Entre o final do século XX, e início do XXI, a América Latina presenciou uma nova onda de populismos de esquerda. Ao chegarem ao poder, os mandatários de Venezuela, Bolívia e Equador promulgaram novas constituições que previram a ampla incorporação de instrumentos da democracia direta, com destaque para o poder presidencial de convocar referendos. O presente trabalho propõe que o referendo, quando convocado pelo presidente, serve para que o líder possa apelar diretamente às massas, sem qualquer intermediação legislativa, uma das principais características do populismo. Através da ferramenta Qualitative Comparative Analysis – QCA é feita uma análise qualitativa dos poderes legislativos do presidente na América do Sul. Conclui-se que o poder presidencial de convocar referendos está associado a um menor nível democrático, dado que o referendo se mostrou ser condição necessária e suficiente para que um país sul-americano seja considerado parcialmente livre. / Are instruments of direct democracy associated with a lower level of democracy? Between the end of the 20th century and the beginning of the 21st century, Latin America witnessed a new wave of left-wing populism. When they came to power, the leaders of Venezuela, Bolivia and Ecuador promulgated new constitutions that envisaged the broad incorporation of instruments of direct democracy, with emphasis on the presidential power to call for referendums. The present paper proposes that the referendum, when summoned by the president, serves so that the leader can appeal directly to the masses, without any legislative intermediation, one of the main characteristics of populism. Through the Qualitative Comparative Analysis (QCA) tool, a qualitative analysis is made of the president's legislative powers in South America. It is concluded that the presidential power to convene referendums is associated with a lower democratic level, since the referendum proved to be a necessary and sufficient condition for a South American country to be considered partially free.
