Žmonių su regėjimo negalia socialinės integracijos ypatumai Lietuvoje / The Peculiarities of Social Integration of People With Visual Impairment in Lithuania

Socialinis ir ekonominis šalies vystymasis yra paremtas harmoningu individo santykiu su visuomene, jo pilnaverčiu socialiniu funkcionavimu. Kiekvienai valstybei tenka didžiulis vaidmuo ir atsakomybė, laiduojant savo tautos socialinę pažangą ir gerovę, kuri susideda iš kiekvieno jos nario, taip pat ir turinčio tam tikrų raidos sutrikimų, gerovės ir nuolatinės pažangos. Visame pasaulyje vienu iš sunkiausių neįgalumų, kuris ne tik fiziškai kamuoja, bet ir dvasiškai sukrečia žmogų, yra neregystė ir silpnaregystė. Demokratiška visuomenė turėtų užtikrinti asmenims, kenčiantiems nuo šių sutrikimų, siekti kaip galima geresnio išsilavinimo, saviraiškos darbinėje, kultūrinėje, visuomeninėje sferose. Tyrimo tikslas: Atskleisti žmonių su regėjimo negalia socialinės integracijos ypatumus Lietuvoje. Tyrimo uždaviniai: Remiantis moksline ir teisine literatūra, išanalizuoti asmenų su regėjimo negalia teisinius ir teorinius socialinės integracijos aspektus Lietuvoje; Išanalizuoti sutrikusio regėjimo žmonių reabilitacijos, edukacijos, profesinės orientacijos ir socialinės integracijos praktinius ypatumus Lietuvoje; Numatyti asmenų su regėjimo sutrikimais socialinės integracijos tobulinimo kryptis. Every country gets an enormous role and responsibility in guaranteeing social progress and welfare of its nation, in planning the means of social development and the infrastructure of social services. In the whole world losing sight is considered as one of the most difficult disabilities that not only tortures physically but is also spiritually shocking. Blindness as a phenomenon has existed since the earliest times and unfortunately in spite of all the progress of medicine will exist for a long time. The role of social media in relation to knowledge transfer and professional development

Introduction: Professional development is an important aspect of working practices for academic librarians. In the past decades the academic library has been subjected to an enormous range of technological and cultural advancements that have constantly required its staff to develop their professional knowledge and understanding. One of the most recent revolutions has been the advent of social media. This advent of a new technology can provide challenges and opportunities but to fully understand these we need to analyse the relationship between social media and various context in more depth. Method: This inductive grounded theory study was iteratively conducted in three different academic libraries in England. At each location an analysis of the social media in use both organisationally and individually was made, and a purposefully selected number of actors was interviewed to gain a deeper understanding of their ideas about social media, CPD and the potential to learn from social media. Findings: The findings demonstrate that the managerial view of CPD is not necessarily compatible with the perception, or needs, of practitioners in relation to their professional development. To increase understanding of this domain, the study analysed the underlying factors related to both social media use and perception, and participation in and perception of professional development. This has led to the discovery of a theory that can be summarised as Continuous Professional Adaptation is learning that occurs as a consequence of professional awareness and preparedness through the use of informal networks. Outcome: The grounded theory presented in this document demonstrates a need to expand the dialogue on professional development in academic libraries, in both an academic and practical context, based on the advent of social media. Formal development in the shape of Continuing Professional Development (CPD) is still regarded as the most relevant method of developing human resources due to the prevalence of a managerial approach to professional development. Conclusion: Increasingly academics and practitioners require more than the formal approach to professional development which can be classed as increasingly being irrelevant due to practical limitations of delivery time and mode and speed of changes occurring. This research contributes to that dialogue, providing a unique approach by incorporating social media with professional development.

Travailleuses sociales diplômées à l’étranger : les enjeux du transfert de leurs connaissances au contexte de pratique montréalais

Les travailleurs sociaux font partie des professionnels de la santé et des services sociaux, de plus en plus nombreux, qui choisissent d’immigrer au Québec afin d’y vivre et d’y poursuivre leur carrière. La reconnaissance des diplômes obtenus à l’étranger et l’obtention d’un permis de pratique délivré par l’Ordre des travailleurs sociaux et des thérapeutes conjugaux et familiaux du Québec constituent un passage obligé afin d’exercer la profession en contexte québécois. Une fois ces étapes franchies, les travailleurs sociaux immigrants disposent de connaissances acquises dans leur pays d’origine pour intervenir dans un nouvel univers professionnel et culturel. Prenant la forme d’un mémoire par articles et prenant appui sur les données obtenues dans le cadre d’une recherche qualitative pancanadienne sur l’adaptation professionnelle des travailleurs sociaux issus de l’immigration (Pullen Sansfaçon, Brown et Graham, CRSH 2011-2012, CRSH 2012- 2015), ce mémoire explore les enjeux inhérents au transfert des connaissances, des expériences professionnelles et des valeurs acquises à l’étranger vers un contexte de pratique québécois. L’expérience vécue par 26travailleuses sociales immigrantes, diplômées à l’étranger et pratiquant actuellement dans la grande région montréalaise, a permis de rendre compte des aspects transférables ou moins transférables du travail social. Ainsi, la mission et les valeurs du travail social, les expériences professionnelles, les connaissances théoriques et les habiletés cliniques apparaissent comme des connaissances se transférant bien au-delà des frontières nationales. Par contre, le récit des participantes indique que les connaissances relatives aux lois, aux politiques sociales, aux procédures organisationnelles et à la langue se transfèrent plus difficilement, ce qui peut générer certaines lacunes dans un contexte de pratique différent de celui où la formation en travail social a été obtenue. Dans ce contexte, il ressort que la contribution des milieux de pratique et le soutien des collègues de travail sont des éléments centraux favorisant l’acquisition de connaissances locales. / Abstract Social workers are part of a growing group of health and social services professionals who choose to immigrate to Quebec to live and pursue their careers. The recognition of diplomas obtained abroad and obtaining a license to practice issued by the Ordre des travailleurs sociaux et des thérapeutes conjugaux et familiaux du Québec are required in order to practice social work in Quebec. Once these milestones are met, the immigrant social workers begin their practice in a new professional and cultural universe, using the knowledge they acquired in their country of origin. From data obtained in the framework of a pan-Canadian qualitative research on the experience of immigrant social workers regarding their occupational adaptation (Pullen Sansfaçon, Brown and Graham, SSHRC 2011-2012, SSHRC 2012-2015), this master's thesis (by articles) explores the challenges inherent in the transfer of knowledge, professional experience and values obtained abroad, within a Quebec work context. The experience of 26 immigrant social workers, who graduated abroad and are currently working in the greater Montreal area, has been investigated, and has revealed both more and less transferable aspects of social work. The mission and values of social work, professional experience, theoretical knowledge and clinical skills have expanded beyond national borders. On the other hand, the discourse of participants indicates that the knowledge of laws, social policies, organizational procedures and language are transferred less easily, which can create gaps in a novel work setting relative to where the original social work training was obtained. In this context, the training and support of management, as well as the support of co-workers are both central to promoting the acquisition of local knowledge. The target group is the employees seconded abroad by international companies, away from their home cultures - the Czech Republic and Germany. Load and support factors that affect the seconded executives and influence the process of their adaptation will be reviewed and analysed in detail. The theoretical part summarises the insights of both Czech and international authors on the topics of adapting to different national cultures, burnout syndrome, enthusiasm toward the job, management of culturally mixed teams, and the cultural specifics of the Czech and German cultures that the paper builds on. The empirical part presents the qualitative and the subsequent quantitative research. Contribution à l'étude juridique du droit de la mobilité professionnelle / Contribution to the legal study of the law of professional mobility

Le droit de la mobilité professionnelle, s'il connaît de nombreuses définitions, suppose encore un travail de construction. Entre obligations de l’employeur et droits du salarié, la mobilité professionnelle oblige à concilier un épineux paradigme alliant flexibilité dans l’entreprise et sécurité du parcours professionnel. Cette complexité est révélatrice d’une ambiguïté originelle : la mobilité professionnelle s’inspire pour l’essentiel de la pratique d’entreprise, si bien qu’il existe aujourd’hui autant de régimes de mobilité que de situations impliquant des mobilités. Clause de mobilité professionnelle, reclassement du salarié, mise à disposition de personnel, mobilité volontaire sécurisée, accord de performance collective, ruptures négociées, cession de contrat, l’étude des dispositifs juridiques démontre que la mobilité est essentiellement envisagée à court terme, à l’initiative de l’employeur et construite sur un schéma de contrainte ne tenant pas compte de la liberté individuelle du salarié. Le manque d’efficacité de l’arsenal juridique et les dérives qui en résultent en pratique rendent incompatibles le droit positif avec l’objectif de développement de la mobilité positive, pierre angulaire du droit de la mobilité professionnelle. Les nombreuses interventions du législateur au soutien des formes de mobilités contraintes concourent à la défaillance de cette ambition. Alors que le droit à la mobilité est, formellement, une garantie fondamentale du statut des fonctionnaires et des agents publics, une telle équivalence n’existe pas en matière de droit privé. L’enjeu majeur réside dès lors dans la capacité du législateur à repenser la mobilité positive. / The professional mobility law, although it has many definitions, still requires construction work. Between the obligations of the employer and the rights of the employee, professional mobility requires reconciling the thorny paradigm between flexibility in the company and safety of the professional career. This complexity reveals an original ambiguity: professional mobility is essentially inspired by practice, so that today there are as many mobility schemes as there are situations involving mobility. Professional mobility clause, reclassification of the employee, personnel provision, secure voluntary mobility, performing agreement, negotiated breaks of contract, assignment of contract, the study of legal devices shows that mobility is mainly envisaged in the short term, at the initiative of the employer and built on a pattern of constraint not taking into account the individual freedom of the employee. The lack of efficiency of the legal framework and the resulting abuses in practice make positive law incompatible with the objective of developing positive mobility, which is the cornerstone professional mobility law. The many interventions of the legislator in support of the forms of constrained mobilities contribute to the failure of this ambition. While the right to mobility is, formally, a fundamental guarantee of the status of civil servants and public officials, such equivalence does not exist in private law. The major challenge therefore lies in the ability of the legislator to rethink positive mobility.
