Exploring energy access and use trends in Tsumkwe, Namibia : an end-user perspectiveNeumbo, Johanna Nangula 04 1900 (has links)
Thesis (MPhil)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: The aim of this thesis is to establish a tangible metric by which to evaluate the impact of modern energy access on the livelihoods of rural Sub-Sahara African communities. The narrative is set in Tsumkwe, a remote rural Namibian location some 596 km north-east from the main capital city Windhoek.
Initiatives aimed at rural electrification and energy provision are expected to reduce poverty as well as contribute to the community’s general wellbeing. However, determining the relationship between energy and development is quite a challenging undertaking. An analysis that is either exclusively quantitative or qualitative runs the risk of providing a skewed picture of the energy-development-poverty nexus.
In this thesis, quantitative data is embedded within qualitative data as an attempt to examine the nexus and to translate how intervention programmes are transformed into outcomes in order to gauge success of a project.
The transformative paradigm shaped the theoretical framework and informed the mixed-method research approach while the capability approach was used to analyse plurality and individualisation of policy impacts. Consequently, the role of place is positioned at the centre in gauging experiences of the poor vis-à-vis the importance of locating resources and capabilities to address socio-economic issues within a geographical location. The injustice of energy poverty can be viewed as unequal access to energy services (i.e. distributional injustice) as well as an intervention that failed to recognise the needs of certain groups and potentiality offered by place. From this, the concept of an energy poverty penalty is qualitatively developed. It was found that the penalty, although it is more pronounced in the low income groups, is exacerbated by choice offered in an energy basket thus affecting non-income poor households too. Therefore, the energy poor are not necessarily income-poor.
It is finally concluded that while sustainable energy interventions offer the possibility to reduce energy poverty and the attendant human wellbeing index improvement they need to be grounded in a robust information base to track progress towards targets. Most existing indicators and composite indices assessing access to energy, the degree of development related to energy and deprivation of access to modern energy fail to account for the energy poverty trap. / AFRIKAANSE OPSOMMING: Die doel van hierdie tesis is om ‘n tasbare meting daar te stel om die impak to toegang to moderne energie daar te stel in landelike gebied in sub-Sahara Afrika te evalueer. Die studie is uitgevore in Tsumkwe, ‘n afgeleë landelike gebied in Namibië, sowat 596 km noordoos van die hoofstad, Windhoek.
Daar word veronderstel dat inisiatiewe wat daargestel word om energie en elektrisiteit toeganglik te maak vir landelike gebiede en gemeenskappe, verarming sal teewerk en gemeenskappe kan ophef. Dit is egter moelik om die verhouding tussen energie verskaffing and vooruitgang te bepaal. ‘n Studie wat net kwalitatief of kwantitatief gebaseer is, sal nie die ware toedrag van sake uitlig nie.
In hierdie tesis is kwalitatiewe data verweef met kwantitatiewe data om vas te stel presies hoe effektief programme is wat daargestel is om energie aan landelike gebiede te lewer.
Die transformatiewe paradigma het die teoretiese raamwerk gevorm en gelei tot die kombinasiemetode navorsingsbenadering terwyl die moontlikheids benadering gebruik is om die pluraliteit en individualisering van die beleidsimpakte te ontleed. Gevolglik, is die rol van plek in die middelpunt van die ondervindings van die armes vis-à-vis die belangrikheid van die verkryging van hulpbronne en vermoë om sosio-ekonomiese kwessies binne ‘n geografiese ligging te hanteer. Die studie, ter opsomming, het tot die slotsom gekom dat hoewel tussenkomende programme wat daar gestel word om volhoubare projekte aan te bied vir energie voorsiening in landelike gebiede, energie verarming kan verminder, dit nie effektief genoeg is tensy dit opgevolg word met duidelike doelwitte nie. Die bestaanded aanduidings vir toegang tot energie, aanduidings wat energie toegang en vooruitgang evalueer is nie werklik effektief genoeg nie.

Thesis (MBA)--Stellenbosch University, 2001. / ENGLISH ABSTRACT: The Republic of Namibia gained its independence from South Africa on 21 March 1990. The
divided economic sector between modem European orientated and the underdeveloped African
sector places major challenges on the government, the business sector and on the population
itself. Vast differences exist between income, educational level, and living conditions and life
expectations. The economy can be described as stable. Mining, fishing and agriculture are the
main contributors to the economy. Currently the government maintains a budget deficit of 23.5%
of the Gross Domestic Product. The economic policy can be described as open and democratic.
Exchange rates and interest rates are market-determined.
The comparatively high Gini - Coefficient of 0,7%, an unemployment rate of 34% and the
decrease of the life expectancy rate are major challenges faced by the government of the day.
Since independence Namibia has become a member of many regional and world organisations.
These organisations support Namibia in various development projects, which will contribute t a
stable economy.
The composition of the Namibian population together with the size of the country and its various
natural resources makes Namibia not very attractive for major manufacturers or industrialisation.
Therefore the development of Small Macro and Medium Enterprises are of utmost importance.
Namibia has developed a sophisticated financial sector, compared to other African countries. The
Namibian Stock Exchange was established during 1992 and has developed into the second
largest stock exchange in Africa. Treasury Bills and Government Bonds have been introduced as
investment tools. Various state-supported institutions have been founded to support economic
development.
The Ministry of Trade and Industry implemented various tax incentives to attract foreign and local
investments. However these measures have not had the expected effect.
Namibia can learn few things from Mauritius, which has had basically the same historical
development and economic composition.
To ensure future investments in Namibia the government should consider the implementation of
an investment tax, the implementation of an Unemployment Insurance Fund, and the support of unemployed people. The effect of HIV/AIDS will have a major impact on the economy of the
country.
The regional development will have a major effect on the national economy. The Southern African
Development Community should create a regional currency, a standard economic and political
structure and a free trade area. Such a regional development will have a positive effect on all
national economies.
Namibia has enough investment opportunities for national and foreign investors. Political and
economical stability has to be maintained to ensure continuous future support of the investors. To
fight poverty additional steps have to be taken so that within 20 years poverty in Namibia is not an
issue anymore. / AFRIKAANSE OPSOMMING: Die Republiek van Namibië het op 21 Maart 1990 onafhanklik geword. Die groot ekonomiese
verskille tussen moderne Europese en ander ontwikkelde Afrikaanse sektore plaas die regering,
die besigheids sektor en die inwoners voor 'n groot uitdaging. Groot verskille bestaan tussen
inkomste, opvoeding, lewens omstandighede en verwagte lewensduur. Die ekonomie kan as
stabiel beskryf word. Huidiglik handhaaf die regering 'n begrotingstekort van 23.5% van die
Nasionale Bruto Binnelandse Produk. Die ekonomiese beleid kan as demokraties en oop beskryf
word. Die wisselkoerse en rentekoerse word deur die mark bepaal.
Die relatief hoë Gini koefisiënt van 0.7%, 'n werkloosheidspersentasie van 34% en 'n daling in die
verwagte lewensduur stel die regering voor 'n groot uitdaging.
Sedert onafhanklikheid het Namibië lid geword van talle streeks- en werêld organisasies. Hierdie
organisasies ondersteun Namibië in verskillende ontwikkelingsprojekte, wat 'n stabiele ekonomie

Die samestelling van die bevolking van Namibië en die grootte van die land tesame met die

Namibië het 'n gesofistukeerde finansiële sektor in vergelyking met ander Afrika lande ontwikkel.
Die Namibiese effektebeurs is 1992 in die lewe geroep en het tot die tweede grootste
effektebeurs in Afrika ontwikkel. Skatkis briewe en regerings skuldbriewe is ingevoer as
beleggings moontlikhede. Verskillende regerings en ondersteunende instansies het onstaan om
ekonomiese ontwikkelling te bevorder.
Die Ministerie van Handel en Ontwikkeling het verskillende belasting voordele geskep om
buitelandse beleggers te trek. Tot op die huidige dag het hierdie voordele nie die gewensde effek
gehad nie.
Namibië kan baie van Mauritius leer, wat basies dieselfde historiese ontwikkeling gehad het en
dieselfde ekonomiese samestelling het.
Om toekomstige ontwikkeling te verseker, behoort die regering die implementering van 'n
beleggersbelasting te oorweeg, sowel as 'n werkloosheidsversekeringsfonds om werklose mense
te help ondersteun. Die effek van MIV/VIGS sal 'n groot uitwerking hê op die ekonomie van die
land. Streeksontwikkeling in Suider-Afrika sal 'n groot effek op die ontwikkelling van die nasionale
ekonomie hê. Die Suid Afrikaanse Ontwikkelings Vereniging behoort een gesamentlike
geldeenheid, 'n standaard ekonomiese en politieke beleid te hê om 'n vrye handelssone te
implementeer. Die streeksontwikkeling sal 'n positiewe effek op alle nasionale ekonomieë hê.
Namibië het genoeg beleggingsmoontlikhede vir nasionale en buitelandse ontwikkellaars.
Politieke en ekonomiese stabiliteit behoort gehandhaaf te word om toekomstige steun van
beleggers te waarborg. Om armoede te bekamp, moet addisionele stappe geneem word om te
verseker dat dit oor 20 jaar geen probleem meer sal wees nie.

The Evangelical Lutheran Church in Namibia (ELCIN) and poverty, with specific reference to semi-urban communities in Northern Namibia : a practical theological evaluationNiitenge, Gideon 03 1900 (has links)
Thesis (PhD)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: This study is an evaluative study of the Evangelical Lutheran Church in Namibia (ELCIN). It is presupposed in this study that, although the ELCIN, since it became autonomous in 1954, has a long history of doing mission and diaconal work according to her Constitution, it has been recorded that, the Church is more and more lacking in the capacity to meet the challenges and needs of the Namibian post-independent society and subsequently cannot effect social transformation, yet it undoubtedly has the potential. This study focuses on the communities of the Ondangwa and Oshakati informal Settlements situated in the Oshana Region of northern Namibia, in the former homeland of “Owamboland.”
The study is an overview of the Evangelical Lutheran Church in Namibia (ELCIN) with regard to her public witness before Namibia’s independence that is during 1971 to 1989 and seeks a better understanding of her functionality fundamental to the Missio Dei. Throughout its history, the Church has been called to have a deep concern for the poor and oppressed. The post-Namibian socio-economic problems present a huge challenge to the church, thus raising questions such as: How well has the Church been responding to the challenges of our times? How helpful has it been to those who turn to it to seek social justice? How helpful has it been to those who seek economic and political justice? How helpful has it been to those seeking gender equality and to the marginalised? How helpful has it been to those infected, affected and afflicted by HIV/AIDS? In short, how helpful and relevant is the Church in addressing persons, laws, structures and institutions that degrade and oppress God’s people? These questions arise from concern regarding the emerging culture of corruption and crimes in the nation as well as questions concerning the prophetic task of the Church regarding socio-political and economic issues.
It is argued in this study that the socio-economic challenges faced by the informal settlement inhabitants pose a challenge to the Church regarding poverty. A holistic approach to Church‘s mission in context should embrace radical discipleship, coupled with socio-political and economic involvement, integrating both economic, social, ecological, and spiritual change, and leading to healing and transformation. This means that the mission of God is as comprehensive, broad and deep as the needs and exigencies of human existence that is why spiritual and physical ministry cannot be done separately. A holistic mission approach will enable the Christian faith to penetrate and have its roots deep in the Namibian soil. The most adequate formulation subsumes the total mission of the church under the biblical concept of marturea (witnessing), kerugma (proclamation), koinonia (fellowship) didache (teaching) and diakonia (service). The context should indicate where the emphasis ought to be, and the circumstances dictate the way in which this witness has to be communicated. It is of cardinal (paramount) importance for the Church to continuously minister to the marginalised because of its concern and divine calling to the Missio Dei. The empowerment of people in development at the grassroots level is crucial to overcoming oppression and exploitation.
The Church, particularly the Evangelical Lutheran in Church in Namibia (ELCIN), has a responsibility to foster and encourage self-reliance in order that, people can exercise their rights to determine their own future, rights which include sovereignty over natural resources, land, production and distribution. It is argued in this study, based on an analysis of the Church as a Community called by God that the essence of community development and the people-centred participatory development process, is that the Church as a Community-based organization is essentially best served in effecting social change by orientating itself according to the people-centred participatory development approach. The conclusion is drawn, among the key challenges identified, that there is a need for the church to evidence holistic theology and sustainable action with regard to social responsibility. Action remains, for the most part, in a dominant charity mode. Partnership, in its various forms, is identified as necessary and as the more sustainable strategy in a context of inequality. Recommendations for action are proposed at the end of this study in order to guide the ELCIN in areas such as Ondangwa and Oshakati, to become a meaningful role player in these communities. / AFRIKAANSE OPSOMMING: Hierdie studie is ‘n evaluerende studie van die Evangeliese Lutherse Kerk in Namibie (ELKIN). Daar word in hierdie studie veronderstel dat, hoewel die ELKIN, sedet dit in 1954 outonoom het, ‘n lang geskiedenis het van missie en diakonale wek volgens haar Grondwet, dit aangeteken is dat die Kerk is meer en meer aan die kapasiteit ontbreek om te voldoen aan die uitdagings en die behoeftes van die Namibiese post-onafhanklike samelewing en daarom geen invloed op sosiale transformasie het nie, maar ongetwyfeld die potensiaal daartoe het. In hierdie studie word gefokus op die gemeenskappe van Ondangwa en Oshakati se informele nedersettings gelee in die Oshana-streek noorde van Namibie, in die voormalige tuisland van “Owamboland.”
Die doel is om ‘n oorsig van die Evangeliese Lutherse Kerk in Namibie (ELKIN) met betrekking tot haar openbare getuienis voor Namibie se onafhanklikwording in die tydperk 1971 tot 1989, te gee en om ‘n beter begrip van haar funksies onderliggend aan die Missio Dei te bewerstelling. Dwarsdeur die geskiedenis, is die kerk geroep is om ‘n diepe besorgheid vir die armes en onderdruktes te he. Die post-Namibiese sosioekonomiese problem bied ‘n groot uitdaging aan die kerk, dus die vehoging in die aantaal vrae soos: Hoe goed het die Kerk ge reageer op die uitdagings van ons tyd? Hoe dra die Kerk tot die soeke na sosiale geregtigheid? Hoe nuttig is dit aan diegene wat die ekonomiese en politieke geregtigheid soek? Hoe dra die Kerk by tot die soeke na geslagsgelykheid en hulp aan diegene wat gemarginaliseer word? Watter hulp bied bied die Kerk aan diegene wat met MIV/vigs besmet is of wat daardeur geraak en verdruk word? In kort, hoe nuttig en relevant is die kerk in die aanspreek van persone, wette, structure en instellings wat God se volk verneder en verdruk? Hierdie vrae ontstaan as gevolg van die kommer wat ontstaan weens die opkomende kultuur van korrupsie en misdaad in die land sowel as vrae oor die profetiese taak van die Kerk ten opsigte van sosio-politieke en ekonomiese kwessies.
Daar word aangevoer word in hierdie studied at die sosio-ekonomiese van die inwoners van die informele nedersetting ‘n uitdaging aan die kerk ten opsigte van armoede. ‘n holistiese benadering tot die Kerk se sending in die konteks moet omhels radikale dissipelskap, tesame met ‘n sosio-politieke en ekonomiese betrokkenheid, die integrasie van beide die ekonomiese, sosiale, ekologiese, en geestelike verandering behels. Dit lei tot genesing en transformasie. Dit beteken dat die missie van God net so omvattende, breed en diep is soos die behoeftes en vereistes van die menslike bestaan, dit is waarom die geestelike en die fisiese ministerie kan nie apart gedoen kan word nie. ‘n holistiese missie benadering sal die Christelike geloof in staat stel om deur te dring en het sy wortels diep in die Namibiese grond. Die mees geskikte formulering behels die totale missie van die kerk onder die Bybelse konsep van marturea (getuie), kerugma (verkondiging), koinonia (gemeenskap) en diakonia (diens). Die konteks behoort te le en die omstandighede dikteer die manier waarop hierdie getuienis gekomminikeer word. Dit is van kardinale belang vir die Kerk om voortdurend die Word aan hierdie mense te bring, en om hul te versorg, in hehoorsaamhed aan die goddelike roeping tot die Missio Dei. Nadat sleutel uitdagings uitgeken word, word die studie afgesluit deurdat daar tot die slotsam gekom word dat daar getuiens gelewer moet word holistiese teologie en volhoubare aksie met betrekking tot sosiale verantwoordelikheid. Aksie sal nog steeds hoofsaaklik liefdadig van aard wees maar daar word vasgestel dat Vennootskappe, in die konteks van ongelykheid, die mees volhoudbare strategie blyk te wees. Aanbevelings vir aksie word aan die einde van hierdie studie gedoen om die ELKIN te lei in gebiede soos Ondangwa and Oshakati, ‘n betekenis volle rol speel.
