The Research of public confidence for the Social Welfare Non-Profit Organizations¢w An Example for Kaohsiung and Ping-TungSHIEH, CHIH-LING 27 August 2007 (has links)
Drucker (1994) pointed out that the management of non-profit organization is not driven by profit-making motives, but lead by a mission. Support for the organization is derived from a mission that responds to social needs. In today faced liberal and multifaceted society, the development of non-profit organizations will face competition like ordinary business enterprises. It is an important issue to the non-profit organization of how to gain confidence from the general public. This is also what motivated this study. Therefore, the objectives of the study are: (1) to understand the perspectives of social welfare non-profit organizations on capacity building; (2) to understand how social welfare non-profit organizations build organizational capacity; and (3) to investigate the relationships between capacity building, organizational effectiveness and public confidence in social welfare non-profit organizations.
The subject of the study includes non-profit organizations in the city and county of Kaohsiung and Ping-Tung that provide social welfare related services. A mail questionnaire was distributed and the results analyzed by SPSS statistical software.
The capacity building and competency model developed by Paul C. Light (2004) was used in explaining the relationship between capacity building and organizational effectiveness. The results of the study show, through capacity building, organizational effectiveness can be improved which further leads to credibility. In fact, the key link to capacity building is not between organizational effectiveness and public confidence, but between organizational capacity and effectiveness. But, through efforts in capacity building, not only does organizational effectiveness becomes improved, the public credibility of the organization is also enhanced, thereby leading to confidence.

commands of governments. A decline of public confidence in the public sector is an
indicator of fundamental problems in the nature of a democratic system.
Constitutional objectives and supporting legislation in South Africa advocates the
practice of public participation through the Community Based Public Works
Programme and integrated development planning at local council level.
The importance of public participation as a vehicle to enhance the social capital of
nations cannot be overstated. There are various opinions however of what model of
public participation is best suited to the life cycle approach of project management.
The literature supports the fact that social capital formation curtails the incidence of
crime, poverty and other adverse social evils. A misaligned approach to the
application of public participation holds the danger that the socio-economic objectives
of government cannot be attained. In this regard, project managers have a
responsibility towards government to apply public participation in their projects in
such a way that formation of social capital is achieved. In tum, governments should
endeavour to apply an appropriate amount of resources to these initiatives to get the
critical mass necessary to turn the economy around. / AFRIKAANSE OPSOMMING: Demokratiese sisteme is afhanklik van die vrywillige onderwerping van
landsinwoners aan die eise van hul regerings. 'n Afname in die publiek se vertroue in
die publieke sektor is 'n indikator van fundamentele probleme in die samestelling van
'n demokratiese bestel.
Konstitusionele mikpunte asook ondersteunende wetgewing in Suid Afrika is
bevorderlik vir die gebruik van publieke deelname deur middel van die Departement
van Publieke Werke se Publieke Deelname Gebaseerde Program asook die
geintegreerde ontwikkelingsprogram van lokale munisipaliteite.
Die belangrikheid van publieke deelname as 'n middel waardeur nasionale sosiale
kapitaal bevorder kan word kan nie onderbeklemtoon word nie. Daar is nogtans
verskeie opinies ten opsigte van watter model van publieke deelname gebruik moet
word in die lewenssiklus benadering van projekbestuur.
Die literatuur ondersteun die feit dat sosiale kapitaal die voorkoms van kriminele
aktiwiteit, armoede en ander negatiewe sosiale euwels bekamp. 'n Ongebalanseerde
benadering tot die toepassing van publieke deelname hou die gevaar in dat die
nasionale sosio-ekonomiese mikpunte nie behaal sal word nie. Projekbestuurders het
daarom 'n verantwoordelikheid teenoor die staat om publieke deelname sodanig in
projekte te fasiliteer dat sosiale kapitaal daardeur bevorder kan word. Die staat moet
op hulle beurt weer sorg dat daar genoegsame hulpbronne aan hierdie inisiatiewe
spandeer word om die kritiese massa te skep wat nodig is om die ekonomie te draai.

Regulering van die ouditeursprofessie in Suid-Afrika (Afrikaans)Odendaal, Elizabeth Margaretha 25 May 2006 (has links)
Financial scandals worldwide have led to an auditing profession crisis. Society has lost confidence in the profession because of a growing perception that it does not act in the public interest, but in its own interest only. The way in which the auditing profession is regulated may impact positively or negatively on the value of the audit function. Consequently there is danger that the profession may lose its very reason for existence. Conversely, the profession has an opportunity to re-invent itself, and by so doing, regain the trust of society. The South African auditing profession, as elsewhere, has begun to recognise this situation as an opportunity to introduce changes to the regulation of the profession. These regulations are the key to society’s willingness to trust the outcome of the audit process. While the current regulations are obviously flawed, it is believed that, once revised, society may regain confidence and trust in the profession and its services. To this end the Draft Auditing Profession Bill, 2004 was published in November 2004. In this thesis the profession’s regulations, including the Draft Auditing Profession Bill, 2004, are evaluated in terms of factors that are central to an effective and credible regulatory system. The burning issues involving the auditing profession are also identified in this study, and evaluated. In comparison with changes already made in other countries, it appears that those important regulatory system factors and the key public interest issues of credibility and trust are inadequately addressed by the proposed auditing profession regulations. The fundamental reasons for this failure are the proposed composition and financing of the regulator and associated bodies. La confiance du public et le monopole de l'autorité publique sur l'administration de la justice pénaleBoillat-Madfouny, François 05 1900 (has links)
La justice pénale a historiquement, et à juste titre, été l’affaire de l’État. Octroyer à l’autorité publique le monopole de l’administration de la justice permet entre autres d’harmoniser les rapports sociaux tout en assurant une réponse structurée et dépersonnalisée au phénomène criminel. La confiance du public dans sa capacité d’accomplir judicieusement cette tâche est cruciale au maintien de ce monopole. Certaines réalités découlant du contexte médiatique moderne mettent toutefois en lumière une certaine crise de confiance du public dans l’appareil judiciaire et contribuent à déposséder l’État de son monopole sur l’administration de la justice pénale. Nous estimons que la télédiffusion des procédures judiciaires pénales de première instance est un des moyens par lesquels l’autorité publique peut rapatrier ce monopole. Ce mémoire s’intéressa à certains aspects de ces questions. / The State has historically overseen criminal justice, and with good reason. Delegating to state authorities full and exclusive administration of criminal justice ensures social harmony and allows for a structured and depersonalised response to crime. Public confidence in its ability to effectively do so is however crucial. The current media environment has contributed to a crisis of confidence in the system, depriving the State of its monopoly. We believe televising court proceedings and making them widely available to the public is one of the ways by which the State can strengthen confidence and reaffirm its legitimate control on the administration of criminal justice.
