This researched is focused on how public managers, bureaucrats, can show responsiveness to the needs and wants of the citizens they serve through authentically including citizens in the process of decision-making. To examine this topic, this research reviews a process of public decision-making regarding how revisions were made to public school boundaries in Washington, DC. A Iluminação Pública (IP) está num momento de profundas mudanças, principalmente com a popularização da tecnologia LED e dos sistemas de controle a distância. O gestor de serviços públicos precisa conhecer a complexidade do uso final da IP para que possa gerir esse ativo direcionado às necessidades dos usuários, tendo em vista o dinamismo de evolução diária dos centros urbanos. Este estudo tem por objetivo desenvolver uma metodologia que permite levantar, cadastrar, diagnosticar e avaliar, o parque de IP existente em ambientes urbanos. Tem como questão de pesquisa: Como prover os gestores de serviços públicos de conhecimento da situação dos ativos de IP? Trata-se de uma pesquisa observacional e descritiva, desenvolvida em uma região que compreende uma área de 26,5 km², com uma população de 344.632 habitantes, localizada em uma região metropolitana brasileira. A metodologia aplicada divide-se em dois momentos: pesquisa documental e de campo. Inicia-se com um levantamento de documentações a respeito da vida pregressa do acervo, disponíveis nos escritórios da Concessionária de Energia local e da Prefeitura Municipal. Posteriormente procede-se uma identificação do perfil da cidade, onde o sistema de iluminação está inserido, buscando compreender como o sistema de IP instalado está integrado às necessidades da população. Essas primeiras ações visam recolher subsídios para a etapa seguinte, de levantamento técnico em campo, que buscou identificar não só os atributos de IP existentes para atualização cadastral, como também identificou anomalias que estavam atrapalhando o desempenho do sistema e a influência provocada pelo meio onde está inserido. A metodologia pode ser uma ferramenta que contribui para a gestão do serviço de IP inserida dentro dos centros urbanos, possibilitando a adoção de medidas de ajustes que visem dotar o acervo de IP de uma estrutura de manutenção direcionada para cada região da cidade, considerando sua especificidade e perfil dos usuários. Antes de qualquer adoção de novas tecnologias, como por exemplo lâmpadas LED, telecomando, etc., é imprescindível que se tenha um diagnóstico do acervo existente e a identificação do uso final da IP no meio em que se encontra. / Public lighting is in a moment of deep changes, especially with the popularization of LED technology and distance control systems. The public manager must know the complexity of the final use of public lighting that can then manage those assets directed to the needs of users, given the dynamism of daily evolution of urban centers. This study aims to develop a methodology that allowed: to collect data, to register, to diagnose and evaluate the existing street lighting park in urban environments. It had as research issue: How to provide public service managers knowledge concerning to public lighting of the current situation? This is an observational and descriptive research, developed in a region that covers an area of 26.5 km², with a population of 344,632 inhabitants located at a Brazilian region metropolitan. The method used is divided into two stages: the documentary and field research. It begins with a survey of documentation regarding the early life of the acquis in order, available at the offices of the local Power Concessionaire and Municipal Government. Later there shall be an identification of the city profile, where the lighting system is inserted, seeking to understand how is the installed street lighting system integrated into the population\'s needs. Charitable Choice and other faith-based initiatives attempt to provide faith-based organizations (FBOs) easier access to public funds for social service delivery in the community. Five years after Charitable Choice was included in the federal welfare reforms of 1996, President George W. Bush introduced the White House Office of Faith-Based & Community Initiatives in order to expand partnership opportunities between federal agencies and FBOs. The Bush administration actively recruited religious groups to apply for public dollars that would fund local social programs. The actions in Washington mirrored similar movements that took place in many states during the mid to late 1990s. Since then, so-called "faith-based social services" have received their share of media attention and public scrutiny. Much of the attention has been on political-philosophical debates and the legal challenges to church-state separation.
Research by Bartkowski and Regis (1999), Kennedy and Bielefeld (2001), Gomez (2003), Vanderwoerd (2004) and Sager (2006) depict the efforts of individual states to implement Charitable Choice policies and the attitudes of FBOs towards partnerships with government. However, there has been inadequate research on the experience of local governments who engage faith-based providers on a daily basis. Much more can be learned about the themes that shape current collaborations between local social service agencies and the faith community in Virginia.
Using a collective case study design, this research captures the experiences and perspectives of local public managers who have formed partnerships with FBOs mostly through non-financial means. The data shows that federal and state faith-based initiatives have little influence on the way local social service agencies in Virginia conduct their work. The typical partnerships with FBOs are the result of pre-existing, informal and non-financial relationships that have been fostered and sustained long before welfare reform or without the impetus of any faith-based initiatives. / Ph. Previous issue date: 2012-09-28 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This study aims at investigating the processes of conception, systematization, planning and materialization of the Continuing Education Course for Public Managers in Special Education offered by the Education Secretariat of the State of Espírito Santo (SEDU) and the Federal University of Espírito Santo (UFES), Brazil. The action research study comprised professionals from 78 municipalities in the State of Espírito Santo, Brazil. All of those worked in Special Education coordination in the Municipal Education Secretariat and State Education Superintendence spheres. Students were organized into two groups (Group 1 and 2). This master s program study focused on Group 2, made up of Municipalities in the Metropolitan and Northwest areas in the State. Group 2 was comprised of 58 education professionals. The investigation process took the collaborative critical action research perspective as a methodological basis that favored constituting three instances to support the discussion about the data gathered from the Continuing Education Course for Public Managers in Special Education The first one concerns actions towards the course curriculum composition; the second, meetings to apply the curriculum proposed; the third one, carrying out out-of-classroom activities involving theoretical studies, planning and developing intervention projects for the municipal settings in which these managers worked. As epistemological support, we relied on theories by Freire, Nóvoa, Zeichner, Tardif and Lesseard. The data was gathered between March and November 2001, when the formative dynamics was unfolded. The data collection instruments adopted were transcriptions of meeting with students, reports, articles produced by the systematizing group, and questionnaires administered to students. The results of this study highlight some main points: the importance of investing in the education of professionals in Special Education managerial positions; the potential of theoretical-practical knowledge about special education to implementation of inclusive public policy; and the possibility of constituting educational proposes that take practical challenges as triggering elements to other movements / Este estudo tem como objetivo geral acompanhar os processos de concepção, sistematização, planejamento e materialização do Curso de Formação Continuada para Gestores Públicos em Educação Especial, oferecido pelo convênio Secretaria de Educação do Estado do Espírito Santo (SEDU) e Universidade Federal do Espírito Santo (UFES). O trabalho de pesquisa-ação-formação envolveu profissionais de 78 municípios do Estado do Espírito Santo, atuantes na coordenação da Educação Especial nos contextos das Secretarias Municipais e Superintendências Estaduais de Educação. Os cursistas foram organizados em duas turmas (Turma 01 e 02), e nesta pesquisa de Mestrado traremos os movimentos constituídos com a Turma 02, composta pelos municípios da Região Metropolitana e Noroeste do Estado do Espírito Santo. O processo de produção de dados se efetivou de Março a Novembro de 2011, período em que se desenrolou a dinâmica formativa. Como instrumento de coleta de dados, apoiamo-nos nas transcrições dos encontros realizados com os cursistas, relatórios, artigos produzidos pelo grupo sistematizador e questionários aplicados aos cursistas. Como resultados deste estudo de Mestrado, ganha destaque a importância de investimento na formação dos profissionais que exercem a gestão da Educação Especial, a potência do aprofundamento teórico-prático sobre a Educação Especial para a implementação de políticas públicas inclusivas e a possibilidade de constituição de propostas formativas que tomam os desafios da prática como elementos disparadores de novos/outros movimentos

La responsabilité financière des acteurs de la gestion publique s’appréhende traditionnellement à travers le prisme du principe de séparation des ordonnateurs et des comptables publics. Strictement différenciée entre la responsabilité des comptables devant les juridictions des comptes et la responsabilité des autres gestionnaires publics devant la Cour de discipline budgétaire et financière, son analyse globalisée semblait manquer de pertinence. Depuis les années 2000, le droit public financier a cependant connu des évolutions majeures, principalement issues de la LOLF, de la loi du 28 décembre 2011 et du GBCP. Cette modernisation du cadre juridique de la gestion publique semble renouveler l’approche conceptuelle de la responsabilité financière. Constatant un rapprochement progressif de ceux qui exécutent les opérations financières publiques, de leurs juges, mais aussi des mécanismes du contrôle juridictionnel de l’argent public, cette recherche se propose de défendre une conception unitaire et autonome de la responsabilité financière. / The financial responsibility of stakeholders in public management is traditionally understood through the principle of the separation of authorizing officers and public accountants. Strictly differentiated between the responsibility of accountants before the French court of auditors (Cour des comptes) and the responsibility of other public managers before the Budget and Finance Disciplinary Court (CDBF), its global analysis seemed to lack relevance. However, public financial law has undergone major developments since the 2000s, mainly originating from the Institutional Act on Finance Laws (LOLF), the Law of December 28, 2011 and the Public Budgetary and Accounting Management (GBCP). Such modernisation of the judicial framework in public management seems to be renewing the conceptual approach to financial responsibility. Noting a gradual rapprochement of those who implement financial public transactions, their judges, and the mechanisms of the judicial control of public money, this research proposes to support a unitary and autonomous conception of financial responsibility system.

Mobilizing critical feminist engagement with New Public ManagementWeeden, Sara Ashleigh 06 December 2010 (has links)
This thesis mobilizes a feminist critique to examine the ways in which New Public Management (NPM) represents a gendered discourse. Using Foucauldian discourse analysis, NPM is mapped as a discursive field in order to tease out its dominant and subordinate discourses. The tensions between the dominant discourses and between the dominant and subordinate discourses are examined. The discursive themes of NPM are then engaged using a feminist post-structuralist framework in order to develop a feminist critique. From this critique, it is argued that NPM discourses reinscribe dominant masculinity as well as challenge the Weberian model of bureaucracy by reconstructing a gendered division of labour that takes place entirely within the public sphere.

Previous issue date: 2017-03-07 / This thesis analyzes the selecting and appointing strategies of top public managers in Brazil, debating its advances and limitations in relation to international experiences, in which the managerial competences constitutes a central attribute to the senior civil service models. Its theoretical approach is guided by the international literature on top public managers and senior civil service systems, issues that are insufficiently discussed in Brazil. For this reason, our study clarifies the contours of this theme: it proposes an analytical definition for top public managers and identifies, empirically, in which Brazilian Federal Executive positions they are situated. We argue that the appointment of public managers is preceded by a set of choice mechanisms that are not explored by the brazilian literature, since the existing analyzes, besides not delimiting the managerial space, are based on the dichotomy of the combat to the free appointments associated with the defense of the reserve of positions for servers, without incorporating the attributes of the professional senior civil service. In order to demonstrate the variety of existing choice strategies and overcome this dichotomous view, a broad consultation with federal organizations was made electronically, along with documentary analysis, leading to a categorization of five analytical models, called Discretionary, Conditional, Concertative, Representative and Managerial. Our second argument demonstrates, from a set of documentary analyzes and semi-structured interviews aimed at explaining the emergence of Managerial choices and analyzing its main constituent elements, that this model dialogues with the international debate about top public managers, since its main achievement coincides with its central attribute, oriented to the measurement of managerial competences; its scope, however, is still timid and unrepresentative within the country's federal organizations. / Esta tese analisa as estratégias de escolha dos ocupantes de cargos de direção adotadas pela administração federal brasileira, esmiuçando seus alcances e limitações em relação às experiências internacionais, nas quais a dimensão das competências de gestão constitui atributo central dos modelos de direção pública profissional. A perspectiva teórica do estudo está fundamentada na literatura internacional sobre os dirigentes e os sistemas de alta direção públicos, temas insuficientemente discutidos no Brasil. Por essa razão, nosso estudo esclarece os contornos do debate: propõe uma definição analítica para os dirigentes públicos e identifica, empiricamente, em que espaços estão situados na estrutura do Executivo federal brasileiro. Defendemos que a nomeação de dirigentes públicos é precedida por um conjunto de mecanismos de escolha pouco explorados pela literatura no país, já que as análises existentes, além de não precisar o espaço diretivo, estão baseadas na dicotomia do combate à livre nomeação associado à defesa da reserva de cargos para servidores, sem incorporar os atributos próprios da direção profissional. Para demonstrar a variedade de estratégias de escolha existentes e superar esta visão dicotômica, foi realizada ampla consulta às organizações federais por meio eletrônico, somada a análises documentais, nos levando a uma categorização de cinco modelos analíticos, denominados de escolhas Discricionárias, Condicionais, Concertativas, Representativas e Gerenciais. Nosso segundo argumento demonstra, a partir de análises documentais e da realização de entrevistas semiestruturadas orientadas a explicar a emergência das escolhas Gerenciais e a analisar seus principais elementos constitutivos, que este modelo dialoga com o debate sobre os dirigentes públicos dos casos internacionais, já que seu principal avanço coincide com o atributo central das competências de gestão; seu alcance, no entanto, é ainda tímido e pouco representativo no conjunto das organizações federais do país.

Gender and Authority in the Public Sector: The Case of Local Government Chief Administrative Officers in the United StatesBishu, Sebawit G. 30 May 2017 (has links)
In 2016, women represented 16.6% of all Chief Administrative Officers (CAOs) in local governments across the United States. Previous studies have investigated gender disparities in managerial representation, which is explained by the glass ceiling phenomenon; however, little is known about whether the women that occupy these male dominated positions have the similar levels of responsibilities as their male counterparts. Thus, the purpose of this dissertation is to understand if gender disparities in levels of work authority manifest as a new form of the glass ceiling. Work authority in this study is operationalized as CAOs’ sanctioning authority (control over personnel operations) and decision-making authority (control over formal operations). Using a mixed methods research design, this investigation is implemented in two phases. The first phase employs Ordinary Least Square (OLS) regression to explore the relationship between CAOs’ gender and CAOs’ level of work authority as well as the relationship between CAOs’ levels of work authority and annual pay. In the second phase, using a qualitative research method, I conduct an in-depth investigation of similarities and differences in the career paths of CAOs and the factors that shape their career-related decisions.
This research has five main findings. First, female CAOs do not have similar level of sanctioning authority as their male counterparts. Second, disparities in level of sanctioning authority yield economic inequality among CAOs. Third, male and female CAOs take different career paths. Last, female CAOs perform dual roles—professional and personal—whereas most male CAOs are less burdened with household responsibilities in their personal lives. Last, for female CAOs with family responsibilities, their career paths are significantly fashioned by the presence of institutional and social support networks.
Findings inform policy makers and public management practices. It informs that gender-based disparities in the workforce continually manifest in new forms, creating unequal employment opportunities for men and women in the workforce. Such disparities also continue perpetuating economic inequalities among men and women in the workforce. Also, it informs public management practices of the critical impact that institutional support has on leveling the playing field women to participate in male-dominated careers.
