HOW TO GIVE: EFFECTIVENESS OF PARTNERSHIP BETWEEN PUBLIC AND CIVIL SOCIETY SECTORS IN INTERNATIONAL HUMANITARIAN AID

Indiana University-Purdue University Indianapolis (IUPUI) / This study demonstrates application of the demand/supply model that derives from the three failures theory to the study of partnership effectiveness, showing that effective partnership is a partnership that provides each partner with assets that help them spend fewer resources on achieving their goals than when working alone, by compensating for each other's weaknesses while maximizing their own strengths. The study uses public-private partnership (PPP) in humanitarian settings as a unique opportunity to investigate partnership as a process and contribute to a nascent collaboration theory. The study shows that factors that define effective PPP during different stages of disaster relief are similar. However, different stages of partnership require different levels of compensation mechanisms from partnership participants to ensure that both actors maximize their strengths while achieving their missions. As a result, different stages of partnership call upon different combinations and degrees of factors affecting partnership effectiveness. This research uses descriptive data and inferential analysis, based on interviews with 10 representatives of humanitarian agencies that partner with the European Commission's Humanitarian Aid and Civil Protection Office. It gives scholars and practitioners of philanthropy insights into the question: "how to give?" It also provides collaboration research and public policy with guidance on how to create stronger partnerships and increase the likelihood of better collaboration outcomes as well as how to better deal with hazards in order to mitigate disaster outbreaks.

Public-Private Partnerships in Education & Education Reform: A New Theoretical & Applied Approach

Over the last four decades, there has been a significant increase in public-private education partnerships (PPPs). However, rather than reflecting the traditional PPP model where the private sector contributes resources to fulfill public policy agendas, businesses and philanthropies are partnering with urban schools to pursue their goals for reforming public education policy. With billions of dollars being spent by organizations like Microsoft, Meta, the Broad Foundation, and Bloomberg philanthropies on major initiatives to reform public education through teacher training and core curricular Changes, there has been surprisingly little research on the public-private partnership model itself and its impact on education policy. This dissertation intends to address this research gap by considering how public-private partnerships have been traditionally defined and explained in public policy and political science; what has Changed in the structure and purpose of public-private partnerships in education; how do we define and understand an educational public-private partnership in the current context; how do we determine what makes public-private partnerships successful; and based on this new definition, how do we understand their impact on educational public policy priorities? The dissertation aims to accomplish the following: 1) Discuss the existing public policy and political science literature on public-private partnerships. 2) Use anecdotal evidence, research literature, and news reporting to propose a framework for what public-private partnerships in education entail now and what their outcomes appear to be. 3) Identify key performance indicators (KPIs) of success from that literature and test their relevance to the success of current educational PPPs – towards formalizing a new theoretical definition and future guide for applied research. 4) Use both quantitative and qualitative research methods on a sample of partnerships which have already been documented either through original research or third party analytical and narrative reports to analyze and define those key performance indicators which are relevant to current educational PPPs. 5) Through analysis of the intended and actual outcomes of those PPP cases used in previous analysis, demonstrate how current educational PPPs are now both formulating and implementing policy. The importance of this finding is related to debates about the purpose of public education, the definition of public goods, and democratic accountability. 6) Identify the gap between the existing theoretical definition of PPPs and the derived newly proposed framework and the implications for theory, practice and policy. 7) Through a synthesis of the above items, construct an original method and tool for how to form and assess these partnerships for successful outcomes, as well as effective policy.  Applied Qualitative Research The third paper utilizes data from the quantitative research of paper 2 and builds and expands on the findings by using a qualitative methodology to analyze cases which have a more robust narrative. The cases I consider are Bloomberg philanthropies Global Scholars and Mark Zuckerberg’s Newark public schools. I document the functional, political, and financial differences between the cases, as well as how the PPPs were implemented. This applied research considers the indicators which proved relevant in the prior quantitative research through a qualitative analysis of materials, reports, and interviews. Applied Quantitative Research This second paper is applied quantitative research and serves as the bridge between the literature and theory to current applications and directs the focus of the subsequent applied qualitative research in this dissertation. I take the elements identified as standard KPIs from literature and prior research studies and using the documentation from the united way portfolio I test the relevance of those existing KPIs to the current theoretical framework. The Detroit cases are ideal for this portion of the research as those cases were created as PPPs and concluded (at least as far as an initial MOU agreement) within a specific timeframe. I collected all the documentation on those partnerships and their elements using a measurement system I developed. I use a quantitative method of binary logic regression to consider, given the documented outcomes of those cases, whether there is simple significance of an indicator as it relates to a quantitative definition of success. My metric is whether more than 50% of the objectives outlined in the MOUs were successfully completed. The quantitative methodology is important, because it allows us to determine which indicators remain relevant and warrant further study. At the end of this paper the advantages and limitations of quantitative analysis will be discussed, as well as thoughts about how qualitative analysis may help further the research going forward. This serves as a bridge to the next section/chapter. The purpose of this paper is to move beyond simply identifying components of the PPPs, as was done in the second paper, to more fully articulate and define them. I also identify the variance in PPP outcomes which may come from leadership structure, organizational occupation (for profit, nonprofit, public) and other operational and political variables. This section draws heavily on my research which uses a qualitative comparative frame to analyze the BP and Zuckerberg cases. The importance of these findings, as well as the advantages and limitations of this methodology are also be discussed. Toward a Theoretical Framework for PPPs & a New Tool for Evaluation Research The third paper of the dissertation synthesizes the analysis from the previous two papers in order to integrate both sets of findings and limitations in order to better define and understand current educational PPPs. This will lead to a new proposed theory of PPPs in education, to be followed by an analytic discussion, which will rely on research I have already done. The new proposed theory will be compared to the existing theory. The empirical evidence will make clear that new forms of PPPs have been implemented that are not accounted for in the existing theory. The implications of these findings will be important for both public and private actors who will need to think about and formulate PPPs in different ways than they have been doing. Once this is explicated, I consider the implications of substituting PPPs for the traditional policymaking process, and what can reasonably be anticipated as outcomes for public goods and democratic accountability. PPPs must be understood as an alternative pathway to policymaking which most often will not include traditional policy makers, and by virtue of financial and operational conditions, will fast track educational reforms. This increase in speed and coherence of reform is likely to be accompanied by a decline in democratic accountability, which particularly as it concerns public K-12 education, may fundamentally change the nature of that specific public good, and may even extend to a larger reconceptualization in the country of the concept of public goods. The last section of the third paper moves from the theoretical to the applied. This section discusses how the research gathered and synthesized in the previous two papers contributes to an applied framework for formulating and assessing educational PPPs for rates of success. This is especially important as we can expect that there will not be a decline in educational PPPs, but rather an ever-growing prevalence of them in American public education systems. I then make the case specifically for the use of comparative-qualitative analysis as an appropriate analytic frame for an evaluation tool. The section then goes on to detail the development of this tool, which relies on the methods and findings of the previous applied research sections in the dissertation. I provide a methodology for documenting the qualitative elements to be observed through an interview protocol, as well as the methodology by which that qualitative data can be converted to a quantitative value using previously discussed key variables and then cross-assessed with other related variables, weighted, and inputted into a prescribed algorithm (using analytics frames from educational performance evaluations, quantitative regression, and machine learning prediction principles). This will produce a predictive outcome of success and a meta frame to compare and contrast different educational PPPs going forward. This aspect of the research is important, as it provides practitioners, educators, policymakers, and public and private leadership a better understanding of what in fact they are doing when attempting to formulate and implement a public private partnership; what elements they should seek to build into their partnership in order to create increased conditions for successful outcomes; and finally how as researchers, we might, in the future, have a tool to observe, track, and evaluate these partnerships to further our theoretical and applied understanding of educational policy.

Collaborative governance and the implementation of the Ryan White CARE Act: a case study of HIV health services planning councils in two South Florida counties

The complex problems of the twenty-first century cannot be effectively addressed with twentieth century top-down bureaucratic governance alone because of limited stakeholder participation in collective decision making and/or implementation. The somewhat limited stakeholder participation in the policy process, especially, that of target populations, can impact generating viable solutions to complex problems. Collaborative governance has emerged as a promising alternative to traditional management in addressing contemporary complex problems. Collaborative governance is thus a type of governance that promotes joint participation of state and non-state stakeholders in decision making and/or implementation by using agreed upon processes of engagement to collectively address problems. Such governance is especially beneficial for addressing the challenges posed by the human immunodeficiency virus (HIV) and acquired immunodeficiency syndrome (AIDS). This dissertation uses the collaborative governance concept to explicate the efforts of HIV Health Services Planning Councils in Broward County and Palm Beach County of South Florida with the purpose of accentuating how collaborative governance works in providing various categories of services to meet the needs of people with AIDS (PWAs), as part of the implementation of the Ryan White CARE Act. The study focuses on critical variables of collaborative governance such as facilitative leadership and institutional design, the collaborative process variables such as trust building, commitment to the process and shared understanding, and outputs such as allocation priorities of the Councils. This study employed mixed methods in collecting data from various relevant sources. / The combined findings from surveys, interviews, observations and document reviews were essential to knowledge and understanding of collaborative governance of the respective Councils. The results revealed more similarities than differences between the Councils in their efforts towards addressing the HIV/AIDS problem. The Councils are similar in all variables of collaborative governance with few exceptions relative to facilitative leadership and institutional design. The differences were relative to membership, number of committees, amount allocated for various service categories and number of clients served. Furthermore, the Councils were slightly different in reaching consensus on subjects of deliberation. On the average, Palm Beach County's Council make decisions by consensus relatively easily when compared with the Broward County's Council. Nonetheless, both Councils are consensus-oriented and strive to make decision by consensus as evidenced by unanimous votes or simple majority votes on various subjects of deliberation. In addition, representation and participation of target populations in collaborative governance have contributed to the empowerment of those target populations. The study contributes to the literature by developing a conceptual model for HIV/AIDS collaborative governance for producing outputs to help meet needs of target populations. Also, the study contributes to collaborative governance theorizing by drawing a nexus between variables of collaborative governance and by complementing the existing non-linear perspective of collaborative process for collective problem solving. Collaborative governance involving state and non-state stakeholders thereby enhances efforts of public managers by harnessing resources to effectively manage and/or address complex problems for the benefit of society. / by James K. Transport economic regulatory intervention in the transport infrastructure : a public-private partnership exploratory study

The aim of this study is to determine whether the introduction of a transport economic regulatory authority would serve as a valid intervention mechanism in the Public-Private Partnership of the transport infrastructure in South Africa. In order to achieve this objective, the study focused on the analysis of the concept of Public-Private Partnership, and how it has unfolded in a number of industrialised countries. Much attention was devoted in examining how the Public-Private Partnership arrangements followed by the studied countries influenced the current transport infrastructure management process in South Africa. To deal with the above, a host of macro-environmental variables were analysed in respect of their potential impact on the South African Department of Transport. The establishment of various agencies by the Department of Transport was seen as a consequence of the influence of the prevailing environmental forces. The outcome of the analysis revealed that a sustainable transport infrastructural development is a product of genuine partnership between the public and private sectors. Competition for the market and the significance of such competition in the transport infrastructure were outlined. The main goal of competition within the context of this study is to diffuse the economic power of the toll road industry and the protection of the individual's fundamental rights. The study also unearthed a need to deepen the talent and skills of both public and private sector officials as this would enable them to protect the citizens' right to make well-considered choices in the toll road industry. The study identified a need to establish a transport economic regulatory authority that would control the market dynamics of power relationships in the transport industry. Thesis (MBA)--Stellenbosch University, 2000. / ENGLISH ABSTRACT: It is estimated that at present South Africa has a backlog in spending on infrastructure, amounting to R170 billion. The state does not have the necessary funds to rectify the situation. This problem is not unique to South Africa and across the world countries are considering whether private sector enterprises should not be rendering the services and constructing the infrastructure which the state had traditionally done. One of the most successful ways of doing this is to make use of public-private partnerships (PPP's). A PPP is a joint effort by the state and the private sector party to execute a major product, whereby the resources and abilities of the two parties are combined. The risks and responsibilities of the project are allocated to the parties in an optimal manner. The efficient and effective application of the PPP mechanism poses a challenge to the Western Cape Province as it is an excellent way to improve the utilisation of state property within the Province and construct new facilities. The Elsenburg vineyard and cellar project, a PPP project in the Western Cape Province, is therefore critically assessed in terms of key success factors in the implementation of PPP's. Furthermore recommendations regarding the future utilisation of PPP's within the Province are made. A dedicated PPP unit, which will be responsible for investigating the value for money, affordability, allocation of risks and recourse requirements of projects, should be formed within the Province. Members of the unit will also handle the management of PPP projects. It is important that officials who will be involved with PPP's are trained in the theory and practise thereof. Other important aspects are that all groups who have an interest in a PPP project be identified, that attempts are not made to transfer all risks to the private sector partner and that the standardisation of steps that are common to all projects be investigated. Property projects that are suitable for the application of PPP's must be identified as it can provide momentum to the economy of the Western Cape and can also contribute towards the erasing of the backlog in the construction and maintenance of infrastructure. / AFRIKAANSE OPSOMMING: Dit word beraam dat Suid-Afrika tans 'n agterstand in besteding op infrastruktuur het wat R170 biljoen beloop. Die staat beskik nie oor genoeg fondse om die probleem aan te spreek nie. Regerings die wêreld oor ondervind soortgelyke probleme en is besig om te besin of die oprigting van infrastruktuur en die lewering van dienste wat tradisioneel deur die staat hanteer is, nie eerder aan die privaatsektor oorgelaat moet word nie. An evaluation of a public-private partnership as an alternative delivery mechanism to enable the effective redistribution of land in KwaZulu-Natal : the case of Inkezo Land Company

Thesis (MPA (School of Public Management and Planning))--University of Stellenbosch, 2008. / The dawn of a democratic South Africa in 1994 was seen as the beginning of a new era in South Africa. Land Reform, as a matter of moral reconciliation, and within the context of rural development, was high on the agenda to be addressed by the new democratic ANC-led government. Although South Africa’s history of systematic racial land dispossession is not unique; the extent of the dispossession, and racial nature of the dispossession gave a uniqueness to South Africa’s land history. In 1994 the racially skewed land ownership pattern reflected that 55 000 white commercial farmers owned 87 per cent of the land, yet the African majority of had access to 13 per cent of the marginal land. The land reform imperative was restricted in approach by the compromise reached during the negotiations resulting in a transitional government for South Africa. In addition, the early 1990’s, was a period of increasing dominance of the neo-liberal ideology with its minimal state and minimal state intervention, and reliance on the free market principles informing interventions and programmes. The Constitution of the Republic of South Africa enshrined private property rights protection; and whilst given recognition to the requirement of land reform it enshrined a market-led approach with enabling legislation and policy statements such as a “willing-buyer/willing-seller” requirements for redistribution and market related prices for land acquisition. The Department of Land Affairs, a national government department, was tasked with the development and implementation of land redistribution. Therefore, despite the neo-liberal principles informing land reform, a state-led approach towards the actual implementation was embarked upon. In 1998 a target was set to be achieved within 5 years; which the Department failed dismally to reach. The target was then extended to be reached by 2014, and the thesis predicts that unless the delivery mechanism currently utilised for land redistribution is changed the target will not be reached by 2014. The New Public Management paradigm, and various alternative delivery mechanisms have been considered, in addition to assessing the delivery mechanisms and approaches towards land reform in Brazil and the Philippines in an attempt to identify suitable delivery mechanisms for land reform in South Africa to enable it to achieve its target and objectives. A detailed evaluation of an existing Public-Private Partnership, which exists to implement land redistribution was undertaken in terms of primary data collection and secondary data statistics. The evaluation assessed whether this delivery mechanism will enable targets to be met and land redistribution objectives in relation to rural development be achieved. The thesis argues that the Public-Private Partnerships alternative delivery mechanism is a suitable vehicle to delivery land redistribution across agriculture commodities, with key recommendations on matters to address within the PPP mechanism. For land reform to be implemented at the required scale and to achieve its developmental objectives innovation is required within partnership approaches and not a traditional bureaucratic-led approach.

Improving service delivery through partnerships between local government, civil society and the private sector : a case study of Imizamo Yethu

Thesis (MA (Public and Development Management))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: Developmental local government places emphasis on the importance of partnerships between local government and various stakeholders such as community-based organisations, non-governmental organisations and private sector organisations delivering services to communities. The focus of this thesis is on a service delivery improvement plan for Imizamo Yethu in Hout Bay, Cape Town, a poor Black informal settlement alongside a well-established and affluent White suburb. There is severe lack of service delivery in that community and the study has sought to suggest a solution that would address the appalling situation in which the people of Imizamo Yethu live. It seeks to respond to the question: How can partnerships between civil society organisations, local government and the private sector improve service delivery in Imizamo Yethu? The main research objectives were to determine how local government, business and civil society organisations can deliver services; to establish whether there were any partnerships between local government, civil society and the private sector in Imizamo Yethu; to describe the activities of role players in Imizamo Yethu; to identify areas that require partnership between these role players; to generate information for future research that will enable the community of Imizamo Yethu to address their problems; and to make recommendations on how service provision could be improved by establishing partnerships between local government, civil society and the private sector. Service provision is a complex exercise that needs different skills and strategies. Local government alone cannot win the battle of service delivery. What is needed is the collaboration of different role players using their different and unique capabilities. Partnerships between local government, civil society organisations and the private sector can be an effective alternative model of service provision. The study therefore focuses on improving partnerships between local government, civil society and business in Imizamo Yethu. While many civil society organisations, business organisations and local government departments are involved in service delivery and development in Imizamo Yethu, these organisations operate in isolation from each other. This makes it virtually impossible for them to make a dent in service delivery challenges. Through partnerships, local government, civil society and the private sector could wszssork together to mitigate the situation in the particular community. Forums by means of which local government, civil society organisations and business can work together should therefore be formed. Such forums could assist in terms of devising a strategy to provide services, and disseminate information. The study examines the level of service delivery and partnerships in Imizamo Yethu. It was found that there is both lack of service delivery and lack of partnership between the local government, which is the City of Cape Town, civil society and the private sector. It is recommended that community service delivery be established, with dissemination of information by the City of Cape Town by means of a communication strategy aimed at informing the community about such service delivery. / AFRIKAANSE OPSOMMING: Ontwikkelingsgerigte plaaslike regering beklemtoon die belangrikheid van vennootskappe tussen die plaaslike owerheid en verskillende belanghebbers soos gemeenskapsgebaseerde organisasies, nie-regeringsorganisasies en organisasies in die private sektor wat dienste aan gemeenskappe lewer met die oog op ontwikkeling. Vennootskap tussen die plaaslike owerheid, die burgerlike samelewing en die private sektor kan egter samewerking bewerkstellig om omstandighede binne die besondere gemeenskap te verlig. Forums waarbinne samewerking tussen die plaaslike owerheid, die burgerlike gemeenskap en die sakelewe moontlik is, behoort dus geskep te word. Sulke forums kan die ontwikkeling van ’n strategie vir dienslewering en die verspreiding van inligting aanhelp. Die studie het die vlak van dienslewering en vennootskap in Imizamo Yethu ondersoek. ’n Gebrek aan dienslewering sowel as aan vennootskap tussen die plaaslike owerheid, naamlik die Stad Kaapstad, die burgerlike samelewing en die private sektor is gevind. Die voorstel is dat die Stad Kaapstad dienslewering aan die gemeenskap instel, tesame met ‘n inligtingstrategie wat daarop gemik is om die gemeenskap oor sodanige dienslewering in te lig.

The continuum of civil disobedience has increased over time; sit ins, community unrest, uprisings and finally revolutions have marked this first decade of this new age. People are voicing their disillusionment with increased frequently, impatience and violence globally calling for the creation of a world which, in Freire’s words, is “menos feio, menos malvado, menos desumano [less ugly, less cruel, less inhumane] (Mayo, 2003:42). President Jacob Zuma at the 14th Nedlac Annual Summit in September 2009 called for a “stronger social dialogue underpinned by a sense of cooperation, and responsibility will also be important if we are to avoid a situation where the recovery ends up being business as usual. We need to find new way of doing things” (Zuma, 2009a:1). Social Franchising is a relatively new concept in the service delivery discourse having recently emerged as a sub-sector of social enterprise. Social franchising is a derivative of the long established commercial franchise model with a dual purpose of generating sustainable economic returns and advancing social good by encouraging profit making not profit taking (Mseme, 2010a:1). Social franchising has been mainly operating in the NGO sector, on the Indian sub continent, accommodated in larger private or public health institution, providing women related health services into poor communities. Recent research undertaken by Mseme (2010a) has shown social franchising should be considered as a strategic option in the delivery of public service to improve citizens development, promoting new venture creation and strengthen the developmental state at local level This study seeks to make a contribution to the limited local government body of knowledge by developing an appropriate social franchising governance model. This model aims to accelerate accessible and sustainable public community development services generally and early childhood development in particular at local level by delivering on the two primary national priorities of poverty alleviation and quality education provisioning. This study merges a number of key issues that are substantive in determining the future well being of South Africa and all of her citizens namely; affordable, universal and comprehensive service delivery, equitable quality education and cognitive development of young children and increased economic participation and wealth generation especially in marginalised and vulnerable communities within the context of the developmental state. This study is guided by a postmodernist philosophy and stems from a transformative and emancipatory approach applying Paulo Freire’s pedagogy and politics of hope that is not meant to consolidate “what is” but is driven by a vision of “what should and can be” (Mayo, 2003:42).This research has applied both empirical and non – empirical design with a mixed qualitative and quantitative component. The areas of non –empirical study were determined by the theoretical framework which focuses on developmental state, developmental local government, public service management, partnership service delivery mechanisms, early childhood development and small enterprise development. The research findings arising out of the empirical ECD needs assessment survey and case study were further explored and tested in semi structured interviews with political decision makers, policy makers, policy drafters and policy experts. This study has designed a social franchise governance model for the delivery of ECD at local government level. Its implementation however is premised on a shift of public administration mindset from bureaucracy to innovation, a shift of public policy from government as sole provide to facilitator of services, a shift from survival partnerships to delivery partnerships by desire and a change of citizens attitude from dependency to self development. / AFRIKAANSE OPSOMMING: Wereldwyd bevraagteken inwoners toenemend die billikheid, integriteit and volhoubaarheid van filosofiee, waardes en wette vanuit die 20ste eeu. Wetteloosheid het toegeneem oor ‘n tydperk. Opstand en eintlik revolusies is kenmerkend in die eerste dekade van die nuwe era. Mense spreek hulle ontnugtering toenemend op ‘n gereelde basis uit, wat uiteindelik aanleiding gee tot ongeduld en geweld. Wereldwyd is mense op soek na ‘n samelewing wat soos Freire dit beskryf “menos feio, menos malvado, menos desumano (minder haatlik en onmenslik) (Mayo, 2003:42). Tydens die 14de NEDLAC Jaarlikse Konferensie gedurende September 2009 het President Jacob Zuma die balangrikheid van sterker sosiale dialoog gegrond op samewerking en verantwoordlikheid beklemtoon ten einde ‘n situasie van besigheid soos gewoonlik te voorkom. Hy het mense aangemoedig om vorendag te kom met nuwe manier om dinge te doen.(Zuma, 2009a:1) Sosiale agentskap is ‘n relatiewe nuwe konsep in die lewering van dienste wat ontstaan het vanuit die sub-sektor sosiale ondernemings. Sosiale agentskap het voortgespruit vanuit die kommersiele agentskaps model met ‘n tweeledige doel naamlik die skepping van volhoubare ekonomiese inkomste en die bevordering van sosiale goedere deur die aanmoediging van die maak van winste en nie die neem van winste nie (Mseme, 2010a:1) . Sosiale agentskappe het primer voorgekom in nie-regerings organisasies, groot privaat of publieke gesondheids instansies en die verskaffing van gesondheids dienste aan vroue in die armer gemeenskappe. Huidige navorsing deur Mseme (2010a) bewys dat sosiale agentskappe oorweeg moet word as ‘n strategiese opsie in die lewering van openbare dienste om die onwikkeling van inwoners te verbeter, om die skepping van nuwe projekte te bevorder sowel as die versterking van die ontwikkelende staat op plaaslike regeringsvlak. Deur die ontwikkeling van ‘n toepaslike sosiale agentskaps bestuurs model beoog die studie om ‘n bydrae te maak tot die beperkte beskikbare inligting oor plaaslike regering. Die model streef daarna om toeganklike volhoubare openbare gemeenskaps onwikkelende dienste in die algemeen te lewer sowel as spesifiek dienste rondom vroee kinder ontwikkeling op plaaslike regerings vlak. Hierdie oogmerk van die model is gebaseer op die nasionale prioriteite van werkskepping en die voorsiening van kwaliteit onderrig. Die studie kombineer ‘n aantal belangrike sleutel dimensies in die bepaling van die voortbestaan van inwoners van Suid-Afrika, naamlik bekostigbaarheid, universele en omvattende dienslewering, gelyke kwaliteit onderrig, die kognitiewe ontwikkeling van jong kinders, toenemende ekonomies deelname, en die ontwikkeling van rykom spesifiek in marginale kwesbare gemeenskappe binne die konteks van ‘n ontwikkelende staat. Die studie is gebaseer op ‘n post-moderne filisofie and spruit voort vanuit ‘n transformerende en moderne benadering deur die toepassing van Paulo Freire’s opvoedkundige aard sowel as politieke hoop wat nie bedoel is om “die wat is” te konsolideer nie, maar wat voort gedryf word vanuit ‘n visie “wat moet en kan gedoen word” (Mayo, 2003:42). Die nie-empiriese studie is gabaseer op ‘n teoretiese raamwerk wat focus op die ontwikkelende staat, ontwikkelende plaaslike regareings, staatsdiens bestuur, ‘n vennootskap dienslewrings meganisme, vroee kinder ontwikkeling and klein sake ondernemings ontwikkeling. Beide empiriese en nie-empiriese ontwerpe is gebruik met ‘n kombinasie van kwalitatiewe and kwantitatiewe komponent. Die bevindinge vanuit die navorsing spruit voort uit die empiriese vroee kinder ontwikkelings behoefte bepalings studie. ‘n Gevalle studie is ook verder gebruik en getoets deur semi-gestruktureerde onderhoude met beleidmakers, en beleids deskundiges. Die studie het ‘n sosiale agentskaps bestuurs model ontwikkel vir die lewering van vroee kinder ontwikkeling op plaaslige regerings vlak. Die implementering van die model is gabaseer op ‘n aantal veranderinge van denkwyses naamlike vanaf publieke administrasie opinie van burokrasie na innovasie, vanaf openbare beleid dat die regering die enigste verskaffer van dienste is na die fasilitering van dienste, vanaf oorlewings vennootskappe na vennootskappe wat gehalte dienste lewer en laaste ‘n verandering van ‘n aghanklikheids houding na self ontwikkeling.

Public private partnership as a means to address the financing of affordable housing in South Africa

Thesis (MDF)--University of Stellenbosch, 2010. / This study is an evaluation of the feasibility of utilising project finance in a Public Private Partnership model (as one of a number of possible private public partnership models) in order to deliver social housing in the South African market by evaluating the social housing regulatory environment against the commercial requirements for implementing project finance based PPP‘s, and indentifying gaps that are acting as stumbling blocks to the mobilisation of private sector resources in this sector. The study also looked at the social housing policy and the various private public partnership procurement models currently in use in the United Kingdom, with a view to highlight best practise and lessons which could be applied within the local environment. The broader South African procurement policy environment caters for the private sector delivery of infrastructure, with a number of deals having been delivered since the late 1990‘s. The Social Housing Policy does make provision for the Minister to make pronouncement on procurement models to be used, and does foresee some form of partnership between the public and private sector in delivering affordable housing (this is also supported by policies such the Inclusionary Housing Policy). The current policy environment however does not go far enough in addressing commercial requirements, such as guarantees for rental payments, and performance monitoring instruments, such as housing inspectorates, to facilitate the implementation of housing PPP‘s. 138 pages.

The role of governance in using project finance as a contract for the delivery of infrastructure in Africa

For over a long time the delivery of infrastructure in Africa has been the domain of the public sector. However, because of the continued budgetary constraints, most governments are seeking the support of the private sector in the delivery of infrastructure. Recent studies have, however, revealed that private participation in infrastructure delivery is very low in Africa. The research noted that certain obstacles at macro level of the economy are responsible for the low private participation in infrastructure delivery. It is, therefore, important that we assess the methodologies that have been used to attract private sector participation in infrastructure delivery in Africa. One method that is gaining popularity in the developing world is the use of project finance. The research study sought to achieve two objectives. The first was to discover whether governance played a significant role in attracting foreign lenders to use project finance in the delivery of infrastructure in Africa. The second objective was to find out, given that governance does matter, which of the governance indicators were important and what their relationship was with loan syndication. The study adopted a quantitative approach using six governance indicators as independent variables. The governance indicators are compiled by a team at the World Bank and these governance indicators are available on the World Bank database. Loan tranches were used as observations for the dependent variable with the data for the tranches originating from loans that were advanced under project finance across Africa covering the period between 1996 and 2006. The multiple regression model also incorporated certain control variables the data for which were collected from various sources. Findings from the research study revealed that governance does matter and is positively related to loan syndication in project finance structures. It was revealed that all six governance indicators exerted a positive influence on loan syndication. The results also revealed that political instability and violence, and control of corruption were statistically insignificant. In addition it was found that rule of law exerted the most positive influence on the composition of loan syndication in project finance structures. / AFRIKAANSE OPSOMMING: Infrastruktuur is al aangeprys as ‘n fundamentele skakel tussen markte en ander ontwikkelingsektore in die ekonomie. Die voorsiening van infrastruktuur in Afrika figureer lank reeds in die openbare sektor, maar as gevolg van die volgehoue begrotingsbeperkinge soek die meeste owerhede die steun van die privaatsektor wat betref die voorsiening van infrastruktuur. Onlangse studies het egter bevind dat private deelname in die aflewering van infrastuktuur in Afrika baie laag is. Die navorsing het aan die lig gebring dat daar sekere struikelblokke op die makrovlak van die ekonomie is wat verantwoordelik is vir die geringe privaat deelname in die voorsiening van infrastruktuur. Derhalwe is dit belangrik om die metodologieë wat gebruik is om privaatsektordeelname ten opsigte van infrastruktuurvoorsiening in Afrika te beoordeel. Een metode wat gewild raak in die Derde Wêreld, is die gebruik van projekfinansiering. Hierdie navorsingstudie probeer om twee doelwitte te bereik. Die eerste doelwit is om uit te vind of staatsbestuur ‘n betekenisvolle rol speel om buitelandse kredietverskaffers te lok om projekfinansiering vir infrastruktuuraflewering in Afrika te gebruik. Die tweede doelwit is om, gegewe staatsbestuur se belangrikheid, te bepaal watter van die staatsbestuuraanwysers belangrik is en wat hul verband met leningsindikasie is. Die studie het ‘n kwantitatiewe benadering gevolg en het ses staatsbestuuraanwysers gebruik as onafhanklike veranderlikes. Die staatsbestuuraanwyser is deur ‘n span van die Wêreldbank opgestel en die staatsbestuuraanwyswers is beskikbaar op die Wêreldbank se databasis. Leningdeel is gebruik as waarnemings vir die afhanklike veranderlike, en die data vir die leningdeel is afkomstig van lenings wat toegestaan is onder projekfinansiering dwarsoor Afrika vir die periode 1996 tot 2006. Die meervoudigeregressiemodel het ook sekere kontroleveranderlikes behels, en die data daarvoor is vanuit verskeie bronne ingewin. Die navorsingstudiebevindinge het aan die lig gebring dat staatsbestuur ter sake is en positief aansluit by die leningsindikasie in projekfinansieringstrukture. Dit het aan die lig gekom dat al ses staatsregeringsaanwysers ‘n positiewe invloed op leningsindikasie uitoefen. Die bevindinge het ook daarop gedui dat politieke onstabiliteit en geweld, en korrupsiebeheer statisties onbeduidend is. Daar is ook bevind dat die oppergesag van die reg die mees positiewe invloed op die samestelling van leningsindikasie in projekfinansieringstruksture uitoefen.
