brandt’s vision of OStpolitik, which culminated in the interim West German control of the Western Alliance’s Eastern Politics.

The Canadian Wheat Board and the Creative Re-constitution of the Canada-UK Wheat Trade: Wheat and Bread in Food Regime History

This dissertation traces the historical transformation of the Canada-UK commodity chain for wheat-bread as a lens on processes of local and global change in agrofood relations. During the 1990s, the Canadian Wheat Board (Canada’s monopoly wheat seller) and Warburtons, a British bakery, pioneered an innovative identity-preserved sourcing relationship that ties contracted prairie farmers to consumers of premium bread in the UK. Emblematic of the increasing importance of quality claims, traceability, and private standards in the reorganization of agrifood supply chains, I argue that the changes of the 1990s cannot be understood outside of historical legacies giving shape to unique institutions for regulating agrofood relations on the Canadian prairies and in the UK food sector. I trace the rise, fall, and re-invention of the Canada-UK commodity chain across successive food regimes, examining the changing significance of wheat- bread, inter-state relations between Canada, the UK, and the US, and public and private forms of agrofood regulation over time. In particular, I focus on the way in which changing food regime relations transformed the CWB, understood as the nexus of institutions tying prairie farmers into global circuits of accumulation. When in the 1990s, the CWB and Warburtons responded to structural crises in their respective industries by re-inventing the Canada-UK wheat trade, the result was significant organizational and industry change. On the prairies, the CWB has shown how – contrary to expectations -- centralized marketing and quality control may help prairie farmers adapt to the demands of end-users in the emerging ‘economy of qualities’. In the UK, Warburtons has led the ‘premiumisation’ of the bread sector, traditionally defined by consumer taste for cheap bread, over the last 15 years. The significance of the shift towards quality chains in the wheat-bread sector is analyzed in light of conflicts over the proposed introduction of genetically engineered (GE) wheat to the Canadian prairies.

Thinking Globally, Acting Locally, Discussing Online: The Slow Food Movement Quickens with New Media

Even with its opposition to “fast” and “globalization,” the Slow Food movement has embraced new media and speed to disseminate information to a worldwide audience. The organization’s use of new and social media is the focus of this ethnographic study to examine the online discourse of the movement through the theoretical lens of international political economy of media and globalization theory. Online interviews via social media and supplemental textual analysis of Slow Food-related online discourse reveals themes concerning time, education and community and shows that participation in the dialogic discussion surrounding Slow Food online varies widely across groups and new media platforms.

Facebook’s status as the world’s largest social networking platform is well documented. However, studies focusing on Facebook are largely limited to how individuals and businesses use the platform and not on how Facebook expands globally and affects markets and competition in foreign countries. Although international communication scholars have scrutinized the international expansion of major media corporations like Time Warner, Disney and News Corp., analysis on Facebook remains scarce. This thesis seeks to fill in the gap in scholarly research by conducting a meso-level (i.e. organizational level) analysis of Facebook’s expansion into developing countries through the theoretical lens of networks. The network perspective was chosen because it has previously facilitated the most comprehensive analysis of the globalizing strategies of media corporations. This paper simultaneously serves as a test of the applicability of theories of networked globalization and the Network Society to the global expansion of ICTs, and in particular, social-networking websites.

The Economic Impact of Oil Price Shocks on Emerging Markets

Recent spikes in oil prices have thrown light on how economic activity in emerging markets may be impacted by oil price shocks. This paper conducts an empirical analysis of the effect of oil price shocks on emerging markets. It tests for the existence of an asymmetrical relationship between oil prices and economic activity using a model developed by James Hamilton. It also assesses the impact of structural shocks to the real price of oil on output as proposed by Lutz Kilian. While our models find no consistent pattern within emerging markets, they do suggest that oil price shocks have a greater significance in 2000-2009 than in the full sample of 1974-2009. We also find that emerging economies are impacted by changes in oil specific demand but unaffected by changes in aggregate demand for industrial commodities.

Political Competition and the Regulation of Foreign Direct Investment

<p>This dissertation examines the variation in the choice of FDI regulations. Why do some countries restrict the entry and operations of foreign MNEs while others permit and even seek inward FDI? What factors determine the choice of FDI regulations and what conditions are likely to bring about their reform? This study identifies the political dynamics leading to the improvement or deterioration of investment climates in transition economies and beyond. </p> <p> I argue that FDI policies depend on the level of political competition and the anticipated distributional implications of FDI liberalization for the main constituencies that back the government in office. Democratic governments, which derive political power from domestic workers who benefit from investments by foreign firms, liberalize FDI regulations. By contrast, non-democratic leaders, who fear that FDI would upset the balance of domestic economic power and undermine the privileged position of domestic industrialists who support the regime, continue to restrict foreign investment. </p> <p> I examine the choice of FDI regulations using a newly constructed database of FDI regulations in 28 transition economies between 1989 and 2008, an index of investment freedom available for a worldwide sample starting in 1994, and changes over time in three complementary case studies. The statistical analysis reveals that higher levels of political competition are associated with greater openness to FDI and the case study research shows that both increases and decreases in the level of political competition lead to the revision of the FDI legislation. While democratization has brought about more liberal FDI policies, the consolidation of authoritarian regimes has been followed by stricter FDI regulations.</p> / Dissertation

There are two inter-related themes of this thesis: Economic development and global governance. We develop a perspective of &ndash / what we call &ndash / &lsquo / Institutional International Political Economy&rsquo / (IIPE) in order to: i) assess the likelihood of developmental success on the part of the Third World countries in the twenty-first century, and ii) analyze the developmental and world-systemic implications of the so-called &lsquo / global governance model&rsquo / , which we conceptualize as an ultra-liberal capitalist project on the part of the &lsquo / commanding heights&rsquo / of the contemporary &lsquo / world-economy&rsquo / . Our IIPE-perspective relies on an &lsquo / institutionalist&rsquo / synthesis of the classic works of Karl Polanyi, Joseph Schumpeter and Fernand Braudel. In the light of this perspective, &lsquo / state-led development&rsquo / seems to be inconceivable in the face of &lsquo / governance&rsquo / , which is an attempt to disintegrate the &lsquo / institutional substance&rsquo / of the state-as-we-know-it into &lsquo / market-like processes&rsquo / . Nevertheless, &lsquo / governance&rsquo / is bound to become the victim of its own success insofar as it destroys the indispensable political institutions upon which capitalism has survived as a historical world-system in the past.
